Seriously, though, it is galling that Royal Mail is increasing the price of its services but is not meeting delivery targets. Our constituents rightly expect that, if they are paying more, they should get the service and deliveries on time. It is simply not good enough.
The Minister is always very responsive; I appreciate his responses today and in the past. I spoke about a person who applied for PIP and found that there was a delay in the post. That young boy, a type 1 diabetic, was denied one month of his benefit as a result. Will the Minister please look at that?

I will happily look at that. It is another example of a service that is simply not good enough.
As was mentioned, I recently met Royal Mail’s chief executive to press these issues directly. He was left in no doubt about the level of anger and concern across the House, and he was clear that the service is not where he wants it to be. He gave me a firm commitment that he will work towards restoring confidence in the service.
Where service has fallen short locally, whether due to staffing pressures, which the hon. Member for Upper Bann (Carla Lockhart) mentioned, operational challenges or external disruption, customers need to see sustained and structural improvement, not just short-term fixes. I understand that the hon. Member for Exmouth and Exeter East has met Royal Mail to discuss these issues. I have been advised that there are currently three vacancies in the Exmouth office, and I expect that Royal Mail will fill them to ensure there is an improvement in service locally.
Across the country, our constituents deserve visible improvements in reliability, and that expectation underpins every discussion that I and other Ministers have with Royal Mail. That is why, before the takeover of Royal Mail, we secured significant commitments from the new owners of the business, including a commitment to prevent dividend payments until quality of service improves.
As many hon. Members said, service improvement is also intimately linked to workers’ terms and conditions and the reform of Royal Mail’s operation. It is critical that the Royal Mail workers are on board with the operational changes, and that their experience informs that work. The Government continue to engage with EP Group on that; that is why my right hon. Friend the Secretary of State convened a joint meeting with the owners of EP Group and the CWU last month to help to unblock the outstanding issues. That engagement continues.
Hon. Members also referred to my detailed discussion with Ofcom last week about its expectations of Royal Mail and the steps it is taking to protect consumers. I highlighted hon. Members’ significant concerns about the delivery performance and the negative real-world impact that that is having on our constituents. It is fair to say that Ofcom has heard the strength of concerns, particularly those expressed in the Chamber last week. One outcome of that meeting is that Ofcom is clear, as it has been for some time, that Royal Mail is required to publish a detailed improvement plan that results in significant and continuous progress, and that it expects that one should appear within days of an agreement with the union. Where failures continue, Ofcom will not hesitate to act again, and last year’s £21 million fine was a clear signal.
We are in a context where, as has been said, the performance of many other parcel providers makes Royal Mail’s performance look positively glowing, and Ofcom is also looking at that wider context. None of us is blind to the wider context and the structural pressures. Letter volumes have halved over the past decade. As hon. Members have said, to ensure that the USO is sustainable, Ofcom has made changes to Royal Mail’s obligations.
However, as my hon. Friend the Member for Middlesbrough and Thornaby East (Andy McDonald) made clear, those changes and reforms cannot be imposed from the top down. Royal Mail must work constructively with its workforce and unions to ensure that operational changes translate into better services for customers across the country—a point also made by my right hon. Friend the Member for Oxford East (Anneliese Dodds), and my hon. Friends the Members for Stafford (Leigh Ingham) and for Glenrothes and Mid Fife (Richard Baker).
There is wisdom in every sorting office; staff there understand how the business works. We have taken a close interest in the negotiations, the new operating model and workers’ conditions. I mentioned that the Secretary of State recently met with EP Group and the CWU; a further meeting is scheduled for tomorrow. I am hopeful that Royal Mail’s owners and the union will work together in the interests of Royal Mail’s employees, its customers and the business.
Several hon. Members raised concerns about the impact on postal votes. We have sought strong reassurances from Royal Mail on that issue. There have been meetings with the chief executive of the Electoral Commission to discuss plans for the upcoming elections, and a similar meeting is taking place in Scotland with Ministers there. My hon. Friend the Minister for Building Safety, Fire and Democracy is having a further meeting with Royal Mail to discuss postal votes, and we are leaving Royal Mail in no doubt about our expectations in that space.

