I congratulate my hon. Friend the Member for Hendon (Dr Offord) on his speech, which painted a terrifying picture of the activities of Iran in the middle east, so this is a timely debate. I would also like to mention my entry in the register of interests concerning a recent visit to Israel and the west bank. On that visit, almost everyone our group met commented on the real alarm felt in Israel about Iran’s increasingly assertive regional ambitions. As the debate has shown, that anxiety is by no means confined to one country; Iran and its proxies are now heavily involved in conflicts in Syria, Iraq and Yemen.

I agree with my hon. Friend that Iran is now the world’s leading state sponsor of terrorism, providing financial and material support to extremist Islamist terrorist groups throughout the middle east, including Hezbollah, Hamas and insurgent groups in Afghanistan and Iraq. The Iranian Government also enjoy a long-standing relationship with al-Qaeda, to which they provide travel assistance and, to some degree, safe haven—a number of AQ leaders are believed to be living in Iran. The country continues to be blacklisted by the Financial Action Task Force, the global body charged with preventing money laundering and terror finance.

We have heard this morning that Hezbollah boasts of the funding it receives from Iran. It is believed to have amassed a stock of about 150,000 rockets, including hundreds of long-range Iranian-made missiles capable of striking civilian targets around the region. Clearly, too, Iran’s notorious al-Quds force and the special forces unit of the Iranian revolutionary guard are playing a key role in assisting President Assad in Syria.

My right hon. Friend is giving a powerful analysis of Iran’s malign influence. Does she agree that part of the opportunity presented to Iran arises from the catastrophic failure of western policy, particularly in Syria and in not addressing issues over the past decade? That failure has tipped the balance of power and allowed Iran and Russia to operate with impunity in the middle east.

I certainly agree that part of the explanation for the situation is the failure of western policy in the middle east over recent years. Now people across the region are suffering the consequences.

Iran is thought to have about 10,000 operatives in Syria and to have spent several billion dollars supporting the Assad regime. Many throughout the middle east are suffering as a result of Iranian involvement in funding and arming hard-line and extremist groups, but the House should be in no doubt of the suffering that the Iranian Government inflict on their own people: the regime’s human rights record is appalling, and it is a matter of serious regret that the Iran nuclear deal includes nothing at all on human rights.

Apparently, nearly 700 people were put to death by the Iranian regime in a single six-month period in 2015, which is equivalent to more than three every day. According to Human Rights Watch, Iran leads the world in executing children. It is believed that at least 73 juvenile offenders were executed between 2005 and 2015. Members of minority faiths such as the Baha’is have been subjected to arbitrary arrest, imprisonment and unjustified executions, and of course women in Iran face systemic discrimination by a legal system that views them as inferior to men.

Women are required by law to obey their husbands; they have no rights to divorce; if their husband divorces them, their children can be taken from them; and the Office of the Supreme Leader has even issued a statement forbidding women from riding bicycles in public. In April last year the Iranian Government deployed 7,000 so-called morality agents, whose task was to punish women for wearing the hijab incorrectly and for other activities deemed to be un-Islamic and unlawful.

I totally agree with the Foreign Secretary that today—at this moment—we are presented with a massive opportunity to create a new form of global Britain. I particularly agree with his points about Britain’s soft power. Just to clarify the point about the British Council, the figures actually show that there will be a 43% rise in FCO funding by 2020, reflecting the seriousness with which we take the opportunities for Britain’s soft power.

The opportunities for global Britain are of particular importance to my constituents and to people in the Black country part of the west midlands. The announcement of the midlands engine strategy in the Budget is a significant moment for the people of the Black country. The Budget sets aside £55 million of new investment for the area, building on the significant investment made in the previous Parliament when, through the city deals, £1 million was invested in an advanced science, technology and engineering centre at Halesowen College. Significant progress has already been made in investment in the Black country, and the area is one of the UK’s fastest growing sub-regions, with more jobs and better skills, but we need to do more.

