First, I thank the hon. Gentleman for the tribute he paid to FCO staff. I can tell him that we are constantly talking to the airlines about limiting the additional cost expense put on travellers. Of course, the airlines are under acute pressure right now, with the number of jurisdictions to which they can fly limited. The high commission has set out the details so that people who are concerned can register so that they can be informed about the flights that will be organised to take them home. We have more than 1,700 British nationals who have already registered. That works, so the key thing is to disseminate those contact details. If he needs them, I am happy to provide them.

I thank the Foreign Office team for their help in getting constituents home from Vietnam and Morocco. A couple of young constituents of mine have just made it safely to Lima for their flight home later this week, but I still have constituents stranded in Mauritius, India, Australia, Bali and New Zealand. Will the Foreign Secretary and all his team continue to work hour by hour through the night to secure the airline capacity we need to get those constituents home?

My hon. Friend is absolutely right, and I thank him for his kind words. With the effort to get people out of Morocco, where we have worked with the airlines in what was a model and template for the future, we managed to get 8,500-plus passengers back home. We will seek to replicate that in all the jurisdictions he has mentioned.

We already have a means of doing that: people can sign up for real-time updates, and hon. Members can do that. I appreciate the difficult situation in Poland. As I have said, we are working with all our European colleagues to ensure that UK nationals or other nationals who are here can get home when they need to.

I praise the Foreign Secretary for his statesmanlike approach, and I thank the SNP spokesman, the hon. Member for Stirling (Alyn Smith), for his constructive approach. It is good to see Opposition politicians rising to the occasion, just as our constituents want us to during this crisis.

I have constituents stranded in Morocco and Vietnam. Can we ensure that helplines in consulates and embassies are manned 24 hours a day to help our constituents? I also have constituents who are in a motorhome in Portugal and looking to get home. Can we ensure that provisions are made for crossing borders for those wanting to come home?

I agree with my hon. Friend about the importance of having, within the confines of a democratic institution such as this, a constructive approach, because that will make the process more effective. We will look carefully at all the issues that he raised. He mentioned Vietnam as one of the difficult areas. As Ministers have made clear, we are aware of a number of British nationals in quarantine—some in hotels; some in other quarantine facilities. We are in close contact with the Vietnamese authorities. We are providing assistance to all those affected, and we hope to see them moved to improved and better facilities as soon as possible. That is just one illustration, in pretty challenging conditions, of where we are working hard to ensure that his constituents and many others get the care, advice and support they need.

I, too, signed the letter in support of airdrops. As a former RAF serviceman, I fully appreciate the concern for our aircrews from not only the Minister, but my hon. Friend the Member for Beckenham (Bob Stewart). Will the Minister tell us whether the Prime Minister had the opportunity to raise airdrops with Jens Stoltenberg, the Secretary-General of NATO, when he was at 10 Downing Street last week?

I know that my hon. Friend the Member for Colne Valley (Jason McCartney) cares deeply about Kashmir and has visited the region. I am concerned by recent events in Kashmir. I have in recent weeks met representatives from the Governments of both India and Pakistan and urged calm and restraint on both sides. I will continue to do so.

Has the Minister seen the reports of hundreds of Kashmiri protesters suffering eye injuries because of the indiscriminate use of pellet guns, and will he please speak out against it?

My hon. Friend makes an important point. I am of course concerned by those reports. He may also know that the use of pellet guns in Kashmir has come under review by the Government of India. The results of that review have not yet been shared publicly, but it has been indicated that alternative methods of crowd control will be introduced.

I join my right hon. Friend in supporting no-bombing zones, as well as aid drops in memory of our former colleague and my Yorkshire neighbour, Jo Cox. On the issue of no-fly zones, I served in the Royal Air Force on the no-fly zone over northern Iraq. Does he agree that one message we could send out from this House today would be that, using our E-3 Sentry AWACS reconnaissance aircraft, any war crimes perpetrated by air forces would be identified and logged, and that the perpetrators would feel the full force of the law as a result?

The hon. Lady has raised the important question of how we can best get aid into these vulnerable areas. That horrific statistic, of which I too am aware, highlights the challenge that we face. The international community must put more pressure on Russia, and must ensure that Assad is prohibited from bombing those areas so that we can get the aid in.

The best way to convey aid directly to where it needs to go is by truck, but the local checkpoints must give the trucks permission to go through in order for that to happen. Air drops can land anywhere. They often land in precisely the wrong hands, and are then used as a barter and as a means of worsening the situation, because the aid is denied to the people who need it.

Our Sentinel aircraft and unmanned aerial vehicles have provided a very complex and detailed picture of Syria from the air. Has evidence been gathered showing who the perpetrators of the attacks on civilians are? If there is such evidence, how is it being presented to the United Nations and to other nations?

I pay tribute to my hon. and gallant Friend for his work during a previous campaign. He has a huge amount of knowledge of what the Royal Air Force does, and he will therefore appreciate that the fact that his is an operational question prevents me from giving him a firm answer. However, if he would like to talk to me in the Lobbies, I shall be more than happy to have a quiet chat with him.

