It is a pleasure to follow the right hon. Member for Derby South (Margaret Beckett). Like her, I will be voting for motion (E), but I will be doing so for very different reasons, and I wish to explain those reasons in the time I have.

I have been on the wrong side of all the EU votes when it comes to the arithmetic, with the exception of the vote for the Prime Minister to trigger article 50, when I was one of almost 500 MPs who voted for that to occur. Since then, I have voted for the Prime Minister’s deal three times, I have voted for no deal as the fall-back twice and I have voted not to allow an extension of article 50—on each occasion, I have lost. That has brought me to this place.

Motion (E) provides the opportunity to get the Prime Minister’s deal through, as much as it provides the opportunity for those who did not vote for article 50 to be triggered to revoke article 50. I am willing to take my chances and put the matter to the people, because I have given up on Parliament delivering a majority for the deal that I want. I am left with two choices. One is to find myself in meaningful vote 3,029, and the other—I say this as a former transactional lawyer working on a trading floor—is to look ahead and try to find a solution that will deliver what I want, which is to honour the vote in 2016. That is incredibly important to me. I worry about the democratic deficit of that not being delivered.

Of course, people could ask us why we are going back to the people. I say this with a great degree of self-loathing, but I am supporting this purely because Parliament is unable to reach a majority and a decision—we are stuck. Every Member of this House needs to face up to the reality and ask themselves, “How long can this go on? How much uncertainty will we allow business and our constituents to bear before we finally reach the conclusion that we need to find another option?”

My hon. Friend talks about uncertainty, but surely a second referendum, whatever way it is formulated, will just add to uncertainty ad infinitum. Why would people accept the result of a second referendum? It is an absurd position.

I do not believe it is absurd. With respect, it is more absurd us having debate after debate and vote after vote and achieving absolutely nothing. Alternatively, we can be realistic and say that Parliament is not delivering. I mean no disrespect to us, but that is the reality.

This motion gives certainty because unlike, for example, a customs union, which would then have to be negotiated, there are two options—one is revoke, which can be done but I hope will not be, and the other is the Prime Minister’s deal, which has been agreed with the EU—and they both automatically deliver certainty. The other options do not deliver certainty, and Parliament is not delivering anything at all right now.

One thing that has struck me during this debate is the almost complete absence of taking into consideration how we got here today. In Dudley and Sandwell, part of which I represent, people voted in very, very large numbers for us to leave the European Union. It is incumbent on us, whatever the situation we now find ourselves in, to find a way through to delivering on Brexit for the British people, and doing it in a way that delivers on their aspirations.

There are two things that will not help in our endeavour to deliver on Brexit for the British people. The first is to countenance a second referendum. A second referendum would be highly divisive. It would not resolve the issues that we currently face; it may in fact make the situation a lot, lot worse. The second thing that would not help in delivering for the British people and for the people I represent is any idea that we are going to extend or revoke article 50. That just kicks things further along the road. It does not, in any way, get to the point of resolving the issues we face today.

I recognise some of the words, although they are often expressed in very strong language, about some of the threats of no deal. I have spoken to Jaguar Land Rover in the west midlands. But the reality is that the way to avoid no deal is for us to establish a deal with the European Union. I supported the deal because I thought it was the most practical way for us to get to exit day with an arrangement that would deliver on the aspirations of the British people as well as finding continuity for business, but I recognised that there were issues with the backstop. I believed that we should give the Prime Minister the room to respond to the vote that was held in this House two weeks ago and get changes to the backstop so that we could get a deal that everybody in this House can support and thereby get to 29 March in a condition where we can move forward.

You may think, Mr Speaker, that I am a very reasonable and calm individual, but in my previous life as a businessman I have been involved in some very robust business negotiations. I would appeal to the European Union, and to some Members of this House, to reduce the temperature of the rhetoric that is being used about these negotiations, and to leave robust exchanges in the negotiating room. When I was negotiating in business, we had a lot of passionate debate, and there were often strong disagreements with the people I was negotiating with, but we never went out of the room to brief the press and put things on Twitter and Facebook to undermine the other side, because it is in the interests of both parties to get a deal.

I would urge us to get back to the discipline of negotiating a resolution to this issue so that we do not face in this country something that I fear, which is a major democratic crisis because we have been proven unable to deliver a good negotiated exit deal and unable to deliver on the aspirations of the British people that were clearly articulated in the referendum. We must redouble our efforts to do that.

