That this House has considered Bottom trawling in Marine Protected Areas.
It is a pleasure to serve under your chairmanship, Mr McCabe. This may be unusual for a half-hour debate, but there are a number of colleagues here who may want to briefly join the discussion. The Minister knows that this is an issue of great concern to me. We have been here before, and I did a ten-minute rule Bill on this issue last year, but I want to keep it on the agenda. It commands concern across not just our House but the other place, where my noble Friend Lord Randall has taken my Bill from last year, improved it and tabled it again this year, and I wish him well with progress on it. I know that, without Government help, it will struggle to reach the statute book, but I hope that that is another indication to Ministers and officials of the strength of feeling about the issue.
Why does this issue command so much concern? The Government are rightly focused on improving our stewardship of the environment, and most people on both sides of the House share that view. Most of the public, who also share our concerns, would think that the presence of marine protected areas, covering around a third of our national waters, would play a big part in ensuring that we look after our own marine habitats. Whether we are talking about the smaller fish, the other creatures that live on reefs or the fish that live in broader areas around those marine protected areas—areas that we would hope would allow fish populations to recover and grow—the public would see those as central to our task of protecting the marine environment.
Sadly, as the Minister knows, the truth has been rather different. Our marine protected areas do not offer a lot of protection at all, particularly for our seabeds. The areas at the bottom of the sea are so important, because they are populated by the smallest creatures, which make up an important part of the natural food chains in our oceans. However, they remain open to large-scale trawlers dragging nets along the bottom, destroying much of what is in their path. The worst culprits are big international vessels that do enormous damage, as they use vast amounts of energy to scoop up everything as they go, and they have equipment that covers a vast area under water. That means, in reality, that those protected areas are subject to regular intensive fishing, which does huge damage to the ecology.
In total, less than 100th of 1% of our waters are covered by the highest level of protection, where all fishing is banned. Ninety-four per cent. of our MPAs permit bottom trawling; only 6% do not. That, in my view, means that they really are not properly marine protected areas at all. There is an urgency about the need for change. We cannot go on like this, because the more time passes, the more damage is done and the more ecology is lost. We have 372 marine protected areas, including coastal and offshore areas, which represent around 38% of UK waters. However, most are not in good condition and have suffered significant habitat degradation. Bottom trawling is a key part, if not the key part, of the problem, with that scalping of the sea floor destroying habitats all around our coastal waters.
Does the right hon. Gentleman agree that it must be remembered that fishermen have the world’s greatest reason to be environmentalists? They know that if they get it wrong, they have done themselves and future generations out of a job. Consultation with long-standing fishermen must play a large part in any conversations regarding marine protected areas. Does he agree?
Yes, I do agree. Fishing communities need to be a part of the discussion, and local fishing communities in the United Kingdom are pretty good at looking after their coastal waters. The problem is the big guys who come in and hoover the ocean floor. It is necessary to get the right balance, but we have to do a much better job on protection.

