Commons ChamberThe Government are committed to improving rail services across the north of England, and rail passengers in Yorkshire will already be benefiting from our recent £161 million investment in Leeds station. The recently published integrated rail plan outlines our ambitious £96 billion investment plan for the next 30 years.
I welcome the integrated rail plan, which is investing in the trans-Pennine route coming through my patch in Slaithwaite and Marsden, which the Minister has visited. As he knows, though, I have another line—a single track line—going through Huddersfield and Penistone to Sheffield. I have been supporting the levelling-up bid of my hon. Friends the Members for Penistone and Stocksbridge (Miriam Cates) and for Dewsbury (Mark Eastwood). Will the Minister continue to work with us so that we can get investment in this single-track line that will lead to real positivity for local connectivity in our part of the world?
My hon. Friend remains a real champion for his constituency. I can reassure him that the integrated rail plan confirms that the Government will continue to invest in smaller rail enhancements across the north and the midlands in addition to the trans-Pennine route upgrade, HS2 and Northern Powerhouse Rail. I would be happy to meet my hon. Friend and his colleagues to discuss this, perhaps on a future visit to his constituency—probably later this month.

Commons ChamberI thank the hon. Lady for her point. We have met in her constituency to discuss various proposals, and she knows that the east coast main line upgrade will benefit York. The core Northern Powerhouse network being built from York all the way to Liverpool will benefit her constituents, so I believe that this plan has significant benefits for her constituents.
My hon. Friend the Member for Dewsbury (Mark Eastwood) highlighted the significant benefits to Dewsbury, Mirfield and Huddersfield, which are well beyond anything proposed under the previous plans, including electrification and major station improvements. I look forward to visiting his constituency soon.
The Minister has just mentioned my neighbour, my hon. Friend the Member for Dewsbury. Continuing on from Dewsbury and Huddersfield, there is huge investment going into stations in Slaithwaite and Marsden and into better connectivity and improving accessibility for those with disabilities.
I thank my hon. Friend for that point. As he recognises, these plans deliver far more for towns on the existing railway line than was ever previously proposed, and therefore he will see significant investment in all the stations on his line.
My hon. Friend the Member for Bridgend (Dr Wallis) reminded us of some of the benefits of HS2 to Wales, with passengers from south Wales able to access HS2 services via Birmingham Curzon Street and passengers from north Wales becoming within two hours 15 minutes of London. As he knows, the current control period, control period 6, has seen a record £2 billion revenue settlement for Network Rail in Wales.
The hon. Member for Llanelli (Nia Griffith) called for more electrification. I agree with her. That is why I am proud that since 2010 we have electrified 1,221 miles of track, compared with just 63 miles under the 13 years of the last Labour Government. My hon. Friend the Member for Leigh (James Grundy) welcomed the investment in Golborne station and the Castlefield corridor improvements, while also again putting on record the concerns of his constituents about the Golborne spur. Thanks to my hon. Friend’s campaigning, and that of my hon. Friend the Member for Warrington South (Andy Carter), those concerns have been heard loud and clear, and they know we are currently reflecting on alternatives.
The hon. Member for Preston (Sir Mark Hendrick) complained about the plans, even though for his constituency the current plans are pretty much the same as the previous plans. We will get on with our plans to deliver HS2 all the way into Manchester, reducing journey times from Preston to London from 128 minutes down to 78 minutes once HS2 is operational.
My hon. Friend the Member for Broxtowe (Darren Henry) has been a tireless champion of his constituents, and I am pleased to have visited Toton with him.

I thank the hon. Lady for her question. As set out in the integrated rail plan, on many of these key routes we are doubling or trebling capacity. I also want to be clear, on the eastern leg, that we have committed and funded through the integrated rail plan to build a first phase from the west midlands to the east midlands, and there is now £100 million for further work to look at the best way to get HS2 trains from there through to Leeds. For the time being, therefore, the plans to build the full eastern leg remain as they are. No safeguarding has been lifted, and that is something that will be changed only after we have the outcome of the study.
As a big supporter of HS2, I have to admit I was very disappointed about the news of the eastern leg going up to Yorkshire. Obviously, I was disappointed as well that the Leader of the Opposition had campaigned against it so vigorously. Can the Minister confirm that there is lots of good news in the integrated rail plan for my constituents who use Huddersfield station, Slaithwaite station and Marsden station on the trans-Pennine route? I thank the Minister for visiting Marsden last year with local rail campaigners, and will he confirm that we can get investment in disabled access at Marsden railway station as well?
My hon. Friend is completely right in what he says about the Leader of the Opposition, who has opposed HS2 consistently over the years and said that its impact on the country would be “devastating”; even in 2019, he was still calling for the project to be cancelled. I am happy to confirm that, as part of the trans-Pennine route upgrade, every single station in my hon. Friend’s constituency will see massive investment, including to make them all fully accessible to disabled passengers.

