I am always happy to engage with any hon. Members if they have concerns about the way the benefits system operates in terms of disincentivising people who would like to work but cannot do so. Caring responsibilities are an area that she has raised and I am happy to engage with her on that outside this House.

Cumulatively, Manchester City Council’s and Trafford Council’s cuts since 2010 have been £443 million and £288 million respectively. The Local Government Association says that the funding gap will be £4 billion in the next two years. Was there anything in this statement that will stop the continuing crumbling of our local services?

It is early days, but I spoke to Foreign Minister Marapana yesterday, and our Prime Minister is due to speak to the Sri Lankan Prime Minister this afternoon. Our offer is there to support them in any way possible, but one of the things that we can do is what this House is doing this afternoon. We have had a nearly full house of people from all political parties wanting to show their solidarity with our friends in Sri Lanka, and I think that that is something of which we can be rightly proud.

I should like to associate myself with the comments of my Mancunian colleague, my hon. Friend the Member for Blackley and Broughton (Graham Stringer), and to send my deepest sympathy to Lord Keith Bradley and his family today. There are 1.2 million Catholics in Sri Lanka who will be frightened to go to mass this coming Sunday. The Church aid agencies are saying to me today that the two priorities are security intelligence, to help the Government there, and expertise to help to rebuild family lives. The Foreign Secretary eloquently covered those two matters in his statement, but will he personally undertake to look at how well the Foreign and Commonwealth Office does in those two areas, to help to inform the Mountstephen review?

I would of course be happy to do that. Sadly, what happened in Sri Lanka will colour the review and make us consider the issues around terrorism more fully. When we originally set up the review, we were perhaps not thinking that that would be such a big focus, but I think it must be.

My hon. Friend is absolutely right. There is a huge amount of support for doing the right thing for patients, which is why it is so extraordinary that the BMA has chosen to defend the indefensible, not to sit round and talk about how we can do this, as any reasonable doctor would have done and—to go back to the earlier question—to put out deeply misleading comments to its own members that have inflamed the situation and made it far worse than it needed to be.

The Royal College of General Practitioners has reacted to the decision to impose the contract by saying that it is shocked and dismayed. The Royal College of Psychiatrists has said that the decision will exacerbate the recruitment and retention issues that the NHS currently faces. Why does the Health Secretary ignore the concerns of those two royal colleges?

When those colleges have had a chance to look carefully at our proposal, they will find much that they can commend. For both psychiatrists and GPs, we are putting in a premium to attract more people into those specialties, which will be immensely important both for them and for the NHS.

I echo the comments of the hon. Member for Altrincham and Sale West (Mr Brady). Despite a public consultation wanting five major trauma receiving sites in Greater Manchester and Wythenshawe hospital being the public choice, it did not receive specialist status at the end of the Healthier Together process yesterday. What assurances can the Secretary of State give the people of Trafford and south Manchester, particularly in relation to the 18 specialisms that are underpinned by Wythenshawe being a major trauma receiving site?

As I said to my hon. Friend the Member for Altrincham and Sale West (Mr Brady), I will look into the decision made by Healthier Together. The assurance that I can give to the constituents of the hon. Member for Wythenshawe and Sale East (Mike Kane), and indeed to all people in the Greater Manchester area, is that with some of the most exciting changes, such as the integration of health and social care and the transformation of out-of-hospital care—it has just been announced that there will be seven-day GP services across Greater Manchester—they are blazing a trail. It will be exciting for his constituents; none the less, I understand their concerns about their local hospital and I am happy to look into that.

Given that delayed discharges have reached a record high, what guarantee can the Secretary of State give that this money will not be paid for by further cuts to local government social care budgets?

The hon. Gentleman will have to wait to see what the Chancellor says on Wednesday about the Department for Communities and Local Government settlement. This Government have recognised that the fate of the social care system and the fate of the NHS are closely entwined, and that we cannot support the NHS at the expense of the social care system because the two go together. That is why we see close working with the Better Care fund.

That is a very important issue and we need more GPs. We have about 1,000 more full-time equivalent GPs during this Parliament but we face the demographic issue that my hon. Friend identifies. That is why we are looking at how we can make it easier for GPs who have stopped practising, perhaps to have a family, to come back into the profession, and how we can make it easier for GPs to do part-time work. We are looking at all those issues because we are committed to reducing the burn-out that many GPs experience by improving and increasing the number of GPs actively practising.

General practitioner managers throughout the land will be tearing their hair out at the complacency of the right hon. Gentleman’s statement today. According to the patient survey, 39% of people could not see their preferred GP. That is an increase of 1.2 million. My general practice managers in Sale are saying that the situation is at crisis point. Why does the Secretary of State’s view differ from theirs?

As I have just told the House, I welcome a report that says we need to invest more in general practice. There has been historical under-investment over decades, which is why more and more resources have been sucked into the hospital sector. We are calling time on that and saying that we have to invest more in primary care, community care and out-of-hospital care. It is a big change for the NHS, and I think that the hon. Gentleman’s practice managers will be thrilled to hear it.

I thank the Secretary of State for advance sight of the report from Wythenshawe hospital this morning. For me, the shocking revelation that I noted was that it was an open secret among patients, as early as 1962, that this man was doing what he was doing—and I quote:

“a dirty old man up to no good”.

If there is one good thing that can come from this for the nation, it is that we implore all institutions, both governmental and in civil society, to keep their child protection, safeguarding and recruitment selection procedures up to date and under review.

The hon. Gentleman is absolutely right and touches on a matter that we have not touched on so far this morning. Recruitment is a very important area that we must get right in this process, and I wholeheartedly agree with what he said.

The Manchester Evening News recently highlighted the enormous pressures faced by Wythenshawe accident and emergency after the downgrading of Trafford accident and emergency. Will the Secretary of State meet me to discuss this and to tell me when Wythenshawe will receive the extra funds that it has been promised?

I welcome the hon. Gentleman to the House and congratulate him on representing in his constituency a fantastic hospital; I have been to Wythenshawe hospital and it is superb. Some big changes are happening in the Greater Manchester area that will lead to that part of the country having some of the best NHS care in the country. Obviously there is a difficult transition in A and E services between Trafford and Wythenshawe, and I am happy to meet him to discuss it further.
