Commons ChamberI am sure the hon. Gentleman knows whereof he speaks. There have been times when I have been scrabbling to remember a historical date or the name of some African capital, and she has got there first. When it comes to some subjects—anything equestrian—I am simply nowhere.
I bet I speak for every Prime Minister who has ever had an audience with Her Majesty when I say that our conversations are always immensely comforting, because she has seen the sweep of it. She has seen the cycle from gloom to elation, and every time her country, under her, has gone forward from strength to strength. She has seen an empire transformed into a happy Commonwealth that countries are now bidding to join.
In the thousand-year history of this place, no monarch has seen such an increase in the longevity, prosperity or opportunity—or the freedom—of the British people. No monarch has seen such technical advances, in many of which British scientists have played a leading part, from the dawn of the internet to the use of the world’s first approved covid vaccine. No monarch, by their efforts, dedication and achievement, better deserves the attribute of greatness. For me, she is already Elizabeth the Great.
While she remains resolutely supported by the Prince of Wales, the Duke of Cambridge and other members of the royal family, we know that these celebrations will be tinged with sadness for Her Majesty by the absence of the Duke of Edinburgh, her strength and stay. And so I hope that in the coming days, we can together further comfort and reassure her, and show with every bonfire, every concert and street party, and every aerobatic display a love and devotion to reciprocate the love, devotion and leadership she has shown to the whole country over seven decades.
On behalf of the whole House, let me say, as the scholars of Westminster cried out from the abbey’s triforium on coronation day 70 years ago, “Vivat Regina Elizabetha!”—God save Queen Elizabeth.

Commons ChamberI thank the hon. Lady. Of course I appreciate the suffering of those on whose behalf she speaks, but I do believe that it is the duty of the Government to get on as fast as we can with sorting out the priorities of the people now.
I thank Sue Gray for the publication of her report. It is good to see the final article. We all recognise that there are many lessons to be learned from the handling of the pandemic for all levels of government, as the report states. Can the Prime Minister, working alongside devolved Administrations, give an indication as to when he will be launching the public inquiry on covid-19 that he promised? The general public have questions to ask, and answers must be given. When will the general public have their say?
As the hon. Gentleman knows, Baroness Hallett—Heather Hallett—has been appointed to head the inquiry, and he can expect developments soon.

I thank the hon. Gentleman very much. There is clearly an economic cost to the protocol. That is also now turning into a political problem, and an imbalance in sentiment about it. We need to rectify that balance for the sake of the Good Friday agreement, on which this country depends.

I think that everyone who knows people in the Ukrainian community in Britain, which is so large and so active and makes such a fantastic contribution to our life, feels a huge amount of sympathy for the people of Ukraine today. This is a country with which we have familiarity and which we understand. It is a country that is a democracy and shares our values. That is what is at stake today.
I thank the Prime Minister for his statement, and for all he has said today. As we have woken to the disturbing news of Russian aggression, does he not agree that economic sanctions, while welcome, will not be enough? Is he prepared to underline the steps that have been taken with NATO allies to assess the situation and to stress that membership of NATO is not a prerequisite for us in the United Kingdom of Great Britain and Northern Ireland to support democracy in whatever way is deemed necessary?
The hon. Gentleman is right: it is up to the people of Ukraine to decide what alliance they aspire to join. NATO’s open-door policy should remain absolutely inviolate.

Commons ChamberI know exactly what my hon. Friend is talking about, and I am sure he speaks for many. That facility has done fantastic work, but it will be decommissioned shortly.
I thank the Prime Minister for the covid-19 vaccination programmes that all the citizens of the United Kingdom of Great Britain and Northern Ireland have benefited from. I am broadly in agreement that we need to move safely forward, but will he outline whether the plans will include free lateral flow tests for the army of unpaid carers who have kept society ticking over? The indication is that one in seven of our unpaid carers in Northern Ireland need to test before they provide care for the vulnerable and for their elderly loved ones. They must therefore have access to free testing if they are to continue to provide this often overlooked but very necessary care.
I want to repeat to the House, because it is incredibly important that people understand, that the strategy for containing omicron is not to test everybody or large numbers of people; it is surveillance. We will be bringing forward particular groups to whom we want to continue to offer free tests, such as the clinically extremely vulnerable, and there will be more on that in the next few weeks.