Commons ChamberThank you, Madam Deputy Speaker, for the opportunity to bring forward this debate. You will know that there has been a lot of talk about the positive environmental impact of lockdowns around the world and how wildlife in some areas has flourished. It is true that some species have benefited from the absence of humans in many places, but the opposite is also true; many of our most engendered species and precious habitats now face real crisis because of the economic impact of the virus. As tourists disappear, the financial position of local communities deteriorates in areas that are vital for our biodiversity, so the door is opened for poachers and land grabbers, giving them the opportunity to act illegally with little resistance.
Areas of special scientific and environmental interest in poorer countries such as Madagascar rely on tourism to fund conservation. To take one example, the Ranomafana national park, home to 12 rare species of lemur, currently generates no income at all for those who work there to keep its work going. The consequence has been an upsurge in deforestation and poaching. Security and patrols of parks have had to be scaled back due to the lockdown and the costs. There are fewer tourists and guides around on routine tours around national parks, which provide a deterrent to poachers. None of that is happening right now, so of course the opportunity is there for people who want to break the law and to commit acts that we would all regard as barbaric. Local people who benefited from the income that tourism brought them now have to turn to other sources of income as well. There is a strong correlation between the rise in poaching rates and local poverty.
The international wildlife trade was already the fifth most lucrative transnational trade before this, worth around £17 billion internationally every year. Of course, the support services, the international tourism, the travellers who arrive and the money that flows into those local economies have been decimated by the pandemic, leaving so many important areas with no income, with no warning at all. For example, the annual income of the not-for-profit African Parks, which manages 17 parks, has been reduced by $7.5 million, with an expectation that it will take several years to get back to pre-pandemic levels.
The consequence is heartbreaking. Botswana has seen at least six endangered rhinos killed during the pandemic, with at least nine killed in South Africa and dozens deliberately de-horned to try to prevent further poaching. However, it is not only the highest-profile species in Africa. In Cambodia, three of the roughly 300 giant ibis left in the wild were poached in April. In Colombia, between March and April, five jaguars, one puma and one ocelot were killed in its north-western region alone.
Along with increased poaching has come an upsurge in illegal forest clearance. Nepal has seen logging more than double in five of its most important national parks, which is really important terrain for the Bengal tiger. Compared with April 2019, April 2020 saw 64% more land cleared in Brazil, and 2019 was already the highest year for deforestation. The World Wide Fund for Nature reports a 150% increase in deforestation in March in 18 at-risk countries, equating to an area of around 6,500 sq km, seven times the size of Berlin. Indonesia has been the worst affected, followed by the Congo and Brazil. Between January and March alone, Amazon deforestation was up 51% compared with last year— roughly the size of New York City—and in April, it was up 71%.
It is not just the places that we hear most about. To give just one example, in May in Thailand, eight men were arrested for removing a rosewood tree from a wildlife sanctuary. That tree alone was worth $70,000. As with poaching, a pause on patrols of nature reserves in indigenous territories, combined with mass job losses, are seen as driving the increase in illegal logging.
I congratulate the right hon. Gentleman on securing the debate. The press and the media are full of these stories. I noticed over the weekend one story that said that non-governmental organisations do not have the finances anymore to pay for rangers to protect the wild animals. Does he intend to ask the Minister perhaps to look at helping and financing the NGOs, so that they can pay the rangers to police the parks and thereby preserve and protect the animals?
The hon. Gentleman makes an important point, which I will come on to, but that is indeed one of the things that I would like this country to do.
We have a significant aid budget in this country. Although we have financial pressures at home and although there are particular challenges, even with the level of our aid budget, which is linked to our national income, the fact is that we need to act on these threats both for the short term and the long term. In the short term, improving the support that we provide for conservation projects, as the hon. Gentleman rightly says, can help communities affected by job losses from coronavirus. It can help to prevent local people from turning to poaching and illegal trafficking to make up for lost income. We need to prevent those crimes from being, frankly, the only way that someone can keep their family on the straight and narrow and keep them alive and fed. Of course, this matters for the long term as well, because biodiversity gains and sustainable development projects will contribute to global efforts to reduce carbon emissions to keep global temperatures down, so we also have to make sure that we look after conservation for all our futures.
That is why my message to the Minister tonight is this: I want the Government to ensure that the support that we provide for conservation projects and—in particular, right now, when ecotourism is non-existent—for habitat restoration is sustained and increased in the coming years. Habitat restoration is one of the things we can do now that has those short and long-term impacts. I want us to step up the support that we provide to projects that restore the rainforest and other forest areas. I know that it can be done—I have seen it done. Helping poorer countries to restore not just forest areas, but, for example, mangrove swamps, can have direct economic benefits for the surrounding communities through poverty alleviation, improving food security and, of course, providing opportunities for recreation and tourism, and in some places the moderation of extreme events.
Equally importantly, however, spending money restoring natural habitats provides a refuge for endangered species and reduces the risk to biodiversity. Again, take the example of Madagascar: around 80% to 90% of Madagascar’s animal and plant species are exclusive to the island. It is a real garden of Eden still, but it has lost over a fifth of its tree cover since 2001, driven primarily by agricultural expansion. That process of habitat loss needs to be reversed. If we invest in land restoration and helping the local population to diversify what they do, everyone benefits. That is where our aid budgets can play a dual role in helping to alleviate poverty and creating economic opportunity, but also—crucially—looking after biodiversity and natural terrain.
As the Minister knows, we have a good track record as a country. It is not as though we are doing nothing in this area; we are actually doing plenty. The UK has contributed to the creation of nature protection zones across the world equivalent to the size of Brazil. Partnership work in Indonesia to protect the Sumatran tigers has helped to create 16,000 jobs. To counter deforestation and boost forest and biodiversity conservation, the Department for International Development’s Partnerships for Forests is supporting the Royal Society for the Protection of Birds and local conservation partners in Liberia to develop a market for forest-friendly Gola cocoa.
However, I think that now is still the time for us to step up to the plate even more. I know that this year, the drop in GDP will affect our aid budgets, but they have also been rising steadily in recent years, so we have the scope to focus more effort on conservation projects. It is in our national interest to do so.

Commons ChamberWe are taking a variety of different measures. In this country, we will shortly be seeing the first battery hybrid trains and the first hydrogen-powered trains, and we are providing support for low emission and ultra-low emission buses. Indeed, I recently went to the constituency of the Under-Secretary of State for Transport, my hon. Friend the Member for Harrogate and Knaresborough (Andrew Jones), to see the work that the local bus company is doing to introduce entirely electric-powered local bus routes. There is a huge amount happening, but of course there is a lot more to do to decarbonise the whole public transport sector and our road transport, too.
Has the Secretary of State had any discussions with the Treasury regarding a public transport voucher scheme that can be taken from pre-tax wages to encourage people to use public transport and thereby lower carbon emissions in our cities?
I have not, but I would be happy to discuss the hon. Gentleman’s concept. I am very interested in what he says.

