When the Minister read out that long and impressive list of achievements, I think he failed to mention the complete ban on animal testing, a decision made by the Home Secretary last year. Does he agree that that is yet another example of the Brexit dividend?

It is of course devastating when any community is impacted by flooding. That is why this Government have doubled the amount of funding that we are putting into flood resilience, from £2.6 billion to £5.2 billion from 2021 to 2027. We are taking action to improve our flood resilience and responding quickly to those communities that have been impacted, through the announcement we made very quickly this weekend on the flood recovery scheme. I am closely monitoring the situation to see where additional councils, if they meet the requirements, can apply for extra funding, and I will continue to do so.

The Minister will know that the Thames valley is also affected by Storm Henk. What discussions has he had or will he have with Thames Water with a view to better protecting our public health infrastructure from rainwater and floodwater and therefore limiting discharges from outflows?

During extremely heavy rainfall, which we have seen from not only Storm Henk, but Storm Babet and during the winter period, water companies have worked tirelessly to minimise the impact on customers and the environment. While the sheer volume of rainfall has meant that some storm overflows have automatically activated, the Government and the Environment Agency continue to monitor the situation closely. I make the point that back in 2010, only 7% of storm overflows were monitored; we are now at 100% storm overflow monitoring, which better enables us to ensure that our resources are targeted where they are most needed. That is the reassurance I want to provide to my hon. Friend and the House.

The House will know that the Home Office made the decision recently to ban animal testing in toto across the UK, even though it has been ruled lawful in the UK and the EU. Does the Minister agree that the UK has a much higher bar for animal welfare in testing than the European Union?

My hon. Friend is spot on. The Home Office banned new licences granted for animal testing on chemicals exclusively used for cosmetics.

On top of that very long list, in 2021 we published our ambitious and comprehensive animal welfare action plan. The plan sets out the breadth of work that we are focused on pursuing through this Parliament and beyond, related to farmed animals, wild animals, pets and sporting animals, including legislative and non-legislative reforms in relation to activities in this country and abroad. Since publishing the action plan, we have already delivered on four key manifesto commitments: we have increased the penalties for those convicted of animal cruelty; we have passed the Animal Welfare (Sentience) Act 2022 and launched a dedicated committee: we have made microchipping compulsory for cats as well as dogs; and we have announced the extension of the Ivory Act that came into force last year to cover five more endangered species—hippopotamus, narwhal, killer whale, sperm whale and walrus.

Even before the action plan was launched, we were cracking on with key reforms. Since 2010, we have delivered a wide range of valuable reforms that make a real difference to animals, including raising farm animal welfare.

I listened to what the hon. Member for Oldham West and Royton (Jim McMahon) had to say, but under the last Labour Government the pumping of raw sewage into our waterways was unregulated, unmonitored and completely unrestricted. Since 2010, this Government have increased the monitoring of outflows, which will be at almost 100% next year. They have imposed £150 million in punitive fines on water companies. They have sponsored investment of more than £56 billion, over decades, into the water network. They are the first Government to tackle the issue for many decades. Does the Secretary of State agree that the Labour spokesman was talking poo?

I think that is a polite way of describing what we heard.

Sewage overflows are not new. They are the result of Victorian plumbing infrastructure combining waste water and surface water pipes, and they were designed to act as a safety valve so that the impact of heavy rainfall would not lead to sewage backing up into people’s homes. That was more than 100 years ago; since privatisation, we have seen much-needed investment into our leaking water network. More than 30% of pipes, if not close to 40%, have been replaced in that time.

It was in Labour’s time in government, back in 2003, that the EU took the Government to court in relation to sewage discharges from overflows. In 2009, it was a Labour Government who introduced operator self-monitoring, allowing water companies to mark their own homework. After the minimal progress under Labour, it was a Conservative Minister who recognised the problem and recognised that we needed an objective means of measuring discharges. That is why water companies were instructed in 2013 to monitor when and for how long their storm overflows operated. That data is published online; thanks to our Environment Act, it will now need to be provided in near-real time. As I have said, all storm overflows will be monitored by the end of this year.

It is the monitoring and opening up of information that has exposed the scale of the issue. It is why we have already had successful criminal prosecutions, it is why we have an unprecedented criminal investigation under way right now, and frankly it is why we are seeing a Labour party that is desperate to make up for its failures in office.

As I said earlier, many alternatives can be used. For example, similar legislation was introduced in New Zealand some time ago. The Bill would introduce a licensing scheme, to which I will refer later; in New Zealand, with its population, the number of licences and instances of use is still in single figures and we are not aware of an overwhelming rodent problem in New Zealand. The industry has moved on. It is about managing problems in a better way, similar to how pest-control professionals use chemicals and such like.