Commons ChamberWe have spent record sums on our wonderful Army and it is now more agile, lethal and deployable around world, which is why we are able to move at speed and not just deploy in Estonia but, as I said to the hon. Member for Plymouth, Sutton and Devonport (Luke Pollard), look to move to other parts of NATO’s eastern frontier.
I thank the Prime Minister and the Secretaries of State for Foreign, Commonwealth and Development Affairs and for Defence for their resolute and strong stance. The UK, NATO and the USA have committed troops to the Baltic states and Poland; to combat and stop Russian aggression, similar support needs to be given to Ukraine. The pictures in the press last week that showed Ukrainian militia training with wooden guns very much illustrated the David and Goliath struggle. Will the Prime Minister confirm that military assistance and boots on the ground are needed urgently in Ukraine right now?
I too saw those pictures of Ukrainian civilians training with wooden weapons. I can tell the hon. Gentleman that we are supporting the Ukrainian army. There is now a strong tradition in Ukraine of militias and people who understand how to fight a guerrilla war. The message we need to get across to the Russian people is that it would be a disaster for them and a political disaster for Vladimir Putin.

Commons ChamberI repeat my careful words to my right hon. Friend the Member for Forest of Dean (Mr Harper). I also repeat what I think is common ground, that it is the responsibility of every healthcare professional to get vaccinated.
I, too, thank the Prime Minister for his statement. As we all know, it is thanks to the sterling and courageous efforts of our NHS staff and many dedicated volunteers that the Government could deliver some 36 million booster vaccines across the whole of this great nation of the United Kingdom of Great Britain and Northern Ireland. As restrictions ease, what additional moneys will be provided to the Northern Ireland Executive by way of covid recovery funding for businesses that have suffered due to the ongoing restrictions?
I am proud of all the work that we have done together with the authorities in Northern Ireland to ensure that we look after business, such as the furlough scheme and all the loans that we have made available, and to ensure that we continue to support the Northern Ireland economy as we come through the pandemic and beyond.

I thank the Prime Minister very much for his statement and his replies. Will he outline whether he intends to work with the Chancellor and the Treasury to provide a scheme for small businesses that employ fewer than five people and have to close with no income if there is a contagious omicron case or a close contact? Too many businesses that are viable and successful can no longer hang on by a thread, and they need a further package of help right now.
As the hon. Gentleman knows, we have given significant support to businesses throughout the pandemic, and we keep that under review. What would not be good for businesses would be to release people back to the workplace too soon so that they infect everybody else who is there.

Commons ChamberThere will be jobs and growth across the whole of the UK as a result of this partnership, but above all as a result of the policies that this Government have been pursuing, which are leading to higher wages and higher skills—a policy that I am afraid the Labour party continually opposes.
I thank the Prime Minister for his statement. He will know that Northern Ireland plays an integral part in the procurement and manufacture of defence products; we have the highest technical and scientific manufacturers. We wish to be part of this move, and I know the Prime Minister wishes Northern Ireland to be part of the United Kingdom of Great Britain and Northern Ireland, better together, but we need to be assured. Will he tell us today in the Chamber that Northern Ireland will play its part?
Of course Northern Ireland will play its part, not least in the shipbuilding strategy that will follow after the spending review. I should have made more of that. I am delighted to say that Harland and Wolff has, as I understand it, just taken on another 1,000 apprentices for the first time in a very long time to get ready for exactly that strategy.

Commons ChamberIt is wonderful to see my hon. Friend looking so well, and I echo his thanks to our healthcare professionals for everything they do. I believe it is the fixed view of the British people that after a very difficult time it is fiscally right and responsible to protect frontline healthcare and support the NHS but also at the same time to fix the underlying problems, of which social care is just one.
I thank the Prime Minister for introducing this long overdue measure to address the NHS and social care. Across the United Kingdom, and in my constituency of Strangford, small and medium-sized businesses are critically important in providing jobs and boosting the economy. Can the Prime Minister assure this House that across the United Kingdom of Great Britain and Northern Ireland SMEs will not shoulder the burden, as they can little afford it?
I am a fervent admirer of the businesses of Northern Ireland and their ingenuity and ability to innovate, which I have seen many times at first hand. I know they are capable of a very dynamic recovery, and indeed believe that is going on right now. I have every confidence in my right hon. Friend the Chancellor to keep bringing forward those business-friendly, supply-side measures which will drive a very strong economic recovery.

Commons ChamberI think the best I can do is direct my hon. Friend once again to the integrated review, which I know that he has studied and I believe is now more relevant than ever.
I thank the Prime Minister for his statement. Is he aware that there is a desire in industry to help provide refugees with housing and jobs? Two firms in my constituency, Willowbrook Foods and Mash Direct, are keen and willing to give jobs to the Afghans, and also have access to private housing. Goodness always shines through, and we should always remember that. What steps can the Prime Minister take, via the Treasury, to help the system incentivise firms that want to help those who served alongside British forces and whose lives are at risk for their commitment to freedom and democracy in Afghanistan?
The hon. Gentleman makes an incredibly important point. The labour market is full of vacancies at the moment, and there are obviously opportunities for hard-working people of talent and energy to come and make their lives across the whole of the UK. We will help them with training, with the English language and, as I have been saying, with what else they need.

