Commons ChamberAs I explained to the hon. Member for Perth and North Perthshire (Pete Wishart), we have laid more than 400 of the up to 600 statutory instruments that need to be delivered by 29 March, and we are confident that all of them will be completed by Brexit day.
The hon. Lady also asked about Brexit primary legislation. All the Bills that need Royal Assent by the date of our leaving the EU will achieve it, and the Bills that do not will achieve it within the timescales that are required for them. All those Bills continue their passage through both Houses, and I remain confident that we shall have passed all the necessary legislation by the date of leaving the EU.
There have been several major and, indeed, tragic fires in recent days. Has the Leader of the House had any indication from Ministers at the Home Office, which is responsible for fire policy, or at the Ministry of Housing, Communities and Local Government, which is responsible for building regulations, that they may wish to make a statement or, better still, find time for a debate on the value and advantages of fire sprinkler systems?

Commons ChamberMy hon. Friend is quite right to raise that important constituency issue. Businesses are responsible for finding their own waste operator, so that they can choose one whose charges fit their budget. Some councils collect business waste but will charge for that. He is right that we intend to review how business waste is handled. We want businesses to recycle more and to play their part in reducing waste to landfill. More detail of that will be in the resources and waste strategy that the Department for Environment, Food and Rural Affairs will publish in autumn.
In terms of the loyalty test, this London Scot always supports England—except when they play Scotland. I hope the whole House wishes the Prime Minister well in negotiations with Monsieur Barnier; it is not the best day to be in Brussels, but that is another matter.
Can we have a statement from the Ministry of Justice on the operation of first-tier tribunals, especially with regard to section 24 powers, which appear to be failing so badly? I have written and have failed on four occasions so far to secure an Adjournment debate on the subject, so anything the Leader of the House can do would be very much appreciated.
I thank the hon. Gentleman for putting on the record his views on the football prowess of the United Kingdom. Perhaps we ought to have a survey of all Members, so that everyone can put their priorities on the record. This is fast becoming a serious and important issue.
The hon. Gentleman raises a key point about first-tier tribunals. There are Justice questions on 10 July, and I encourage him to raise that directly with Ministers then, or if he wants to write to me, I can take it up on his behalf.

Commons ChamberI certainly agree with my hon. Friend that business can have a hugely positive impact on the local community. I am aware that Harrogate Water is doing exactly that with Keep Britain Tidy. I am particularly pleased to hear about the company’s work in cutting plastic waste, which my hon. Friend knows the Government are determined to tackle. The Government have been supporting the creation of community business through the £1.8 million Bright Ideas Fund, which aims to create a national network of 80 or more enterprising, community-led organisations.
The fourth report of the Select Committee on Northern Ireland Affairs, published at the end of April 2017, gave the Government until the end of last year to engage with Libya to negotiate compensation for UK victims of IRA bombs that used Gaddafi-supplied Semtex or to initiate a domestic solution. Can we have a statement from the Foreign Office outlining what progress has been made?
The hon. Gentleman will obviously want to raise that matter at the next Foreign Office questions. If he would like me to pursue something that he had the expectation of having already received, he can write to me after business questions and I will take it up with the Foreign Office on his behalf.

Commons ChamberI want to make three brief comments, first because some of the recent obituaries have not been very complimentary about someone who, as we have heard, was essentially a very decent man and human being. Secondly, it was reported that he was unhappy about being called “Gorbals Mick” by the Lobby, because he was in fact an Anderston boy and a Springburn MP, as you described, Mr Speaker. As a Gorbals boy myself, I never understood why the Lobby thought that was some kind of insult.
Thirdly, and most importantly, very few people outside this place know how accommodating Speakers, in occupying that distinguished office, are in affording access to the state apartments, hosting charitable events and supporting Members. You have not only continued that, Mr Speaker, but extended it. I had occasion to host a visit from a doctor friend of my wife’s whose teenage son was seriously damaged due to his suffering from a condition called Fragile X syndrome—a combination of a learning disability, sight and hearing problems, autism and, I think, a bit of Tourette’s. He was fixated on this wonderful building and the office of Speaker, which was then occupied by Michael Martin.
Michael invited us to the state apartments, and when he saw the Speaker, he shouted, “Martin, Martin!” His mother suggested, “Actually, it’s Mr Speaker or Mr Martin,” but Vincent was not having any of it, and neither was Michael—“Martin” was the name and “Martin” was good enough for Michael. When he invited us in, he sent Vincent’s mum, me and my wife to have a glass of champagne—he was in between receptions, with one ongoing—and took Vincent on a personal visit to the inner sanctum. That young man’s life was much enhanced by meeting Michael and being welcomed by him. Michael did not need to be as kind as he was, but he was. Many of us remember him fondly and send our condolences to his family.

Gentleman will be aware that the Transport Secretary announced in July 2017 in a written ministerial statement that new technologies would make it possible to improve passenger services before that could be achieved through rail electrification. In other words, the introduction of those bi-mode trains would enable far greater improvements, with far less disruption to passengers, long before the end of the disruption that would be caused by electrification.
Last Thursday I asked the Leader of the House which Department led on British sign language. She wrote to me this week—very efficiently and very kindly—to tell me that the Cabinet Office would respond to me directly, for which I am grateful. However, my parliamentary question to the Cabinet Office in September, and subsequent correspondence on 23 October, 19 December and 6 February, have so far failed to secure the information. Did the Cabinet Office say when I might expect a response?
I can only apologise to the hon. Gentleman for the fact that the issue has not yet been resolved. I am happy to write to the Cabinet Office again.