I commend my hon. Friend for stepping into the breach because of the absence of my hon. Friend the Member for Wolverhampton North East (Jane Stevenson). She makes a persuasive case about the unpalatable nature of this treatment. Does she have a view on the overall effectiveness of glue traps in the totality of pest control? Does she think that, by banning these awful things, there will be a negative effect on our ability to control rodent populations?

As I alluded to earlier, that does not seem to be the case because of the alternatives already available to the industry and the examples that we see in other countries.

What can people use instead? As always, prevention is better than cure, and effective rodent-proofing is always the best solution. However, when the problem has already been identified and got out of hand, people can consider live capture and release, which is much more humane, and lethal options such as the good old-fashioned snap traps from “Tom and Jerry” cartoons, which are designed to kill instantly. Although that might be horrific, it is a better, quicker and more humane death for the rodents. Many businesses already stock those alternative traps, and an increasing number of people are refusing to stock glue traps, already believing them to be inhumane and entirely unsuitable for amateurs.

The Bill, as we see in clause 1, would make it an offence to set a glue trap for the purpose of catching a rodent or in a manner that gives rise to a risk that a rodent could become caught in it. That would also prevent such traps being used where they pose a risk to other animals. The maximum sentence of six months in prison and/or an unlimited fine is consistent with sentences for similar trapping offences in the Wildlife and Countryside Act 1981.

In exceptional circumstances, the use of glue traps by professional pest controllers may unfortunately still be necessary. Glue traps may capture rodents more quickly than other methods, so they could still be needed when a rapid capture is required for reasons of public health or safety, such as in the cockpit of a jumbo jet before it is due to take off or if there was a risk of a fire in a hospital. If rodents have got in and are gnawing wires where other types of traps cannot be placed and we think that public safety is at real risk, glue traps might need to be used. To cover such eventualities, clause 2 sets out the provisions for a licensing regime that will allow the Secretary of State to authorise a pest controller to use a glue trap to catch a rodent if that is needed to preserve public health or safety and—this is key—no other satisfactory solution is available. Such situations are expected to be very rare, as I mentioned in the New Zealand example. A licensing regime has the benefit of allowing strict conditions to be imposed on the use of said glue traps, such as the frequency of checking traps, to minimise any detrimental impacts on animal welfare. That is key. If such traps must be laid, a qualified pest controller would be on hand to put the poor thing out of its misery, should it get trapped.

Clause 2 would allow the Secretary of State to delegate the licensing functions to any competent public authority. That is currently expected to be Natural England, which is already responsible for administering other licences relating to wildlife. Provision is made to charge fees for licence applications to enable the recovery of costs for processing applications and monitoring for compliance.

The Bill would grant enforcement powers to police constables and, in clause 5, to authorised inspectors. Inspectors would be authorised by the Secretary of State and are expected to be employed by the licensing body. Authorised inspectors would have the powers to inspect pest control businesses authorised to use glue traps under licence to ensure that those licence conditions were being complied with.

Clause 10 would allow for the Bill’s provisions to be commenced by regulations made by the Secretary of State. The expectation is that offences in clause 1 will be commenced two years after Royal Assent. That will allow the users of glue traps ample time for any transition to other legal methods of rodent control that are already available. It will also give sufficient time to put a suitable licensing regime in place, in consultation with the pest control industry and other stakeholders. Regulations relating to the licensing regime may be commenced prior to the two years to allow the said licensing regime to be in place before the offences in clause 1 are applicable. As wildlife management is a devolved matter, the Bill applies only to England. I am aware, however, that the Welsh and Scottish Governments have indicated an interest in legislating to restrict the use of glue traps.

I thank my hon. Friend the Member for Wolverhampton North East (Jane Stevenson) for promoting the Bill, and she would like to thank everybody who has been involved—I will probably miss some names out, so forgive me—including Animal Aid, the Royal Society for the Prevention of Cruelty to Animals, the Humane Society International, the British Veterinary Association and many more, not least the Conservative Animal Welfare Foundation.

It is often said that we are a nation of animal lovers, and I believe that we are. All Members will recognise the truth of that through the correspondence that we receive from our constituents on animal welfare matters. The hon. Member for Sheffield, Hallam (Olivia Blake) and I have been on the Animal Welfare (Kept Animals) Bill Committee this week; this issue is very emotive and we always strive to do the best that we can on a cross-party basis. We must take this opportunity, therefore, to continue to raise the bar on animal welfare in this country and ban the use of glue traps in all but the most exceptional circumstances. I urge all hon. Members to support the Bill from my hon. Friend the Member for Wolverhampton North East in its smooth passage through the House and on to the statute book.

South Downs National Park: 10th Anniversary

I thank my hon. Friend for his intervention, but I beg to differ. I do not want to turn this into a debate about taxation, but in my view it would be a simplification—business rates are highly complex, but the value added tax system is well understood and relatively simple in terms of compliance.