Commons ChamberA couple of quick points. It is important for my hon. Friends not to exaggerate our ability, by military might alone, to stop parts of Afghanistan already being used for terrorist purposes if that were what the Taliban desired to do, given that they already possess substantial portions of that country. It is also the case that there are many other parts of the world that can be used as a base for international terrorism. What we propose to do is continue to work with our friends to look at an outside-in approach to counterterrorism, and to work with regional actors to ensure we have a solution in Kabul that prevents that country lurching back into becoming a haven for terrorism in the way that he describes. As I have told the House, I do not think that that will necessarily be easy, but it is by no means impossible and the hope is certainly there.
I thank the Prime Minister for coming to the Chamber to make a statement. He noted the importance of the Afghanistan nation, with which we have worked so hard together to create real change. In 2012, I had the opportunity to visit Afghanistan on behalf of my party. At that time, I was able to meet some of the Irish Guards and the Royal Irish Regiment. Some who served were my constituents. Some gave their lives and some were injured as a result—the sacrifice of many of our brave service personnel in lives lost and injuries. I have a photograph in my office taken at that time of Afghan national army recruits at their training college. I was very impressed by their courage and bravery. There is a real fear that Afghanistan will feel our loss too deeply. What discussions have taken place with the USA and other interested allies to ensure that there are enough munitions, physical support, help, advice and guidance required for the future of our friends, all citizens and allies in Afghanistan?
I thank the hon. Gentleman and join him in paying tribute to the sacrifice of all serving men and women of the Irish Guards, the Royal Irish Regiment, as well as all those who sacrificed their lives in Afghanistan, and everything they did to protect the people of that country. As he knows, the UK helped to train about 5,500 officers in the Afghan security and defence forces. We will continue to invest in them, with £58 million a year in the way that I described. We will, of course, be doing that in concert with our American friends and allies.

Commons ChamberWe are increasing our funding for girls’ education to £430 million, which is about a 15% increase and an outstanding thing for this country to do in very, very difficult times. By the way, may I congratulate my hon. Friend because I think that her proposal for banning under-age weddings, which she brought to me, is now being carried forward. I thank and congratulate her on her work in that matter.
I thank the Prime Minister for his statement today. Will he outline the steps taken to inform the members of the G7 summit of the constitutional position of Northern Ireland, which seems to have gotten confused? I refer in particular to American President Biden and French President Macron. Will follow-up instructions and information be sent to help them grasp the fact that Northern Ireland was, is—in this centenary year—and will continue to be an integral part of the United Kingdom?
Yes, I think it is important that everybody understands that, although the media accounts of what took place differ very much from what actually happened at the summit where this was not really much of a topic of discussion. None the less, I think people do understand that Northern Ireland is an integral part of the United Kingdom for economic and all other purposes.

The distinguished former Health Secretary will, I am sure, know that there are now 50,000 more people working in the NHS this year than there were at the same time last year, including about 11,000 more nurses, already, and 6,700 more doctors, but we are going to get even more.
I thank the Prime Minister for his statement, particularly for those who have lost family members; I am very conscious of my wife losing her mum, and we all grieve for her especially.
The involvement of the Northern Ireland Assembly in the inquiry to look back at this is very important, and I welcome it. Will the Prime Minister outline what discussion has taken place between the devolved regions to ensure parity of travel restrictions so that every area of the UK can be accessed safely? Will he confirm that help will be made available to make travel affordable and encourage people to go to Northern Ireland over the summer so that people can make the most of the great British summer staycation throughout every area of the United Kingdom of Great Britain and Northern Ireland?
I thank the hon. Gentleman for his excellent question. We of course regularly consult all the devolved Administrations about making sure that travel can continue to flow freely through our United Kingdom. He makes a superb point about the attractions of Northern Ireland as a holiday destination and I hope people take him up on it.

Commons ChamberYes indeed, my right hon. Friend is right in what he says about the ODA commitment and right in what he says about China. Of course we will keep that under review, although, as I said, the balance has to be struck. He is also right that the UK Government should stick up for British citizens, and I thank him for everything he did during his tenure as Foreign Secretary to secure the release of Nazanin Zaghari-Ratcliffe. It is a disgrace that she remains effectively in captivity in Tehran, and on 10 March I raised that very matter with President Rouhani myself.
I thank the Prime Minister for his statement. Will he outline the strategy to bring back into line recruitment of foot soldiers post covid, as well as recruitment of cyber-soldiers? May I highlight that the centre for cyber security in Europe is Belfast in Northern Ireland, with trained staff and low rates? Will he consider basing security in Northern Ireland as an integral part of the United Kingdom?
The first point to make about the armed forces is that there will be no redundancies under this plan. There will be massive investment in our land forces and particularly in cyber-forces. We are taking the tough decisions needed to modernise and improve our armed forces. Yes, it is expensive—it requires £24 billion to do it—but it means taking historic and difficult decisions now, and that is what we are doing.

