I beg to move,

That this House has considered e-petitions relating to support for UK industries in response to covid-19.

As we have heard already today, the volume of signatures on parliamentary petitions has been huge in recent weeks, reflecting the immense public anxiety about the health emergency we have been living through. I thank every one of the 641,986 people who signed the five petitions that reached the 100,000 threshold and that we are considering today. They are on support for the events industry; for the arts, theatre and music; for zoos, aquariums, and rescue centres; for nursery and childcare providers; and for aviation. I also thank the 74,735 people who have backed seven other petitions that are also relevant. Those petitions are on help for performers and creators; for pubs and hospitality; for early years providers; for wholesalers; for health businesses; and for small businesses.

There is no escaping the devastating impact the covid emergency has had on our economy. That is unavoidable when vast swathes of business activity are shut down. But the Government have listened and have heard the calls to intervene, from the 12 e-petitions and from millions of other people afraid for their livelihoods and their future, including many in Chipping Barnet, and I thank the Government for their intervention. At immense speed, the Government put in place the biggest package of help for jobs, livelihoods and businesses in our nation’s history.

Through the furlough scheme, the Government are paying the wages of more than 9.1 million workers, providing £20.8 billion to more than 1 million employers. More than 2.6 million people have received grants from the self-employed income support scheme, which is one of the more generous in the world. More than 863,000 companies have received bounce-back loans—these have been worth more than £26 billion.

Some £10 billion has been lent to 49,000 firms under CBILS—the coronavirus business interruption loan scheme. Small businesses in the retail, hospitality and leisure sector have received cash grants of up to £25,000 and been given a 12 month business rates holiday. A £1.25 billion package is available for start-ups, and £30 billion of VAT payments have been suspended for three months. Some 68,000 businesses have benefited from the deferral of other taxes, and smaller businesses have received help with funding sick pay.

Without that bold and radical intervention by the Government, and the speed at which it has been delivered, our situation today in this country would be far, far worse, as the Office for Budget Responsibility, the International Monetary Fund, the OECD and the Bank of England have all confirmed. Unemployment would have rocketed and thousands of businesses would have gone bust, both in the sectors highlighted in the 12 e-petitions and in many others. There has been extensive backing for what the Government have done, including from Len McCluskey, of Unite, who said of the furlough scheme:

“We recognise that these are huge decisions for any government, and especially for a Conservative government, but they have listened to the calls for action and have acted appropriately. Rishi Sunak’s wage support measures are a historic first for this country, but are bold and very much necessary…This will definitely be some relief amid all the fear in households across the UK this evening.”

However, were it not for the difficult decisions taken by Conservative-led Governments since 2010, we would not have been able to respond in this way or on this scale. It is only if you fix the roof while the sun is shining that you have the resources and the balance sheet to intervene aggressively to provide the kind of action called for in these petitions. Sadly, we all know from our inboxes that, even with the scale of what we are doing, there are gaps in support. In an economic disaster as great as this one—possibly the worst for 300 years—there are inevitably still many people facing hardship and uncertainty about their future. I hope that the Minister will consider whether any further help is possible for the sectors highlighted in the 12 e-petitions.

The right hon. Lady is making a fine speech. I welcome the support that the Government have put in. Does she agree that people in the concert and festival industry, in particular, are facing a double whammy? Not only will they be among the last industries to get back to anything like normal, but many of them are self-employed and, for various reasons, fall through the gaps in the self-employed scheme. Does she agree that we need sector-specific support for the concert and festival industry?

I do agree with the hon. Gentleman on that. They are more heavily impacted and I hope it will be possible to have a sector-specific scheme for them.

I was about to turn to exactly that point—the arts, events, theatre, performance, musicians, actors and creators. With no date set for the resumption of events and performances in theatres or music venues, this crucial part of our economy could be the hardest hit of all of them. The future of our regional theatres in particular looks perilous. Adrian Vinken, chief executive of the Theatre Royal, Plymouth, wrote in the Daily Mail today:

“The entire performing arts industry is…facing oblivion. This is not only a human and economic disaster—it is a cultural catastrophe.”

