We made the following recommendation: the Government propose one housing ombudsman for landlords, and a separate housing ombudsman, or system of mediation, for agents, but why cannot we bring those together, and have just one private rented sector ombudsman, covering landlords and agents?
I thank the Select Committee and its Chair for their report. Private rents are rising dramatically—by as much as 35% or 40%, in some instances of which I am aware. For many renting in the private sector, that means that they could well be evicted. Tenants are betwixt a rock and a hard place. Did the Select Committee consider whether agreements should contain a proviso that would protect tenants from undue rent increases and the alternative of council accommodation?
The issue of rent in the private rented sector is clearly important. We did not propose any change relating to the first time a tenancy is let, but we recognise that there must be some mechanism for agreeing rent increases once the tenancy is let. Otherwise, landlords could simply jack up the rent to an extortionate amount to get a tenant out. The Government propose letting landlords suggest increases, and tenants going to tribunal if they do not agree with them. We do not know why the Government resisted the proposal that there be built-in clauses in tenancy agreements—many agreements have such a clause—that say that rents can go up by a certain amount each year. The agreements could also include a break clause, so that there could be a reassessment every few years. Otherwise, we may find that the tribunal system, like the court system, gets completely overloaded. That would be another unintended consequence, which we want to avoid.

Currently, all that providers have to do to get the higher level of housing benefit, which is almost uncontrolled, is to provide support “beyond the minimal level”—nobody knows what that means; it does not mean very much. Some authorities have tried to challenge the housing benefit requests that have been made, but the problem is that all providers have to do is to show that the rent is reasonable—they are issuing freedom of information requests to find out the amounts of rent being charged for other properties in the area—and that there is no alternative accommodation, which there often is not, for reasons that I have explained. People are allowed to write a virtually blank cheque. That needs to be closed down, because the money can be put to better use than being siphoned off for profiteering, as it is currently.
I thank the Chair of the Select Committee for the report that he has put forward. Does he acknowledge that the high concentration of antisocial behaviour in areas of exempt accommodation is indicative of the system and of the fact that some of the accommodation is unacceptable? I think he agrees that an urgent review of the system must be a priority for the Government to prevent the continued placement of individuals and families into homes that are simply not fit for purpose.
The hon. Gentleman is spot on with that. When we went to Birmingham, we heard not from individuals living in exempt accommodation, but from those living in communities where dozens of properties in the same small area were being converted. They explained to us the amount of criminality and drug dealing going on, that the police were turning up every night and that there were people lying in the road and people begging. They often tried to help where people were vulnerable and in need, but they said that there was no control over how many properties could be turned into exempt accommodation in the same area. They were people with family homes and kids, who had often lived in that stable community all their lives, but who were seeing that community being destroyed around them. That is not acceptable or appropriate. We owe it to both the individuals needing supported accommodation and the individuals in communities where lots of accommodation is being created to change the system and help everyone.

I will keep to your timeframe, Mr Betts. I congratulate my hon. Friend—she certainly is my hon. Friend—the Member for Swansea East (Carolyn Harris) on securing the debate. There are very few debates that she secures that I am not here to support, but this one is of particular interest to me, and I will explain why. I should also declare an interest as a member of the all-party parliamentary group for gambling related harm.
There have been some incredible speeches from Opposition Members, and also from the right hon. Member for Chingford and Woodford Green (Sir Iain Duncan Smith), who put forward in a very succinct and helpful way what is very much my own line of thought. This is not about being anti-gambling; it is about how we can use the levy in a way that addresses the issue of addiction, while hopefully giving some of the money to the NHS, as the hon. Member for Swansea East said.
It is clear that gambling addiction is a significant public health issue: it ruins families, marriages and communities, and in extreme circumstances it can lead to suicide. The hon. Member for Sheffield Central (Paul Blomfield) referred to one of his constituents who had been affected, and there are families in the Public Gallery today who have also been affected. I am ever mindful of Peter and Sadie Keogh from County Fermanagh—they are not my constituents, but they came to my attention some time ago because of the issue of addiction and gambling. I have examples from my constituency of people who have been addicted to gambling, and although it did not lead to suicide, they found themselves under incredible pressure that affected their families. Gambling can lead to financial pressures in the house, arguments and ultimately the break-up of marriages.