Commons ChamberYes, indeed. I am grateful to my hon. Friend because that is exactly why we wish to take this cautious but irreversible approach to make sure that we do not have to go back into measures that would keep kids out of school again. He is quite right in what he says.
I welcome the progressive road map of the Prime Minister and the Government, which, of course, is underpinned by the incredibly successful roll-out of the vaccine. Can the Prime Minister confirm that we have no supply issues and are on target to give the second dose to all of those on the NHS frontline who are due them in the next few weeks? Can he also assure us that this will not adversely affect the continuous supply and availability of first vaccines for the informal carers of those who are shielding?
The hon. Gentleman is completely right to raise this and to care deeply about supply. We have no supply issues at the moment, and we are confident that we can meet our targets.

Commons ChamberI very much respect the point of view of my hon. Friend, who has long been a keen and justified campaigner for liberty. I share his instincts very strongly, but I must tell him that we will continue to be cautious in our approach because we do not wish to see more lives lost than we can possibly avoid. That is why we will continue with the roll-out of the vaccine programme —the fastest in Europe currently—and on 15 February, as I have just said to the House, we will look at where we are. We will be setting out a road map, which I hope will be useful to him and to all colleagues throughout the House, on 22 February.
I thank the Prime Minister for his statement. Would he confirm what discussions have taken place with his counterparts in education to give ample time for teachers to plan their online teaching, with special reference to children who cannot or will not be able to access their online classes? I agree with him that it is better that the children are back in their classrooms, but can he ensure that all the teaching staff, especially the special needs teachers, will be a priority for the vaccine roll-out? Can he also confirm that there will be no shortage of vaccine, as was indicated in the press today?
We are rolling out 1.3 million laptops, and we are making sure that kids—pupils—have access to online learning wherever possible. The most important thing, as the hon. Gentleman has rightly said, is to get kids back into school as soon as we sensibly can. That is what the Government are determined to do.
I want to reassure the hon. Gentleman about the vaccination programme. He mentioned anxieties about supply. As I stand before you today, Madam Deputy Speaker, I am confident that we will deliver on the 15 February pledge, and that we will continue to be able to drive up—[Interruption.] I see that the Under-Secretary of State for Business, Energy and Industrial Strategy, my hon. Friend the Member for Stratford-on-Avon (Nadhim Zahawi), who is responsible for the vaccine roll-out, is confirming that we will be able to continue that accelerating curve of supply as well.

Commons ChamberMy right hon. Friend is absolutely right that we need to encourage people to go ahead and be tested, and I think he should encourage all the people of Gainsborough to do that when they have symptoms. As he will know, there are initiatives available for community testing with lateral flow testing that I think should be encouraged by colleagues across the House, as I know that they are. I totally support that. I also think that the British public and this House overwhelmingly support measures to protect the NHS and save lives. He makes a valid point about the way that coronavirus impacts on the population. It does fall disproportionately on the elderly and the vulnerable, but those lives must be saved where we possibly can, and I think that is what people of all generations in this country want to do.
I thank the Prime Minister and the Government for all the help that they have given over the last nine to 10 months. However, may I highlight the aviation and aerospace sectors, which have almost entirely shut down since the beginning of the pandemic? As of 4 January, UK flight volumes were 73% below pre-crisis levels. There are now legal restrictions on travel and some countries have banned arrivals from the UK. This is having a catastrophic impact on aviation and aerospace and the millions of jobs that rely on them, but, unlike other industries such as hospitality, these industries have received no sector-specific support. In the light of the unique impacts being felt by these sectors, can I ask the Prime Minister to provide sector-specific support to aviation and aerospace to see them through this very deep crisis?
The hon. Gentleman has raised this with me before, and he is an ardent campaigner for aerospace. He is quite right: it is a vital industry for our country. As he knows, we have time to pay and other packages of support, but we will be ensuring that we do everything we can to get the aerospace industry in the UK back on its feet as fast as possible.