We cannot rule out leaving with no deal, because we do not have full control of the EU, but I addressed the CBI president’s committee recently, and the hon. Gentleman will know that the CBI is fully supportive and wants to see the Government’s approach as laid out in the White Paper proposals delivered. He should get behind that.

I commend the Secretary of State for his approach to the negotiations, notwithstanding their difficulties. He talked about pragmatism. Businesses in my constituency and across the west midlands are very pragmatic, and the outcome that they want from these negotiations is our being able to do free trade deals around the world, to stimulate exports and improve our prosperity. Can he reassure me that that is still the centrepiece of what we are trying to achieve in these negotiations?

My hon. Friend is absolutely right, and he is also right to talk about the future opportunities for businesses. It is also right to say that an energetic, global free trade policy is good for consumers at home as well, because reducing prices eases the cost of living for low and middle-income families.

Lots of these issues are complex, and of course we have been guided, or restricted to some degree, by the sequential approach of the EU. But lots of thought and consultation has gone into this, and we do now need to move at pace to get cracking with the other side, in good faith and with goodwill, to get this deal done.

I warmly welcome the Secretary of State to his post. He will be aware that the west midlands economy has had one of the strongest export performances of any region of the UK. Can he give an assurance that this White Paper does not preclude us from doing trade agreements around the world, to help west midlands businesses and create jobs in the west midlands, which is of great importance to my constituents?

I thank my hon. Friend, and I am confident that as we leave the EU with a good deal, businesses in the west midlands will go from strength to strength. We must also acknowledge that if we are signing up to the common rulebook on goods, to the extent that that is needed to reduce friction at the border between the EU and UK, that will, at least to some degree, tie our hands. However, the huge advantage we have if we leave the EU and the customs union is that we can remove and reduce tariffs, and we will have control over the services side of things, so we can have control over regulation. That is a huge advantage. If we take those opportunities, we will, for the west midlands and whole UK, be able to boost trade.

The hon. Lady demonstrated the second half of her original quip; speed of wit does not equate to speed of question. The simple answer to her question is that, as we have already said, the Treasury is putting aside £250 million for contingency planning this year and a total of £500 million overall. That money will be spent where it is necessary, and that will change depending on the progress of the negotiations.

Does the Secretary of State agree that the regions, particularly the Black country, which I represent, need a voice in the negotiations, so that the voice of business in the Black country can be firmly put on the agenda in terms of the priorities of a growing manufacturing area seeing a great revival in employment and growth?

My hon. Friend is right to say that this is about all the regions and all the nations of the United Kingdom—not simply the Black country, although that is very important. I have already seen the London Mayor to talk about London and northern mayors to talk about the north, and I am about to see Andy Street. We will continue our ongoing discussions with the regions of the UK, both through local government and the businesses in these sectors.

The hon. Gentleman continues with his habit of reading half of what we say and ignoring the other half when it suits him. One of the things I have said from the beginning of this process is that we will bring into British law all European law, including case law, except where there are significant—[Interruption.] This is what the Bill will do. It will of course require statutory instruments to modify technical aspects—[Interruption.] Well, up to 1,000, but we are talking about 40 years of law. I would be very interested to hear what he proposes we do about a law that refers to a European regulatory authority. Would he leave it that way, or maybe have a major debate on the matter? That does not strike me as very sensible. Material policy changes will be carried through in primary legislation and there will be a number of such Bills in the coming Parliament.

I commend the Secretary of State for his approach to this complex matter, but any discussion of English devolution is absent from the White Paper. To what extent does he envisage an opening up of opportunities for further legal powers to be devolved to the English regions and how might that work?

It is not in the White Paper, but my hon. Friend will know that the Chancellor announced further devolution of powers to London, for example. I have been talking to a great extent with the Mayor of London about issues for London on this matter. It is not in the White Paper, but part of the Government’s overall strategy is to bring government as close as possible to the people.

It is a pleasure to follow the hon. Member for Cardiff Central (Jo Stevens), who spoke with great passion; I do not agree with her, but she is clearly wrestling with many issues.

This is a hugely significant moment for the west midlands region, part of which I represent, and for this House. It seems quite a long time ago that I was one of the 81 Conservatives who went into the Lobby to vote in favour of a referendum in 2011, and it also seems quite a long time ago that I was sitting behind the Front Bench in my role as Parliamentary Private Secretary to the Minister for Europe as the European Union Referendum Bill was steered through Parliament. During its passage I had to spend many long hours in this Chamber wearing my tin hat, as it were. So I am a passionate believer in the referendum and I recognise the importance of the result.