Commons ChamberI have been very clear that the Government will, using the tools at our disposal, ensure there is guaranteed capacity for regional airports at Heathrow. That is absolutely clear Government policy.
The passenger numbers at Belfast City airport and Belfast International airport have been exceptionally good, but connectivity is key. Will the Secretary of State outline what connectivity can be brought to benefit Belfast City airport, Belfast International airport and Londonderry City airport?
I have had regular meetings with both airports since becoming Secretary of State. They have great ambitions to expand their route networks. The commitment I give to the hon. Gentleman is that my ministerial team and I will do everything we can to support their ambitions to attract more international routes and better connections within the United Kingdom.

Commons ChamberAs you will be aware, Mr Speaker, the European Commission has already said that it wants haulage to continue. It does not expect a permit-based system to be required. But in the event of a no-deal Brexit, we have bilateral agreements with a number of other EU member states that come into effect. We have put in place a system to distribute the ECMT permits precisely because we want to make sure that all bases are covered. However, we wrote to hauliers last week saying that they were being issued as a formality. Nothing that has happened so far would lead us to believe that those restrictions will be there.
I thank the Secretary of State for his answers so far. Has he had the opportunity to review the unexplainable action of Irish firm Arklow Shipping in relation to its agreement with Seaborne Freight? Was there a signed contract or is it the case, as some stories today indicate, that the Republic of Ireland and the EU are doing all they can to frustrate Brexit?
I do not want to attribute any possible reasons for Arklow Shipping pulling out. It was a shame that, just at the point when everybody had draft contracts in place ready for signing, the company backed away. It is a regret that that is the case. I would have liked to have seen this new service come into effect, if only to ensure that the port of Ramsgate had alternative business for the future, but I am afraid that it is not for me to comment on the motivations of the company involved.

Commons ChamberThe hon. Lady says, “should we have to leave the EU”. The country has already voted to leave the EU and we will next week vote on an agreement that would continue current aviation arrangements. If she is concerned about the contingency plans put in place by the European Union, will she join the Government in the Division Lobby next week to support the agreement?
Can the Secretary of State further outline discussions held with Belfast City and Belfast International airports to secure enhanced trading routes post March, and to evaluate what changes the airports may have to make?
I have had regular conversations with the leadership of the Belfast airports. Working with them in several areas, I want to see them expand their international flights. More flights are, of course, being planned for next summer, and I hope and believe that they have a strong and prosperous future with better links around the world.

Commons ChamberA number of trials are taking place around the country, which are paving the way for this revolution. I pay particular tribute to Andy Street, the Mayor of Birmingham, who is working with the industry in the west midlands—the heart of our automotive industry—on on-street trials on all kinds of roads there. This revolution is going to transform lives. It is going to create real opportunities for people with disabilities and the elderly. We are a way away from an automated vehicle being able to go up and down a single-track road with passing spaces, but the reality is that in and around our major towns and cities, this revolution is going to start happening very soon.
Electric vehicles need to be dependable. Can the Secretary of State outline what consumer protection and consumer care will be in place for those with electric vehicles who have an issue with charging that leaves them stranded? I am aware of that happening.
It sounds as though the hon. Gentleman and I had better have a conversation about that, so that we can look at specific cases. It is clearly important that consumers with electric vehicles have the benefits of the same consumer protections as any other kind of vehicle driver.

Commons ChamberI will make a little more progress, and then take some further interventions.
The need for an additional runway in the south-east is greater than ever before because—this is the reason why we have to do this—all five of London’s main airports will be full by the mid-2030s, and Heathrow is full today. We are seeing business leave the UK and go to airports like Frankfurt, Amsterdam and Paris, which have made additional capacity provision. If we sit here with our “Plane Finder” app on, we can watch planes flying overhead from the United Kingdom so that UK business passengers can go to Schiphol and then fly around the world. We are losing those connections to other countries, and we are losing the investment that goes around those connections. That is an important part of why this expansion is necessary.
I also need to be clear that this is not at the expense of growth at our other airports. It is simply not the case that other airports will lose business as a result of the expansion. All of our forecasts show every airport around the UK continuing to grow and expand. The UK’s Regional and Business Airports Group, which represents 40 airports, wrote to hon. Members saying:
“Heathrow expansion would mean more UK airports have vital access to a truly unrivalled network of routes...to destinations around the world.”
With expansion at Heathrow, non-London airports will continue to experience that strong growth—80% by 2050—and, importantly, they will have the capacity to accommodate that growth.
I thank the Secretary of State for his statement. This is clearly more than just about the constituencies around Heathrow and London; it is about connectivity for all the regions, as he has outlined. It has been said that Belfast City, Belfast International and Londonderry airports will gain by some 15% in new domestic routes. Can the Minister confirm that the increase will be of 15%?
My expectation is that we will see substantial growth. I would not put an exact percentage on it, but I have said that I will use the public service obligation mechanisms to set aside 15% of the additional capacity at Heathrow for links around the United Kingdom. We will use the PSO mechanisms to ensure that airports such as those in Northern Ireland, which are already thoroughly successful, benefit from this connection, and we will do the same in Scotland, the south-west and at other airports in the north and potentially north Wales, where this can make a difference.