My hon. Friend makes a powerful case about how delays and failings in Royal Mail standards impact on so many different aspects of his constituents’ lives. I will certainly use those examples when I next meet with Royal Mail.
I want to make a quick point about hospital appointments. When someone misses their hospital appointment, they go to the back of the queue and start again, and might have to wait another two years. When the Minister has his meeting with Royal Mail today, can I ask him to convey to its representatives that they should have meetings with health trusts, patient groups and representatives of Northern Ireland to ensure that those who miss appointments due to delays in the Royal Mail will not be disadvantaged, which they clearly are at the moment?

The hon. Gentleman makes an important point. As I mentioned a moment ago, we are working with the Department of Health and Social Care here to ensure as many health bodies as possible take advantage of the barcode service, to make sure that their letters get through. I will certainly make sure that the issues he has highlighted are raised in Northern Ireland.

I will come to that point on other parcel delivery providers shortly.
Before the takeover of Royal Mail, we secured commitments from its new owners, EP Group. In addition to retaining a golden share in Royal Mail, we secured a commitment to prevent further value from being taken out of it until the quality of service improves.
I thank the Minister for responding to all the questions that we posed. One of mine was about the minimum wage. If a business wants to retain staff, it has to pay them a decent wage. The problem in Newtownards is that some of the staff who have been there for many years are not getting the minimum wage, so if something better comes up, they are away. We cannot blame them; if someone has to pay bills, they have to do that. Instead of Royal Mail paying a fine, which could be used to pay wages, would it not be better and more sensible for it to give workers a decent wage, retain them and improve the service from the bottom up? Is the Minister in any way able to encourage it to do that?

The hon. Member makes a really important point about staff retention. Obviously, management and the workforce are working on implementing not only reforms but the pay deal. Hopefully, that will play an important role in helping to tackle what he has just spoken about.
In addition to my discussions with Royal Mail, I have had detailed discussions with Ofcom, which has an essential role in improving standards. As the hon. Member for Strangford has just pointed out, Ofcom has told Royal Mail that it must publish a credible improvement plan that delivers significant and continuous improvement, and made it clear that, without such a plan, it is likely that fines will continue to be imposed.
The hon. Member for South Shropshire mentioned the context for this debate, which is the change in consumer behaviour and communication. The average household now receives only four letters per week, down from 14, yet the number of addresses in the country has risen by 4 million. To protect the USO for the long term, Ofcom has introduced reforms that are projected to deliver up to £450 million in annual savings, helping to get Royal Mail on to a more financially sustainable basis. We now need Royal Mail to work with its workforce and unions to deliver the service that we all expect.
Several hon. Members raised concerns about now slightly notorious parcel providers other than Royal Mail. Ministers and Ofcom have made it clear that the way they are operating is not good enough and that they are on notice.

I am due to come to my hon. Friend’s constituency in little over a month—I do like to be beside the seaside. We often think of constituencies like hers as tourism and hospitality hotspots, but, as she said, they can also be a hive for the creative industries, of which she is such a champion. Through the £380 million creative industries sector plan, we are boosting innovation, skills and access to finance nationwide, which is helping firms, including in her constituency. She will know that businesses in her area also benefit from such a strong talent pipeline coming from her area’s great universities, and I look forward to working with her and learning more when I visit soon.
I thank the Minister for his positive, constructive and helpful answers. For Ards and North Down council in my constituency, the thrust of its economic growth strategy is tourism, and there have been many dividends from that. It is important that, right across the United Kingdom of Great Britain and Northern Ireland, we have the chance to advance and do better. The Minister might not have had the opportunity to talk to the local Minister in the Northern Ireland Assembly, Gordon Lyons, on this issue, but I hope that he will do so, and thereby we can all gain from his knowledge of what we are doing back home.

