Commons ChamberThe hon. Gentleman raises a number of important questions. Pfizer supply remains consistent, and we have every confidence that the manufacturer will continue to deliver, as it has done, according to the delivery schedules. Being able to continue to vaccinate the over-18s with their first dose, and of course their second dose by the end of September is not a question of supply. Equally, as we did a few hours ago, jointly with Minister Humza Yousaf and the Ministers from Northern Ireland and Wales, we can take a decision that we will all follow JCVI advice on vaccinating vulnerable children and those who live with vulnerable adults, as I described in my statement.
On our capability in the UK to manage this pandemic, I hope, with the booster campaign in September, to transition from pandemic status to endemic status. With the wall of vaccinated adults—I think 87.9% have had a first dose in the United Kingdom, and 68% of all adults have had two doses—it is the right precautionary pragmatic decision to transition, and return our country to as normal a place as possible. We will get those businesses that were almost first in and now last out of the pandemic, back and up and running.
Thanks to the efforts of the Minister we have one of the best vaccine programmes in the world, so I hope he does not mind me expressing two concerns about our current strategy. First, if we are to introduce covid vaccine passports for nightclubs by the end of September, which I support, why are we waiting until then, and giving more weight to the concerns of people who want to go to nightclubs than to the additional extra cases that waiting two months is likely to cause, at a time when that growth of new cases is such a concern?
Secondly, on the NHS app, people who have been double jabbed know that if they are pinged they are less likely to have the disease. They are therefore starting to ignore the request to self-isolate, and in some cases to delete the app. Before we lose social consent, should we not replace the requirement to isolate for 10 days with a requirement for someone to isolate until they have had a negative PCR test, thus using that testing capacity that the Minister talked about to keep our national show on the road?
I am grateful to my right hon. Friend for his two excellent questions—rather than one—which I shall try to address in reverse. He will have heard the announcement in my statement about the NHS app and frontline social care or healthcare staff, as well as critical workers. Part of the reason we want to do that is that we want to maintain the ability of that workforce to do what it does best. As my right hon. Friend rightly outlined, they will do that with a negative PCR test and seven days of lateral flow testing. The clear clinical advice from the Chief Medical Officer and the expert team is that 16 August will be the most appropriate time to do that, for the rest of the economy as well. As we open up—we are now at step 4—and are getting more people double jabbed and protected further, especially younger parents, teachers and other professions, this is the appropriate measure to take on 16 August.
On the issue that my right hon. Friend raises on nightclubs, by the end of September 18-year-olds will have received their second dose. We will work with the industry to ensure that we get the covid pass right—now and in September—while we collate the evidence.

Commons ChamberTo reorganise the NHS as one of your first acts as Health Secretary is what Sir Humphrey would describe as brave. I support this Bill, because it contains changes that the NHS has asked for. I take the Secretary of State at his word that there is more to come on social care, and he has said that he will pursue the idea of independent safety and quality inspections of the new integrated care systems to make sure that they are outward facing and focused on the needs of patients.
When it comes to the biggest challenge facing the NHS today, which is workforce gaps, the Bill says little or nothing. Independent forecasts say today that we are currently short of 400 psychiatrists; 1,400 anaesthetists; 2,000 radiologists; 2,000 midwives; 2,000 to 2,500 emergency care consultants; and 2,500 GPs. We have more nurses but we are short of learning disability, mental health and community nurses.
It is unquestionable that we have a challenge with the GP workforce. It is about numbers, yes, but does my right hon. Friend agree that constituents have a big challenge with access to general practice? We currently do not have the right balance between telemedicine and in-person medicine.
There is a big issue, and my hon. Friend is aware from his time at the Department of Health that its root cause is capacity in the system. These capacity issues taken together are why the Health Foundation says that, in just over a decade, we risk a workforce gap in the NHS of about half a million people. That is why this is such a big issue. I urge the Secretary of State to think about that during the Bill’s passage.
Does my right hon. Friend agree that that is also the case for the rehabilitation services used by stroke victims? There is a vital link between occupational therapists and physios, but we do not have the proper workforce in place for at-home care after a stroke.