Commons ChamberI have a big team that is experienced in dealing with such things, because, across the world, we have bilateral arrangements with countries in all continents. I have experienced teams that are working on that right now. We are pursuing the necessary successor arrangements that we will need for flights to countries around the world, and there is nothing but good will and constructive discussion between us and those countries in ensuring that there is no interruption in flying.
Not only is the aviation timetable agreement important, but so is the securing of routes. Will the Minister tell us what has been done to secure routes for Belfast City and Belfast International airports to make sure that Dublin does not receive, to our detriment, the routes that we should be getting instead?
Of course, the choice of routes is ultimately down to the airlines themselves, but the hon. Gentleman will know that we provide significant support for important links from Northern Ireland, and we will continue to do so. The biggest difference for Northern Ireland will come with the expansion of Heathrow airport towards which we are working at the moment, and a guarantee of slots to provide excellent connectivity for Northern Ireland, Scotland, England and Wales into countries around the world.

Commons ChamberWe have no plans to nationalise regional airports. In some cases, local authorities—or, indeed, local authorities in partnership with the private sector—control regional airports, and that is a matter for those local authorities and the current and past owners of those airports. We have no plans to nationalise airports.
It is important to ensure that international flights to regional airports are facilitated, but does the Minister acknowledge that it is equally important not to cause unbearable disruption to neighbourhoods? Does he believe that such a balance is being achieved under the current monitoring process?
The big difference that will come from the airspace modernisation programme is that by moving from systems that are 50 years out of date to ones that use the most modern technology, it will be possible to manage approaches to and departure paths from airports much more exactly, to provide more variation for local communities and to deliver a much smarter way of managing our aviation as a whole. That is why we are consulting on what will be a big change for this country.

We have been in regular contact with the airlines in recent days, and we have talked to them about the implications of the change. I last had conversations with a number of the airlines yesterday afternoon, as did the aviation Minister, so we have been in regular contact with them.
I thank the Secretary of State very much for his statement. As everyone has said, security is paramount, and the measures are important and welcome. He has named six countries, but he will know that it is easy to move from country to country and that it may therefore be possible to bypass the new security systems. What consideration has been given to adding other countries to that list right away?
There are a range of ways in which we protect the security of passengers on flights to the United Kingdom. This is one part of a broader strategy that we have had in place for many years to provide such protection. We make changes when we judge them necessary in the face of the evolving threat, and we will of course continue to monitor the situation and make any further changes dictated by that evolving threat.

Commons ChamberI am well aware of the pressures on my hon. Friend’s constituency and neighbouring ones due to night flights and the way in which routes currently operate around Gatwick. As he will know, part of our consultation is about exactly how we use airspace, as well as how we limit the use of night hours for aircraft. I encourage him to take part in that consultation. I do believe, however, that new technology can help us to make a significant difference.
Will the Secretary of State outline his plans to ensure that air links are strengthened for routes from Northern Ireland to the UK mainland, and that any reduction in flights, wherever they may be, will not adversely affect those links or any enhanced provision for Northern Ireland?
That is clearly a very important issue. I am pleased that yesterday my Department announced the very important decision to continue support for the flight from Derry to Stansted. We decided that it was important to make the resource available for that to continue, and I hope that people in Northern Ireland will welcome that.

Commons ChamberI can confirm to the hon. Lady that we are indeed consulting on the best regulatory framework for drones. I suspect that that will inevitably lead to some form of licensing for drones of a scale that could be a threat to the public and some limitations on where they can be used. We are listening to the views of the public, the drone development industry and others with a relevant interest to work out the best framework.
I, too, welcome the launch of the consultation. Will the Secretary of State commit to a vote on the national policy statement by the end of this year? I also welcome the inclusion in the statement of the fact that Northern Ireland will enjoy the benefits of Heathrow expansion. In the statement, he refers to six more domestic routes across the UK. Will he ensure that Northern Ireland is one of those?
It is certainly my hope and aim that we can have that vote by the end of the year, because I want to get on with this as quickly as possible. Belfast City is one of the airports identified by Heathrow as being a likely extra route, and certainly it is right that Northern Ireland should have a proper slice of this cake when it is there.