Commons ChamberWhether the source of taxpayer funding is central Government or local government, it is still taxpayer funding. We have been clear that £270 million of the up to £450 million increase would result from increased council tax precept income—something that police and crime commissioners have, for the most part, decided to take advantage of. [Interruption.] It is really important: this is all taxpayer funding, whether it comes from central or local government.
As chair of the all-party group on deafness, I have been trying to identify which Department is primarily responsible for British Sign Language. The Department for Digital, Culture, Media and Sport says it is the Department for Work and Pensions, as does the Department for Education. The DWP says, “Oh, no we’re not. We are going to be speaking to the DFE.” The Cabinet Office says there is no Department primarily responsible for BSL. Can the Leader of the House advise me to whom I should write to seek a meeting to discuss these important matters and to seek a statement to the House on BSL?
I can certainly offer to find out on the hon. Gentleman’s behalf and write to him.

Commons ChamberI agree with the hon. Lady. The wider point about safety was put very starkly by the recently retired Black Rod, David Leakey, who said:
“There could be a major fire, there could be loss of life.”
The one thing we know—the one unarguable fact we know—is that the more we delay, the more likely some horrific outcome becomes.
We need to be clear about who statistically is most likely to be affected. It is not us. There are about 1,500 legislators in the two Houses. There are 15,000 people who have passes to come into this building. About 1 million people visit every year. The Education Service has more than 100,000 visitors a year, most of them, of course, children. It cannot be right to increase the risk of catastrophe for those people by continuing to delay.
Does the right hon. Gentleman agree that one of the ways we can protect ourselves and our staff and visitors is by engaging with the fire safety training module on the intranet? It is good for us, our staff and our visitors, but fewer than 20% of Members undertake the training.
I am glad to have given the hon. Gentleman the opportunity to make that public service announcement.
I want to address directly one of the arguments that has been used to advocate delay and continuing to muddle through in the way that we have done for too long. The argument is that in the wake of the terrible tragedy of Grenfell Tower, we cannot be seen to be spending large sums of money on this place. I would turn that argument absolutely on its head. Having seen the appalling effects of a fire in a building that had inadequate protection, I think it would be the height of irresponsibility not to take action to make safe a building that we know is barely safe now and that is getting more dangerous every year.

Commons ChamberI ought to declare an interest, as my wife is a primary school teacher who teaches key stage 1 and key stage 2. A wide-ranging consultation, which will commence in the new year, was announced on 19 October by the Secretary of State for Education. It will give teachers, headteachers and others the opportunity to have their say on the current arrangements for primary assessment. The objective surely has to be to have a system in place that seeks always to drive up the standards attained by children in primary school, while of course at the same time making sure that children with disabilities and special educational needs have their particular needs taken into account, and that they are themselves able to succeed to the very limit of their own talents and determination.
Fourteen-year-old Nasar Ahmed, who lived in my constituency, died on Monday this week after falling ill at school last Thursday. His family are, naturally, devastated. His death is being investigated by the police as unexplained; by the local authority, which has a duty of care; and possibly by the Health and Safety Executive. I have every confidence that the authorities will conduct a thorough examination, but in the event of wider implications and lessons to be learned my request of the Leader of the House is that I can rely on his support for access to appropriate Ministers outside this Chamber—and, with your approval, Mr Deputy Speaker, inside this Chamber—should that prove necessary in due course.
First, may I express my sorrow and deep sympathy for the family of Nasar Ahmed? What has happened to them is the most appalling and unspeakable tragedy that any parent or relative can imagine. Clearly, as there are ongoing investigations, the hon. Gentleman would not expect me to comment further in detail, but I can assure him that the Government will want to pay close attention to the findings, and I am confident that should central Government need to reflect on current law and practice the relevant Ministers will be happy to talk to him.

I will talk to the Chief Secretary to the Treasury to understand better the current position, and I am sure that he will want to write to my right hon. Friend to set out his views.
May we have a statement from the Department for Environment, Food and Rural Affairs detailing what sanctions or incentives it has to ensure that developers comply with the national policy statement on ports in respect of shore-side electricity connection, particularly in areas identified as having poor air quality, such as London?
I am sorry if the hon. Gentleman was unable to put that question to Transport Ministers in the oral Question Time that we have just had. I would advise him either to write to Transport Ministers or to seek an Adjournment debate at which he can seek a more detailed response from the relevant Minister.

Commons ChamberI will draw the attention of the Secretary of State for International Development to my hon. Friend’s last point. Bangladesh is experiencing a wave of violent terrorism driven by Islamist extremism that is targeting religious and ethnic minorities, as well as LGBT people and independent journalists and editors. My right hon. Friend the Foreign Secretary and his team at the Foreign and Commonwealth Office are in regular contact with Ministers at all levels in the Bangladesh Government. We will continue to do everything we can to try to help the Bangladesh Government to bring about an end to these appalling incidents.
I detect a new acronym creeping into Government language: PBO. That does not stand for the Public Bill Office, but post-Brexit opportunities. One of the most important tools for business is connectivity, whether from Scotland, Northern Ireland or the regions into London, or from London to international markets. If we are going to maximise Britain’s opportunities, we need the Government response to the Davies commission. It is long overdue and the Prime Minister ducked it yesterday. Will the Leader of the House—I welcome him and his deputy to their new positions and wish them success—tell us whether he has had any indication from No. 10 or the Department for Transport that we might have a statement in September, rather than later?
I thank the hon. Gentleman for his words of welcome. The new Transport Secretary and the new Prime Minister will obviously want to brief themselves thoroughly on the Davies commission conclusions and the other issues around this very important decision. I know that my right hon. Friend the Prime Minister believes it would be right to take the decision as soon as possible. As soon as the Government are in a position to make a statement to the House, we will do so.