Peter and Sadie Keogh lost their son Lewis. Their story is mirrored by the stories of those who are here today and by the stories of addiction told by others. Lewis found himself gambling and did not realise how deep the problem was getting. His mum and dad were probably not aware of everything that was happening, but they were when Lewis unfortunately took his own life. That came about because his debts had overcome him. His ability to respond and to discuss matters in their totality with his parents and friends led him to think there was only one way out. I am here today for Lewis, Peter and Sadie Keogh from Fermanagh in Northern Ireland, and for all the others in Northern Ireland who have succumbed to suicide because of gambling addiction.
The harms of gambling addiction are an indisputable fact, and yet we have limited protections in place to support the most vulnerable in society. Chronic under-investment in the gambling treatment system has led to a situation where treatment is unregulated and lacks consistency, transparency and accountability. Between only 2% and 3% of people with gambling problems enter the treatment system, and nearly all of them enter through self-referral—we need to look at that. The gambling industry is hugely well resourced, and it could and should be doing so much more to identify and protect vulnerable people.
A 1% smart levy on the industry’s revenues would provide £130 million—an increase of over £100 million on what we currently receive. What the hon. Member for Swansea East and most of us here today are saying is that that is not a big amount for the sector, but it will make a big difference. If the DCMS introduces a smart statutory levy on the gambling industry—that is already within the power of the Secretary of State—it can take control of the funding for research, education and, ultimately, treatment back from the bookies, set up a long-term funding commitment, allow clinicians and academics to commit to projects and programmes properly and safeguard the independence of research and education to ensure that the gambling industry can no longer mark its own homework. If such a levy were based on the “polluter pays” principle, it would not punish the bingo halls and the high street arcades that support local high street communities across the UK, but instead would force gambling operators who are all too often based offshore to pay for the harm that they undoubtedly fuel.
Compared with the other regions of the United Kingdom, the level of participation in gambling in Northern Ireland is higher. In England, the rate is 62%, and in Wales, it is 61.3%, but the rate in Northern Ireland, which is similar to the most recent recorded participation rate in Scotland, is 67.8%. Compared with the other regions of the United Kingdom, the proportion of the population in Northern Ireland found to be problem gamblers is also higher, at 2.3%. In Wales, it is 1.1%, in Scotland, it is 0.7%, and in England, it is 0.5%. We have a serious gambling problem in Northern Ireland, and our numbers outstrip those in the other three countries put together.
I always look forward to seeing the Minister, who is always incredibly helpful. He looks to help and reassure. I ask him what discussions he has had with his counterpart in Northern Ireland about gambling addiction and the fact that the rate in Northern Ireland are higher than in the rest of the United Kingdom put together. What steps can be taken to assist, help or advise the Northern Ireland Assembly Ministers?
The report on participation in gambling identified the four most common types of gambling in Northern Ireland as the national lottery; scratchcards or instant win; betting on an event or sport; and other lotteries, raffles and ballots. Sometimes, when I am in the garages back home getting petrol or diesel, I see people buying scratchcards, and I sometimes feel quite moved. That scratchcard is their hope of getting money to help with whatever it may be—to pay the bills—but that scratchcard is a gambler’s chance. It is very unusual for it to lead to any income.
Some types of gambling cannot be regulated in a meaningful way, but some can, and I believe that the levy is an essential tool in regulation. I encourage the Government and the Minister to see where the problem lies and to tackle it at the root. The purpose of a gambling statutory levy is to generate moneys to help those with addictions and to assist their families, and to help the NHS. It is right that the gambling sector should pay more. In my opinion, and that of many others, the publication of a White Paper cannot come soon enough. I urge the Minister and his colleagues in Government to take the opportunity to deliver meaningful change where the industry quite clearly has not yet done so.

I congratulate the right hon. and learned Gentleman on initiating the debate. It is specifically about food and farming in Devon, but, as he rightly said, when it comes to farming, Northern Ireland is comparable. Does he agree that, while farmers in my constituency and across Northern Ireland have recently had a reported rise in income, their outgoings will far outstrip their income, and that, if any modernisation or diversification is to take place, the Government need to step up and implement funding streams that can be allocated to those who need them most, UK-wide? The right hon. and learned Gentleman and I discussed this before the debate. He and I understand well that our Minister in Northern Ireland has grasped the important issue of farming—I know that the Minister here has done the same—but does he feel that whatever happens in Devon, the same should happen in Strangford?