Commons ChamberFirst, let me say to my hon. Friend, and to my hon. Friend the Member for Twickenham (Dr Mathias) and others, that I know this is a difficult decision for a number of colleagues to accept. I respect their views and have every sympathy for the pressure that we are putting them under by doing this. My hon. Friend the Member for Kingston and Surbiton (James Berry) is my constituency next-door neighbour and I have worked hard for him in his constituency. I was delighted when he won. All the same, he will understand that the Government have to do what is in the interests of the whole United Kingdom, and these decisions are sometimes difficult for colleagues. The matter will have to be approved by the House, which will have the final say on the national policy statement. If that national policy statement does not secure the approval of the House, this cannot happen.
I welcome the Secretary of State’s statement. The Democratic Unionist party was the first political party in the United Kingdom to back Heathrow, and we have always been clear that its expansion would support growth in Northern Ireland and strengthen our Union. More cargo travels from Belfast through Heathrow than from any other UK airport. Will he commit to continuing that vital link in the supply chain between Northern Ireland’s businesses and their clients in every corner of the globe?
That is an important part of what this announcement is about, although it is not always at the top of the agenda. Heathrow is the United Kingdom’s biggest freight hub and an important point of connectivity that enables businesses around the UK to ship their products around the world. This is absolutely an important part of the way forward.

Commons ChamberI am very sorry to hear of what must be very difficult and distressing news for my hon. Friend’s constituents and those in the next-door constituency of Wrexham, and all our good wishes in this House go out to those affected. When a business is put into administration, one always hopes that it is possible to save it. I know that the Department for Work and Pensions, the Department for Business, Innovation and Skills and the Wales Office will do everything they can to provide appropriate support, where they are able to do so.
Life in Iraq: imagine your phone rings and the question is, “Are you a Christian?”, and the answer is, “Yes, I believe in Jesus.” The second question is, “Are you in the police?”, and the answer is, “Yes, I am,” and then you are told that you must leave or die. This is what happened to Franco Said, a policeman in Baghdad, and his family. They fled to Irbil in northern Iraq the very next day. No one is safe from Daesh in Iraq. Murdering the Christian faith in Iraq is truly a reality for many. Will the Leader of the House agree to there being a statement on this matter as soon as possible?
I have every sympathy with the issue that the hon. Gentleman raises. The tragedy is that parts of the middle east used to be beacons of stability, with religions standing side by side, having done so for hundreds of years. The persecution that has taken place of Christian populations, typically by extremists, is absolutely unacceptable and a tragedy. I know the hon. Gentleman’s comments will have been listened to by the new Foreign Secretary. We as a Government continue to do everything we can to encourage an end to this kind of persecution, but of course we face extraordinarily difficult security situations there. We will carry on doing our best.

Commons ChamberI will ensure that the hon. Lady receives a response from the Department of Health.
The issue of forced organ harvesting in China has concerned us for some time. It involves people who have been jailed for campaigning for civil liberties, for being Christians and practising their religion, or for following the meditation practices of Falun Gong, which is a wonderful form of meditation whose values are truth, compassion and tolerance. Will the Leader of the House arrange a debate, in the Chamber or in Westminster Hall, on the horrific, brutal surgical removal of vital organs from prisoners of conscience, and could we also debate the issue of organ tourism? People travel from the United Kingdom to China to receive those organs. I believe that a subject of such importance should be debated.
The hon. Gentleman has raised a very serious issue. He will be able to raise it directly with the Foreign Secretary during Foreign Office questions on Tuesday, but let me say to him now that, while we seek to engage with China and strengthen our partnerships with it, we always take opportunities to raise the question of human rights, and we want to see standards of human rights in China improve.

Commons ChamberI hate to disappoint the hon. Gentleman, but disestablishment is not on the Government’s agenda at the moment; there is quite a lot to deal with, and that is not top of our list.
This week the all-party group on international freedom of religion or belief released a report entitled, “Fleeing Persecution: Asylum Claims in the UK on Religious Freedom Grounds”. It highlights the shortfall in the number of caseworkers who determine asylum applicants on religious grounds and outlines 10 points for improvement. Will the Leader of the House agree to a statement on what steps the Home Office is planning to take to ensure that caseworkers are adequately trained to assess claims by individuals seeking asylum on religious grounds?
This is obviously a sensitive area, and we have to take great care with it. Of course we want to provide refuge to people fleeing religious persecution, but we need to ensure that our system is robust and that the people we are dealing with really are who they say they are. Great care is already taken to do that. The Home Secretary will be here on Monday, so if the hon. Gentleman has further thoughts about what we should be doing, I suggest that he raise them with her then.

Commons ChamberI know that the Government are working on that. I do not have an exact date yet, but I am sure that they will want to update the House fully. I cannot give the hon. Gentleman an undertaking that there will be an oral statement, but I suspect that, when it happens, there will be a desire by the Department of Health to inform the House as widely as possible. I am sure that it is the kind of issue that may well end up being debated either in an Adjournment debate or in a Backbench Business Committee debate once the new Chair is elected. Let me pass on my commiserations to the former—and potentially future—Chair of the Backbench Business Committee, the hon. The humanitarian crisis in north-east Syria is becoming worse, with international aid unable to reach the region. Food prices have increased severalfold. A kilo of tomatoes is 800 Syrian pounds and a kilo of sugar is 1,000 Syrian pounds. The average wage is a 10th of what is needed to buy food for a family of five people. Although ISIS, or Daesh, is on the back foot, it still controls the only road access to the region. Will the Leader of the House agree to a debate or a statement on this vital issue?