My hon. Friend is absolutely right. These issues are about not just doctors but all associated health professionals, allied health professionals and indeed the social care workforce. It is important to note that they predate the pandemic. That is why, when I was doing the job of my right hon. Friend the Secretary of State, I set up five new medical schools and increased the number of doctor, nurse and midwife training places by a quarter, but we need to go further.
When the number of clinicians we train is decided by haggling between the Department of Health and the Treasury in a spending round, there is always the risk that it will be eclipsed by more short-term considerations. The truth is that we have a short-term emergency with workforce burnout, so I urge my right hon. Friend to look at the simple and sensible solution proposed by the Health Foundation and all the royal colleges in The Times today to legislate for Health Education England to have a statutory responsibility to publish annual independent workforce projections across the health and care system for the next five, 10, 15 and 20 years. That would show how many training places are needed, which would start to tackle this problem and the obscenity of spending £6 billion every year on locum doctors and agency workers. That cannot be the best use of funds.
Frontline health and care workers are exhausted. They know that there is not an instant solution, because they know it takes three years to train a nurse and seven years to train a doctor, but we can at least give them the reassurance that there is a long-term plan in place. That is not in the Bill, but it needs to be. Given the dedication that we have seen from health and care staff over the last year, it is the very least that we owe them.
The hon. Lady makes a sensible point. There is obviously a process in place whereby that can happen, but if she is asking whether I agree with a liberal immigration policy to help our health service, then absolutely, yes I do. Addressing the cancer workforce and the wider NHS staffing picture is not an omission from the Bill—we cannot legislate staff shortages out of existence—but if we do not address that issue and face up to our long-term structural gaps, many of the reforms around tackling the backlog and building back better will not amount to a row of beans.
I congratulate my hon. Friend on the extraordinary work he did when he was a Minister on early diagnosis of cancer. Is he aware that the Health and Social Care Committee has just opened an inquiry—we had our opening session yesterday—into that issue, and into how we can get the right workforce in place to deal with those important matters?
I was aware of that, and I am pleased to hear it. The Select Committee will soon have Cally Palmer before it—she is the national cancer director and one of the best in the business—and I look forward to following what she says. In advance of the comprehensive spending review, the Bill should include a requirement on the Government to publish modelling of the future supply of the entire healthcare workforce.
On primary care, I welcome the formal creation of integrated care systems, but we need them to realise their potential, and to do so fast. If they are going to work, general practice needs to embrace the wider primary care family, which means finally to recognise the potential of community pharmacy, ophthalmology and dental services as vehicles of prevention as much as of treatment.
Finally, if we move upstream of the Bill, what we do must be about prevention. We hear talk this weekend of a waiting list touching 13 million people. Let us tackle that for sure, but let us also get behind the food and drink clauses in part 5, and think about the future and our children as much as about the present. Several years ago I was fortunate to write up the high fat, sugar and/or salt proposals as part of chapter 2 of the child obesity plan, and I am pleased that the 9 pm watershed is legislated for in the Bill. I pay tribute to Jamie Oliver and his Bite Back 2030 campaign, and the young people involved with that, as well as to Cancer Research UK for its support. I realise that not everyone on these Benches, or perhaps outside, supports that move, and I agree that it will have little impact if that is its grand sum. Ministers need to take the tackling obesity strategy that was published last year, implement it all, and then go again.
I welcome the clauses on the fluoridation of water supplies. Let us stop debating whether we do that and —to borrow a phrase—follow the science.
In conclusion, the Bill is worthy of support on Second Reading. There will be an awful lot of work to do in Committee and the other place, but I will certainly support it this evening.

Commons ChamberThe hon. Lady will know that the NHS long-term plan that has been set out by this Government is committed to a transformation in mental health services and mental health spending; some £2.3 billion extra is being invested by 2023-24. In addition, she will be aware of the mental healthcare White Paper and the mental health recovery action plan. I hope these are all initiatives she will support.