As we build the global Britain that the Foreign Secretary talked about, areas such as the Black country face five key challenges. The first is skills. Even though the number of young people not in education or training in the Black country is below the national average—we have made significant progress—skills gaps still exist in the area that I represent. I welcome the £7 million of new capital investment for further education that was announced in the Budget as part of the midlands engine strategy, but more is needed for investment in technical skills and to tackle historical levels of educational underperformance in the Black country and the wider west midlands. Skills gaps hold the Black country back as we seek to develop this global Britain.

The second challenge is transport and infrastructure, where historical under-investment is also holding the west midlands back. I welcome the announcement of £25 million to tackle congestion as part of the midlands engine, and we need a longer-term focus on the potential benefits of HS2, the development of Birmingham airport, and our rail and road network across the Black country and the west midlands.

The third big challenge addressed in the Budget, and one that we need to consider in the long term, is innovation rates. The Black country is becoming a world leader in, for example, the automotive, aerospace and advanced manufacturing sectors, with products such as Bugatti brakes and even the chairs used on “Match of the Day” being produced in the area, which is developing a worldwide reputation for design and product manufacturing.

The fourth challenge, which is a cumulative impact of the others, is relatively low productivity. It is a puzzle that we are yet to solve, and we need to tackle it by approaching it from all angles: improving skills, improving education at primary and secondary levels, and investing in transport infrastructure and the wider social realm.

The fifth challenge for the Black country is exporting, inward investment, and the potential opportunities of Brexit. With a 49% increase in exports since 2010, the west midlands’ export performance has been excellent in recent times and better than many other UK regions. We must be positive about the future and position the west midlands front and centre in our global trade plans to take advantage of the opportunities presented by Brexit. That is why I welcome, as part of the midlands engine strategy, the move towards the creation of a midlands trade and investment programme to develop markets to which the west midlands does not currently export. It has a good record in China and the United States, but we have the opportunity to open up and exploit new markets in many other countries.

Does my hon. Friend agree that foreign language skills are one of the most important things that we lack? That is intimately associated with our relatively poor export performance in the past, and we need better learning and teaching of foreign languages in order to penetrate those new markets.

My hon. Friend is absolutely right. Foreign languages are one key component, but the challenge in areas such as the Black country is to raise education performance levels more broadly. Standards need improving at primary and secondary levels, and we need to focus on technical education. The west midlands must face outwards and take advantage of the global opportunities that are currently presented.

Critically, the Black country and the west midlands are too often talked about as though they are a relic of Britain’s industrial past, but that is wrong. The Black country is increasingly in the vanguard of our industrial future. It is a leading player in high-tech manufacturing and has an increasingly competitive, productive economy. We do not need to focus on managing decline. The Black country is not some kind of industrial museum to look back on with fondness as part of Britain’s industrial greatness. The area is becoming a world leader in critical parts of our economic future.

As we take a forward view of global Britain, it is important not to focus just on London and the south-east; part of our long-term strategy should be the rebalancing of the economy. It is taking a long time, but we have made a lot of progress towards achieving that rebalancing. We must redouble that effort, invest in the appropriate skills and in the future of the businesses in the west midlands, and take away the barriers to growth, which include our transport infrastructure. It is simply too hard to get around the Black country and the wider west midlands, and the evidence is that transport bottlenecks make it increasingly difficult for the west midlands to realise its economic potential and achieve productive growth. As I said, we are not managing decline or nostalgically looking back to a mythical golden age; we seek to embrace the future of the Black country and of our young people in a global Britain.

The shadow Foreign Secretary, my hon. Friend the Member for Islington South and Finsbury (Emily Thornberry), said that what is happening in Syria shames the Assad regime, Iran and Russia; it shames all of us in this House and every political party in this country. It shames the democratic world, the United States, and the United Nations, and if we do not do anything about it—let us not kid ourselves that Assad will stop here; Idlib will be next—that will be the end of the rules-based global order we thought we had achieved after the horrors of Srebrenica, with all the grave consequences that will entail for our future peace and security.

I will not give way for the moment.

