The hon. Lady raises an important issue, and I think she will receive a lot of sympathy from colleagues of all parties. The Education Secretary shares her concern and has personally raised the issue with the chair of the initial teacher training review, Stephen Munday. My right hon. Friend has stressed the importance of ensuring that teachers are properly trained to support young people with special educational needs and specifically autism. As a result, the chairman will include recommendations in the report on how core teacher training should cover special educational needs. The report will be published shortly.

Q15. My local clinical commissioning group is currently consulting on its appalling plans to downgrade A&E at Huddersfield Royal Infirmary. Does the Chancellor agree with me and with thousands of “Hands Off HRI” campaigners, led by Karl Deitch, that all options should remain on the table and that a plan B must come forward to keep good-quality local health services?

My hon. Friend is a strong champion of his local area, and we all know that Huddersfield Royal Infirmary has been struggling with the private finance initiative contract that it signed under the last Labour Government. Any service changes must be made by the local NHS, and must be based on clear evidence that they will deliver better outcomes for patients. It is right for these decisions to be made by local clinicians rather than by politicians, but they must meet the four key tests that have been set out: they must demonstrate public and patient engagement, have the support of GP commissioners, be based on clinical evidence, and take account of patient choice. I expect the local NHS to consider all those options in reaching any decision.

First, it is no good saying that the first 10 years of that Labour Government were great and that we should forget about the last three, which brought about the greatest recession since the 1920s. It is a bit like Mrs Lincoln being asked about that play.

We have taken a number of steps to try to cap housing benefit, rent increases and the housing benefit associated with them; we have introduced a cap on housing benefit payments. When we came to office, there were examples of some people receiving over £100,000 a year from taxpayers in housing benefit, which is of course totally unacceptable. We have taken those steps, and now we have the welfare cap as well. All I can say is that every time Labour Members stand up, we hear about a proposal to add to the housing welfare benefit bill, and that it would be good to hear some proposals from them to reduce it.

Thank you, Mr Speaker. It is my marathon training, and in that vein, I ran the London marathon for the Forget Me Not children’s hospice this year. Along with it and my local Kirkwood hospice I would therefore like to thank the Chancellor for the measures he has taken in refunding VAT. The Forget Me Not children’s hospice is recruiting two apprentices at the moment, so will my right hon. Friend continue to support apprenticeships, 4,200 of which have been created in my constituency since 2010?

It seems like the autumn statement is a tailor-made package for the marathon run that my hon. Friend is undertaking. In view of the brilliant work that he does in his community and the brilliant work of the Forget Me Not hospice, I am pleased that the VAT refund, along with the abolition of the jobs tax on apprenticeships, will be so welcome. My hon. Friend must send me a sponsorship form. Every year I sponsor the shadow Chancellor, so the least I can do is to sponsor my hon. Friend.

I do not know whether the shadow Chancellor has been to Yorkshire recently, but if he does come up north, he will see that, in Colne valley and Huddersfield, manufacturing is surging, whether it is Magic Rock brewery exporting to Australia, Camira fabrics selling its textiles to the Los Angeles transit system or even Newsholme foods selling black puddings to Spain. Will the Chancellor please continue to reject the doom-mongering, mithering and class warfare from the Labour party and continue with his long-term economic plan?

I was in Pudsey the other day seeing a very successful manufacturing business near to my hon. Friend’s constituency. What was interesting was that that business is now exporting to China, which is a total reversal of what we have seen in the textile trade over the last few decades. I am very willing to come and see my hon. Friend and perhaps taste some of that delicious black pudding that the Spanish are buying.

We will have plenty of time to debate the recommendations of the parliamentary commission, which I think has done an absolutely excellent job for the House, by the way. We will shortly have the Report stage of the Banking Bill, at which the Government will say how we intend to respond to those recommendations. If there is more work to be done on the drafting of specific amendments, those amendments can be tabled in the House of Lords and they will of course come back to the House of Commons as well. The whole purpose of the parliamentary commission was to enable us to get on with this. If we had created a public inquiry, as Labour recommended, it would only just be getting going now. Instead, Parliament has done what it is supposed to do, which is to investigate a problem and provide recommendations, and we are going to debate those recommendations here.