May I welcome the Secretary of State to his place? I am sure he will do an excellent job. As he thinks about a 24-hour A&E for Chorley, I hope he will also think about the urgent need for a cancer institute at the Royal Surrey County Hospital as only second on his list.
The Secretary of State will know that this morning the Health and Social Care Committee published a worrying report about the inhumane treatment given to 2,000 people with learning disabilities and autism in in-patient units, often because no community provision was available. When he brings forward his plans for social care, will he make sure that there is adequate funding for local authorities to give care to such people? Will he also make sure that care workers are always paid the minimum wage, including for the time taken to travel between appointments?
I welcome my right hon. Friend’s comments and the work that he and other Members do through the Select Committee to scrutinise the work of the Department. He just referred to some of that work, especially in his comments about learning disability and autism, which will remain a huge priority for the Government and certainly for my Department.
My right hon. Friend also rightly raised the issue of care workers and the minimum wage; it is worth pointing out that the Care Act 2014 requires local authorities, when they provide funding, not just to support the minimum wage but to take account of the costs that care workers might incur, such as travelling costs. I look forward to working with my right hon. Friend and the members of his Select Committee.

Commons ChamberThe right hon. Gentleman started by saying that he supports a balanced approach in a sustainable way, and that is exactly what I have set out today from this Dispatch Box. That is the Government’s approach, so I agree with him. We as the Government have set out the detail, but I am still not sure what his plan actually is. However, given that he set out those objectives, I hope he can support this plan. He talks about the risks that are involved, and I have been very up front about that. The Government have been up front: there is no risk-free way forward. Opening up is not without risk, but ongoing restrictions are not without cost, and I hope he appreciates that.
The right hon. Gentleman raised a number of questions, and one of his first was about hospitalisations. As I have said, case numbers are going up and we expect them to continue going up, but the most important difference today versus the last wave is vaccination—the wall of defence that our country has built—which has meant that hospitalisations, although they are rising as case numbers rise, are rising at a rate that is a lot slower than before. I have set out specifically regarding test 3 in a road map that we believe the pressure, with all the data we are seeing at this point, is not unsustainable for the NHS.
The right hon. Gentleman talked about vaccinations, and I am pleased he is highlighting that, especially for more young people to come forward. As I mentioned in my statement, we are ahead of the plans we set out when step 4 was temporarily pushed out by four weeks. He also asked about the vaccination of children. He knows that we have a group of expert science advisers—the Joint Committee on Vaccination and Immunisation—and this is something it is actively looking at. At some point, we will reach a final decision, but I hope he will agree with me that we should take the scientific advice on that and consider it very carefully before making such a move.
On air ventilation units, some of the £90-plus billion extra the Government have provided to the health and care system during the course of this pandemic has of course gone on air ventilation units, and we should continue to support that. A lot of extra funding has also gone to people to support them financially if they are asked to isolate, and it is important that that is both kept under review and continues to be taken seriously.
The right hon. Gentleman mentioned lateral flow tests and something about charging for them. That might be his policy, but it is not this Government’s policy. I do not know where he has got that one from, but we have no plans to charge for lateral flow tests.
Lastly, 19 July is a step forward on our road map. As we have clearly set out, the pandemic is not over, but it is a very significant step forward. The right hon. Gentleman talked about reviews. I have just said that we will have a review in September to make sure that we are properly set up for autumn and winter.
The virus today is a totally different creature from a year ago, with only one in 40 new cases being hospitalised, an average age for new cases of 25, and all over-40s being offered two jabs, accounting for 99% of the age group that have had covid fatalities to date, so the Government’s approach is entirely reasonable. However, does the Health Secretary agree that there remain, to paraphrase the late Donald Rumsfeld, a number of unknown unknowns and known unknowns, not least the impact of long covid, the potential for vaccine escape and the potential for new variants? Will he reassure the House that if the data deteriorates beyond what is currently envisaged, he will not hesitate to take decisive action, not just to save lives but to head off the need for a further lockdown which would be enormously damaging for our jobs and businesses?