As we heard from the hon. Member for Manchester, Withington (Jeff Smith) , the insecure and sporadic nature of jobs in the industry means that many workers fall within the gaps in the Government’s covid intervention package. This includes, typically, freelancers who get part of their income through PAYE and part of their income through self-employment. They may not have been in their PAYE contract at the right time to be furloughed, and they may not earn enough of their income from self-employment to qualify for the self-employment income support scheme. As well as considering further funding support for those workers and sectors, we must have a clear plan to get theatres and venues open and to get events starting again, as has been managed in countries such as South Korea.

It is also really important to reflect on aviation, which, as the petitions highlight, is also hard hit. We need the air bridges in action. Blanket quarantine requirements will make it a hundred times more difficult for aviation to recover, and it is hard to understand the need for quarantine for people coming from places that have fewer covid cases than we do. I appeal to the Minister for a risk-based approach on quarantine so that travel can start up again and we listen to the petitioners who are demanding help and support for aviation.

Our nurseries and childcare are also mentioned in the petition. I welcome the extension of the business rates holiday, directly implementing one of the demands of petitioners, but Ministers need a firm and funded plan to support the sector in the long term. The early years stage of education is crucial in determining life chances, and if we are to deliver on our promises on social mobility and respond to legitimate concerns on equality of opportunity, we need to help nursery and childcare providers through this crisis and ensure that they are on a stable footing for the long term, including restoring funding for maintained nursery schools.

My hon. Friend makes some good points, but we are talking about the decriminalisation consultation, not how the BBC is funded in future. The current model is valid until 2027 and there has to be a conversation before then about what model is appropriate for the BBC in a digital age.

We have rightly heard about the importance of the BBC’s local and regional coverage, but I remind the Minister of the importance of its international coverage. The World Service is the world’s most trusted news provider and an important part of the UK’s soft power. The Minister has said that the media landscape is changing, and he is absolutely right, which is why public service broadcasting is under pressure. At this time, surely the BBC needs our support more than ever.

The hon. Gentleman makes a sensible point. The Government strongly support the BBC’s mission to bring high-quality and impartial news to a global audience, including some of the most remote places in the world and particularly where free speech is limited. The BBC recently launched 12 new language services, and we very much support its approach in that regard.

Thank you for calling me to speak, Ms McDonagh. I congratulate my hon. Friend the Member for St Helens North (Conor McGinn) on securing the debate and for giving me the opportunity to plug my former profession. There are not many former nightclub DJs in Parliament. In fact, I might be the only one. While people rightly talk about the importance of the live music scene, I note the importance of electronic dance music and nightclubs in making our cities destinations. Twenty years ago I used to visit Cream in Liverpool and Gatecrasher in Sheffield—for research purposes—and I remember they used to attract people from all over the country. The same applies now to the Warehouse Project in Manchester, which makes a big contribution to the music scene that Manchester is so proud of, and to our economy. It is a key part of our identity in Manchester, and it is certainly key to the economy.

I am grateful to UK Music for leading on the Greater Manchester music review last year. A couple of figures were produced. In 2017, live music events in Manchester had 1.7 million attendances. In 2017, Greater Manchester had 703,000 music tourists. That gives some indication of the importance to the economy of music in Manchester and Greater Manchester. There is an ecosystem that sustains the music scene, from very big venues such as Manchester Arena—one of the most successful large venues in the world—down to the smaller grassroots venues.

That brings me to two asks. First, we are pleased that business rates relief for grassroots music venues was in the Tory manifesto and the Queen’s Speech. I know the Minister is passionate about that and I am genuinely pleased to see him in his job. I hope that he will have a word with the Chancellor before the Budget in March to make that point. Secondly, I want to repeat the point about the importance of the EU-wide touring passport, ahead of Brexit.

The Greater Manchester music review is a very good report. It came up with a number of recommendations, and I will pick some of them. The first was for the establishment of a Greater Manchester music board. I am pleased that our excellent Mayor, Andy Burnham, has pledged to set that up. I look forward to progress on that when Andy is re-elected in May, as I am sure he will be. Secondly, there is a recommendation about the agent of change principles, which are important. It is great that city centres are now thriving as places to live—I remember that Manchester city centre was pretty much empty in the ’80s—but it should not be at the expense of our much loved music venues.

I shall have to leave my remarks there, but I recommend that people read the report on Greater Manchester as well as the report from UK Music, which makes some very important policy asks of the Government.