My message to all families is that in the markets interest rates remain low and have remained low today. That is the credibility test for the Government’s economic policy, and as I say, for families paying a mortgage or businesses with a business loan, that is crucial.

Those on the Opposition Front Bench should come out into the real world from their Primrose Hill mansion. Last week in my constituency I visited businesses that are winning new orders, expanding, and taking on workers and apprentices. Will the Chancellor pledge to continue investment in the regional growth fund, enterprise zones and infrastructure spending such as the electrification of the trans-Pennine route that is helping businesses in my constituency?

I read in the paper that the Primrose Hill mansion my hon. Friend refers to falls just below the threshold for the new mansion tax proposed by the Labour economic team. However, my hon. Friend makes a good point: we must invest in economic infrastructure across the country. People have been calling for years for the electrification of the trans-Pennine route, and indeed the northern hub. It did not happen under a Labour Government but it is happening under this Government.

A competitive market economy such as Britain needs modern infrastructure if it is to succeed, yet in areas such as roads, energy and broadband, the last decade saw us fall behind the rest of Europe. This Government are righting those wrongs by overseeing a £250 billion investment in infrastructure—double the amount in the previous Parliament, even in these straitened times. Our new legislation will guarantee billions more in investment from the private sector. This will bring the new roads, the superfast broadband to our cities, and the new rail connections such as the northern hub. We are also cutting through the delays in Whitehall and in the planning system to make sure that we deliver faster than Labour did.

I welcome all that investment in infrastructure, particularly the investment in electrification of the trans-Pennine rail route and the full funding of the northern hub rail project. Will my right hon. Friend continue to invest in infrastructure so that we can recover from the shocking situation we inherited whereby for every 10 jobs created in London and the south-east under the previous Government, only one was created in the regions?

My hon. Friend points to the stark truth that, as he says, for every 10 jobs created in the private sector in the south of England only one was created in the north of England. In a region as important as the west midlands, for example, private sector employment fell during Labour’s period in office, and that was before the crash. We are investing in the infrastructure. The trans-Pennine electrification is incredibly important. The stretch between Liverpool and Manchester is already under way, and of course it then crosses the Pennines. We are also fully committing to the northern hub—something that was not done under the previous Government.

Will the Chancellor once again confirm that progress is being made towards a more responsible banking system, with the separation of high street domestic banking and banks’ so-called casino operations?

My hon. Friend is right: we are proceeding with a change to the structure of British banking, in which we will ring-fence the retail banks from their investment banking arms. [Interruption.] There will be plenty of opportunity for Labour ex-Ministers such as the shadow Chancellor to appear before the Committee, if he is worried about that. We will introduce a Bill, which will go through Parliament next year. In answer to the point about a public inquiry, why spend three or four years before getting to legislation? Why do we not use the opportunity to get it right now, and amend the Bill that will be before Parliament?

I have never denied that there was an international economic crisis; what I said was that those problems were not visited upon Britain from abroad. Britain was at the epicentre of the crisis, with the biggest bank bail-outs, the most indebted households, the most over-leveraged banks and one of the largest deficits going into the crisis. That is what I complain about, and I complain in particular about the man who was responsible for most of those economic policies giving us lectures on them afterwards. I welcome the fact that the hon. Member for Coventry South (Mr Cunningham) supports the IMF and an increase in its resources, but the money does not come out of the public spending cuts that we have had to make in order to deal with that mess; it comes out of our foreign exchange reserves. We are exchanging one asset for another, and as I have said, every country that has lent money to the IMF has got its money back.

I very much welcome the fact that the loan will be returned with interest, but does my right hon. Friend hope, as I do, that those interest payments are not returned at the expense of countries such as Greece racking up yet more debt?