Commons ChamberMr Speaker, I think that plenty of Members want to speak. I have already taken plenty of interventions and points of order. I am going to make some progress.
Just as we have avoided trade barriers, so we have also ensured the UK’s full control of our laws and our regulations. There is a vital symmetry between those two achievements. The central purpose of the Bill is to accomplish something that the British people always knew in their hearts could be done, yet which we were continually told was impossible. We were told that we could not have our cake and eat it—do you remember how often we were told that, Mr Speaker?—namely, that we could trade and co-operate as we will with our European neighbours on the closest terms of friendship and good will, while retaining sovereign control of our laws and our national destiny. That unifying thread runs through every clause of the Bill, which embodies our vision, shared with our European neighbours, of a new relationship between Britain and the EU as sovereign equals, joined by friendship, commerce, history, interests and values, while respecting one another’s freedom of action and recognising that we have nothing to fear if we sometimes choose to do things differently.
The devil is in the detail in anything that is before us today. Can the Prime Minister confirm—I hope that this is the case—that we see the end of discrimination and that the Hague preference is away, in the bin? The Killybegs Fishermen’s Organisation is expressing dismay from the Republic of Ireland. Will UK quotas be shared with Northern Ireland? Will there be tariffs for our ports of Portavogie, Ardglass and Kilkeel landing the fish that they catch in Northern Ireland, and will the £100 million for fishing organisations be shared equally across the whole United Kingdom? Those are real, practical issues for us in Northern Ireland.
I can assure the hon. Gentleman that the entire UK will share in the programme of investment in our fishing industry. To get ourselves ready across the whole UK for the colossal uplift in fish that we will obtain, and even before the end of the transition period, the hon. Gentleman should know that we will fish about 130,000 tonnes more fish in the UK a year than we do at present. Currently, that is an opportunity that we must work to seize. [Interruption.] No.
We have much to gain from the healthy stimulus of competition, and the Bill therefore demonstrates how Britain can be at once European and sovereign. You will agree, Mr Speaker, that our negotiators published their feat at astonishing speed. It took nearly eight years for the Uruguay round of world trade talks to produce a deal; five years for the EU to reach a trade agreement with Canada; and six for Japan. We have done this in less than a year, in the teeth of a pandemic, and we have pressed ahead with this task, resisting all the calls for delay, precisely because creating certainty about our future provides the best chance of beating covid and bouncing back even more strongly next year. That was our objective.
I hope that the House joins me in commending my noble Friend Lord Frost and every member of his team for their skill, mastery and perseverance in translating our vision into a practical agreement. Let me also pay tribute to President Ursula von der Leyen, Michel Barnier and all our European friends for their pragmatism and foresight, and their understanding that it is profoundly in the interests of the EU to live alongside a prosperous, contented and sovereign United Kingdom. The House understands the significance of the fact that this agreement is not EU law, but international law, so there is no direct effect—EU law will no longer have any special status in the UK.

Commons ChamberI am grateful for my right hon. Friend’s points. He has done extraordinary work to champion the poorest and neediest around the world. This country, as I say, can be very proud of our record on overseas aid. We will continue to lead the world on that under this Government. What I can say is that this statement is about our defence and security, and there is no read-across to any other issue. This is driven by our need to protect the British public and keep the world as safe as we possibly can, and to unite and level up across our Union with 40,000 more jobs.
I thank the Prime Minister for his commitment to the whole of the United Kingdom of Great Britain and Northern Ireland. Will he confirm that while the goal is speed, readiness and resilience, as opposed to mass mobilisation, for the British armed forces to remain the best in the world the training of personnel must be a top priority to ensure that while we are ready for technological warfare, we also remain ready for physical forms of war? How will the review of recruitment procedures secure that very goal?
The hon. Gentleman makes a very important point. The defence review will ensure that we remain full spectrum capable. I think that is the phrase the House should use: full spectrum capable.