The hon. Gentleman is absolutely right. When the Minister sets out his vision for post offices, as I hope he will, he has to retore confidence in the post offices so that they can see a future for themselves financially and viably.
Yesterday morning I had a lady in my office thanking my staff for persevering with her attendance allowance form. She had been notified that her appeal had been upheld. I listened as my staff members reminded her that this additional money was hers, and that she should use it to make her life easier—to get a cleaner or to help pay for a taxi rather than walking everywhere. She said something that struck me and was very important: “I will get a taxi to get my post office money.” It was very clear what she was saying. “I can’t use this card stuff, and they help me to get my cash where I can get all my bills sorted. I don’t know what I will do when they don’t do cash anymore.”
This is replicated dozens of times across my constituency, and I know it is replicated across all of the United Kingdom of Great Britain and Northern Ireland. The availability of the help and support that post office staff provide to vulnerable people in our communities cannot be overstated. That lady also said that her life would be turned upside down if she could not get her pension and her money sorted. She said, “The girl in the post office put some money on my gas and electric, and my TV licence bill. She does it all.” This lady is in close contact with the people in the post office. I am so thankful for all those staff who take the time to do what those in a busy petrol filling station simply cannot; I mean no disrespect to them, but it does underline the importance of post offices.
With more and more bank branches closing down, the role of the post office for vulnerable people and for businesses that cannot lodge cash easily without it is more vital than ever, so I urge the Government to ensure that we play our part in the retention of post office services. We should remember that although a large number of people operate online for the majority of things, there is also a large vulnerable section of society who do not operate online and who are frightened to do so because of security concerns. Again, I seek the Minister’s reassurance in relation to this security issue. I will give him another example, which concerns one of my constituents, because I do not believe that the vulnerability of some elderly people to scams can be underlined enough.
Only last month, a man in my constituency lost a substantial amount of his savings because he was scammed through an online system. Many of our older people and other vulnerable people are increasingly refusing to try any online payments, just because they are not sure whether they have the security that they need so much. My parliamentary aide’s mother had a discussion with her private pension provider regarding the transfer of a bulk payment. Coincidentally, that afternoon she received a message on her phone, apparently from HMRC, regarding an outstanding tax bill. Let us be quite clear—HMRC does not make telephone calls to tell people about tax bills. If someone receives such a call or message, it is a scam, and that is a fact. Indeed, I received a phone call here at Parliament just before the recess, telling me to contact a particular number immediately in relation to something similar. I contacted my accountant and asked him about it, and he said, “Jim, HMRC do not contact you about any HMRC business by phone. They will contact you by letter. If you get a phone call supposedly from them, it’s a scam.” He was quite clear about that.
The mother of my parliamentary aide, Naomi, rang her, and Naomi told her mother to do nothing about the message until she had looked at it. It was a scam, but one timed in such a way as to be believable. Not everyone has a child who understands the tax system so well that they can spot a scam, which perhaps underlines the importance of this issue.
Fears about these issues make people’s ability to head to their local post office and have a local, friendly staff member help them to pay their bills safely and to get things sorted out vital. How important it is to have the accessibility to that service from someone an individual knows and who has a face they recall and trust—trust that has been built up over many years. I believe that every speaker today will endorse that.
The post office is vital. It is okay to have all the other shops and petrol stations where people have access to a post office service, but people also need to have someone they know. Post offices give that reassurance, so they are vital, and we must do our part to protect them. In doing so, we must protect our service provision, which is even more important for our elderly community, who rely on it and cannot do without it.

It is a pleasure to be called to speak, Mr Betts.
I congratulate the hon. Member for North Warwickshire (Craig Tracey) on securing the debate. His introduction was excellent. The subject is important and topical, and one that I am aware of primarily through my constituents, as will be the case for others who participate in the debate. I hope that the Minister will give us some answers.
Recently, I read an interesting article in the Safety and Health Practitioner about this very issue. The crux of the matter is clear: with great respect, we are doing a disservice to those suffering from mental health issues if we make no changes. That is why this debate in Westminster Hall is important, even though many other things are happening in the House at the same time.
