My hon. Friend is a big expert on education and I always listen to what he says. He is right to say that the average teacher will see an increase of £630 in their take-home pay next year because of the 2% cut in national insurance contributions. When it comes to the national living wage, I absolutely hear what he says, but for many schools and nurseries the issue is recruitment—finding people to fill the roles. This change will make that much easier.

The Chancellor mentioned support for carbon capture and storage and for hydrogen, and the Prime Minister earlier spoke of support for the oil and gas sector. The Chancellor will be all too aware of this morning’s announcement of the intended closure of the Grangemouth oil refinery, which represents a huge 4% of Scottish GDP and provides hundreds of jobs. What discussions has he had with the Energy Secretary, with Petroineos or with the Scottish Government with the aim of trying to stop this closure before its disastrous impact can come to pass?

We are obviously monitoring the situation extremely carefully, but it is our priority to support the oil and gas and refinery industries. We have made some big changes to do that, and we would welcome support from both sides of the House in doing so.

I note that Brexit merited not one mention in the Chancellor’s statement. The truth is that this economic crisis was baked in when his party committed to a hard Brexit; it was just a matter of when, although the Prime Minister substantially brought that forward. The then Member of Parliament for South West Surrey said that service levels and investment in public services would be massively impacted by Brexit. Does the Chancellor agree with the then Member for South West Surrey?

I am very sorry; I missed the last part of the hon. Gentleman’s question. I am not sure whether he is allowed to say it again, but on the first part of his question I would simply say that when it comes to Brexit the UK grew faster than the eurozone countries since 2016, so I do not accept his analysis.

My hon. Friend is absolutely right to point out that there can be no lasting settlement to the terrible conflict in Yemen unless Iranian missiles are prevented from being fired from Yemen into Saudi Arabia and even as far as Riyadh. That is why we must have a balanced way forward that recognises both the humanitarian needs and Saudi Arabian security.

The Prime Minister said yesterday that the situation in Yemen could only be resolved with a “long-term political solution.” To make that possible, should we not be strongly urging restraint on the part of the Saudis, given that when total war has been waged on civilians—often using weapons supplied by this country—it is hard for calls for a political solution to carry any meaningful weight or credibility?

We are strongly urging restraint on both sides. I recognise what the hon. Gentleman says about the urgency of the situation, but I also think it is encouraging that, for the first time in two years, the participants are coming together this week in Stockholm.

The hon. Lady is right to shine a light on that variation, and that is why this Government have introduced Ofsted ratings for all CCGs—to make sure that we understand. It is not just in children and young people’s mental health, but in all mental health where we see that variation. Specifically when it comes to children and young people’s mental health, she will be pleased to know that last year overall spending went up by 20%, and the Green Paper that we published announced an additional £300 million in investment.

There are currently 127,000 staff from the EU doing a vital job for patients in the NHS and social care system. In this year of Brexit, we salute their excellent work and remain confident that we will be able to negotiate for them to continue it in the future.

There are more than 50,000 EU nationals working as nurses and doctors throughout the United Kingdom, along with 80,000 in the social care sector. The NHS already faces extensive rota gaps owing to a shortage of senior and junior doctors. Will the Secretary of State join our First Minister in demanding an unequivocal guarantee that EU nationals who are already living here will have the right to remain?

That is exactly what we intend to achieve through negotiations, but we must remember the British citizens, including people from Scotland, who are living in the EU and whose rights we also wish to protect. That is why the Prime Minister has made a big point of saying that she wishes to negotiate the issue at an early stage in order to give certainty to those people.