Another area of economic activity is the exceptional South Downs national park tourism offering. According to the South Downs National Park Authority, an astonishing 19 million visitors come to the park each year. Perhaps that is not so surprising when we think of the lovely picturesque walks through chalk hills and rural heathlands, the thousands of unique and artisan businesses, and the world-beating places to stay. It generates more than £350 million for the local economy, employing about 5,000 people—although, from my inbox during the pandemic, I believe that is a significant underestimate of what the sector contributes, because it does not lend itself to easy measurement.

If one thing keeps visitors coming back, it is our wonderful and diverse local country pubs. They are at the very heart of what community means to me. Some are literally centuries old, and never in their entire history of plagues and invasions have they had to face the unprecedented challenge of wave after wave of such Government restrictions. As well as making the case for continued support for hospitality businesses, one practical thing that I am doing is to produce a local guide to promote those vital establishments and, after this sad period of absence, to remind us all of their many and varied attractions. The park, too, is helping in the pandemic. Despite a limited budget, the park has established its own £375,000 covid recovery fund, with beneficiaries such as The Hungry Guest bakery, Sussex Lamb and the Royal Society for the Protection of Birds’ Pulborough Brooks reserve.

For more than 6,000 years, humankind has embraced the abundant natural resources that the South Downs has to offer. Farming started here in the bronze age and, with more than three quarters of the South Downs farmed and much of the remainder forestry and woodland, the park works closely with farmers, foresters and estates. I am told that there are more sheep than people, so it was with shared relief on behalf of local farmers that we learned of the new trade agreement between the UK and the European Union recently, with its tariff-free access to markets for Sussex lamb producers. I am grateful to my local farmers and the National Farmers Union for the constructive dialogue that we had locally. Our departure from the European Union to me should be a huge opportunity to transform British agriculture, including more domestic market share, raising quality and sustainability, and improving the profitability of food production.

The national park has six farmer-led farm clusters that cover two thirds of the park, with the excellent Arun to Adur cluster in my constituency. They have pioneered the approach of whole estate plans with larger rural businesses. That gives the park authority a solid platform on which to work with the Department for Environment, Food and Rural Affairs on the creation and delivery of the new environmental land management or ELM scheme, whose success is so vital to us all. I know that the cluster would welcome the opportunity to work with the Minister and his colleagues to develop landscape-scale proposals and for our farmers to be involved in the national pilot to ensure that ELM recognises biodiversity and access, and enhances our cultural heritage.

It is not just farming. In recent years, the fertile soils of the South Downs have witnessed the growth of vineyards, producing a variety of internationally recognised outstanding wines. With soil composition and south-facing slopes similar to those of the Champagne region of France, viticulture in the South Downs is rapidly becoming the heart of British wine country. The many distinguished sparkling wine producers across the South Downs include Nyetimber, Wiston, Hattingley and Bolney. I recently had the chance to see winemaker Dermot Sugrue at work on the Wiston estate and, in what must be one of the only silver linings of that terrible year, he assured me that 2020 will produce one of the finest English vintages yet. Members might also be interested to know that, if their constituents visit and shop here for souvenirs, they can now purchase an English sparkling vintage from Digby Fine English, a producer of world-class English sparkling wine based in Arundel and the House of Commons gift shop official supplier. Buy now, as they say, while stocks last!

But if there is a single thing that excites me—and, I suspect, the Minister—most about the park, it is the contribution that it makes to nature and biodiversity. From the grazing marshes of the floodplains of the Rivers Arun and Adur to the lowland grassland on the slopes of the downs, the national park contains an amazing 660 protected sites of special interest and many internationally important habitats supporting rare and endangered species of plants and animals.

It is possible to spot iconic plant species such as burnt orchid, chaffweed and bulbous foxtail. Our heaths are home to adders, sand lizards and both the field cricket and the wart-biter bush cricket. Almost 40 different types of butterfly can be found within the park’s boundary, including the exceptionally rare Duke of Burgundy, which was recently found to be thriving on the Wiston Estate. The South Downs farmland bird initiative has helped a wide range of threatened bird species found on farmland across the South Downs, including the grey partridge, lapwing, yellowhammer and skylark.

I thank my hon. Friend for giving way; he is very generous with his time. I am a one-time resident of a lovely village on the Hampshire side of the South Downs national park. One problem faced by residents there is the appalling traffic and the pollution and noise, especially where traffic goes through ancient villages. Does he agree that Hampshire County Council and the Sussex county councils must do more to mitigate the effects of traffic pollution and noise?