We are all aware of the massive impact that mental health issues have on our physical wellbeing, our mental acumen and our ability to cope with work relationships, home life and, simply, life in general. As an elected representative, I am into my 34th year, whether as a councillor, an Assembly Member or, now, an MP. Over all those years I have been very aware of those with mental health issues such as depression and anxiety, and the impact that all that has on their life, work, income and whole lifestyle. The issue is so important.
The article is worth reading—it would be time well spent—but I do not have the time to repeat it verbatim in full:
“In the workplace, mental health issues can have a serious impact on both the morale of employees, those suffering from mental health issues and their colleagues who then pick up the additional workload.”
If an individual is under pressure to work but is not able to cope and is doing less, who knows who else will have to do more? That is one of the reasons why I want to highlight the issue.
The article goes on:
“It can also impact an organisation’s productivity and profitability through overtime costs, recruitment of temporary or permanent cover—absence from work due to mental health issues is thought to cost the UK economy £26 billion per annum.”
That assesses the magnitude of the issue financially, but it only tells a small part of the story. Each one of us, as elected representatives, will have individual cases with which to illustrate matters. Furthermore:
“Mental health issues can appear as the result of experiences in both our personal and working lives.”
Sometimes people’s personal life spills over into their working life, and sometimes their working life spills over into their private life. The person who is always happy and jolly in the workplace might not be a happy or jolly person when he or she gets home.
The Health and Safety Executive’s draft health and work strategy for work-related stress identifies that 1.5% of the working population suffers from mental health issues, a figure that resulted in 11.7 million lost working days in 2015-16. That is another indication of how, if we improve the health ability of our workforce, we can save working days and thereby turn around the profitability of a company. Compare that figure with self-reported injuries: 4.9 million working days lost—the scale of workplace mental ill health is almost two and a half times the physical impact of unsafe workplaces and working practices. Clearly, something needs to be done. Perhaps the job of the Minister and his Department is to lead the way. Furthermore, it is suspected that at least a third of injuries go unreported, and the same is likely to be true for work-related stress.
The initiative “Mates in Mind” has identified that the suicide rate in the construction industry could be 10 times more than the rate for construction fatalities. If that estimation is true, we have a massive problem that needs to be addressed. I am pleased that the Government created a suicide prevention Minister—that is a direction we need to be moving in. That Minister is not present, but perhaps the Minister responding to this debate will also comment on that initiative.
In 2011, the then coalition Government developed “No Health Without Mental Health”, a cross-Government mental health outcomes strategy for people of all ages. It was a great idea, but it has not stopped the rise in the numbers of those with mental health issues. The document states how the Government want people to recognise mental health in the same way as they view physical and biological health.
The strategy also set out the aspiration of improved services for people with mental health issues. However, only an extra £15 million is expected to be pledged for creating places of safety and, with respect to the Minister, that amounts to only about £23,000 per parliamentary constituency. That is not a terrible lot per constituency—mine has a population of 79,000; I am not sure about the Minister’s constituency, but the average one has about 70,000, 75,000 or 80,000. If that is the case, that is about £3 per person, which does not really go anywhere towards addressing the issue.
According to the Centre for Mental Health, the financial cost to British business of mental ill health is an estimated £26 billion per annum, but positive steps to improve the management of mental health in the workplace can enable employers to save at least 30% of the cost of lost production and staff turnover. We are looking not only for the Government to do something but for companies to. It is important for companies to accept their responsibility—clearly, if they cut down on days lost to mental stress by making some changes, they thereby help themselves. If they can indeed save at least 30% of the cost of lost production and staff turnover, I say gently that it is an open-door policy and one that should be adopted right away.
One in four people will experience a mental health problem in any year. A common misconception is that mental health problems are only caused by issues at home—no, they are not—so some employers feel that it is not appropriate, or their responsibility, to intervene and provide support to employees. More commonly, the cause of an employee’s mental health problems is a combination of issues relating to both work and private lives.
To conclude, what I have sought today is not only to show in a small way support for the hon. Member for North Warwickshire but to seek Government intervention and help, and to raise company awareness. Companies have a clear role to play and one that they cannot ignore or not take responsibility for. I believe that the hon. Gentleman intended to demonstrate in his introduction to the debate that it is more cost-effective to take small steps to promote good mental health in the workplace, rather than having members of staff feeling like they cannot cope and going on the sick. We want to prevent that if possible.