That the Health Protection (Coronavirus, Restrictions) (England) (No. 4) Regulations 2020 (S.I., 2020, No. 1200), dated 3 November 2020, a copy of which was laid before this House on 3 November, be approved.
We come together today to implement time-limited restrictions across England from midnight, so that we can contain the autumn surge of the virus, protect our NHS and save many lives. Of course, this is not something that any of us wanted to do. None of us came into politics to tell people once again to shutter their shops, furlough their staff or stay away from their friends and family. In common with all Members, I feel the pain and anxiety that we will all share in the month ahead. But as Prime Minister, when I am confronted with data which projects that our NHS could even collapse, with deaths in the second wave potentially exceeding those of the first, and when I look at what is happening among some of our continental friends and see doctors who have tested positive being ordered to work on covid wards and patients airlifted to hospitals in some other countries simply to make space, I can reach only one conclusion: I am not prepared to take the risk with the lives of the British people.
I know it might be tempting to think that, because some progress has been made, we just need to stay the course and see through our locally led approach. It is true that the extraordinary efforts of millions across the country—especially those in high and very high alert level areas—have made a difference, suppressing the reproduction rate of the virus below where it would otherwise have been. I want to record again my thanks to the millions who have put up with local restrictions. I want to thank the local leaders who have understood the gravity of the position.
But I am sorry to say that the number of covid patients in some hospitals is already higher than at the peak of the first wave. Even in the south-west, which has so far had lower case rates than most of the rest of the country, hospital admissions are over halfway to their first-wave peak. The latest analysis from the Scientific Advisory Group for Emergencies, published on Friday, suggests that the R remains above 1 in every part of England, which means that the virus is continuing to grow among the population. Every day that the number is above 1 is another day that the number of cases will rise, locking in more hospital admissions and, alas, more fatalities, pushing the NHS ever closer to the moment when it cannot cope.
Every one of us in this House has received numerous emails and telephone calls about the closure of church services. I understand that, and I am making a plea to the Prime Minister for that to be reviewed. For many people, it is the only outing they have in the week and the only opportunity to have any contact with people for prayer and contemplation. In Northern Ireland, churches have been able to remain open through the use of masks and hands, face, space. Could that be looked at? I believe that people across the United Kingdom of Great Britain and Northern Ireland would appreciate that, especially in England.
I know the hon. Gentleman speaks for many people in this House in raising that concern, and I feel it very deeply. It is an awful thing to restrict people’s ability to worship in a communal way. Obviously, as he knows, we are allowing private worship, but for many people that will not be enough. The best I can say is that in all reality, if we approve this package of measures tonight, we have a very good prospect of allowing everybody to return to communal worship in time for Christmas and other celebrations in December.
The course we have before us is to prevent R from remaining above 1 and to get it down, otherwise we face a bleak and uncertain future of steadily rising infections and admissions until, as I say, the capacity of the NHS is breached. I know there has been some debate about the projections of some of these models.

Commons ChamberIn all intellectual humility, we will look at all the suggestions made by right hon. and hon. Members across the House. We will look at any exceptions that we can sensibly make, but I just go back to the point I made earlier that it is difficult to take out one part of the Jenga block without disturbing the whole package. I hear what my hon. Friend says, and I can assure him that indoor and outdoor businesses will certainly be receiving support.
I thank the Prime Minister for his statement today. I understand that there will be a Barnett consequential for Northern Ireland, and I welcome the Government’s commitment to that, but I ask him to recognise that the closure of many sectors in England has a massive impact across the United Kingdom, particularly given that so many companies in Northern Ireland supply the English market, and that UK-wide support is therefore needed. What will the Barnett consequentials be for Northern Ireland?
I am grateful to the hon. Gentleman, and we are making sure that people across the whole of the UK get the support that they need. I think that things have been tough in Northern Ireland lately, and the overall package has been worth about £2.4 billion so far, but obviously there will be more to come.

Commons ChamberThank you, Mr Speaker. I am glad to be back. My wife and I are still speaking after two weeks. If there had been a third week, there would have been a problem, but we are still together.
Could the Prime Minister provide an outline of his discussions with the First Minister, with special reference to the proposed circuit breakers that some chief medical officers are calling for, acknowledging that they would be successful only if they were UK-wide and centrally funded, as there is simply no funding available at present to allow businesses to continue to operate if they are forced to close yet again? This is particularly relevant to areas such as mine in Strangford, which has the second-lowest number of cases in the whole of Northern Ireland.
One of the problems is that places like Strabane in Northern Ireland have about 820 cases per 100,000, which is about the highest in the UK, perhaps in the whole of Europe. That is why we have to take the actions we are taking. I hear what the hon. Gentleman says about the circuit breaker. We want to give these measures time to work, if we possibly can.

Commons ChamberI thank my hon. Friend and, as I have said to Scottish colleagues across the House, we will continue to put our arms around workers and firms—businesses and jobs—across the country. That is why the furlough scheme was rolled out—the most imaginative and generous of any such scheme in Europe. As I have said, we are providing for every person in Scotland an extra £1,200 to help fight coronavirus, and £5.3 billion more was announced just this summer alone. The people of Scotland and the people of the whole UK can count on this Government to stand by them throughout the crisis.
I thank the Prime Minister for his statement today, but can he confirm that scheduled surgery—such as hip replacements, removal of tonsils, cancer surgeries, and diabetic screening and treatment—will continue with high standards of protection in place, that we will not see people falling through the gaps, and that where there are long waiting lists they will be reduced?
The whole objective of trying to prevent another boom in coronavirus suffering—a boom in coronavirus patients—is to protect the NHS and allow scheduled surgery of the kind the hon. Gentleman describes to continue.