I am very happy to give my right hon. Friend that assurance. He made some excellent points. I thank him for his support for the Government’s action, but he is right to point out that there is still uncertainty for us and countries across the world in dealing with this pandemic. I am very pleased to assure him that if that risk matrix changes, for example with variants of concern, we will not hesitate to take the appropriate action.

Commons ChamberWhat an honour it is to follow the hon. Member for Washington and Sunderland West (Mrs Hodgson); I remember from my time as Health Secretary what an incredibly powerful and passionate campaigner she was on all health issues, and she has done an enormous amount for families up and down the country through her campaigning in this place. I also thank the hon. Member for Kingston upon Hull West and Hessle (Emma Hardy) for her powerful comments and for securing this debate alongside my right hon. Friend the Member for Elmet and Rothwell (Alec Shelbrooke); both are formidable campaigners. I also particularly thank my right hon. Friend the Member for Maidenhead (Mrs May) for encouraging me to commission this review as Health Secretary. It was the right thing to do, and it reminded me of another great decision she made: to commission an independent investigation into the contaminated blood scandal, which was long overdue and which Prime Ministers prior to her had ducked. That was again an example of someone being prepared to do the right thing.
We would not be here if it were not for the hard work and dedication of my noble Friend Baroness Cumberlege. When I asked her to carry out this review in February 2018, neither of us had any idea quite what a huge job it would be. She set about the task with enormous energy and determination, and with the integrity to know that the job could not and would not be done properly until she had heard the stories of families up and down the country who had been damaged by what went wrong. I thank her, Sir Cyril Chantler and the entire team for their work and the clarity that they have brought to these difficult issues.
There has been the most terrible oversight of women’s medicine and medical devices. Until we implement the recommendations in the report, there will not be just a lack of justice, but also a risk of repeat.
I commend the Minister, who I know is personally deeply committed to patient safety. I know that, as a Minister, it is not always easy to get your way and to do all the things that you would like to do, because other people in the system overrule you. I know her heart is in the right place. I thank her for the fact that we have legislated for a Patient Safety Commissioner.
I understand the Government’s argument that it is not necessary to have an independent redress agency to implement a redress scheme, but we still do not have a redress scheme in this case. The risk of not having an agency is that every time we want to set up a scheme, there must be negotiations with the Treasury and the whole machinery of government combines to try to slow the process down. If we are to have justice in the future, we do not want that to happen.
On sodium valproate, I echo the comments of the hon. Member for Washington and Sunderland West. I remind the House that 400 babies are born every year to women on valproate. Half of those babies are harmed. As the hon. Lady rightly said, that is an underestimate because it does not include any stillbirths, miscarriages and terminations that may be associated with valproate.
The NHS took nearly a year to write to all the women of childbearing age on valproate, to warn them of the risks. I can understand why it took so long in the year that we have just had with the pandemic, but I am more concerned that the Medicines and Healthcare Products Regulatory Agency was approached as early as 2013 with the same issues. That identifies that we have a systemic problem that needs to be addressed.
I am also concerned that the letter that went out from the NHS simply had a warning about the dangers of valproate. Why did it not announce a ban on the routine prescription of valproate, saying that in future, it could only be prescribed through specialist channels, where we can absolutely make sure that the checks are in place to make sure that babies will not be harmed?
I am very concerned that the letter contains an ambition to halve the number of pregnant women on valproate by 2023. I cannot understand why we would just want to halve the number of pregnant women on valproate, when that would mean that 100 babies will continue to be born harmed every year. There can be no other proper ambition than to eliminate the number of babies born harmed by valproate and we need a plan to do that. It feels too much like that saying by Aristotle that the problem is not aiming too high and missing, but aiming too low and hitting. In this case, we must be aiming to prevent all harm to babies and to mothers.