Commons ChamberI suspect that President Obama will have picked up the different sides of the current debate before he arrives. We will all wait with interest to see what he has to say.
Before Christmas, this House debated and agreed a nuclear agreement with Iran. One of the conditions was that human rights, including religious freedom, would be preserved and protected. In January 2016 a revolutionary court in Golestan province in Iran reportedly sentenced 24 Baha’is to a total of 183 years in prison in connection with the peaceful exercise of their faith. Another 80 Baha’is were reportedly detained on 31 December 2015. The Government said that followers of the Baha’i cult enjoy citizens’ rights pursuant to the country’s laws, and that allegations presented to the contrary in the report were baseless. Clearly, that is not the case. May we have a statement or a debate on the subject?
It was the view of the Government that it would be better for us to engage with Iran to try and address the nuclear issue, but by engaging we can also try and influence Iran on human rights matters. Of course there are human rights concerns, and of course the Foreign Office and my right hon. Friend the Foreign Secretary would always raise concerns on human rights matters with countries where such concerns existed, but I think the Government are right to say that we are better to engage than stand away from Iran, in the hope that we can influence improvement there.

Commons ChamberThe purpose of impact assessments and things such as the family test is to enable the House to take an informed decision. Such tests are less a bar over which a measure needs to jump than a package of measures on which the House can form its decisions. The Government’s intention remains to keep the House as fully informed as possible so that it can take those decisions.
Last month I raised the case of Islam al-Beheiry, who was convicted in Egypt of contempt of religion under article 98 of the penal code and sentenced to five years in prison with hard labour. Only a few weeks ago, a teacher and four Christian schoolboys aged only 16 were sentenced to five years in an adult prison for making an obnoxious mock Daesh video. Will the Leader of the House agree to a statement on the steps that the Government are taking to stem the worrying rise in blasphemy and contempt of religion charges in Egypt, and on the efforts that are being made to call for clemency for the four Christian schoolboys, their teacher and Islam al-Beheiry?
As always, the hon. Gentleman is an important champion for members of the Christian faith, and I commend him for that. I do not know about the specific details of the case that he has raised, but I will make sure that the Government give him a proper response and that the relevant Minister is aware of the concerns that he has raised.

Commons ChamberThe Scotland Bill is making progress through the other House. I understand the point that my hon. Friend makes. The agreement that we have reached will provide for a transitional period to a new world for the Scottish Government. The Scottish Government now have to start using the powers they have been given and taking some of the decisions that other Governments have to take, which they have so far insulated themselves from.
In the last few weeks, there have been many stories in the media about gamblers and addiction. Tony Franklin lost his money, his job and his family, and claims that fixed odds betting terminals were the reason. It is clear that the gambler stands little chance of leaving the roulette table with heavier pockets than when he entered. There is a need to change the legislation on fixed odds betting terminals. Would the Leader of the House agree to a statement or a debate on that matter?
Unfortunately, we have just had Culture, Media and Sport questions, when the hon. Gentleman would have had an opportunity to raise that matter with the Ministers concerned. They will, of course, be back before the House in due course. I am aware that this is a matter of concern across the House. It might be possible to take the subject to the Backbench Business Committee if his concerns are shared across the House.

Commons ChamberAs my right hon. Friend the Prime Minister made clear yesterday, he will bring forward the matter for debate at an appropriate moment. In the meantime, perhaps we can have a debate on where the mysterious underwater drones that will render Trident redundant will come from.
Mr Islam al-Beheiry is an Egyptian television presenter and researcher who hosted a religious talk show. In June 2015, he was convicted of contempt of religion under article 98 of the penal code and sentenced to five years in prison with hard labour. On 2 February 2016, a court upheld his sentence. The TV show that he hosted was a way to debate Islamic interpretations, and that comes under freedom of religion or belief. Egypt has signed the international covenant on civil and political rights, so by upholding al-Beheiry’s sentence the country has violated its legal obligations to protect the right to freedom of religion or belief. Will the Leader of the House agree to a statement on the diplomatic steps that the Government have taken to call for the release of Islam al-Beheiry?
The hon. Gentleman makes an important point, and I will make sure that his concerns are drawn to the Foreign Secretary’s attention. The Foreign Secretary will be before the House on Tuesday week, when the hon. Gentleman will have the opportunity to put that question to him.

