Commons ChamberI know that the Leader of the House is quite well up on history. Will he talk to the Secretary of State for Defence about the names of the five new frigates? Since 1658, there has always been an HMS Coventry. Indeed, HMS Coventry was sunk in the Falklands war, with the loss of 19 crewmen and 30-odd injuries. Will he have a word with his right hon. Friend, to get one of those new frigates named HMS Coventry?
That is not formally within my remit, but I tend to think that if there has been a ship in the Royal Navy with the name of Coventry for such an extended period of our naval history, it would be a great pity if that tradition were not continued, so I will certainly take up the hon. Gentleman’s point with my right hon. Friend.

Commons ChamberI am very grateful to the hon. Gentleman for his well-intentioned advice. I know it is intended to be helpful, but may I give him advice in return? Had he listened to the hon. Member for Na h-Eileanan an Iar, he would have understood that he was suggesting a capitulation, to which I responded. This is the normal course of debate and it is traditional in this House, although I know the hon. Member for Huddersfield (Mr Sheerman) has been here a good deal longer than I have.
A trade deal is very important to my constituency in the west midlands. I was on the Trade and Industry Committee when we negotiated with the World Trade Organisation, and such a negotiation takes a very long time. What is the right hon. Gentleman’s estimate of the time factor involved here?
The hon. Gentleman is an astute negotiator, and it may be in the interests of the Government to get some tips from him about how to negotiate. The plan is to negotiate the free trade arrangement within the next year so that we can leave on 31 December 2020. That is the target.

Friend the Member for East Yorkshire (Sir Greg Knight), who was here a moment ago, introduced a private Member’s Bill on parking, and I have a feeling that I put my name to it when I was still a Back-Bench MP, so the hon. Lady will understand that I share her concern about the way in which some of these companies behave. What she is saying is unquestionably important. I cannot promise her a debate, but she may want to raise this issue again in relation to other matters in the Queen’s Speech.
Can we have a date, as promised by the Leader of the House, when the Government will bring forward the proposals on private hire taxis and taxis in general? I am told by the Government that the legislation is available, but we have been waiting for months now for a date. When can we have a debate on this?
As Prorogation is now going to be on Tuesday, I cannot promise any debates in this Session of Parliament, but there is a new Session coming up, and we will obviously have the Queen’s Speech and new business statements then. What the hon. Gentleman has said has been heard and will be borne in mind by me and, no doubt, by the Backbench Business Committee.

Commons ChamberI have given way many times to Conservative Members, so I will continue.
That is why so many people across this House will stand up to say no to no deal. It has been exposed today, as reported in The Daily Telegraph, that the Prime Minister’s chief of staff called negotiations a “sham” and that the real strategy is to run down the clock. That is why it is incumbent on us, as Members of Parliament, to act today. Voting to block no deal will not kill the positive momentum in Brexit negotiations, because there is no momentum in the Brexit negotiations to kill. What we are asking MPs today to do is to rule out playing Russian roulette with this country’s future, with our industry, our national health service and people’s jobs and livelihoods all at stake for the Government’s trying to retain power.
Let us not forget what no deal means for this country. No deal will decimate our manufacturing industry. No deal will destroy our agricultural sector.
I am sure my right hon. Friend knows that the west midlands group of MPs has undertaken lots of consultations. We have another meeting tomorrow with businesses in the west midlands, because they are concerned about the implications of no deal. Does he agree that it is imperative that we get a proper deal to safeguard the millions of jobs up and down the country, particularly those in the west midlands and Coventry?
My hon. Friend is right to say that the west midlands will be particularly hard hit, because so much of its industry relies on just-in-time deliveries from the continent, as well as exports to it, and on a manufacturing process that means that, if any interruption whatsoever happens, there is chaos immediately at the point of production, as well as at the transport system that supplies those places. There has to be some realistic understanding in this House of the implications of a no-deal Brexit for the west midlands, as well as for other parts of this country.

Commons ChamberThis is obviously an important issue, but the means of obtaining a debate are well known. I did express views on this before I was bound by collective responsibility, but I am currently waiting for the Government’s review.
Going back to the question from the right hon. Member for South Holland and The Deepings (Sir John Hayes) about the taxi regulations, the Leader of the House never answered the question. When is the Minister responsible going to bring those proposals to the House, because the Minister told us it was only a matter of parliamentary time? Will the Leader of the House find the time?
The hon. Gentleman knows that there are usual channels for finding time. Ministers ask for time for things to come forward, and these things have to slot into the overall parliamentary timetable. However, the commitment has been made, and the commitment will be honoured.