The Bill is designed to honour that pledge and maintain those freedoms. When we renegotiated our withdrawal agreement from the EU, we struck a careful balance to reflect Northern Ireland’s integral place in our United Kingdom, while preserving an open border with Ireland, with the express and paramount aim of protecting the Belfast/Good Friday agreement and the peace process. In good faith, we accepted certain obligations in the Northern Ireland protocol in order to give our European friends the assurances they sought on the integrity of their single market, while avoiding any change to the border on the island of Ireland. We agreed to conduct some light-touch processes on goods passing between Great Britain and Northern Ireland, in case they were transferred to the EU.
I give way to the hon. Gentleman, who knows a great deal about the subject.
This is a very important debate, as the Prime Minister and I know and as everyone in the House knows. Does he accept that the EU’s determination to use Northern Ireland as a stick to beat the UK with as punishment for daring to leave an institution that had no respect or concern for our people has been underlined by the behaviour of MEPs, and indeed of some in this House, as they seek again, against the will of the majority of people, to stop Brexit instead of doing the honourable thing: respecting the vote and the recent general election validation, taking care of the UK and putting our people first, as the Prime Minister has said he will do? This legislation is a way of doing that.
The intention of the Bill is clearly to stop any such use of the stick against this country, and that is what it does. It is a protection, it is a safety net, it is an insurance policy, and it is a very sensible measure.
In a spirit of reasonableness, we are conducting these checks in accordance with our obligations. We are creating the sanitary and phytosanitary processes required under the protocol and spending hundreds of millions of pounds on helping traders. Under this finely balanced arrangement, our EU friends agreed that Northern Ireland—this is a crucial point—would remain part of the customs territory of the United Kingdom, able to benefit from free trade deals with other countries, which we are now beginning to strike. It ensures that the majority of goods not at risk of travelling to the EU—and that is the majority of goods going from GB to Northern Ireland—do not have to pay tariffs.
But the details of this intricate deal and the obvious tensions between some of its provisions can only be resolved with a basic minimum of common sense and good will from all sides. I regret to have to tell the House that in recent months the EU has suggested that it is willing to go to extreme and unreasonable lengths, using the Northern Ireland protocol in a way that goes well beyond common sense simply to exert leverage against the UK in our negotiations for a free trade agreement. To take the most glaring example, the EU has said that if we fail to reach an agreement to its satisfaction, it might very well refuse to list the UK’s food and agricultural products for sale anywhere in the EU. It gets even worse, because under this protocol, that decision would create an instant and automatic prohibition on the transfer of our animal products from Great Britain to Northern Ireland. Our interlocutors on the other side are holding out the possibility of blockading food and agricultural transports within our own country.

Commons ChamberI did indeed have an extremely good conversation with Prime Minister Modi, and we agreed to strengthen our co-operation not just on the security side, where clearly the UK and India stand shoulder to shoulder in the fight against terror, but on military co-operation in the Asia-Pacific region, where we share many interests, and, of course, on free trade as well—doing a big free trade deal with India. I thank my hon. Friend for everything he does to promote that incredibly important relationship.
I thank the Prime Minister for his statement. The G7 has delivered great things for the Global Fund’s fight against AIDS, saving an estimated 27 million lives worldwide, but does the Prime Minister agree that its primary function is to see countries come together for mutual benefit? What benefit does the Prime Minister believe the 2019 G7 summit brought to the United Kingdom of Great Britain and Northern Ireland?
As I said in my statement, the UK depends on a global trading system that is open. One of the most important things agreed at the G7—in the face of rising tensions between China and America—was to support the WTO and the rules-based international system. I was delighted that Washington actually made a commitment, which I hope will be followed through, to return their member to the appellate body of the WTO in Geneva, which is important for global free trade.

Commons ChamberAs the hon. Lady knows, we are currently in dispute with Mauritius about the Chagossian islanders and Diego Garcia. I have personally met the representative of the Chagossian community here in this country, and we are doing our absolute best to deal with its justified complaints and to ensure that we are as humane as we can possibly be.
Bearing in mind the recent return of Zimbabwe to our Commonwealth family, can the Secretary of State tell us what other countries might be about to join the Commonwealth? Is it too much to hope that perhaps the Republic of Ireland might be one of them?
In these questions, it is important not to get too far ahead of ourselves. Zimbabwe is a great news story at the moment, but, alas, she has not yet reapplied for membership of the Commonwealth. We await that application to the Commonwealth secretariat. It is certainly something that the UK and other countries would strongly support, as we discovered at the Commonwealth Heads of Government meeting. As the hon. Gentleman knows, there are other countries that are in the pipeline, but they are yet to identify themselves publicly.