Commons ChamberAll of us in government have meetings with business, charities, external representative groups, trade unions and other groups across our society, so that we can try to do the best for this country in government. That is what all Governments do and it is certainly what this one does.
May I associate myself and my party with the very kind comments on the long service of Robin Fell and wish him all the best for the future, good health and long life? In the aftermath of the Paris atrocities, what can only be described as hostile proposals are coming from Europe on the EU weapons directive that could impact on legal and legitimate firearms certificate holders across the whole United Kingdom of Great Britain and Northern Ireland. The Leader of the House—I know the matter is close to his heart—will know that the most law-abiding section of the community are those who hold firearms, so will he agree to a statement or a debate in this House?
Although this country has experienced the dreadful consequences of terrorism, and the hon. Gentleman knows and understands the dreadful consequences of terrorism, we have in this country firearms laws that maintain the right balance and are appropriate for the needs of a modern society. The best way that the rest of Europe could deal with the matter would be to adopt the same approach as the United Kingdom has taken.

Commons ChamberIf BT has still not been able to restore phone lines to businesses, that is a matter of serious concern for all of us. I will make sure that that concern is passed on to the Department for Business, Innovation and Skills and to the Department for Culture, Media and Sport this morning, as both have responsibilities in this area and this needs to be rectified pretty quickly.
The prosecution of kids who post indecent images continues to cause great concern. In Northern Ireland last week, investigations into dozens of youngsters considered for prosecution over indecent images of children have been halted because of the sensitivity of the issue and the need, I believe, for decriminalisation. Children will come forward to get help, and fewer will self-harm and commit suicide, if we look at decriminalising this. Will the Leader of the House agree to a statement on this very important issue?
One very much hopes that the prosecuting authorities, both in Northern Ireland and elsewhere, apply a degree of common sense. We have rules that are designed to protect young people from inappropriate exploitation and from revenge porn, but I think we would all take the view that if a teenager does something stupid, we would not wish to see them criminalised without good reason.

Of course, the Secretary of State for Culture, Media and Sport will be here for questions next week, providing my hon. Friend with an opportunity to raise the issue with him. The Government are well aware of this issue.
There are growing concerns across the whole of the United Kingdom of Great Britain and Northern Ireland about sharia law and the use of sharia councils. There can never be two legal systems in the United Kingdom: the law created and processed by this House is the only law of the land. Will the Leader of the House agree to a statement on this most important legal matter?
Let us be absolutely clear about this. We have one law of the land which applies to every single citizen of this country—to every single person who is in this country—regardless of race, colour or creed. That is beyond question, and, in my view, it can never be different. Systems that offer arbitration services within, for example, religious groups are ultimately not legally binding. Ultimately, the only places in our country that deliver legally binding rulings are our courts, and people in this country can always have recourse to the courts in the event of matters of challenge in their lives.
I know that this matter is of concern to the Home Secretary. She will be here next week, and I encourage the hon. Gentleman to raise the issue with her, as, indeed, will I.

Commons ChamberI suspect that we will have extensive debates on the matter in this House and around the country over the next few months, and rightly so. It is perhaps the key issue for our generation. The disappointing thing is that, while there appears to be debate in much of the country, there seems to be very little debate coming from the Opposition Benches. Labour Members do not know what they stand for and they are not interested in engaging in debate. They call for a reformed European Union, but they will not say what they are prepared to reform.
First, may I thank the Leader of the House for his kind comments about Arlene Foster’s election as the leader of the Democratic Unionist party and her shortly becoming the First Minister? We look forward to a confident, brighter future in Northern Ireland, taking everybody forward together.
The Leader of the House will be aware, because I know he is interested in the matter, of the High Court decision to grant a buzzard control licence, which took five years to happen. In light of that decision, will he agree to a statement being made in the House to ensure that all future applications for buzzard control licences will be looked upon sympathetically under the criteria that exist?
The hon. Gentleman makes an important point. I will ensure that the Secretary of State responsible takes a look at that and writes to him with a proper response.

Commons ChamberWe will bring this issue before the House in due course. I appreciate that Scottish National party Members feel strongly about it. What I have never been quite able to understand is why, since the nuclear deterrent is such an important part of the Scottish economy, they want to see it go.

One recent health issue has been the increase in type 1 diabetes. Many schemes have been put forward to address that, including dose adjustment for normal eating, which controls carbohydrates in tandem with physical exercise. Will the Leader of the House agree to a statement or a debate in the House on type 1 diabetes and how to address it?
That condition affects very large numbers of people, and we would wish health research to continue to try to alleviate the burden that people face. The subject is absolutely right for requesting an Adjournment debate or asking the Backbench Business Committee to bring forward a debate, and I encourage the hon. Gentleman to do so.

Commons ChamberBy the sounds of it my hon. Friend is not going to be getting much sleep that week! I hope he finds that that experience is helpful to him and enables him to do what we as Members of Parliament should all do, which is to pay tribute to the work that volunteers do in our society. Our society is a better and stronger place because of their work, and every one of us will have examples in our constituencies of people who go more than the extra mile to do good work for the areas where they live. We should praise every single one of them and be grateful to them for what they do.
The access to, and availability of, cancer drugs throughout the United Kingdom of Great Britain and Northern Ireland is an issue that concerns directly more than 50% of our population. The current cancer drugs strategy runs out in March 2016. Will the Leader of the House agree to a debate about this vital health matter in the autumn?