Commons ChamberI thank everyone for their valuable contributions to the debate. Interestingly, there has been a high level of consensus. It appeared that it had broken at the end, when my hon. Friend the Member for Walsall North (Eddie Hughes) suggested a disagreement with the hon. Member for Glasgow North (Patrick Grady), but then the hon. Gentleman started to nod vigorously, so we are in agreement on virtually every aspect of the matter.
We agree that, as was set out in the White report, in the main Members of this House behave appropriately and in some cases in an exemplary manner towards their staff. We all recognise, however, that there are cases in which the behaviour between Members of Parliament and their staff is inappropriate, sometimes grossly. We all agree that, particularly as a Parliament that sets an example to others and, rightly, sets the legislation that requires businesses to conduct themselves in a certain manner, we should uphold the highest possible standards and that any example of egregious behaviour between a Member and their staff is one example too many. Equally, as has been clearly expressed, we share a desire to do something about that, which is why we welcome the recommendations of the White report, and to make sure that we proceed at pace to tackle the issues that Gemma White has rightly shone a light on.
I will deal with some of the specific questions asked in the debate. The shadow Leader of the House, the hon. Member for Walsall South (Valerie Vaz), among others, raised the Valuing Everyone training and made the point that a relatively small number of hon. Members and their staff have engaged with it. Notwithstanding the valid point that it is in its early stages—I believe that it was only earlier this year that it was being piloted; my right hon. Friend the Member for South Northamptonshire (Andrea Leadsom) said that she had taken part in what was then a pilot—it is important to make sure that each and every Member undertakes it. I have undertaken it, as have the shadow Leader of the House and you, Madam Deputy Speaker. I found it helpful and useful.
Further suggestions were made about the training. We have discussed whether it might become necessary to mandate it. In the event of there not being broader engagement, that might have to be seriously considered. My right hon. Friend the Member for South Northamptonshire suggested that there might be a three-month induction period, during which that and other training sessions might be expected to be completed and, in the event that they were not, passes might be withheld as a consequence. There are different ways to address the issue, but there is no doubt that it needs to be addressed.
The shadow Leader of the House asked how long the consultation on the report will last. As she knows, although she is right to ask me that question in the context of this debate, which I am leading, it is a matter for the House and the House of Commons Commission, on which she, I and you, Madam Deputy Speaker, sit. What I will say is that we will press forward as quickly as we can in that respect, as was expressed at its last meeting.
The shadow Leader of the House also asked how we might measure the cultural change that we are seeking to achieve in this place. There are various statistics and numbers that we can use to measure progress: the statistics on access to the helplines that form part of the independent complaints and grievance scheme are publicly available; we touched on the number of hon. Members and their staff who attend the Valuing Everyone training; and there will be the 18-month review of the ICGS, as recommended under the terms of the Alison Stanley report.
My right hon. Friend the Member for South Northamptonshire welcomed the fact that the White report does not recommend a fundamental change in employment status when it comes to Members of Parliament and staff, and I would agree. She also speculated about where the new HR function should rest, suggesting either IPSA or the House authorities. She had a fairly strong view on “the former”, as she termed it—on IPSA. That was echoed by the hon. Member for Glasgow North. We must have that debate, which is why sometimes these things take a little time. It should not take longer than it needs to, but we need to work our way around the human resources recommendation in particular, to make sure that that aspect is absolutely right in every possible detail.
The hon. Member for Glasgow North also spent time discussing hierarchy and the areas of the Palace not available to non-Members. He made an important point, and the House of Commons Commission is discussing those issues. Although the Government may not agree with him on the matter of Scottish nationalism, we can perhaps even learn some things from the Scottish Parliament in that respect, as he suggested.
The hon. Member for Bassetlaw (John Mann) asked two specific questions, one by way of intervention on my opening remarks: it related to the treatment or accessibility of the ICGS for those whose employment is funded through Short money. I have had further notice from the box to tell me that if someone was part of the parliamentary community, they would have access to the independent complaints and grievance scheme, irrespective of how their employment was funded.
The hon. Gentleman also raised the payment for legal advice of which Members may be able to avail themselves under insurance policies provided by IPSA, if I understood him correctly. He may have been referring solely to industrial tribunals, which would be outside the context of the internal arrangements that we are discussing here. However, if his remarks pointed more towards the ICGS scheme, I should say that, as I understand it, there would be no advantage, under insurance arrangements or otherwise, to the MP as opposed to the member of staff who might be complaining about them.
My right hon. Friend the Member for Basingstoke (Mrs Miller) specifically asked about why the Cox 2 recommendation, which we will address in a moment by way of a motion before the House—that the scope of the ICGS be extended back beyond June 2017 and include those no longer employed at the House—should not be rolled out immediately when the motion is passed. The answer is that it will take a little time, particularly to get on board the specialist independent assessors required to look at cases that, of necessity, will sometimes go back some time.
The Leader of the House may or may not know the answer to this question. What would be the total cost of setting up an organisation such as that?
I do not know; the House of Commons Commission will consider that. I interpret the hon. Gentleman’s question as showing concern that we should always be aware of the costs of putting recommendations into place, and he is entirely correct. Often, reports come forward with recommendations, and off we go saying that we should accept everything exactly as it is presented; further down the line, we decide that it was rather bureaucratic and expensive. In making sure that the recommendations of the report are bedded in correctly, we should have such issues at the forefront of our minds.