Commons ChamberIf I may say so, I think that it is a bit much to bash America and the Trump Administration today, as much as that is the right hon. Lady’s instinctive reflex. The United States has just led the world in expelling 60 Russian spies. If she had an ounce of grace, she might concede that that was a very considerable gesture in the right direction. As for any future elections that might take place, we do not anticipate the outcome of any election.

Commons ChamberAgain, I thank the hon. Lady for her persistent campaigning on this issue. It would probably be best if I said that, yes, of course I raised the humanitarian concerns in a number of consular cases, and that those concerns were taken on board, but it would be wrong to give a running commentary or report about exactly what the Iranian side said in each case.
I thank the Foreign Secretary both for his statement and for his hard work. One hundred and ninety-three Christians were imprisoned or arrested in Iran in 2016. Has he been able to engage with officials on Christian persecution in Iran, and has he secured any result on that?
The hon. Gentleman is entirely right. That is something that is regularly raised both by my right hon. Friend the Minister for the Middle East, and by our ambassador, Nick Hopton, in Tehran. The treatment of Christians and Baha’is is a matter of deep concern for this Government, and it is something that we will continue to raise.

Friend rightly sets out what would be a fine and noble aspiration both for the Commonwealth and for Zimbabwe, but I must caution him that several steps need to be gone through before that can happen. There must be free and fair elections next year, and it then falls to Zimbabwe to apply to the Commonwealth secretariat and to make it clear to the Commonwealth and the world that Zimbabwe fulfils the criteria on human rights, rule of law and democracy that are necessary for Commonwealth membership.
Will the Secretary of State further outline the discussions he has had with the Secretary of State for Exiting the European Union on the need for a solidified trade deal between the 52 Commonwealth countries, including Pakistan, India, Australia and New Zealand as four examples? Does he agree that must be a priority for London 2018?
I fully support the hon. Gentleman’s aspiration. Free trade deals and the prospect of increased trade with our Commonwealth friends and partners will, indeed, be at the heart of the summit next year.

The first priority is free and fair elections, and then to get the Zimbabwean economy back on its feet so that the great natural potential of that country can be unleashed. That should, I am afraid, come before any attempt to take back huge sums from a country that is already in the throes of bankruptcy.
I thank the Secretary of State for his comments, and commend the hon. Member for Vauxhall (Kate Hoey) on her endeavours on behalf of the people of Zimbabwe in this House during the time that I have been a Member—and before then. Mugabe has expanded his bank accounts at the expense of the citizens of Zimbabwe. He has left a trail of bloody murder, broken hearts, empty bank accounts, stolen land, poverty and a denial of citizens’ democracy and liberty. What can be done to return the monies and the stolen lands to those they were taken from?
I agree passionately with what the hon. Gentleman says about the larceny and despoliation of farmers—white, black, everybody—in that country. I saw it myself, as I am sure many other hon. Members have: some 17 years or so ago, I went to a place called Mazowe, not far from Harare, and saw the ZANU-PF thugs terrify an elderly couple in their homestead and then relentlessly seize their land. I am afraid that couple are now no longer with us; they passed away, as, sadly, is the case with many other farmers in that country. There is no easy way to make restitution for their loss and suffering. The important thing is to concentrate on the future of Zimbabwe, which has incredible economic potential. Get it back on its feet and invest in the country; that is the best way forward for Zimbabwe.

We have dozens, if not hundreds, of cases around the world. I probably ought not to go into the exact number in Iran, but I can tell the House that we are working on behalf of all of them.
When the House passed the Iran nuclear deal, I, along with others across the Chamber, expressed concern and requested that human rights and equality issues be part of the deal. What influence do the Government have in respect of the human rights and equalities of Nazanin Zaghari-Ratcliffe and the thousands of others held in jail there for the same reason?
The joint comprehensive plan of action does not cover the issues the hon. Gentleman raises, but common decency and humanitarian concern dictate that she should be released.

Commons ChamberAbsolutely: that is the ambition and the goal, and clearly we hope that the state of which I just spoke will be a democratic, liberal state, just as Israel is.
As a friend of Israel, I look forward to the day when the Palestinian people can enjoy the security of a sovereign state on the successful conclusion of a negotiated two-state solution. One of the biggest obstacles to achieving that is the Palestinian Authority’s counterproductive unilateral steps to gain statehood recognition through international bodies, so will the Foreign Secretary join me in calling for the PA to stop those harmful measures and instead to express support for the renewal of direct peace talks, because that really is the only way forward?
By far the better way for the PA to achieve what it wants is not to go through international bodies, but to get around the table with the Israelis and begin those crucial negotiations.