I thank my hon. Friend for his timely intervention and for touching on a topic that is of concern to many residents. I not only hold out the prospect of increased police numbers helping to police and make more safe our rural roads, but thank the Government—although I will hold their feet to the fire—for their recent commitment to upgrade the A27 with a new route that will allow significant traffic that currently uses the national park to bypass it and proceed elsewhere.

Nature recovery through partnership working has been at the heart of the work of the South Downs over the last decade, from major projects such as being one of 12 DEFRA-funded nature improvement areas, to smaller nature initiatives in partnership with landowners and local communities. An example of the latter is Steyning Downland, which is run by over 100 volunteers. It carries out local ecology surveys and habitat conservation but also combats local loneliness, something that is close to my heart. It is one of many such schemes across the national park.

As part of the Environment Bill, DEFRA proposes that every part of England should be covered by a local nature recovery strategy. Five pilots are under way, but they are all based on county or unitary authority boundaries. I would like to see the national park given the chance to be at the heart of its own local nature recovery strategy, rather than an exclusively county-based approach. Will the Minister kindly give that her consideration?

On this 10th anniversary, let me conclude by looking ahead to what the park’s second decade might hold. First, I hope that it continues to be well supported by the Minister and her Department, in terms of both financial certainty and the strengthening of certain powers that will allow the park to carry out its tasks further. Secondly, I hope that the recent integration of the Seven Sisters country park, a major change in the national park’s operations, is successful and additive but does not detract from valuable work elsewhere. Thirdly, I hope, perhaps parochially, that we will see the long-awaited transformation of the derelict Shoreham cement works into low-carbon eco homes.

In its first 10 years, the South Downs national park has established itself as an innovative, partnership-based organisation where people and place come together. Tonight, we wish all involved well and express the hope that something that is so important to our nation’s future as our national park survives, thrives and has a second decade that is even more successful in achieving all its many goals.

What steps the Church of England is taking to support mental health during the covid-19 outbreak.

This is a timely question from my hon. Friend, on World Suicide Prevention Day. The Church’s healthcare chaplains work in both acute and community mental health services. The diocese of Manchester provides mental health wellbeing youth workers, to provide mental health first aid, and the parish of Goudhurst in Kilndown in Kent provides subsidised mental health counselling in 13 schools.

Given the current crisis and the inability of young people to meet, what impact is covid-19 having on the young persons working for the Church in that good work?

My hon. Friend raises an important point. His own diocese, the diocese of Oxford, reports that connection with young people has been greatly reduced throughout lockdown. With the new measures to suppress the virus coming in on Monday, churches can hold services tailored to young people, as many already do, and church youth groups can continue to meet in multiple groups of six or fewer. I hope that churches will consider those options to increase the number of young people involved with the life of the Church.

As the proud Member for a landlocked constituency in east Berkshire, I could perhaps be forgiven for sitting this one out were it not for the fact that the Bill is a key stepping stone on our emergence from the EU and takes back control of what is rightly and territorially British. By re-establishing the UK as an independent, autonomous and sovereign coastal state, it puts the pride back into our fishing fleet, reinvigorates our coastal communities, and puts sustainable fish stocks back on to our table.

Given that this is the first Bill of its kind since 1973, it is important that we get it right. There is a golden opportunity to put the interests of our fishermen first and to consider properly how we manage UK waters across all devolved nations. The Bill will protect our waters for future generations by preventing over-fishing, by relinquishing the nonsense of the EU common fisheries policy and by determining who can fish in our waters. Although it may vex some, taking back control will come as no surprise to those who read our 2019 manifesto, or to our hard-working fishermen, who have been ignored for far too long. By grasping new opportunities outside the EU but offering licences to foreign boats, this landmark legislation will allow us to decide who, when, where and how, thereby safeguarding UK jobs; and it will further cement the Union by offering equal opportunities to UK fishermen across all four zones of the UK.

There is a handful of issues that may require further consideration, and I urge the Minister to take note of them. One implied task is to prevent unlicensed vessels from plundering UK waters. Although the imposition of fines or impounding of assets will be a deterrent, enforcement action may also be needed. Back in the day, as a young Army captain, I was privileged to be involved with several fishery protection flights in the Falklands that used radar to excellent effect. Having identified unlicensed foreign vessels within territorial waters, our friends in the Royal Navy and Royal Air Force were then called upon to politely escort them off the premises. This may yet be a persuasive tactic in the northern hemisphere, too. Clarity will also be welcome about any new arrangement for managing British waters beyond the UK—around Gibraltar, Cyprus and the other overseas territories—and about the national landing requirement.

This important Bill fulfils another of the promises made to the British people at the last election. It will shape how our fisheries evolve in the next decade and beyond. Autonomy, self-determination and taking back control of our waters are sacrosanct. It is now time to reinvigorate our coastal communities, our jobs and our export markets after years of EU domination and inflexibility.
