The EU already, because of its Schengen border-free zone, has its own arrangements with Ukraine, and they have differed for a long time from those of the UK. What we have is a plan to be as generous as we possibly can to the people of Ukraine; the numbers that will come under our family reunion scheme alone could be in the hundreds of thousands, to say nothing of the special new path we are opening up, the humanitarian path, which is also uncapped. That is the right thing to do. What we will not do is simply abandon all checks. We do not think that is sensible, particularly in view of the reasonable security concerns about people coming from that theatre of war.

Q6.   On 28 July last year, every Labour councillor in Bury voted in favour of Andy Burnham’s plan to impose a 493 square mile clean air charging zone on my constituents and the residents of Greater Manchester. The Mayor’s plan is an attack on jobs and opportunity; it is based on flawed data and should be scrapped. Does my right hon. Friend agree?

Yes, and as somebody who once had to deal with a badly thought out low emission zone, it is totally wrong to impose measures thoughtlessly that damage business and do not do very much to protect clean air. The Mayor of Greater Manchester has done the wrong thing, and I am glad we are delaying it. I congratulate my hon. Friend and other local Conservative MPs in the Manchester area who have shown common sense.

The hon. Lady makes a very important point, but for some of the businesses that she talks about—aviation, for instance—we have packages. Whether through Time to Pay or through the Birch process, we are trying to look after the aviation sector, but for all businesses that are unable to trade as normal the joint support system is there.

Pubs, restaurants and cafés in Bury, Ramsbottom and Tottington have invested heavily to create covid-secure environments. That is reflected in the fact that, on the last figures I have, in the last 14 days there were no recorded covid outbreaks in such places and there is no evidence at all of significant transmission of covid in these important community assets. Will the Prime Minister therefore join me in thanking local business owners for their efforts in creating such secure environments, and agree that we should do everything possible to ask local residents, within reason and abiding by Government guidance, to support these important hospitality venues and community assets?

Today marks 400 years since the sailing of the Mayflower, a reminder to us of the beginning of an enduring alliance between our two nations. Around 35 million Americans today trace their ancestry to a Mayflower passenger, and I am sure that the whole House will want to join me in marking this historic anniversary.

This morning, I had meetings with ministerial colleagues and others. In addition to my duties in this House, I shall have further such meetings later today.

On National Teaching Assistants Day, will the Prime Minister join me in thanking teachers, teaching assistants and all support staff for the extraordinary work they are undertaking to bring our children back to schools, colleges and nurseries in covid-secure environments throughout Bury, Ramsbottom and Tottington, and will he update the House on the implementation of the national tutoring programme, as many of the most vulnerable and disadvantaged children in my seat need this help at the earliest opportunity?

I am trying to stick off the pies at the moment, but my hon. Friend can tell his communities in Tipton that we are investing massively not just in education, with, as I say, £14 billion more into our schools, but in infrastructure that will reach every corner of the country, particularly the west midlands. I am delighted that West Bromwich will receive at least £500,000 from the Stronger Towns Fund this year to support its high street and local community.

The Met arts centre in my constituency is rightly proud of the work that it has done during lockdown, responding to the needs of young people and disability theatre groups in Bury, but its income has been decimated due to the fact that it is unable to stage events. Will the Prime Minister continue to do everything possible to support the cultural and creative sectors in Bury, Ramsbottom, Tottington and elsewhere to ensure that important community assets such as The Met have a bright future?

Absolutely; I thank my hon. Friend for making those representations. We will do everything we can to get all those sectors going as fast as we can and get life back as close to normal as possible for as many people as possible in this country. But the way to do that, at the risk of repeating myself, is to continue to defeat the virus and take the country forward.