I believe that enforced lunch breaks away from desks are an essential component, for example. It is all too easy for people to stay at their desks—my staff do it all the time. I was thinking about this before the debate: sometimes we ought to say to our staff, “Girls, go on down to the wee café there and take half an hour, 45 minutes or an hour, whatever it may be, away from the office”, because if they stay to eat their lunch, they also answer the phone. If someone comes in, they speak to them. I am not saying that they should not do that, but I am saying that the two—work and breaks—need to be divorced from each other.
I do not have all the answers but I do believe that we must do more—not because that is good for business, but for the sake of our one in four who are struggling with their mental health and who simply need help.

My hon. Friend is absolutely right that they bring skill; I think if the Home Office looks at this issue it will see the skills that the Filipino fishermen have. They should fall into tier 2, where we can enable them to be accepted. I think the hon. Member for Na h-Eileanan an Iar is right when he says it is a simple issue. I read the same article in the paper that he did. The Home Secretary accepted that there was a methodology that justified the right for doctors and so on to come in. By the same logic, that should happen here as well, and I would like to see it take place.
We want to see the Filipino fishermen allowed in. Under the transit visa provisions, non-EEA nationals cannot come to work on vessels that operate wholly or mainly within the 12-mile limit. People who work, or employ people to work, on inshore vessels after they have come to the UK on a transit visa or sought to enter at the border to join a ship are breaking immigration law.
Even more important, prawn trawlers, for example, operate by dragging a trawl net across the seabed to catch prawns, so only certain parts of the sea can be fished. The sea off the west coast of Scotland, containing the sea of the Hebrides, the Little Minch and the Minch, is a particularly good fishing ground for langoustines, but these areas are also well within territorial waters, as is most of the sea around Northern Ireland. Prawn trawlers have one of the highest demands for non-UK crew. Therein lies a key issue for my constituents and for the constituents of other hon. Members present. The difference is down to geography and, as usual, the postcode lottery does not work in favour of my constituents.
I, along with other interested MPs— the right hon. Member for Orkney and Shetland (Mr Carmichael), the hon. Member for Na h-Eileanan an Iar and the hon. Member for Banff and Buchan (David Duguid)—met with the Minister for Immigration and had a very forthright meeting, in which we tried to press collectively, from our four different parties, the importance of this issue. I know that the fishing organisations in my area are currently working hard to address the fact that, despite the demands of their difficult and often dangerous job, fishing vessel crew members are not deemed to be sufficiently skilled to fall within the ambit of tier 2. We need these workers to be elevated to tier 2, or tier 2 to drop down to that level. I feel the frustration that the hon. Member for Na h-Eileanan an Iar expressed; I am not always cool, but I try to make the case in such a way that people can understand the need to do it.
The Northern Ireland Affairs Committee, which I sit on with other colleagues and hon. Friends, is doing an inquiry into fishing. One of our recommendations is that the issue of Filipino fishermen should be addressed. I am conscious of the time, so I will make one last comment. The Department for Infrastructure in Northern Ireland did a trawl—if I can use that pun—across the whole of the UK and Europe for 150 job vacancies. That is the Department, not Jim Shannon or the local councils; it was the Northern Ireland Assembly when it was functioning. We got some 30 replies to that from the whole of Europe, and only 10 applicants were suitable for interview. Eight attended the interview; six were chosen, of whom one did not turn up; five took the jobs. We have 145 jobs that Northern Ireland’s DFI cannot fill.
We have done everything we can on this. The local Assembly has tried. We now look to the Minister and the Home Office to do the same thing as for the doctors and nurses—to bring in the Filipino fishermen who would help our industry to thrive. When we are out of Europe, on 31 March 2019, we will need an industry that is able to respond to what we can do when we advance. I thank the hon. Member for Moray again for introducing this debate. Everyone is united in this. All we need now is for the Minister to say, “Yes, let’s do it.”

I congratulate the hon. Member for Bristol West (Thangam Debbonaire) on bringing the issue of autism to Westminster Hall so honestly, compassionately and clearly. No one who listened to her speech could fail to be encouraged and energised by it.