My final point echoes many comments made by other hon. Members this afternoon. This is of course about justice, but it is also about learning. This time, it was valproate, Primodos and mesh. Next time, it will be different medicines and medical devices. I say to the Minister, only because I have been in exactly the same position as she is now on many, many occasions, that the only thing to do in this situation is to put your hand on your heart and ask yourself honestly and searchingly, “Am I absolutely sure that, having done what I am going to do, this can never happen again?” Until these nine recommendations are implemented, we will not be able to have the certainty that these mistakes will not be repeated. I think we need more pace and more ambition from the Government and I hope that is what we will hear when she makes her comments later.

Commons ChamberLet me turn to the right hon. Gentleman’s questions. First, he asked about infections. As I said yesterday from this Dispatch Box, we expect infections to continue to rise for the time being, for the reasons I set out yesterday. By 19 July, when we enter step 4, the advice we have received and the modelling suggests infections could be as high as 50,000 a day, double what they are now. Beyond that, as he says, we believe infections will continue to rise. As the modelling goes out further, it is less certain, but infections could go as high as 100,000 a day. I have been very up front about that.
What I have also been very clear about is that the reason we can make the decisions that we have made, as set out yesterday and today, with the decision just announced on self-isolation rules for those who are double vaccinated if they come into contact with someone who is infected, is because of the vaccine. The vaccine has been our wall of defence. Jab by jab, brick by brick, we have been building a defence against this virus.
Although no one can say at this point that the link between cases and hospitalisations has been definitively broken—there is not enough evidence for that—there is enough evidence to show us that the link between cases, hospitalisations and deaths has been severely weakened.
The right hon. Gentleman asked how many hospitalisations there have been or there may be. What I can tell him will help to demonstrate how this link has been severely weakened. In the last 24 hours, there have been approximately 27,000 reported new infections, and the total number of people in hospital in England with covid-19 is just under 2,000. The last time we had infections at that level, we were certainly above 20,000. That is a demonstration of how much the link has been weakened. In making sure that it stays that way, we of course want to see more and more people getting vaccinated. We have announced a booster programme that will start in September, to make sure that the immunity that comes from the vaccine remains.
The right hon. Gentleman also rightly talked about non-covid health problems, which a number of hon. Members have raised. I would like him to try to understand that one reason why so many people who wanted to go to the NHS with non-covid health problems such as cancer, heart disease and mental health problems but were prevented from doing so, is the restrictions that we had in place. The restrictions caused many of those problems—for example, the right hon. Gentleman should think about the mental health problems that have been caused by the restrictions. If we want to start dealing with non-covid health problems, we must start easing and moving away from the restrictions because of the protection that the vaccine has provided us. As the shadow Health Secretary, the right hon. Gentleman should be just as concerned about non-covid health problems, as I am, as he is about covid health problems.
The right hon. Gentleman also asked me about the immuno-suppressed. Again, he and other colleagues are absolutely right to raise this issue. The vaccines are there to protect everyone, including many people who are immuno-suppressed but who can take vaccines. For those people who cannot take vaccines, the fact that the rest of us do helps to protect them. We would them to take the same precautions that they would usually take in winter—for example, trying to protecting themselves against colds, flus and other viruses. I also encourage people to ensure that they are in contact with their GP to see what other measures or precautions they might be able to take.
Lastly, the right hon. Gentleman asked me about masks. He referred to a paper that I authored before I took this position, but he should understand that it is a strange question for him to ask. There is a role for masks in dealing with a pandemic, particularly when we have no wall of defence against it. When we have a vaccine, when that vaccine works and when we have the best vaccine roll-out programme in the world, we need to start moving away from restrictions, including on masks.
One of those other illnesses, apart from covid, that has been very badly affected by the pandemic is cancer. My right hon. Friend will know that, last year, 40,000 fewer people started cancer treatment, which will sadly lead to a number of preventable deaths. Will he be looking at the workforce required to deal with the cancer backlog? Will he also look at the capital requirements of many hospitals, including in my area? The Royal Surrey County Hospital is trying to build a cancer institute, but many hon. Members will have similar stories. May I make him a bold and generous offer to come in front of the Select Committee in September to talk about those plans? He can come for a couple of hours, but we do up to seven hours, should he so wish.
