Gentleman raises an issue that he knows is deeply contested by Israeli authorities as regards how they conduct their affairs. It is a further measure of why it is important to work on both sides to get an agreement to this long-standing dispute.

I am in regular contact with my European colleagues on Iran. Most recently my officials met Iranian representatives, alongside those of France, Germany, the United States, China and Russia, in Istanbul on Saturday to discuss Iran’s nuclear programme.
EU member states make up four of the world’s 10 biggest oil importing states and OPEC has calculated that removing Iranian oil from the market would result in the loss of about 10 billion barrels a day. To maintain biting sanctions on the Iranian regime, alternative and adequate supplies of oil need to be secured. What steps are the Government taking with their EU counterparts to achieve that?
The ban on importing Iranian oil comes into force on 1 July, although most European countries have already stopped such purchases. During March, Iranian exports of crude oil reportedly fell by 14%—in just one month. That is putting considerable pressure on Iran. I am not aware so far of any difficulties among EU countries in replacing those supplies. Other countries, such as Saudi Arabia, are increasing their oil production and that is very helpful.

Commons ChamberI pay tribute to my hon. Friend the Member for Basildon and Billericay (Mr Baron) for securing the debate.
We need to be clear about the danger that the world would face from a nuclear-armed Iran. As other Members have said, it is a state widely recognised as the world’s leading sponsor of international terrorism. It funds, trains and arms groups such as Hezbollah and Hamas, and, as my hon. Friend the Member for Harlow (Robert Halfon) has just said, it would be a grim prospect for the cause of peace in the middle east if those terrorist groups gained the protection of an Iranian nuclear umbrella.
The belligerence of the regime is perhaps explained by its expanding conventional missile programme. The Iranian regime has a large arsenal of missiles with a range of 1,300 km, which are capable of threatening Gulf states. As other Members have said, a nuclear-armed Iran would spark a nuclear arms race, as Saudi Arabia, Jordan and perhaps Egypt all sought to counter its regional hegemony.
Some argue, as some Members have tonight, that the threat of a nuclear-armed Iran is exaggerated, and that in any case we would be able to contain the threat. I believe that those people are living in a dream world. Containment of a nuclear-armed Iran would require overwhelming force and huge military deployment in the middle east, and we would need to confront its terrorist proxies. With the current conditions in the middle east and the instability of the region, that is not a realistic long-term option.
We have a responsibility to prevent Iran from ever becoming a nuclear-armed power, and the Foreign Secretary and other Members are right to say that all options must be left on the table. The Foreign Secretary is right to pursue an aggressive sanctions policy. There is a lot of evidence that the sanctions regime is beginning to bite, but I believe it could go further. The assets of the Iranian central bank have been frozen in Europe, but there are limited exemptions to permit some legitimate trade. US sanctions do not include those exemptions. I believe that EU banking sanctions must be tightened up to bring them more in line with those imposed by the United States.
We should also examine the shipping industry more closely. Islamic Republic of Iran Shipping Lines has been renaming and reregistering cargo ships to avoid sanctions. It has renamed 90 of its 123 ships since 2008. Given that Britain is a hub of shipping insurance, we need to work to ensure that the legal loopholes that the Iranian regime is exploiting are closed.
I believe that, as other hon. Members have said, we must do everything we can to prevent Iran from achieving its nuclear ambitions. The Foreign Secretary is right to work with our international partners across the European Community and the world to ensure that the sanctions that have been agreed, which are beginning to bite, will continue to do so. As I have said, I believe that more needs to be done to tighten up the sanctions regime that has been imposed on Iran. It poses a major threat to peace and stability in the middle east, and it must not under any circumstances be allowed to get a nuclear weapon.

Commons ChamberNo, and I assure the hon. Gentleman that I will never agree to an EU seat at the United Nations Security Council. It is important that British and French permanent membership is continued. Of course, there are many occasions on which we vote in different directions. However, on the middle east peace process, the EU has worked together to pursue a determined initiative in a united way, working with Cathy Ashton, so there is a premium on European unity being maintained on this issue.
Does the Foreign Secretary agree that we are rapidly approaching a tipping point with Iran and that a peaceful solution is looking more unlikely in relation to its nuclear programme?
We are entering a more dangerous phase—let me put it that way. When the IAEA report is officially published, everybody will be able to see what it says. Of course, the longer Iran pursues a nuclear weapons programme without responding adequately to calls for negotiation from the rest of us, the greater the risk of a conflict will be.

Commons ChamberNo; whatever happens with the Arab spring, we should welcome people’s aspirations for freedom and democracy anywhere in the world, including in the Arab world. It is bound to cause many crises and difficulties along the way, but if we did not handle these things in a sensible way, the cost to this country in terms of uncontrolled migration into Europe and new breeding grounds for terrorism would be enormous. I think that the hon. Gentleman’s view is a very blinkered one.
Does the Foreign Secretary agree that given all that is going on in the middle east, it is more vital than ever that the international community should take any means necessary to prevent Iran from getting a viable nuclear weapon?
The way I would put it is that it is important to intensify the peaceful and legitimate pressure on Iran to turn it away from its nuclear programme. As I set out in my statement, we have secured in the past two weeks the designation of more than 100 additional entities in Iran that are in various ways engaged or associated with the nuclear programme. We are looking to other countries to intensify the pressure and we discussed this a great deal with President Obama and Secretary Clinton on their visit here a couple of weeks ago. We will continue to intensify that policy. This is of prime concern to the security of the region and the world.

