I am grateful to the hon. Gentleman, but I think I have answered that question already. I have nothing to add to what Sue Gray says in her report and what the Metropolitan police found in their investigation.

I know the Prime Minister would love these incidents to be swept under the carpet and us to forget about them. But the “Panorama” documentary and the Sue Gray report show the utterly inappropriate and shameless behaviour that took place at No.10 during lockdowns. The Prime Minister has said that he wanted to appreciate his officials at No.10. The way he did so was by having parties that took place every Friday at 4pm with an open bar and excessive drinking. The Sue Gray report states:

“The excessive consumption of alcohol is not appropriate in a professional workplace at any time.”

To take responsibility is to resign, which the Prime Minister says he will not do, but what is he doing to appreciate his staff and officials at No. 10 now?

What we are already doing is sharpening up the management of No.10, making it easier for staff to complain and to voice their anxieties. We have to get on with the business of government; I know that the hon. Lady wants to persist with this subject, but I want those officials to focus on the priorities of the people.

This is the first Prime Minister in office to make and break his own rules for lockdown offences. Neil Ferguson resigned from SAGE and Catherine Calderwood quit as Scotland’s Chief Medical Officer—both for breaking covid rules. They realised that actions speak louder than words, and they took responsibility. Why is it right for them to resign and not for the Prime Minister?

When people attend our wonderful Lewisham Hospital accident and emergency department for treatment and have a blood test, they are automatically tested for HIV unless they opt out. The oldest person to discover that she had HIV was 75 years old. I raise that point with the Prime Minister because many people still have weakened immunity and do not know it. Lifting covid restrictions further exposes people with weakened immunity to the virus. Can the Prime Minister say how he intends to protect those people?

The hon. Lady is right to draw attention to the immunosuppressed and those who are particularly vulnerable. They will continue to have access to free testing, plus the therapeutics that I have described.

The Prime Minister announced at the weekend that he will be calling President Putin to urge de-escalation of the situation in Ukraine. The Daily Mirror has just reported that the call has been cancelled because the Prime Minister has been dealing with the Sue Gray report. Can he confirm that, on a matter of such grave importance, the report is correct and that he will be speaking to Vladimir Putin as soon as he leaves the Chamber?

That argument has been well made by colleagues across the House today. I remind my right hon. Friend that this policy is supported by the NHS for patient safety. It is a very difficult point when it comes to patients who have contracted fatal nosocomially acquired covid. People want their medical staff to be vaccinated. I repeat what I have said throughout the afternoon: I think it is the responsibility of all healthcare professionals to be vaccinated. I hope that he shares that view.

Parents and carers are concerned about their child’s safety and protection from the virus. Ventilators are proven to work to reduce the spread of the virus, but the Government have provided a fraction of the ventilators needed in schools. Will the Prime Minister say when ventilators will be provided to all schools up and down our country?

From memory, we have provided 350,000 carbon dioxide detectors and I think we are supplying 7,000 ventilators. I realise that that does not cover every school in the country but, on the other hand, not every school in the country has a severe problem, and many schools are dealing with it, in my experience, with a great deal of practicality and common sense.

When we consider energy efficiency, the UK has some of the draughtiest homes in Europe. A national retrofit programme would not only drive down emissions, but create thousands of jobs for people around our country and save families £400 on their annual energy bills, so will the Prime Minister tell us why he scrapped his green homes grant?

We are committed to retrofitting homes around the whole UK. As I said earlier, the housing stock is very various, so we need different approaches in different places. We are supporting households across the country to go green and thereby to save on their fuel bills as well. That is the Government’s approach.

Our green industrial revolution alone, the £26 billion we are putting in, generates 440,000 more jobs in battery technology, electric vehicle manufacture, wind farms and maintenance. The opportunities are vast for this country and we are at the cutting edge.

I welcome the statement today, but does the Prime Minister believe, like I do, that it is important to encourage more people to use rail, instead of other carbon-intensive transport methods? If so, why is he cutting duty on domestic flights, or will he now rethink that decision?

There is a very clear climate reason for putting up duty on long-haul flights, because they account for 96% of emissions. In the case of our own United Kingdom, with its far flung islands represented by some distinguished Members on the Opposition Benches, it is a useful thing to remove barriers to movement.

I do not want to go into the details of the contracts, but the House will understand that what we are doing is seeking, with our American friends and our Australian friends, to help the Royal Australian Navy to acquire the type of nuclear submarines that are appropriate for the current geopolitical situation they find themselves in. I have absolutely no doubt that the skills and expertise that are available in this country—across the whole UK—will be called upon extensively to fulfil that objective.

It is important that we maintain a diplomatic dialogue with China. Without it, solving some of the world’s greatest challenges, such as climate change, will not be achievable. I can tell the hon. Lady that the President-designate of COP, my right hon. Friend the Member for Reading West (Alok Sharma), was in Beijing recently and had very productive conversations with his Chinese counterparts. We are hopeful that China will be able to go even further than its current commitment to get to net zero by 2060. We are hoping that we will see a very productive commitment from China.

I thank my right hon. Friend for her question. I know how much work she has done in her career to protect this country and to counter terrorism. As yet, we have no direct information on any increase in the threat, but I assure my right hon. Friend and the House that every effort will be made to make sure that our counter-terrorist agents have the resources they need to keep us safe.

I have received hundreds of emails about Afghanistan from constituents, and I have British national constituents—a husband and his pregnant wife—in Afghanistan. What discussions have the Government had with Afghanistan’s neighbours about keeping borders open for those at risk under the Taliban and supporting refugees?