My right hon. Friend is absolutely right to raise the issue of cancer, and of course it is a huge priority for the Government. I mentioned earlier how, sadly, because of the rules that we have had in place for well over a year, there are many people who would have come forward to the NHS with cancer or suspected cancer, and they have not been seen. That has really built up a terrible problem, and it is an absolute priority for me to tackle with the workforce and with capital. Of course, I look forward to coming and sitting in front of my right hon. Friend’s Select Committee. I am not sure about the seven hours—I hope he will be a bit more lenient with me than that—but I do look forward to it.

Commons ChamberI thank the right hon. Gentleman for his comments. First, I think he started by asking for reassurance on whether the final decision on go or no go for 19 July, which we will make on 12 July, will be informed by the very best expert data. Of course it will be, just as every decision has been informed in that way. I am only about a week into the job, but I must say that I am incredibly impressed by our scientists, medical advisers and Public health England. I take this opportunity to pay tribute to all they have been doing.
Turning to the right hon. Gentleman’s second point about the link between cases and hospitalisation and death, that is absolutely central to the next step we are taking. Case numbers are high. As I said, they will go significantly higher and we need to be ready for that, but what is far more important is how many people are ending up in hospital and how many, sadly, are dying. That is where the vaccines have worked, alongside the treatments we now have that we did not have a year or so ago. That has meant that the link between cases and deaths has been severely weakened. The last time we had 25,000 new cases a day, we had around 500 deaths a day. The level now is a thirtieth of that. I know the right hon. Gentleman will welcome that and understand that there is no absolutely risk-free way to move forward, but we need to start returning things back towards normal and learning to live with covid.
The right hon. Gentleman asked about masks. Again, we have taken the best public health advice. He will know from what I have said that, although we will remove all legal requirements for anyone to wear a mask in any setting, we expect people to behave sensibly and think about others around them. The guidance will be there. If one is on public transport—let us say on a very crowded tube—it would be sensible to wear a mask, not least to show respect for others. However, if you are the only person in a carriage late at night on the east coast main line, then you can choose much more easily not to wear a mask because there is hardly anyone else around. We expect and trust people to make sensible decisions. That is the way we should move ahead.
The right hon. Gentleman asked about compensation and sick pay. He knows that many measures are in place and we will continue to keep them under review.
I support the approach the Secretary of State is taking for the simple reason that two doses of the vaccine work against the delta variant, but with 350,000 new cases daily across the world the battle against this pandemic is far from over. Does he agree that if we want to prevent another lockdown in the run-up to winter, apart from the booster jab programme the most important thing we can do is to improve the way test and trace works? In Korea, they managed to use it to stop any lockdowns. Here, it failed to stop three lockdowns. The head of test and trace told my Health and Social Care Committee that between 20% and 40% of people were not isolating when they were asked to. With his fresh eyes in the job, will he ask officials for new advice on what we can do to improve test and trace to stop further lockdowns?
First, may I thank my right hon. Friend for his support for the measures? He speaks with great experience and I want to thank him for that. Regarding test, trace and isolate, he is right. There are many successes over the past year that we can be proud of, but there are also many improvements that can be made. I have already asked for such advice and I look forward to talking to him about that in future.

Commons ChamberFirst, I thank the right hon. Gentleman for his comments and for what he said about my predecessor.
On the right hon. Gentleman’s questions, he started by rightly pointing out the incredible work that our NHS staff across the country have been doing, even before the pandemic, but especially, I think we would all agree, throughout the pandemic. I heard about that myself this morning during my visit to St Thomas’s Hospital talking to staff—doctors, nurses, consultants—and hearing directly about the challenges they faced at that time but also the challenges they continue to face. I wanted to hear from them what more the Government can do, whether on recruitment or resources, and what more help can be provided. So it remains an absolute priority. Of course, it is absolutely essential that, when the pay settlement process is complete, that is a fair process. Of course, it absolutely will be and it will be a fair pay settlement.