I can absolutely give the hon. Member that reassurance. I have already met with my opposite number in the Northern Ireland Executive. The hon. Member mentions defence industries in particular, and it feels like every single month there is a significant defence order as part of the industrial strategy. It shows that these are not just words on paper, but that we are delivering within the real economy.
I welcome the Minister and, indeed, the whole Front-Bench team to their places—well done!
On the industrial strategy, what steps have been taken to fund high-quality workforce apprenticeships in sectors such as technology, manufacturing and hospitality, to provide young people with opportunities for employment and lives in those industries? Will the Minister undertake to discuss these matters with the relevant Minister at the Northern Ireland Assembly?

As I said to the hon. Member for South Antrim (Robin Swann) a moment ago, we have already met with the Northern Ireland Executive on these issues. Skills are an essential part of the industrial strategy because we see, again and again, industries around the country that are desperate to grow, and have the orders, but are unable to create the high-paying jobs that we need. That is an absolute priority for us as we implement the industrial strategy.

It is a pleasure to serve under your chairmanship, Mr Vickers. I congratulate my hon. Friend the Member for Altrincham and Sale West (Mr Rand) on securing this debate.
Before I was elected, I worked with dissidents, democrats and human rights defenders, including many in the territory of the People’s Republic of China. Earlier this week, along with the hon. Member for Carshalton and Wallington (Bobby Dean), I was elected to chair the all-party parliamentary group on Hong Kong, and like the hon. Member for Farnham and Bordon (Gregory Stafford) I am a member of IPAC. These issues have always been of political interest to me, but since my election they have also become constituency issues. As with many other Members, many of the 144,000 Hongkongers who have come to join us in this country have decided to settle in my constituency of East Renfrewshire, and in particular in Newton Mearns. They always say three things: first and foremost, that they are delighted to be here; secondly, that they wish the weather were better in Scotland—

Thirdly, those Hongkongers say that, although they are now living in a free country, they are not living free from fear. It is little wonder, given that in Glasgow we had a similar story to the one the hon. Member for Carshalton and Wallington recounted: there were reports of a secret police station being run in the basement of the Loon Fung Chinese restaurant. Like the previous Government, this Government have made it clear on many occasions that such oppression on British soil is not acceptable, but I would be interested to hear what more can be done and whether we can keep under review the diplomatic privileges given to organisations such as the Hong Kong Economic and Trade Office to ensure they are not used as organs of transnational repression.
My hon. Friend the Member for Bermondsey and Old Southwark (Neil Coyle) asked what extra support can be given to make diaspora groups serving Hongkongers in the UK more resilient to that repression. In addition, can work be done to come up with an accepted definition of “transnational oppression”? This debate is about Hongkongers, but autocrats are increasingly reaching beyond their own borders, so this issue affects many other diaspora groups.
Other Members mentioned Jimmy Lai, and his case rests on all our consciences. He is a 77-year-old man whose health is failing, and he is in solitary confinement in a Hong Kong jail, in the baking heat. He has been denied independent medical access and consular access, and is facing a life sentence after a trial without a jury. That case rests heavily on the minds of Hongkongers, who are unsure whether they will be able to access consular assistance if something goes wrong. I urge the Minister to address that and assure Hongkongers, including BNOs, that by default they will be treated as British nationals for the purpose of consular assistance.
I echo the concerns other Members have mentioned about electronic travel authorisation. The assumption that if someone has had a custodial sentence of more than 12 months they would be refused such an authorisation particularly worries Hongkongers, because if someone has been a political prisoner—or they are one of the more than 1,000 political prisoners still in Hong Kong— the average sentence is far longer than 12 months. It would make it far harder for them to flee here if they needed to.
What I and other hon. Members are asking the Minister today is about the principle that Hongkongers are British, and because they are British they deserve the same protections, privileges and opportunities as any British citizen. That has a wider symbolic importance for us, as well. We are engaged in a global struggle between autocrats and liberal democracies. The people of Hong Kong stood up and said what side of that battle they were on. For all the brutality and repression they face, we have to show that we as a country will continue to stand beside them, and that we have clearly chosen a side in that global struggle.