IMF loans are made with conditions, and one condition is interest, although there is a specific programme to help very low-income countries to cope with the interest costs. It is very important, as part of any IMF analysis, that we undertake proper debt analysis, and the IMF has been pretty instrumental in driving through the private sector creditor write-offs that have happened in Greece in order to improve debt sustainability, something which—I do not think it is any secret—many eurozone countries were not particularly in favour of. The IMF can therefore take action to improve debt sustainability.

Banking Commission Report

We expect the bonus pool to be lower than last year and very much lower than four or five years ago, when it was probably four times what it will be now, so bonuses have come down. We have a very transparent regime, which did not exist when we took office, with the pay of the eight highest-paid non-board executive members now having to be disclosed. Above all, however, people should pay attention to what the Financial Policy Committee has just advised, which is that banks should retain earnings to build up capital at a time such as this, not pay them out in bonuses. The Governor of the Bank of England, the Financial Services Authority and I have all made it clear that banks would do well to pay attention to that advice over the next couple of months.

Does the Chancellor agree that the high street banks have a key role to play in regenerating our towns and rural communities, by continuing to have a presence on the high street?

Yes, I do, and, to be fair, the banks themselves acknowledge that they withdrew from the high street too much. We want to get back to more of that face-to-face banking that served our country well for many decades. As I have said, the banks acknowledge that, and they have come together to create the business growth fund, which will invest in new start-up businesses. They have also issued a new code of conduct to enable them to get back to the high street banking that we remember from the past.

Eurozone Crisis

The discussions on treaty change, which the Council conclusions on the eurozone mention, have only just begun, so I have not had those discussions.

Would my right hon. Friend anticipate how his international counterparts would have reacted at recent EU summits if he had argued that, as advocated by Labour Members, the UK should increase its borrowing by the end of this Parliament by up to £87 billion a year?

We would, of course, have been laughed out of the summit. We would not even have been able to sign up to the Council’s conclusions. The Labour party policy has no plan to reduce the deficit—[Interruption.] Well, if there is a plan, let us hear it. Let us hear one example. The Labour party has no plan to reduce our deficit, which is higher than that of almost any of the countries we have talked about. It has a plan basically to pull us out of the International Monetary Fund and a plan to join the euro—such plans would be treated as slightly bizarre at some of these meetings.

I thank the hon. Gentleman for the support he has given to important parts of this package. I understand how important the banking industry is to Scotland, where many thousands of people are employed in it, and the impact that the failure of RBS and HBOS had in Scotland. On his specific point about bonuses, the new code of practice that came in last month forces all banks to pay a much greater proportion of their bonuses in shares and in deferred packages. Of course, none of this existed when Labour was regulating the City. As I have said, I would urge the banks to show restraint and reflect the fact that they are operating in a society with economic challenges brought about by the deepest recession and the biggest banking crisis of our lifetimes.

Let me tell the hon. Member for Bolsover (Mr Skinner) that my constituents and I can only dream of living in the £1.6 million house that his party leader lives in.

I welcome the Chancellor’s statement on lending to small businesses and curbing banking bonuses. However, with Lloyds TSB closing its last remaining branch in Meltham and Barclays closing its branch in Milnsbridge, when he next meets the banking bosses will he please stress the importance of community banking and the fact that not all constituents have access to internet banking?

When I next talk to the banking chiefs, I will certainly communicate to them, or my office will do so, the specific issues that my hon. Friend raises about the two banks in his constituency. One of the challenges we have at the moment is that RBS and Lloyds are trying to de-lever because of the enormous mess they got into under the previous Government. More generally, he makes a very good point about the importance of community banking. The four banks that have reached this settlement today are committed to extending that and thereby, to a degree, rolling back what happened in recent years. There are also those who want to enter the banking sector. Of course, they have to comply with the FSA requirements, but I know that some of them are offering a return to the kind of community banking that he talked about.