We are absolutely determined to tackle these vital issues, because we know that the behaviour of social media companies is not always acting in the best interests of all our constituents. Of course we will look at any proposals that are advanced by the Labour party, but it is important to say that we need to get this right, and that requires us to work with industry, as well as against it.

It is the responsibility of the football authorities to govern the sport and provide assurances to fans that proper protections are in place. We welcome the EFL’s financial and sustainability review, and stand ready to support and feed into it as appropriate.

Football clubs are not just economic, or even sporting, entities: they are, as we have seen in the sad case of Bury, often the heart of their communities and of key significance in the lives of individual fans, without whom they are nothing. So would the Minister support legislating to give fans a right to be represented in boardrooms, to gain more influence over their clubs?

I thank the hon. Gentleman very much indeed for his question. I should have said that my hon. Friend the Minister for Sport, Media and Creative Industries is sorry not to be here; he has given apologies, I think, both to your office, Mr Speaker, and to Opposition Front Benchers. He is overseas on departmental business.

I entirely agree with the hon. Gentleman about the importance of local football clubs and their place in the community, and the importance of bringing people together. We are obviously open to dialogue and we know how strongly fans feel about their investment in their clubs. We want to see how the EFL review goes and whether in fact there are wider questions to be asked too.

My right hon. Friend is absolutely right to raise this issue. In some ways, we have look at the very hardest-to-reach areas first, because while it is important to upgrade commercial areas to gigabit levels, it is in areas where there is very often no broadband at all that we will make the greatest social and economic impact.

T7. Age UK has warned that the changes to eligibility for a free TV licence are likely to result in a big increase in fraudulent activity targeting vulnerable elderly people. Is that not yet one more reason why the Government should stop outsourcing their social policy and commit to keeping TV licences free for all over-75s?

The BBC has provided assurances that it will deliver the most sensitive possible handling for those who are affected and will work with older people’s groups, charities and voluntary organisations to design a bespoke system to support all those over 75 that will include new easy payment plans and an information and advice programme. We want everyone who is eligible for pension credit to make sure that they claim it, so that they get the benefit of the free TV licence.

I appreciate that intervention and I could not agree more. Now we need the Government to catch up, because they are out of step with public opinion. Two weeks ago the Minister, in response to multiple written questions I had tabled, said:

“An announcement will be made shortly.”

I hope we hear today when that announcement might be.

The crucial thing, from my own experience, is that match-going fans want safe standing to be part of the mix. I have been one of them for 30 years; I will confess to my constituents, although it is not a secret, that I am a Manchester City fan rather than a Nottingham Forest or Notts County fan.

My hon. Friend gives me support from a sedentary position. I am very grateful for it. I have been going for 30 years and I have been a season ticket holder for the last 20. Not long ago, I moved from an area where there was a weekly pitched battle between fans and stewards about standing up, because it stopped being fun. My instinct is not to break rules—funnily enough, I suspect that is the case for everybody here—but I had to stand because people in front of me stood. The stewards, who are often on low wages and just doing their job, have to try to manage an impossible situation. That is no fun for anybody. Anyone who thinks that the current, arbitrary rules on standing are being enforced is kidding themselves. It is a muddle that pleases nobody.

I want to briefly address Hillsborough, because it is exceptionally important and I would hate to think that any of my campaign activities would ever, even inadvertently, cause pain for those families. I rang Spirit of Shankly to talk about the issue. I learned a lot from my conversation with Jay McKenna and I am grateful for it, but what I took from that conversation was his suggestion that we let Merseyside MPs talk about the views and experiences of Merseyside fans. That seemed reasonable to me and that is what I will do. As might be expected, I have talked to Nottingham Forest fans about it; I have spoken at length with both Forza Garibaldi and the Nottingham Forest Supporters Trust. Both are supportive, some because they want to stand and others because they are sick of people standing in front of them.

I will conclude by saying that these calls for safe standing are not only rooted in what fans want, but based on engagement. My hon. Friend the Member for Tooting had an incredible event with 40 different clubs represented. The calls are based on research and an understanding of the reality in the stands week in, week out, that the default is not good enough and that we have to change. They make a compelling case for choice, not for a one-size-fits-all approach. We do not need Whitehall to tell us what to do at Meadow Lane or the City Ground. We should let our safety advisory groups do it; we should let our clubs and fans get hold of it and come up with something sensible and safe, because our game would be better for it.