If I may, I would like to offer a Northern Ireland perspective. The hon. Lady referred to what is happening in Wales, Northern Ireland and Scotland, and I would like to give some introductory information about autism in Northern Ireland, as well as about some other matters. Statistical analysis has been carried out on the rate of autism in children in Northern Ireland, and its findings are concerning, to say the least. They suggest that the estimated prevalence of autism in the school-age population in Northern Ireland has increased from 1.2% to 2.5% in less than a decade. There is a significant difference in the estimated prevalence rates of autism between the genders: males are four times more likely to be identified with autism than females, in line with UK-wide and international figures.
The Northern Ireland urban population has a statistically significant higher prevalence rate than the rural population, and we need to try to understand why that is so. Worryingly, using the Northern Ireland multiple deprivation measure ranking, the rate of autism from 2008-09 to 2013-14 was higher in the least deprived decile than in the most deprived. However, by 2016-17, the rate of autism in the most deprived area was 47% higher than in the least deprived area and 42% higher than the Northern Ireland average. Those figures illustrate the problems with autism.
In Northern Ireland, we have had a report by Autism NI and we have done some other work; I say “we”, but the work was done by the Northern Ireland Assembly, in which I served before coming here. Autism NI is a very active group in the Northern Ireland Assembly and it has come forward with some great strategies, visions and ideas for the future. Some of the things that it has put forward—back in my time at the Northern Ireland Assembly and since then—have been very significant.
My introduction to autism has been through interaction with people as a constituency MP, as a Northern Ireland Assembly Member and as a local councillor. I have filled in forms for parents to claim disability living allowance for their children, and I have dealt with other benefit issues, as well as referrals for educational assessment so that schools can get the classroom assistants that they need. Those are the real things that affect people, and engaging with them is how we learn about autism.
An interesting point was made in a separate debate this morning. We come to these debates to add our bit of knowledge, but also to gain knowledge from others. It is good that we will be able to leave this debate with knowledge from Scotland, from the hon. Member for Bristol West, from the shadow Minister, from the hon. Member for Makerfield (Yvonne Fovargue) and, indeed, from the Minister.
The estimated prevalence of autism has increased across all school years. In 2009-10, 74% of children identified as having autism were classified at stage 5 of the special educational needs assessment. I have been directly involved with that assessment, so I understand the issues clearly. However, in 2016-17 the percentage of children identified as having autism and classified at stage 5 of the assessment had fallen to 63%. There was a slight improvement in that time, which is probably down to the autism NI strategy. That strategy has addressed some autism issues, although it will take a while to work out all the figures.
Autism is a massive factor for children and young people in Northern Ireland, but it is not a death sentence by any stretch of the imagination. What is required is to teach communities about tools for people with autism. I loved it when the hon. Member for Bristol West made a comment about a wee boy or girl having autism. As she said, people with autism are the same as the rest of us; they just have a different way of doing things, and it is important that we understand that. As I say, I loved that little comment, because my mind was working in a very similar way. I think that those who deal regularly with people with autism would know what I mean.
One tool that I have come across is the Autism Friendly award, which is provided by the National Autistic Society and helps to teach communities about autism. The award helps businesses to become educated and aware of what they can do to help themselves and the families who use their services. It might be a simple thing, but it can really make a difference, and that is what we want.
According to the National Autistic Society, 79% of autistic people and 70% of families with autistic children feel socially isolated. I have often been involved in cases with a single parent—often a lady—with an autistic child and a couple of other children. The children are all pressing upon her. I see such women in my office and I understand how they can feel socially isolated, because their whole life is focused on looking after their children and doing their best for them.
Half of autistic people and their families sometimes do not go out because of concern about people’s reaction to autism, which goes back to the point that the hon. Member for Bristol West made earlier. We have to be more understanding and not stare, as children sometimes do; sometimes adults stare, too. We need to be aware of these things.
The NAS website states that:
“Even though more than 1 in 100 people in the UK are autistic, many of them and their families still struggle to access essential community spaces, businesses and shops”,
so the Autism Friendly award for business is good. The NAS website continues:
“The National Autistic Society’s Autism Friendly Award champions premises who commit to making sure that autistic visitors receive the same warm welcome as everybody else.