Commons ChamberI thank the hon. Lady for raising the issue. She is absolutely right that breastfeeding was very important to the previous Leader of the House, and I recognise its importance, too. The extent of breastfeeding in the United Kingdom is below that in many other countries, most notably Sweden, where a high proportion of babies are breastfed. I recognise that it does matter and that it does make a difference. Perhaps a debate in Westminster Hall at the appropriate moment might be the right approach.
I welcome the Leader of the House to his new job. He and I have done business together over a period of time, so I wish him well in the job.
May I also associate myself with his remarks and those of my hon. Friend the Member for Walsall South (Valerie Vaz) about the D-day landings and the sacrifices that those men made? The Leader of the House will probably know that Coventry suffered as a result of the bombing. There are lots of services in Coventry today because the people of Coventry, like those in the rest of Britain, appreciate the sacrifices of those men.
May we have a debate or statement on the national school breakfast programme? I am told that it has been a great success, but there is concern about future funding. Bearing in mind the fact that 20,000 people in Coventry used food banks last year, and that we still have the working poor, I am sure the Leader of the House will be sympathetic to getting us a statement or a debate, because he is a humane person and understands that the longer it takes to get a decision, the longer children will suffer from anxiety.
I associate myself entirely with the hon. Gentleman’s comments about the D-day landings, and I recognise the enormous damage and destruction that was caused to Coventry by the bombing in the second world war. May I congratulate him on securing an Adjournment debate on his local hospital next Thursday? I look forward either to being present at that debate or to reading Hansard after it.
The school breakfasts programme might be a good subject for an Adjournment debate, so that the hon. Gentleman can have a discussion with a Minister across the Dispatch Box.

Commons ChamberMy right hon. Friend will be aware that the Bill that is currently being discussed in the other place seeks to put into law a different date, and to ensure that it is not possible for the United Kingdom to leave the European Union at 11 pm this Friday. That is the fundamental problem that we have before us: the Bill seeks to change the outcome of the referendum by ensuring that the United Kingdom cannot leave the European Union.
May I remind the Leader of the House that the Government lost their majority at the last election, and are a minority Government supported by a minority party? May I also say to her, with respect, that she should give a straight answer to the question about the Lords amendments, and tell the House which of them she is prepared to support? Let me remind her once again that, through its own amendments, the House has been trying to help the Government to achieve article 50, contrary to what the Government think.
I can only say to the hon. Gentleman that when the other House finishes its consideration of the Bill, it will come back to this place for further consideration later this evening, and it will then become apparent how all Members vote on amendments made in the other place.

Commons ChamberThat is one fantastic precedent that the right hon. Member for West Dorset has already put in place. We are getting towards electronic voting. For the first time in my 18 years in this House, we will actually be able to vote in a sensible, constructive manner and not waste hours and hours in the Division Lobby when nothing further can be done. I can see you looking at me with an encouragement to conclude my remarks, Mr Speaker, and I will do so with this. I listened carefully, keenly and attentively to the Leader of the House on the radio this morning, as I always do, and I got the impression that this Government are not in the least bit interested in what this House passes today in its indicative votes. I have no reason to be believe, for one minute, that they are not going to totally reject, contemptuously, as is now traditional, what this House decides.
To come back to the points made by the hon. Member for Glasgow North (Patrick Grady) and my hon. Friend the Member for Feltham and Heston (Seema Malhotra), I have reflected on this situation over the past two or three years, and I find it incredible. One would have thought logic would have told the Prime Minister, before she activated article 50, to get all the interested parties together to find a way forward. Now, two years down the road, the Government still do not have a plan B. It is incredible, to say the least.
I describe the Government’s approach to Brexit as chaotic and clueless, and nothing will ever distract me from that principle when it comes to the way they have prosecuted this Brexit, which has been such an utter disaster.