Commons ChamberI very much agree with my hon. Friend, particularly in relation to rural areas of Britain. Lincolnshire is a very spread-out county, and the loss of services from rural market towns can have a serious effect on communities. I commend him for his work in championing his area—and all the Members, and new Members, for Lincolnshire who I know will focus clearly on how we protect services in rural areas. I encourage my hon. Friend to request an Adjournment debate or to raise the matter during the debate on the Gracious Speech. The protection of services in rural areas remains a matter of the utmost importance and will continue to be so for the Government and for hon. Members.
The increase in the number of kites, buzzards and other birds of prey and raptors across the United Kingdom of Great Britain and Northern Ireland has resulted in pigeon lofts being savaged and songbird numbers being decimated. As bird of prey numbers increase, other bird life decreases. I asked for a debate on this issue in the previous Parliament, so will the Leader of the House agree to a debate on it now, as it is very important for the future of all bird life across the United Kingdom of Great Britain and Northern Ireland?
It is important that we ensure good environmental stewardship; some of the more controversial countryside issues in recent years have been about that. The hon. Gentleman makes an important point. People only have to drive through parts of the home counties to see the extraordinary number of red kites in the skies, bearing in mind that a few years ago they were almost extinct across most of the United Kingdom. I am sure that his points will be picked up by my colleagues in the Department for Environment, Food and Rural Affairs, and I encourage him to draw attention to the issue in this Parliament, both at questions and through the system of Adjournment debates.

Commons ChamberI do not have that detail of information yet. The right hon. Member for Tooting (Sadiq Khan) was absolutely right to point out that many of those may well not have been convicted of any crime, but have been simply awaiting trial. It is particularly important to ensure that such people are protected, but that is a matter for Nick Hardwick’s investigation.
I thank the Secretary of State for his statement, and for underlining the need for confidentiality in the relationship between Members of Parliament and their constituents. As he will know, policing and justice are devolved matters today, but that was not the case back in 2006. What discussions has he had with the Minister responsible in Northern Ireland, David Ford, to ensure that the confidentiality of the relationship between Members of Parliament and constituents is maintained in Northern Ireland?
I have not yet done so because the matter arose very recently, but the hon. Gentleman makes a good point and I will follow it up.

The Conservative party—although not the Opposition, from what we have heard today—is committed to the need for change and to ensuring that international human rights frameworks do not inappropriately intrude on the democratic decisions of this Parliament.
Does the Minister agree that an essential part of probation for reoffenders is monitored interaction within the community, and that community service can be a useful tool for reintegration in society?

Commons ChamberI regret every single redundancy in any sector in any part of this country. It is a terrible blow for the people concerned. I do not know about the case, but if the hon. Gentleman wants to talk to me afterwards, I will ensure that Jobcentre Plus support from a rapid response team is available to his constituents. I regret any such situation. However, we are having to get to grips with the challenges of the public sector because of the mess we were left. If we did not do that, unemployment would be higher, not lower. I stress that we will do everything we can to help the hon. Gentleman’s constituents and those elsewhere who are in a similar position. Any unemployment is too high, and we will do all we can to help tackle it.
Let me briefly consider the youth contract because questions have been asked about it. It was announced shortly after our debate a month ago and I think that it will enhance the programmes that we are already delivering. It builds on the programmes that are already in place and will involve doubling the work experience programme so that we should be able to guarantee every single young person who has been out of work for three months a work experience place. Through the Work programme, it provides a subsidy to employers to take on a young person who has been unemployed for a longer time. The CBI proposed it to us, but it is more generous than the programme that the CBI requested. The shadow Minister made the point about the previous Government’s scheme in 2009, but the difference is that we are delivering something to a template that leading business groups requested. They say that it will make a real difference to the likelihood of an employer taking on a young person. I hope and believe that will make a genuine difference.
One of they key factors throughout the United Kingdom that perhaps the Minister has not mentioned yet is small and medium businesses. In Northern Ireland, 90% of those in employment are employed through small and medium businesses. What help does the Minister intend to give small and medium businesses to create jobs and thereby address youth unemployment?
I agree that small and medium-sized enterprises are crucial. I hope that the subsidy that is paid to employers through the youth contract will be attractive to large and small employers. We are clear that the role that small businesses play is important. Opposition Members raised issues about unemployment among the older generation and I believe that our new enterprise allowance, which is proving successful in the areas where it has been operating so far and is now available throughout the country, will provide a real route for people who want to build their own SME in future.
Mr Deputy Speaker, do not listen to what you hear from the Opposition about the Government doing nothing about unemployment. We have a comprehensive range of support, which I believe can make a real difference to the unemployed. We face huge economic challenges and some of the most difficult economic circumstances that any Government have faced. However, unemployment is and will remain a priority for the Government. We will do everything that we can to tackle it.