This doesn’t mean investing in expensive alterations or training your staff to be autism experts. Small changes can make a massive difference to autistic visitors and just a little understanding can go a long way.
We have worked with everyone from airports, heritage sites to sports arenas, local hairdressers and high street stores. Every customer-facing organisation, whatever their size or business, can benefit from becoming autism-friendly.”
That is what the NAS wants to achieve, and we in this House should want to achieve it, too.
I am conscious of your instruction about time, Mr Betts, so I will come to a close. Each venue that achieves the Autism Friendly award will help to make the UK a more autism-friendly place by opening its doors to autistic people and their families, whose lives are affected daily by businesses that do not understand their needs. I fully support initiatives such as the Autism Friendly award. They help to raise awareness and make a positive difference to families with autism, who simply need a little compassion, a little more understanding and—I say this gently—a little more support from the Government. I believe that, as a matter of principle, every single Government-funded building must be autism-aware and autism-friendly.
I look forward to hearing the Minister’s response to this debate, and I wish her well in her new position. I should have done that at the very beginning of my speech, and I apologise for not doing so. She and I came into the House at the same time. I know that she is a lady of compassion, so we look forward to a compassionate response.

The hon. Lady is right and I think many of us recognise what she says. We encourage people who are obese to do more sport. We encourage young people, rather than playing on computers and laptops, as they so often do, to take part in more physical activity. However, we must consider the side-effects of that as well, and ensure that we help with them. I hope that what I have said about responding early has been taken on board. With an early response to signs of deterioration, the hon. Lady might not today be in as much pain; although I can tell hon. Members that I have seen her moving around the House, and she moves at some rate. The hon. Lady is obviously not completely restricted, and I say well done to her.
Without the CRSF there would be less funding to invest in world-class research. The UK’s medical research landscape is currently undergoing major change with the formation of UK Research and Innovation through the Higher Education and Research Bill. I expect that the whole House would agree that is crucial that the CRSF should increase in line with charitable investment, within the new research funding system, to safeguard research in the long term.
I look forward to hearing the remarks that will follow in the debate, including the personal experiences of arthritis of Members’ constituents—and perhaps also those of Members themselves. Much more can be done to improve the quality of life of people with arthritis, and to push back the limits of that worrying condition. We have an opportunity in Parliament to play a huge part in ensuring that our constituents get a better quality of life. I look forward to hearing the speeches of the shadow Minister, the hon. Member for Washington and Sunderland West (Mrs Hodgson), and of the Minister.

It is a privilege to sum up. First, I thank all the right hon. and hon. Members who have made valuable contributions today. In particular, I thank the Minister for his concluding remarks, which gave us lots of hope and comfort for the way forward. I genuinely mean it when I say that we very much appreciate his energy and his commitment to the issues that he is involved with. We know that when he says he will do things he will actually do them, and we very much appreciate that.
I thank all those Members who have made a contribution today. The hon. Members for Scunthorpe (Nic Dakin) and for Bootle (Peter Dowd) and my right hon. Friend the Member for Belfast North (Mr Dodds) told some personal stories to illustrate the issues. In particular, my right hon. Friend referred to the charitable work that is done in England. I think that theme came through in all the contributions that were made today.
The hon. Member for Erewash (Maggie Throup) referred to the stem cell infrastructure that needs to be improved and I thank her for her very helpful contribution. She referred to the suitability of patients for stem cells and drugs, and she also referred—as we all did—to the improvement of NICE, which is very much needed. In addition, she referred to the clinical research that is also needed.
There was a very valuable, detailed and comprehensive contribution from the hon. Member for Coventry North East (Colleen Fletcher). I am so pleased to have listened to the very personal story that she told us, and what a joy it is to know that she can point to the stem cells and to how her husband’s own health has improved, which in turn helps their entire family. I think that each and every one of us here today was particularly touched by that contribution. On behalf of us all, I wish her husband well. It is good to know that the Anthony Nolan trust was very much involved in his treatment, as it is in the treatment of many other people. We thank the trust for its work.
The one key comment by the hon. Lady that I wrote down during the debate was this: “Hope shines out from the darkness”. She also referred to the geographical variations in treatment that exist across the United Kingdom, and to giving a second chance. How true that is.