Commons ChamberIt is a pleasure to follow the hon. Member for Mole Valley (Sir Paul Beresford) and to say a few words on behalf of the Liberal Democrats in this House about Sir David Natzler, a man whose contribution will be enormously missed; he has been an exceptionally distinguished holder of a distinguished office.
As others have said, he entered the House service in 1975, and in 1981 he assumed the office of Clerk of Select Committees, where the early decades of his career were spent. His influence there is to be seen in the way in which the Select Committees have grown in stature as part of the operation of this House. It is difficult to remember now that in 1979 they were something of a radical novelty.
As a Minister and Chief Whip for my party and the former coalition Government, I often had recourse to seek procedural advice from him and his predecessor Lord Lisvane. Sir David’s advice was always everything we would expect from the Clerks’ office: candid, independent, trustworthy and always rooted in an understanding of, and respect for, the rules that govern this House. He understood that for the House to perform its functions as it ought to, it had to have respect for its own rules; indeed, if we do not respect our own rules, how can we expect others to respect the rules we make for them?
Sir David was, however, an enormously approachable figure in what is otherwise a very magisterial office. He was always willing to offer Members of Parliament a way to save themselves if they only had the wit and humility to take it. Indeed, humility was just one of the considerable attributes he brought to the role of Clerk, as seen when he was prepared to acknowledge previous failings that he and all of us have had in how we have carried out our business in the past. That was not easy, I am certain, but it was very necessary, and the fact that he was able to do it with style and gravitas says a lot about the man.
As Mr Speaker alluded to earlier, many years ago now, he and the Chairman of Ways and Means and I served on the Trade and Industry Committee with Sir David and one thing always stands out in my mind about the Clerk of the House: anyone might have thought he was a bit of a Scotsman because he was certainly very frugal, to say the least, about expenditure and paying expenses. Gordon Brown always liked to talk about prudence, and I often wondered whether they came out of the same nest. Nevertheless, he often gave me good advice and he will be badly missed in this House; it will probably be a long time before we see his like again.
I am sure that is the case, and the hon. Gentleman tees up my next thought perfectly. I have been moved to consider what makes a good Clerk. I am sure that there are many qualities and influences that one must bring to bear, but when I consider those who served as Clerk in my time in this House, I think of Sir William McKay, Sir Malcom Jack, the now Lord Lisvane and Sir David himself, and in the lives of two of them, Sir William McKay and Sir David, there have been strong Presbyterian influences. The shadow Leader of the House, the hon. Member for Walsall South (Valerie Vaz), referred to Sir David’s membership and regular attendance at the Church of Scotland congregation in Pont Street, and it strikes me that to be a Presbyterian often puts one in a place where one has to be close to the establishment and to authority, and to understand it, but not necessarily be part of it. I do not think it would come as a surprise to any of us in these challenging times to think that anyone holding the office of Clerk of the House of Commons might have cause to have recourse to prayer, and I have mused whether in those moments of prayer in the magnificent surroundings of St Columba’s, Pont Street, Sir David was seeking guidance from the Almighty or offering advice. Fortunately and happily, that is known only to Sir David and the Almighty. I venture the thought that of course offering advice to an omnipotent deity should not be undertaken lightly, as one risks incurring the wrath of God. I am sure if that were ever to be the case, Sir David would be able to meet the wrath of God with the good humour, equanimity and aplomb we would all expect from a man of his knowledge and experience.
I had always thought that Sir David had never offered an opinion with which I could disagree, but ahead of today’s debate, I made the mistake of putting his name into Google, and I found an article on the website of the constitution unit of University College London where he is quoted, I hope correctly, as saying,
“most members of the UK parliament do not come to Westminster expressly to legislate, but to support their parties.”
From that one sentence, it is clear that Sir David’s considerable experience has been gained in the Clerks’ office and never in the Whips Office. Now that perhaps his time might permit it, as Liberal Democrat Chief Whip I would be more than happy to offer him a work experience placement in our Whips Office for him to gain a slightly more rounded experience of how this place works. There is one further interesting sentence in that article:
“Natzler concluded with a suggestion for future research on rebellious opposition backbenchers.”
I am not entirely sure why he restricted that to Opposition Back Benchers, but there is clearly a rich vein of future research and discourse to be had here.
Sir David leaves Parliament with an enormous wealth of knowledge and experience acquired over many years of distinguished service. I hope that last sentence from the UCL website is an indication that this is not an end of his engagement with our Parliament and politics. He has had a long and distinguished service in this House, and I am sure all in this House hope he will have a long and distinguished retirement.