I travelled with the hon. Gentleman on a visit to Kiev a couple of years ago, so I am familiar with his knowledge and understanding of and interest in these matters. It is important to recognise that. There are a series of opportunities when the international community comes together, and Foreign Minister Lavrov, John Kerry and our Foreign Secretary are now able to meet on a regular drumbeat. The International Syria Support Group is one such opportunity and it will meet later in March. There are also counter-ISIL coalition conferences, the most recent of which took place in Rome, and the Munich security conference includes not only public statements, but private bilateral opportunities. The most recent conference was different, however, because it was important to recognise the involvement of President Putin and President Obama. That is why I think the world was hoping that the outcome would be more optimistic.

I, too, want to pay tribute to my near neighbour, the hon. Member for Batley and Spen (Jo Cox), for continuing to bring to this Chamber the plight of the Syrian people. All sides must respect the ceasefire. What discussions has the Minister had with the Turkish Government about reports that Turkish forces have been shelling Syrian Kurds?

We are helping and supporting the Jordanians with the Zaatari refugee camp. As I have said, my right hon. Friend the Secretary of State for International Development will be in Jordan later this week, discussing that, among other issues. There has been an upsurge in fighting in the southern area of Syria, with Syrian Government troops, supported by Russian airstrikes, becoming active in a part of the theatre that has been quiet for quite a long time. That is deeply destabilising for Jordan and puts at risk the possibility of supporting the refugees to whom the right hon. Lady refers.

5. What recent assessment he has made of the political situation in Ukraine and the prospects for full implementation of the Minsk agreements.

Ukraine is facing multiple challenges, both over domestic reform and the security situation in the east. We believe that the full implementation of the Minsk agreement remains the best chance of achieving a peaceful solution in Donbass, and we will continue to press all parties, especially Russia, to do more to meet those commitments.

I celebrated Ukrainian Christmas with Huddersfield and Colne Valley’s Ukrainian community over the weekend. We enjoyed holubchi, varenyky and borscht. Understandably, the community is very concerned about the situation in Ukraine. Will the Minister continue to do everything he can to implement the ceasefire, the withdrawal of heavy weapons and the return of democracy to Ukraine?

The need for the implementation of the ceasefire and the withdrawal of weapons were among the issues on which I pressed the Russian authorities in my meetings with First Deputy Foreign Minister Titov in Moscow just before Christmas 2015. I reiterated in my meeting yesterday with the Mayor of Lviv, Mr Sadovy, the United Kingdom’s commitment to the independent sovereignty and territorial integrity of Ukraine.

Daesh: Syria/Iraq

For me, success is the destruction of Daesh. As I have said many times in this House, I do not delude myself into thinking that destroying Daesh will end the threat of Islamist extremism, but this particular iteration of it as a military force occupying territory has to be ended. The struggle to defeat the perversion of Islam that the Daesh ideology—the extreme Islamist ideology—represents will take much longer. It will be the struggle of a generation, and it is a struggle that must be led by Muslims themselves, reclaiming their religion from the extremists.

I very much welcome the Foreign Secretary’s briefing and look forward to similar such briefings in the new year. As chairman of the all-party group on Kurdistan, I was wondering what feedback or briefings the Foreign Secretary has had, and what effect there has been on the morale and military capability of Kurdish peshmerga forces following these targeted UK airstrikes on both sides of the Syria-Iraq border.

The Under-Secretary of State for Foreign and Commonwealth Affairs, my hon. Friend the Member for Bournemouth East (Mr Ellwood), was in Kurdistan yesterday and he reports that our action has boosted morale among Kurdish forces, as we would expect. In particular, what has been happening around Sinjar has considerably boosted morale and the strategic position of Kurdish forces. They are extremely delighted—there is no other word for it—about the decision this House made two weeks ago.

I am grateful for the opportunity to update the House on the situation in Lebanon, which I visited recently. We have advanced our Department for International Development programme to assist. Lebanon has taken on almost a quarter of its population in refugees and I commend the work being done to take those people into its society. Unfortunately, ISIL has already set up camp east of the Bekaa valley and is already in Lebanon. We are also providing military support to train the Lebanese forces so that they can have a buffer between the west of the country, towards the Mediterranean, and the east, looking out towards Syria.

T4. Does my right hon. Friend agree that the Baghdad Government must now fulfil their financial obligations to the Kurdistan Regional Government, so that they in turn can properly arm and fund the peshmerga, who are fighting the terrorist threat of ISIL-Daesh in northern Iraq?

I pay tribute to the work that my hon. Friend did as a pilot in the no-fly zone in the 1990s. He comes with a wealth of experience of the area and is right to point out that there must be greater co-operation between Kurdistan and Baghdad. We very much encourage that; that is what I did in my last visit to Baghdad a week and a half ago and what I will do when I visit Kurdistan in the near future.