There have been so many missed opportunities. As the former Chancellor, the right hon. Member for Tatton (Mr Osborne), said in his excellent speech, many people across the world have been calling for action against Assad since he started slaughtering his own people five years ago. In August 2013, after the international outrage at his use of chemical weapons, we had the chance, but we blew it; the Conservatives blew it, we blew it—every political party in this House blew it. The former Chancellor was absolutely right when he said that that had a direct impact on what the United States did then, with President Obama fatally withdrawing from the red line he had drawn on the use of chemical weapons, with absolutely horrendous consequences, not just now in Syria, but for the future of our world to come.

At any stage since that calamity, the Government could have come back to this House with proposals for safe areas, no-fly zones and, most recently, aid drops, but they did not. Just two weeks ago, my hon. Friend the Member for Islington South and Finsbury made it quite clear that we would support airdrops. The Under-Secretary of State for Foreign and Commonwealth Affairs, the hon. Member for Bournemouth East (Mr Ellwood), hid behind the excuse of not having parliamentary authority, but he did not even seek it, which has been a pattern of this Government over the past few years. As a desperate aid worker told the BBC yesterday, it might now be too late.

We now have the disgusting spectacle of a combination of far right and far left from around the world, united only in their contempt for democracy and human rights, celebrating what they call a “liberation”. Why do we constantly forget the lessons of appeasement, whether from the 1930s or more recently from the Balkans? Statements on Syria from Conservative Ministers have sounded just like the ones I remember from when they were dealing—or not dealing—with Milosevic as he rampaged through Bosnia. When will we understand that dictators such as Assad and Putin only respect strength and the credible threat or use of force? When will we realise that Russia’s strategy is to weaken and divide the free world and that driving the biggest refugee flows into Europe since world war two is a deliberate part of that plan? When will we admit that Putin is already achieving what he cannot achieve militarily through cyber-warfare and propaganda?

The motion that we are debating is welcome, but it is pathetic. It refers to the House considering “international action” in Aleppo. There will no international action, because there is no political will, either here or in the other countries where such will is necessary.

It is a pleasure to follow a wonderful speech, but we have said “never again” so many times. We mean it when we say it, but then, a few months or years later, it comes to nothing. It is this House’s responsibility to stand up and show hope for the future, optimism and a way through the current problems, but like my right hon. Friend the Member for Exeter (Mr Bradshaw) I feel a sense of sorrow, shame and anger about where we are today.

The hon. Gentleman is making a powerful point. When the historians look at this situation, does he agree that it will probably represent a catastrophic failure of western policy that has significantly changed the world for the worse? It is inevitable that a distinct reckoning will come at some point for the United Kingdom and the United States of America.

The hon. Gentleman is right that there will be a reckoning. The question now is about when it will come, on what grounds we will fight and whether, even at this last stage, we will be prepared to stand up for ourselves and the values that we preach in this House but are so rarely prepared to defend when push comes to shove.

I have commented on this matter before, and I absolutely agree with the hon. Lady that this is just inciting hatred and taking us away from the direction we want to go in. It is important that we should be able to get back to the table. We touch on these matters, but they are highly complicated. The role of Hamas in relation to the Palestinian Authority needs to be observed and considered. The other Arab nations can help in that regard. The difficulty is that the position that Prime Minister Netanyahu’s current coalition is working towards is also a consideration. The support of the United States is also critical. These are difficult matters, and I hope that, on the Balfour declaration anniversary next year, we will not be looking back 100 years. Instead, I hope that it will be a marker, and that we will be able to look forward to moving in a positive direction.

Does the Minister agree that the central principle in the middle east peace process has to be direct talks between the Israelis and the Palestinians in order to reach a two-state solution? Does he also agree that those negotiations need to take place on the basis of no preconditions?

I assure the right hon. Gentleman that we are pursuing the issue actively with the Iranians, but we are clear that we do not want to reopen an embassy on a half-baked basis. If we are to go back in and reopen our embassy, we have to be able to set up the communications and IT systems that we need, and we must be able to import into Iran the equipment that we need to do that. We continue to discuss with the Iranians the arrangements that we might be able to agree with them to enable us to do that, but we have not succeeded in reaching an agreement.