Turning to the right hon. Gentleman’s next question about the timing of the move to step 4, I set out, I think clearly in my statement, the Government’s plan and the rationale for that plan. I point out that what is at the heart of this is the vaccination programme and the excellent work that has been done by many across the country: the volunteers, doctors, and nurses. I visited a vaccination centre today, as well as St Thomas’s Hospital. Excellent work has also been done by the Minister for Covid Vaccine Deployment, my hon. Friend the Member for Stratford-on-Avon (Nadhim Zahawi). More people are getting vaccinated. We are seeing clear evidence that we are breaking the link—this is absolutely crucial—between the number of cases of people getting infected by covid-19 versus those who sadly end up in hospital or even, in some cases, lose their lives. The more evidence we see of that, the more confident it can make us that we will put this pandemic behind us. That is what gives me confidence about the date of 19 July. With all the data I saw yesterday—I sat down and discussed it with the experts and my colleagues—it is very clear that we are heading in the right direction, and I am very confident about that date of 19 July.
The hon. Gentleman rightly asked about the backlog. The focus, for all the right reasons, of the NHS and social care system on dealing with the pandemic has, sadly, seen a significant backlog of cases build up. The Government have already provided record amounts of funding to try to deal with some of that backlog. In total to deal with the pandemic, some £92 billion of extra funding has been put into the NHS and social care system, and much of that is targeted at the backlog. It will be an absolute priority—it was for my predecessor, and it certainly will be for me—to see how quickly we can deal with that and what the best and most efficient way is to do so. Just today, on my visit to St Thomas’ Hospital, I heard some excellent new ideas from people on the frontline. We will certainly be listening to them as we set out further plans.
The hon. Gentleman also asked about social care, and I should warn him not to believe everything he reads in the press—and I think he should know that. Social care remains an absolute priority for this Government, and for me. The Prime Minister himself has rightly made some very clear commitments on social care, and we absolutely intend to meet them. When it comes to reform, of course we are committed to the Bill on NHS and social care reform, which my predecessor has talked about at the Dispatch Box. If hon. Gentleman sits down with me, perhaps I can persuade him a little of the virtues of that Bill, and I am sure I can convince him that it is essential. If, like me, he believes that what matters most are the patients—we want the people who go into hospital feeling unwell to be seen quickly and efficiently and to get better—the people in our social care system, and having better integration, then he will believe in the virtues of that Bill. I hope, eventually, he can come to support the Bill and do the right thing.
Lastly, the hon. Gentleman asked me about my Ministers. I have such a fantastic ministerial team—all and every single one of them. It is not just a question of confidence; it is a group of Ministers who are incredibly talented and who have delivered both in this House and in the Lords. Having led five Departments previously, I have had some considerable experience of working with Ministers, and this is one of the best teams I have ever had.
Mr Deputy Speaker, my apologies for missing the start of this statement. May I warmly welcome my right hon. Friend to his post? He will bring experience, ability and integrity to this role, and I have no doubt he will do it with great distinction. He will understand, of course, that in my role I have to scrutinise him, so I want to say to him now that he is welcome to as many seven-hour sessions of the Health and Social Care Committee as he is willing to attend, and we look forward to talking to him there. I do want to wish him well, and I also want to echo his comments about his predecessor. To be Health Secretary in a pandemic is the most difficult job imaginable. My right hon. Friend the Member for West Suffolk (Matt Hancock) brought enormous energy and determination to that role, and the country is in his debt.
As the Secretary of State deals with what we hope are the final stages of this pandemic, can I ask him whether he will also be giving thought to how to prepare the NHS and care system for future pandemics, and whether at the top of his list will be putting more resilience into the social care system—not just meeting our manifesto promises on a cap on social care, but making sure that local authorities have long-term stability in funding to ensure they can look after every older person with dignity and respect?
First, I thank my right hon. Friend for his remarks, and I welcome the scrutiny that he and his Committee will provide. I am not sure about the seven hours bit, but I very much welcome the scrutiny and the intention.