I had concerns about the economic consequences of our leaving the European Union, but the reality was that the west midlands region was one of the strongest regions in the country in terms of voting to leave. I think every single area of the west midlands voted for us to leave the European Union. As a democrat, and as someone who fought for the referendum, I clearly have to respect that result. We in the Black country and the west midlands are very pragmatic people. The west midlands economy has been performing extremely well over the past few years, and it is now incumbent on me and other leaders in the region to take advantage of the opportunities that leaving the European Union will present to our economy.

I hope that we will trigger article 50 when we vote tomorrow, and I want to mention certain factors that need to be taken into consideration in the negotiations. As I have said, the west midlands economy has been performing very well. It is currently one of the export powerhouses of the UK economy, with strong exporting not only to the European Union but to the United States and China. However, there are certain countries to which we do not export so strongly. They include Japan, Malaysia and Indonesia, where the west midlands has negligible export volumes. When we are looking at making free trade deals around the world, there will be an opportunity to facilitate further export potential for west midlands manufacturers in the transport sector, for example.

Does the hon. Gentleman recognise, however, that if we do not get a deal—the Prime Minister has said that that is a possibility —we could end up with a 10% tariff on cars being exported from the UK? That would be very damaging to the west midlands car industry.

I do not believe for a minute that we will not get a deal that will be of benefit to UK-based car manufacturers. It is inconceivable that we would be unable to get such a deal.

Leaving the European Union will give us an opportunity to achieve something that has eluded Governments over the past 25 to 30 years—namely, an opportunity to rebalance our economy and lock in the benefits of regional devolution. The west midlands has benefited from European grants for infrastructure development, and as we enter into the negotiation process, it will be incumbent on us to raise the investment levels for infrastructure and skills in the west midlands. For example, the west midlands currently receives 40% less investment in transport than London and Scotland. The region is dependent on manufacturing and transportation, and that discrepancy has resulted in capacity constraints in the west midlands economy that need to be addressed.

One of the principal reasons that people in the Black country and the west midlands voted to leave the European Union was that they wanted to control immigration. As we trigger article 50 and think about negotiating our exit, one of the most important factors will be for the Government to commit to raising the skill levels in the west midlands in order to create high-quality jobs, and to see the west midlands as a critical component of our national story. The west midlands needs to have a voice in the negotiations. In May this year, we will have a directly elected mayor for the West Midlands Combined Authority, and I hope that it will be Andy Street, the excellent Conservative candidate. As the region that voted the most decisively to leave, the west midlands must be at the head of the queue for getting the benefits that I believe can accrue from our leaving the European Union.

I also want to make a broader point about Britain’s place in the world. Even though I have concerns about the European Union and voted for Britain to remain in it, I have never been a fan of its political structures. We are now on the cusp of an opportunity. For 40 years, we have spent a lot of diplomatic resource and energy on managing our relationships across the EU. We now need to change our posture in the world, to be much more outward looking and to use our diplomatic reach and resources to change how we influence the world. We have enormous soft power to deploy in the world, and we should invest more in our hard power. That combination of diplomatic reach, soft power resources and the ability to deploy hard power gives a Britain outside the EU the unique opportunity to stop expending energy on it and its predilections and to focus outwards. As we embark on the renegotiation, there is a real opportunity to challenge many of the assumptions that have driven British foreign policy over the past 40 years and to forge a new role as a global, outward-looking Britain that works for all the regions of the United Kingdom.

We will be able to do that by bilateral negotiation, but let me go back to the fundamentals of what the hon. Gentleman said. He is right that we need to contain Russian expansionism, and that that is an important part of this country’s role in the world. One of the most important parts of what was an incredibly important speech was where the Prime Minister made it very plain that we will continue to be a good global citizen and a good European citizen, particularly on matters of regional security.

I welcome today’s statement and the clarity it brings. In the black country and the wider west midlands economy, businesses have driven export growth, particularly outside the European Union. Does the Secretary of State agree that any agreement on access to the single market must not constrain the ability of west midlands exporters to continue to ply their trade outside the EU and grow their exports?

My hon. Friend makes a point that goes to the heart of the approach to the customs union. The reason we are not going to be a part of the common commercial policy is to enable us to make the deals that enable black country industrialists to make the maximum out of international trade.