Commons ChamberI welcome the Foreign Secretary’s statement, particularly his emphasis on upgrading and developing diplomatic skills. Does he agree that Britain’s national interest in the future will be highly dependent on our ability to build relationships with emerging economies, so that we need to develop the appropriate diplomatic skills to achieve that?
I absolutely agree. That is what the diplomatic excellence initiative is all about. It is the main subject we discussed at the FCO leadership conference taking place this week for all our ambassadors and high commissioners from around the world. It is necessary to know countries in detail—to know them geographically, to know personally their leaders and potential leaders, to know their languages and to understand their history—in order to be able to influence events. Those skills now need accentuating again. That is the clear and constant signal that I am sending out from the Foreign Office.

Commons ChamberI will put that in a slightly different way, which is that it is very important to stick to the UN resolution. I think that that is at the heart of what the hon. Lady is saying, and it is very strongly the view of the Government. Although NATO is providing the command and control, it is clear that Arab nations are also taking part in this operation and many others support it. After all, the whole of the Arab League, with only one dissenting voice, called for a no-fly zone and the protection of civilian areas in Libya. As I assured the House earlier, we will always act in a way that maintains that broad international support. We are certainly not engaged in any mission creep. We are engaged in the protection of civilian areas, the enforcement of a no-fly zone, the delivery of humanitarian aid and the enforcement of an arms embargo. That is what we set out to do, and that is what we are continuing to do.
The Foreign Secretary talked about the British diplomatic mission to Benghazi. Does he agree that Britain can play a leading role there in building necessary links and thinking through issues associated with a post-conflict democratic settlement?
Yes, we absolutely can. We have diplomats and development advisers who are very well placed to do that. As I have mentioned before, doing that across the whole of north Africa in a way that is not patronising to the countries involved but which brings genuine expertise in the building of civil society and political pluralism is an important part of our role.

Commons ChamberIf my hon. Friend will allow me, I want to make some progress, although I will try to give way again a little later.
We are content for EU delegations to take on some representational roles, when we want them to do so and have mandated them to do so. Supporting the EU in having enhanced rights in the UN General Assembly is a good example. We want the High Representative to be able to do what the rotating presidency used to do: to speak and act in support of an agreed common position. The Foreign Secretary explained that policy in more detail in a written ministerial statement earlier today. If the General Assembly agrees, the High Representative will have the rights necessary, and no more than the rights necessary, to fulfil the representational role previously carried out by the rotating presidency. That includes the right to speak after the member states have spoken, but not the right to a seat among individual UN members and certainly not the right to vote in the General Assembly. These arrangements will not give EU delegations enhanced rights in United Nations agencies or in other international organisations.
The Government will judge any further proposal for the EU to act in a representative capacity case by case and on its merits. Critically, we will take a view on whether such a move would help to achieve British interests and whether any proposal would compromise the lead role for member states over foreign policy that is explicitly provided for in the treaty.
Some bodies, including the Commission and some of the smaller member states, want EU delegations to take a greater role in representing EU positions around the world than we think is either desirable or legally consistent with the treaty. Those ambitions are not secret. For example, the Commission has made it clear that it wants EU delegations to take over responsibility to act not only on policy areas where there is clear EU competence, but on those areas where competence is shared by the EU and member states, even if competence has not been exercised at EU level previously. In our view, such a move would not be acceptable. I have written to the Chairs of the two Scrutiny Committees today to highlight that risk and to make it clear that the Government will be vigilant to defend the interests and treaty rights of not only the United Kingdom but all member states.
The initial EAS decision was taken by the Council on 26 April, after negotiations between Lady Ashton, the European Parliament and the Council. The European Parliament voted overwhelmingly in favour of the draft decision very recently. Subject to the views of the House and other national Governments, the General Affairs Council of 26 July should be in a position to adopt the decision. Agreement on the accompanying changes to the staff and financial regulations will follow in the autumn, and Parliament will have the opportunity to scrutinise those later measures.
I should add a word on the staff. In his speech on 1 July, the Foreign Secretary emphasised the need to increase the number of UK nationals in European institutions. The establishment of a new service gives us an opportunity to promote British officials right from the start, and we have a large number of British diplomats with an interest in moving across to the EAS for part of their career. Staff in the institutions are independent, but we all know that different nationalities bring different perspectives, and we need more people with a British outlook to help to secure the UK interest for the long term. Our starting point in the EAS is good: already, about 8% of the staff of Relex—the Commission directorate that will initially form the bulk of the new service—are British; they are concentrated at the more senior levels and include about a quarter of the directors.
On value for money, will my hon. Friend indicate the cost and resource implications of the further staffing of British diplomats in the European Union as a result of setting up the new institution?
Before I respond directly to my hon. Friend, I should add that there will be intense competition for appointments, which will quite rightly be made on merit. However, we are determined to fight for a good share of the senior positions in the EAS because we think that we have first-rate British candidates to put forward.
We are clear that we do not plan to put aside extra money for the EAS in the long term. We accept that getting the service started and bringing in national secondees to serve alongside those who will transfer to the EAS from existing posts in the external service of the Commission or the Council will involve some additional start-up costs, for which we are planning. The additional cost for the United Kingdom is about £1.1 million, but that is before any calculation of the abatement is taken into account.