The hon. Member for Crawley (Henry Smith), who is the chair of the all-party group on blood cancer, also contributed today. First of all, we thank him for his initiative for starting that group. We are very happy to be behind him. He is the general and we are the soldiers; he leads in the direction that we wish to go in. He referred to 130 blood diseases, to the emotional support that is necessary for sufferers, to his concerns over delisting, to the need to improve performance and to how NICE and the pharmaceutical industry can work together, which I mentioned in my introduction, but it is so important it deserves repeating. He also referred to Bloodwise and said that everyone needs access to the drugs that they require now.
The hon. Member for Linlithgow and East Falkirk (Martyn Day) spoke, as he always does; he never misses these debates. He always comes along and makes a very determined and considerable contribution. In many ways Scotland leads the way in what we could do in the rest of the United Kingdom. His contribution outlined what Scotland has done and the regional variations. He made many important points, but one of the ones that I thought was good—the Minister will have noticed this—was on how we can exchange our viewpoints regionally and then use the regional variations to the advantage of us all. In Northern Ireland, we can learn from what they do in Scotland and in England and Wales, and vice versa. That is important.
It is nice to see the shadow Minister in her place. She has certainly grasped her portfolio quickly. She has lots of experience, of course. We thank her for the comments she made. She referred to the evaluation of drug availability, relative costs, the rationale, transparency, the palliative effect and the absolute cost—
Order. The format is for the mover of the debate to have literally two minutes to finish. I know we have got time, but there is normal procedure with this. Will the hon. Gentleman bear that in mind and come to a conclusion?

I thank all those who have taken part. I thank the Minister for his concrete proposals and his response. My concluding point is that a single medicine for a cure takes 12 years, 1,600 scientists and 500,000 lab tests to develop. That is the importance of the work that is done. To put it into perspective, that is what we want to work towards: a cure for cancer. If we can get a cure for cancer, we will make lives better. Let us ensure that everyone in the United Kingdom of Great Britain and Northern Ireland can benefit from that.

Commons ChamberWhen a home is bought under the right to buy and the Government then continue with their policy of selling a council home to pay for it, if both those homes could be replaced with properties that meet the needs of those communities, I think everyone would feel a lot more comfortable about the direction of travel. As I understand it, the two-for-one replacement is a London-only commitment at this stage, and it is not precisely clear what the tenure of the two-homes replacement would be. That is one of the unanswered questions. Another is that we do not yet know how the levy raised on councils would be distributed around the country. Presumably the specific requirement for London means that some sort of regional ring-fencing will be in place, but we do not know precisely what that will be until the Government say so.
Yes, there is a concern about homes being bought under the right to buy and then becoming homes in the private rented sector. We can all see why that is. When people have bought their council homes, we see the front doors and front windows appearing in those newly bought homes, and a few years later we go back and probably see the roofs that have not been repaired, indicating that those homes have been passed on to the private rented sector. That is a challenge the Committee identified, and I hope that the Government will work with the National Housing Federation to explore how it might be dealt with.
I, too, thank the Chair of the Select Committee for bringing forward this report. I have always supported the right to buy. This is a devolved matter in Northern Ireland, but I still want to ask a question. In Northern Ireland, we have changed the tenancy arrangements such that a tenant has to stay for an extra five years before they can have a right to purchase. Another change is that tenants have no right to buy a bungalow or adapted disabled accommodation because of constituents’ insatiable demand for such housing. Has the Chair given any consideration to those two conditions in Northern Ireland? Did any discussions take place with the Northern Ireland Assembly or with other devolved regional Administrations to gauge their opinion on what they do? That would perhaps allow us to have a uniform set of rules or criteria across the whole of the United Kingdom of Great Britain and Northern Ireland.
We had witnesses from England, Scotland and Northern Ireland, so we did look across the board. We did not look specifically at extending the qualifying period for the right to buy, but we did look in some detail at supported housing. We thought that the discount should not be eligible in relation to the right to buy. The problem is that in some cases where a property cannot be sold, a portable discount can be given to another property, but if a person needs supported housing, then saying to them, “You can’t buy that house but you can have a portable discount to another supported housing unit somewhere else” does not really add up. We need clarification on that because we were very concerned about the prospect of losing supported housing in this way.