One of the reasons why the Iranians came to the negotiating table in the first place was the tough international sanctions regime. In some sense they have already received a concession through the interim agreement. Does the Foreign Secretary agree that we need to be cautious as these negotiations proceed, to make sure that we do not create a perverse incentive for the Iranians to continue to extend these negotiations as they begin to chip away at the sanctions regime?

It is important that I reiterate that the Iranians are not chipping away at the sanctions regime. Some specific reliefs from sanctions have been provided, but the sanctions that deal with proliferation issues remain in place, so the Iranians cannot get access to equipment that would help them in a nuclear programme, the vast majority of their financial assets remain blocked, and in exchange for the limited relaxation that has been given they have had to enter into a series of detailed obligations that involve reducing the usable stockpile of enriched uranium and diverting new enriched uranium as it is produced into uses that could not be converted to military use at a later date. I consider that to be a sustainable situation for both sides while we continue to negotiate.

The issues raised by such settlements are very serious indeed, but we must not allow them to deflect from the bigger issue of reaching an actual settlement. It is possible for land swaps to take place and, as my right hon. and learned Friend implies, what is happening is illegal under article 46 of The Hague regulations. However, we do not want people to be distracted by the settlements; we want them to come to the table and restart the negotiations.

Does the Minister agree that the key point is for the Israelis and the Palestinians to get round the negotiating table to discuss a two-state solution without preconditions, reflecting Israel’s security interests and the legitimate aspirations of the Palestinians?

My hon. Friend’s question illustrates the complexity of the situation. We do require leadership on both sides. From Israel we require a commitment to dialogue and to avoiding all actions that undermine prospects for peace, including settlement activity, while the Palestinian Authority must show leadership in recommitting itself to the dialogue and establishing itself as the authoritative voice in Gaza.

A network of terror is evolving across the middle east and it poses an existential threat to British and western interests both there and here at home. ISIL is just the most recent example of a network of terror that has been evolving over many years and which we need to confront. ISIL is operating out of Syria and northern Iraq, but there are also state-sponsored terrorist organisations, which have not been mentioned extensively in this debate, such as Hezbollah and Hamas. So the terror networks we face are diverse and they often have competing priorities.

What would be an appropriate western response to the threat of ISIL? I agree with my hon. Friend the Member for Penrith and The Border (Rory Stewart) that it is almost as though we have lost the institutional capability to analyse what is going on in the world. Because of global networks and the rapidity with which information is disseminated on the internet, we need to up our game in terms of understanding what is happening on the ground. Our response has to be multi-level, coherent and concerted, because this threat is complex and evolving, and in order to confront it we need to change our mindset.

In that context, what constitutes an appropriate response? It is right that we consider using British military air power, if required, but that needs to be done in the context of building alliances with other Gulf states to support the peshmerga and the Iraqi armed forces on the ground, in order to defeat ISIL on the physical battlefield. It is critical that we recognise that there is not only the physical battlefield but a digital one, which requires as much energy to confront. The battle against the networks is being played out on the internet and in cyberspace. It is a mistake to view ISIL purely as some kind of mediaeval phenomenon. Although it might be promulgating a mediaeval philosophy, the group understands the potential of the digital world to disseminate its message, the power of viruses on the internet and how to manipulate global opinion.

As I have said, the theatre of this war is not just physical but digital, and ISIL’s capability in that area will only improve and expand. We need to ensure that our response is equally flexible. We must be clear about the values that we want to promulgate on social networks. We want to encourage moderate groups, which believe in peace and in moving this situation forward.

We need to confront the evil ideology of ISIL through the use of our soft power and to understand how we can use those networks in a way that confronts ISIL and those who wish to use social networking to disseminate their message. We need to use our soft power to come up with political solutions that people in the region can buy into and that take us forward.