I thank the hon. Gentleman for that point, and I am happy to meet him to discuss this issue. After doing the land and property review shortly after I became a Minister, I looked at a number of these tricky cases. I now review all the cases that are brought to my attention by right hon. and hon. Members on a fortnightly basis. I am more than happy to add that case to the list and meet him personally to see whether we can find a way forward.
I thank the Minister for coming to Marsden in my constituency to meet constituents. It is on the TransPennine route. Can we get rid of a myth this evening? Investment in HS2 is not instead of but as well as upgrading the TransPennine route, as well as Northern Powerhouse Rail and local infrastructure. We will get all the benefits only if the eastern leg is delivered and all those investments are made. That would improve jobs, connectivity and the environment, and it is good for our constituents.
I agree with my hon. Friend. I have about two minutes left, so I will say that HS2 is going full steam ahead. It is a railway of which we hope the country can be proud for many generations to come. Construction has now begun in earnest, with more than 300 active construction sites along the line of route from Birmingham to London. This year, we have achieved significant milestones, and momentum behind the project is growing. Today, we announced that HS2 is now supporting more than 20,000 jobs, just one year since the Prime Minister declared the formal start of construction of the Birmingham to London stretch of the route. This year, we will celebrate many brilliant feats of engineering, including the start of tunnelling under the Chilterns, with our two tunnel-boring machines having now tunnelled 1.5 km underground.
Many Members have expressed various concerns, and I am more than happy to meet them after the debate. I know that HS2 is a project that inspires strong feelings on all sides, as all major infrastructure projects do. All right hon. and hon. Members present know that the Government carefully considered the merits of proceeding with HS2, which has almost certainly been subject to more parliamentary scrutiny than any other infrastructure project. Our firm conclusion was that HS2 should go ahead, and it is now progressing, as I have outlined. In setting out the decision to proceed, we made a clear commitment to draw a line under past problems. This is a once-in-a-generation major infrastructure project that will shape this country for well over 100 years, showcasing our skills in engineering and construction.
Many comments have been made during the debate. My right hon. and learned Friend the Member for Kenilworth and Southam (Jeremy Wright) made a very reasonable speech, and I look forward to visiting his constituency next week. The hon. Member for York Central (Rachael Maskell) raised her concerns about regeneration plans around York station. I heard about those plans when I visited the National Railway Museum, and I am more than happy to meet her to talk in more depth about them.
My hon. Friend the Member for Buckingham (Greg Smith) has been consistent in his opposition to HS2. I was grateful that he recently took the time to introduce me to some of his councillors and residents. The hon. Member for Chesham and Amersham (Sarah Green) raised her concerns about community engagement, aquifer and bentonite. Let me be clear that the continued supply of high-quality drinking water from the Chilterns aquifer is a high priority. I would be happy to meet the hon. Lady.
My hon. Friend the Member for Stone (Sir William Cash) made clear his opposition to HS2, but also his desire to see changes to phase 2a. I am happy to continue to engage with him on the changes that he would like to see. The hon. Member for Blackley and Broughton (Graham Stringer) made some valid points about the opposition that infrastructure projects have always attracted over the years, and I thank him for his support on pushing ahead. My hon. Friend the Member for Aylesbury (Rob Butler) raised some concerns on behalf of his constituents, as he has been doing consistently since he was elected. I look forward to continuing to work with him to mitigate those impacts.

Commons ChamberBuilding on the £29 billion invested in northern transport since 2010, this Government are delivering improved connectivity to level up the north.
Does the Minister agree that we need a fully integrated transport network across the north, with smart ticketing? It is not a question of either/or; we need regular affordable bus services as well as the HS2 eastern leg, as well as Northern Powerhouse Rail, as well as electrification of TransPennine rail and as well as, finally, upgrades to the Huddersfield-Penistone-Sheffield line.
I absolutely agree with my hon. Friend. Better transport is central to the Government’s agenda to level up the north. The TransPennine route upgrade is already under way, our national bus strategy is being delivered and we will soon publish our integrated rail plan for the midlands and the north, ensuring that transformational rail improvements are delivered as quickly as possible.