It is a pleasure to serve under your chairmanship, Mr Robertson. It is always nice when parliamentarians can bring their personal experience to debates. I can bring thousands of hours of lived experience as a Manchester City fan, going back to the ’70s and ’80s, standing and sitting on terraces.

The first point is that nobody wants to go back to those bad old days. I have stood on terraces in the past, in the old days, where I was genuinely fearful for my safety. There must be no return to poorly managed, overcrowded and badly designed terraces. The football environment, however, has changed. Crowds have changed. Stadium design has improved and we have learnt the lessons of the past. In my view, the standing ban is a 1990s solution to a problem the nature of which has changed in recent years. In my view it is time for change.

There are good reasons for change, including choice. The overwhelming evidence is that fans across the country in almost all clubs support safe standing—it is one of the few things that unite United and City fans in Manchester. Other reasons include the betterment of our national game’s atmosphere and the lack of logic in the current regulations.

None of those reasons would be enough in themselves if safety were compromised in any way, but I agree with many hon. Members, particularly my hon. Friend the Member for Nottingham North (Alex Norris), who made an excellent contribution, that the key point is that at the moment, in almost every ground in the country, people are standing on terraces designed for sitting, which must be less safe than people standing on terraces designed for standing. When I am at the Etihad, the seat in front of me comes to just about halfway up my shin. I do not stand, but if I did and somebody pushed me, I would tumble straight down on to the person in front of me. It is even worse for people in the steeply raked terraces in the third tier at the Etihad and at St James’ Park. The potential for an accident if people are standing in those sorts of sitting areas is a consideration.

The other point to be aware of is the difficulty of maintaining order and peaceful relationships on terraces. Many hon. Members will have experienced the friction that develops when people who want to sit and people who want to stand are next to each other on the terrace. It cannot be properly managed by the stewards and it is very unsatisfactory for older people, disabled supporters, children and anybody who wants to sit but who ends up on a terrace where the majority stand, as we have heard. That is a big problem at the away end.

Given that the current rules clearly do not make grounds safer, the status quo is no longer justified. I add my voice to the overwhelming number of hon. Members we have heard today, and fans across the country, who say that it is time for change and time for safe standing on our terraces.

Over 1 million people watch football every week. We are grateful for the engagement of fans from across the country in expressing their views on safe standing, including 541 of the hon. Gentleman’s own constituents who signed the recent petition. We are looking into any changes that may be needed, and we are in discussions with the football authorities and relevant stakeholders to ensure that we carefully review the evidence on this matter.

The truth is that we already have standing at practically every football ground in the country—it is just that it is on terraces designed for seats rather than standing, so it is less safe. The majority of clubs, and the leagues, are now calling for safe standing, so will the Minister let the clubs work with the safety advisory groups to design a system that works for them?

It is only in the top two tiers of football that an all-seated stadium policy exists; the other tiers are allowed to have standing. However, we are working very closely with all the football authorities to look at this issue.

The European arrest warrant offers a more effective means than non-EU alternatives of surrendering individuals wanted by other EU member states and of ensuring that those who have fled the UK are returned to face justice. Agreeing continued extradition arrangements will therefore be an important part of negotiations with our European partners and is of mutual interest to both the UK and EU member states.

I certainly agree that the European arrest warrant is the most efficient means we have available both to bring people back to the UK and to send foreign criminals home to face justice. It is our objective to be part of those arrangements in the future. Precisely how we do that will depend on negotiations that, as the hon. Gentleman knows, are ongoing.

Will not these arrangements have to function on the basis of the jurisdiction of the European Court of Justice? Which is more important to the Government, their heavy red line on the ECJ or the ability to work effectively with our European partners to tackle crime? Does the Attorney General agree with the House of Lords report that the safety of the people of the UK should be the Government’s overriding consideration?

I certainly agree with the last part of the hon. Gentleman’s question, but I do not accept that there is necessarily a contradiction between restricting and excluding the jurisdiction of the Court of Justice of the European Union in this country and being able to have good and productive arrangements for combating crime across the European continent. That is what we seek to do, and we believe it is in the mutual interest not just of the UK but of the rest of the EU, too. That is why we are optimistic that we can negotiate.