I am sure that many colleagues in the House will ask similar questions. My right hon. Friend the Foreign Secretary has been talking to the Government in Pakistan and other regional countries about what we can do to assist them, as I have described. As the hon. Lady knows, in addition to the ARAP programme we have the Afghan settlement programme, which will run up to 20,000 over the next few years.

Yesterday was Windrush Day, the 73rd anniversary of the arrival of Caribbean people from Commonwealth countries in 1948, yet this year it is a reminder of the appalling failure of the Government’s Windrush compensation scheme, which has been so disturbingly slow and extensively bureaucratic that at least 21 people have died while waiting for justice and only 687 people have received any payment at all. Given the repeated delays and the failure of the Home Office to provide justice for the Windrush generation, does the Prime Minister now accept that the scheme must be handed over to an independent body to prevent prolonged suffering?

I accept the injustice that was done to the Windrush generation and renew the apologies on behalf of the Government for our share of responsibility. Yes, I do want to make sure that the compensation scheme is accelerated; I spoke to the people responsible for distributing it just the other night. I also said—I hope the House would agree—that I hope that in due time the name Windrush will be associated not just with that injustice, though it was appalling, but with the amazing contribution, sacrifice and effort of the Windrush generation to this country, that Windrush is a positive name for the people of this country, and that, indeed, Windrush is regarded as the Mayflower of our country.

Absolutely. I do not know why the Leader of the Opposition’s PPS, the hon. Member for Swansea East (Carolyn Harris), is shaking her head, because surely she would agree with that. We want to work together across the whole of the UK, and I pay tribute, as I have just said, to the incredible work of the Wockhardt factory in Wales, but there is also the Valneva factory in Scotland, and the whole of the United Kingdom coming together, represented by our armed services and, above all, by our NHS helping to deliver that vaccine roll-out to protect the country and take it forward.

It is absolutely shocking that we have heard that the Electoral Commission is investigating funding of the Prime Minister’s Downing Street flat, saying that there are “reasonable grounds to suspect…an offence”. Why does the Prime Minister think that all these stories about sleaze, corruption and dishonesty keep happening to him and his Conservative Government?

I have a high regard for my hon. Friend, whom I have known for many years, and I know that he speaks for many in our party and beyond in what he says. These are difficult judgments to make, as I know he appreciates, but it is right, when we are facing a pandemic and the risk of new variants, to have a very tough border and quarantine policy indeed.

The Prime Minister has been asked several times about how the Government procured contracts during the pandemic. My question to him is slightly different. Are there any plans for the Government to claw back any of the funds spent on pandemic contracts that have failed—for example, those that have delivered unusable or unsafe personal protective equipment, at great expense to the taxpayer?

Some 99.5% of the PPE that we have received has been of a high standard, but of course, where people have fallen down on their contracts, we will claw back the money that we have paid.

Just to repeat the point that I think I made to the right hon. and learned Member for Holborn and St Pancras (Keir Starmer), the R is above 1, but it is not much above 1—it is not much above 1—and if we work hard between now and 2 December, I believe that we can get it below 1. But whatever happens, these restrictions end on 2 December, and any further measures will be a matter for this House of Commons.

Yes, indeed. I thank my hon. Friend for everything he does to lobby for that. Our local delivery partner in Devon and Somerset has provided connectivity of the kind that he describes to 300,000 premises across those two counties. We are going to be a world leader in connectivity as we build back better.

Can the Prime Minister confirm that his Government are seeking to force the Mayor of London, Sadiq Khan, to remove free travel for under-18s and for holders of the 60-plus travel card in return for further financial support for TfL to keep the tubes and buses running? How can this be right when many people in London, including in my constituency, already have months of genuine hardship ahead of them?

I thank my hon. Friend for his question. The UK can be incredibly proud of what we have done to resettle Syrian refugees. We have resettled more than 25,000 through safe and legal routes direct from conflict zones, and we will continue to meet our obligations to those fleeing persecution and war around the world.

The hospitality sector has already suffered hugely as a result of this crisis and is now facing further damage because of the Chancellor’s decision to withdraw support. Nearly 200,000 jobs in the hospitality sector across London are now at risk, including more than 800 jobs in my constituency of Lewisham East. Working people deserve a Government who work for them. Instead, they are being told that their jobs are unviable. Why do the Chancellor and the Prime Minister feel that these jobs are not worth saving?

We are doing everything we can to save every job in the country. That is why the Chancellor set out the winter economic plan and why we have the job retention bonus at the end of January. But, of course, things are tough. As the Chancellor has said, alas, we cannot save every job, but we have the kickstart funds, with £2 billion to support young people into work, plus we now have a lifetime skills guarantee to ensure that people can retrain for the jobs that are going to be created by this economy.

I have been contacted by hundreds of my constituents about racial inequality in the UK. We had the Lammy review of the justice system, we had the race disparity audit in the workplace, and we now have the independent review of the Windrush scandal. What is the Prime Minister’s timeframe for implementing those recommendations?

Actually, we are getting on with implementing a huge number of the recommendations we have already had. Sixteen of the Lammy recommendations have been implemented. A further 17 are in progress; two of them we are not progressing. The Home Secretary will set out further what we are going to do later—before recess—about Windrush with Wendy Williams’s report, and we will go on with our cross-governmental commission to ensure that we stamp out racism and discrimination across this country and throughout our system of government. We take it exceptionally seriously, and I am glad that the hon. Lady raised it.