It is a pleasure to speak under your chairmanship, Mr Leigh. I congratulate my hon. Friend on securing this important debate, which is about Government policy on Pakistan. I have visited Islamabad myself. I visited the Nowshera region, the flood-hit region to the north of Islamabad, in November and I went on to Kashmir—to Mirpur and Dadyal. I would therefore like to take this opportunity to hear my hon. Friend the Minister reaffirm the Government’s position—their stated thoughts—on the situation in Kashmir, because if we are to have security and peace and an end to the violent murder in Pakistan that we are hearing about, it would be a great asset—a great positive move forward—if there were peace and stability in Kashmir as well. That is a real cause of instability in the region.
I thank my hon. Friends the Members for Lancaster and Fleetwood (Eric Ollerenshaw) and for Colne Valley (Jason McCartney) for their contributions to the debate. My hon. Friend the Member for Lancaster and Fleetwood is exactly right to say that the majority of people affected by the blasphemy laws are Muslims. However, we have seen a disproportionate effect on some of the minority communities. Also, even simple allegations made under the blasphemy laws have quite often led to mob violence that has killed many hundreds in Pakistan before cases have ever come to court.
There was an interesting article by the daughter of Salmaan Taseer in The Guardian recently. Shehrbano Taseer wrote that
“more than 500 Muslims, 340 Ahmadis, 119 Christians, 14 Hindus and 10 others have been charged under the laws.
Thirty-two of those accused—and two Muslim judges—have been mowed down by Islamist vigilantes.”
That was before the trials were heard. It is worrying that religious zealots in Pakistan have now deemed man-made laws non-negotiable, with a very real threat of death hanging over anyone who disagrees.
I would therefore welcome the Minister’s comments on the blasphemy laws in Pakistan and, more importantly, as other hon. Members have pointed out, their abuse and misuse in the settling of scores and other disputes against Christians and other minorities in the country. I hope that he will agree that we should stand shoulder to shoulder with those of all faiths who want to see a debate about reform of the laws, so that they can no longer be used as a tool of oppression against Christians and other minority groups.
I met a group of Pakistani Christians on Sunday 13 March at Woodlands Road Baptist chapel in Nelson in my constituency. In addition to many Pakistani Christians who live in Pendle, such as David Dean, who organised the event, we were joined by others, including Canon Yacub Masih and Wilson Chowdhry from the British Pakistani Christian Association. I know that the Minister is aware that a number of Pakistani Christians live in Pendle, as some time ago, before the election, he attended an event at which some of them were present. I know that he will remember talking to them.
At the meeting, I heard from many about their shock at the murder of Shahbaz Bhatti, but also about their desire that his death should be a wake-up call not just for the Pakistani Government, but for the international community. Those at the meeting felt that there was no better illustration of the rising problems of anti-Christian discrimination in Pakistan than the murders of Salmaan Taseer and Shahbaz Bhatti over reform of the blasphemy laws.
Concerns were also expressed about whether the UK could not do more, given the amount of money that we give Pakistan in foreign aid. As the Minister will be aware, that issue was picked up by Cardinal Keith O’Brien last week, when he criticised the Government for increasing overseas aid to Pakistan to more than £445 million without demanding religious freedom for Christians and other minorities, such as Shi’a Muslims. Cardinal O’Brien was quoted in the press as saying:
“I urge William Hague to obtain guarantees from foreign governments before they are given aid. To increase aid to the Pakistan government when religious freedom is not upheld and those who speak up for religious freedom are gunned down is tantamount to an anti-Christian foreign policy.”
Although I share the cardinal’s concern about the plight of Christians in Pakistan, I am not sure whether withdrawing or cutting aid in response to Shahbaz Bhatti’s death would be the most productive thing to do right now. I would, however, welcome the Minister’s comments on what the cardinal said, because many people would agree with them.
To date, no one has been arrested and brought to justice over Shahbaz Bhatti’s murder, which makes matters even more painful for the religious minorities that hold him in such high regard. It is of course possible that the security services in Pakistan and the Government do not know who the killers are or where they are. However, with no one being arrested and held accountable for so many other incidents of violence against minorities, such as in Sangla Hill in 2005—

Commons ChamberMy hon. Friend brings me to my next point. More than 1 million people living in the UK can trace their roots back to Pakistan, and many of them live in the constituencies of the hon. Members to whom I am grateful for having stayed to listen to the debate tonight.
I congratulate my hon. Friend on securing this Adjournment debate. I want to express my support for the dozens of Yousaf family members and supporters who have come to the House and stayed so late to watch the debate. That really is a testament to the importance of this issue, and I hope that they get some satisfaction and justice very soon. I represent a constituency with a rather large Pakistani community—and with many Kashmiris as well—and I understand the importance of the close links with Pakistan, particularly at a time when the British Pakistani community is doing so much for flood relief in that country. Does my hon. Friend agree that this would be a good time to get justice in this case?
My hon. Friend makes an excellent point. The crux of the matter is that many British Pakistanis hope to keep strong ties with Pakistan and visit the country for weddings, funerals and holidays. Many more who have founded successful businesses here in the UK look to Pakistan as an economy to invest in. It is worth noting that this Saturday our Foreign Secretary will join the Pakistani Foreign Secretary here in London to launch the British Pakistani Foundation, which seeks to encourage and support philanthropy among the British Pakistani diaspora.
British Pakistanis will simply not visit or invest their money in Pakistan if the law and order situation continues to deteriorate and the judicial process seems incapable of delivering justice. Such an outcome is certainly not in the interests of Pakistan. For British Pakistanis to have confidence in the future of that country, cases such as that of the Yousaf family must be dealt with in a swift and fair manner. I therefore urge the Minister to continue to do whatever he can to help get justice for the Yousaf family.