On his question about preparing for future pandemics, a huge amount of work is already going on. Just yesterday, I met the chief executive of the UK Health Security Agency, which will work on much of that. As I think my right hon. Friend knows, in the best part of a year that I have been away from the Front Bench, I spent time as a senior fellow at the Harvard Kennedy School where my project was looking at potential future pandemics. I will put that knowledge, and everything I learnt through the process in doing that preparation, to use.
My right hon. Friend is also right to raise the importance of social care reform and the work that needs to be done, including on sustainable funding. He will remember how in the past we often worked together as Ministers. In these different roles, I look forward to working with him on that same issue of how we provide a long-lasting, sustainable solution to the social care challenge that this country faces. As I said to the right hon. Member for Leicester South (Jonathan Ashworth), that remains a huge priority, and I look forward to talking to my right hon. Friend and learning from him, too.

Of course we have focused on supporting social care through the pandemic over the past 18 months; that absolutely had to be the right thing to do when facing an unprecedented challenge. During the pandemic we not only supported social care, including, as I said, over £1.8 billion of extra funding direct to the care sector, but supported local authorities with over £6 billion of extra funding. But yes, we are determined to bring forward proposals for social care reform. We have been absolutely clear that we shall do that. The hon. Lady asked about particular meetings. Actually, the Health Secretary and the Prime Minister talk about social care reform all the time. In fact, I spoke to the Prime Minister only last week about social care reform. These are complex matters. The hon. Lady will know that nearly 25 years ago, Labour Prime Minister Tony Blair said that we needed reform of social care, but during the 13 years of Labour government, was there a plan for social care reform? No, there was not. We are the Government who are going to bring forward social care reforms. I would welcome her support for that. We are a Government who deliver. We have delivered Brexit, we are delivering vaccinations at a phenomenal pace, and we will deliver social care reform.
I know that the Minister is working hard behind the scenes to get a resolution to these issues, and I thank her for her efforts to do that. Does she agree that the NHS will fail in its objective to deal with the covid backlog if the social care system continues to export its most vulnerable patients to our hospitals, filling up hospital beds that cannot then be used to deal with the enormous backlog of cancer and other operations that we have? Does she also agree that the founding principle of the NHS—that no matter who you are, rich, poor, young or old, you should be able to access the care you need—is fundamentally undermined by the way we treat people with dementia, whereby people who are wealthy are able to pay expensive care home fees but people of limited means find that they are cleaned out of absolutely everything when a loved one gets dementia?
I thank my right hon. Friend for his support for our determination to reform social care. He makes an important point that we have to look at the NHS and social care together as the two parts of the system affect each other. That is one important reason why the health and care Bill needs to improve the join-up between health and social care. On his point about dementia, it is true that some people who suffer from dementia need care for very many years and this is extremely costly. That is one of the things we want to address as part of our social care reforms.

Commons ChamberMay I start by saying that I totally agree with your expression of disappointment, Mr Speaker, that in a parliamentary democracy Parliament heard about this news after the media, and much as I respect my right hon. Friend it should be the Prime Minister who is here this evening?
I happen to support these measures and the caution the Government are showing, but may I suggest to my right hon. Friend that one of the reasons for the disappointment many people feel is the use of words like “irreversible”? Tonight, Sir Patrick Vallance said that we will be living with covid for the rest of our lives. If there is a vaccine-busting variant that threatens another 100,000 lives, these measures will not be irreversible, and we have a duty to be completely honest with people about the bumpiness of the road ahead. So may I urge the Health Secretary to be as cautious with the language we use as he rightly is with NHS bed capacity?
The goal is that the steps in the road map are irreversible; that is the goal, and I am sure it is a goal that my right hon. Friend agrees with. We have demonstrated repeatedly during this crisis our willingness to take difficult decisions if they are necessary and if they are needed by the data, but it is also important to try to take steps when we can have a good degree of confidence that we will then be able to deliver that irreversible route, as opposed to moving faster than that, which might lead to a reversal. I hope that that explanation is one with which my right hon. Friend and indeed the House can concur in terms of what we mean when we say that we seek an irreversible approach to the road map.