Commons ChamberWe have not yet received specific assurances on that, but the hon. Lady is right to raise the issue. It is one of the things that we want to see happen. It should be possible for goods and exports to leave Gaza, but it should also be possible for people such as she describes and others to move freely in and out of Gaza. So that is one of the things that we will continue to press on the Israeli Government.
T6. Does the Secretary of State agree with me that part of protecting Britain’s national interests is that Britain should develop relationships with emerging economies to promote new export markets, which will be of great benefit to the small and medium-sized manufacturing businesses in my constituency?
I agree with my hon. Friend. As he will have noticed, this is a key part of our approach to foreign policy. It requires the FCO to be still more commercial and economic in its orientation. It is a critical part of our job to promote investment in Britain and British trade overseas. It is also a critical part of our work to encourage the conclusion of more free trade agreements between the European Union and the rest of the world. So the coalition Government will apply themselves energetically to that task.

Commons ChamberIt is a pleasure to follow the hon. Member for Ayr, Carrick and Cumnock (Sandra Osborne) and other right hon. and hon. Members who have contributed to this debate with much more expertise than I possess. As others have said, we are living in a time of great upheaval, not only in this country, but across the world. Those changes are having a direct impact on the people of the constituency for which I was recently elected—Halesowen and Rowley Regis in the west midlands—which lies at the heart of our country and has a proud history of manufacturing, steel working and business enterprise.
Indeed, my grandfather was a steel worker in Halesowen in the 1930s and 1940s. He had an industrial accident when working as a forger in 1947 that meant that he was unable to work in the same way again. My uncle was a print worker in Rowley Regis, another area of the constituency, for a firm in Cradley Heath, so I know the hard-working men and women who have striven, often against the odds, to look after their families and make a better life for themselves.
Talking of hard work, I would like to pay tribute to my predecessor as the Member of Parliament for Halesowen and Rowley Regis, Sylvia Heal, who was not only a very diligent public servant to the people of Halesowen and Rowley Regis for 13 years—she did a lot of work and was very popular among constituents—but was, as hon. Members will know, well respected by Members across the House in her post as Deputy Speaker. In particular, she did a lot of fine work in promoting democracy in developing countries, in her capacity as Deputy Speaker. I am proud, therefore, to take over from her, and I will work tirelessly to provide the same service and responsiveness to my constituents.
One of the most famous political radicals, who was born in my constituency, was Thomas Attwood. As a Conservative, I quote a Liberal now merely as a gesture towards our new-found friends in the coalition Government. Thomas Attwood was one of the early campaigners for the reform of the political system in the United Kingdom and was one of the prime movers around the Great Reform Act of 1832. I am not necessarily advocating the need for major constitutional reforms, but in the country today there is an urgency similar to the political and economic situation at that time, which demands that, with this new Parliament sitting and beginning to take decisions, we take responsibility for reviving the House and reconnecting it with the people who sent us here. We have major challenges internationally and domestically, and vital considerations that are relevant to my constituents in Halesowen and Rowley Regis.
The subjects that we are debating today might be taking place in other parts of the world, but they are having a direct impact on our country. In Halesowen and Rowley Regis, where we have had rising unemployment since 1997, there is an urgent need to create new jobs and provide skills for our young people. I have a further education college in my constituency—Halesowen college—that provides courses and training for up to 4,000 students. In Halesowen and Rowley Regis, we need to revive our town centres, including in Old Hill and Blackheath, and we need to concentrate on reviving the manufacturing base, which still exists in my constituency, by promoting exports and new technology.
Another famous gentleman born in my constituency, in the 18th century, was William Shenstone, who was a poet and landscape gardener, and who developed an area in Halesowen called the Leasowes, which has recently been restored to its former glory. William Shenstone was a big believer in the imagination as a source of potential change and good in society. At this moment in history, political leaders and those of us, like me, who are humbled to have been elected to this place need to use our imaginations to revive this place and how it operates, and how people perceive politics; forge new alliances at home and abroad; create innovation in our politics and economy; and forge new partnerships in the House for the good of the nation. We have a once-in-a-generation opportunity to achieve things for this country, decentralise power from central Government to local government and communities, strengthen democratic institutions and restore trust, and, by doing that, to build a stronger nation that is able to continue to play a positive role in world affairs.
