Commons ChamberMy hon. Friend is right. She came into Parliament to help the most vulnerable in society and to help people into work. That is what Conservative Members do, and it is what Opposition Members want to do, but our solutions and ways of doing things are working. I reiterate that an extra 3.2 million people are in work since 2010. Universal credit has come about because the world has significantly changed, even in the past 10 years. Think about technology, automation and people online—the world has changed. We have to deal with the gig economy, with flexible working hours, with part-time and multiple jobs, and with the difference in working life for people who have caring responsibilities for children and adults. That is what this system takes into account; the legacy system could not do that.
There might be 1 million more people in work, but there are also 1 million more people on poverty wages. Food banks used to be the exception to the rule, but they have now become part of the rule. More importantly, I have constituents who I listen to—not the Secretary of State—who are on the personal independence payment but are facing assessment delays and do not know when they will be paid. The process can take weeks and sometimes months, which creates great distress and can add to their illnesses and disabilities.
Let me clarify that there are 3 million more people in work, not 1 million more. We listened to what MPs and local charities said, and we brought in extra support for anybody who needs money straightaway. That is why there is now a 100% advance straightaway, and it is why, when people move from one system to another, there is an extra two weeks of housing benefit to help them. We are adapting to change so that we make this work.

Over the past 30 years, successive Governments have made promises from time to time about strengthening the rules around pension schemes, but nothing happens. The Carillion situation will have a major impact on the west midlands supply chain. When are we going to get tough on directors and get some tough legislation? The White Paper will not be worth the paper it is written on unless the Government do something positive.
The hon. Gentleman is right that we are looking for ways to bring to account those who have not acted scrupulously. The regulator has taken measures, and they have proved successful. For example, BHS was prosecuted and we recouped £363 million. We have to adapt to situations as they arise and try to pre-empt other things, because none of the cases that have been mentioned today resulted from the same action. The hon. Gentleman is right that we have to ensure that unscrupulous businesspeople are brought to account, because we need good private business and good entrepreneurs.

Commons ChamberThe hon. Gentleman raises a very good point. Different people glean information through different channels, so a website works for some and telephones work for others, and there will be a need for face-to-face advice. At the moment, that is being offered through the citizens advice bureaux. Therefore, he is right in saying that face-to-face advice is important, too.
One big problem with information for ordinary people is that it is complex. Will right hon. Lady give us an assurance that any information or advice that is being given is in simple language that people can understand? That is always the big difficulty with lots of forms—people just do not understand them.
Again, a valid point—the advice has to be impartial, free and in a language that people understand. Sometimes people might not feel confident to say that they do not understand the terminology, because they think that there is a presumed knowledge that might not be there. I concur with what the hon. Gentleman says.
The new body will have a number of statutory objectives: to improve the ability of people to make informed financial decisions; to support the provision of information, money and pensions guidance and debt services in areas where it is specifically lacking; to ensure that information, guidance and debt advice is clear, cost-effective and not duplicated elsewhere; to ensure that information, guidance and debt advice is available to those most in need, particularly people in vulnerable circumstances; and to work closely with the devolved authorities.

Commons ChamberI will indeed meet the hon. Gentleman to talk about that case. However, that is why the Secretary of State is leading the way in bringing in universal credit so that we do not have all those discrepancies in the system, with points and differentials and things that are preventing people who want to return to work from doing so. The Government should be supporting them, and that is what we are doing.
2. If he will make it his policy to pay employment and support allowance during the period of mandatory reconsideration.
Many of us were on the high street celebrating small business Saturday and helping our local businesses, but of course this Government are doing even more to help them to take on more people. Whether through implementing a £2,000 cut in their national insurance bills, extending the business rate relief or putting £10 billion of financing into the British business bank, we have done a great deal to help our small businesses, which are the backbone of this country.
T6. Her Majesty’s Revenue and Customs is sending letters to taxpayers detailing how their tax revenues are being allocated. This is being done in the name of transparency, but will the Minister tell his colleagues in the Treasury that teachers’ pensions are not welfare?

Commons ChamberAs far as I am concerned, Remploy was one strand of social services to help people with disabilities and give them dignity. More specifically, however, what is the Minister going to do to help Remploy in Coventry to develop a social enterprise there? It is facing problems with the acquisition of the land. Will she meet me, along with one or two of my colleagues, to discuss that?
I will indeed meet the hon. Gentleman to discuss that. I should add that that is one of the automotive businesses, and it has attracted considerable interest because it is a viable business. KPMG is currently working on that with Remploy, and I will table a written statement shortly about what will happen there. The hon. Gentleman is right, however, that this is about dignity and supporting disabled people, and that is what we are doing.

Each debate is chaired by an MP from the Panel of Chairs, rather than the Speaker or Deputy Speaker. A Government Minister will give the final speech, and no votes may be called on the debate topic.

The commercial process, which was robust and has been carried through, will not be reopened. As I explained, however, there is an opportunity now for people to come forward with their best and final offers, as with Aberdeen and Wigan. Equally, should Greentyre—as mentioned by the hon. Gentleman—wish to come forward, it may bid for the factory. That is what we are looking for and what we are doing with other factories.
The hon. Gentleman also mentioned article 19. Previous modernisation plans assumed a 130% increase in the Government procurement rules under article 19 but, in reality, that did not happen. Article 19 allows the use of sheltered employment to deliver services, but it has to be done in the context of value for money. If use of article 19 does not deliver value for money, it is not valid.
I hope that I have answered all the hon. Gentleman’s questions.

Can the Minister publish the figures on people who have been made redundant from Remploy and found employment?
I believe those figures are in the public domain. If they are not or if the hon. Gentleman needs clarity about them, I can provide them or break them down by factory.
If there are no more interventions or requests, I will come to a close. I know that the process will be long and that we are all passionate about the issue because we all want to see the best solution and conclusion possible but, as I have said in the past, all channels of communication are open. Not only do I meet with MPs, trade unions and MSPs, but I also work with ex-employees of Remploy.