As other Members have said, we must not be trapped by history. We need to learn the lessons from the wars in Iraq and Afghanistan, but we must not be paralysed by past mistakes. We should recognise that the circumstances and the conditions that we now face are very different from those 10 years ago. It is important that we are clear about the values that we want to assert in the world. There is a perception, which has been building over time, that the west is retreating. It is felt that the US is retreating from the world and that, because of the vote that we had in the House of Commons last year, the UK is too. But it is a perception. We must not retreat. We must prepare ourselves, be flexible and be ready for a long haul.

The correct response as regards the war on terror, which we have faced in this country for many years through the threat from Irish republicans, is to target what we do very precisely, to avoid escalation and to abide by the rule of law. That is precisely how we relieve the underlying causes of conflict. If one goes further than that, the lessons of history show that that inevitably stokes the conflict and makes things worse.

Notwithstanding the Minister’s remarks about the need for restraint, does he not agree that Israel faces a toxic combination of brutal terrorism, as revealed in this particular incident, and of rocket attacks from Gaza and that as a sovereign country it has the absolute right to defend and protect its citizens against these threats?

In a sense, I agree with both parts of my hon. Friend’s question. Israel absolutely faces a toxic combination of such factors and, as I have said, it is the one liberal democracy in that part of the world and is threatened by a sea of instability around it. We would absolutely expect the state of Israel to protect its citizens, but the point that I am making—do not get this wrong—is that it needs to do that in a way that precisely targets the response at those who are responsible for this action and not at a wider political aim.

All countries have under the United Nations charter an inherent right to self-defence, but we judge any application for the export of defence materials from this country in the light of the consolidated criteria. When there is a risk that such exports would be used for internal repression or when such exports would be in breach of United Nations, international or EU embargoes, obviously we do not permit such exports.

I have announced to the House by written statement this morning that following discussions with the Iranian Foreign Minister we will be reopening our embassy in Tehran. Initially, that will be with a small diplomatic team, but it is an important step forward in our bilateral relations with Iran. In addition to discussing our common interests, we will continue to press Iran to reach a deal with us and the other nations of the E3 plus 3 on its nuclear programme and to promote stability in the region by ending its support for sectarian groups.

I welcome the visit of the Chinese premier to the UK this week. Does the Foreign Secretary agree that it is important that we continue to build a long-term relationship with China on the basis of our shared global interests as well as on the basis of trade? Trade is particularly important to businesses in my constituency and across the west midlands, where companies such as Jaguar Land Rover have been leading a surge in exports to China over the past two years.

My hon. Friend is absolutely right. That economic partnership is flourishing, as the Prime Minister’s visit to China in December showed. There are record levels of bilateral trade and investment, and UK exports to China were up 15% last year. China also invested more than £8 billion in the UK last year. Jaguar Land Rover is particularly to be congratulated on its fantastic export performance.

As I set out in my statement, we are giving rapid assistance. My right hon. Friend the Secretary of State for International Development authorised that quickly at the weekend, and is ready with further assistance if it becomes necessary. We are already generous donors to many other countries in the region that are dealing with huge refugee flows, particularly Lebanon and Jordan, and through UN agencies we are also assisting with refugee flows in Turkey and the area of the Kurdistan Regional Government. After the United States, Britain is the second most substantial national donor in the world to programmes for refugees in the region, and the right hon. Gentleman can be assured that we will maintain that strong record.

Does the Foreign Secretary agree that whatever the historic failings of western policy, we cannot simply stand aside as the viability of the Iraqi state is called into question? Do we not have a responsibility to the Iraqi people to ensure that their country does not descend into all-out sectarian violence, which in any event would be completely against our national interests in the middle east?

I am certainly not advocating standing aside, and I have set out what we are doing politically and in terms of humanitarian aid and assistance to the Iraqis. There is no question of our standing aside from such a crisis, but we should be clear—I think we have been clear across the House today—that there is prime responsibility on leaders in the region, including Iraq, to ensure a coherent security and political response. It is within their power to do so, and it is therefore their prime responsibility to do so, with our support where necessary.
