Commons ChamberThese frameworks, of which we were a founding nation, were designed to deal with some of the issues we saw in the mid-20th century, with often large numbers of people moving relatively short distances for a limited period of time to flee either persecution, abuse or conflict. We are now living in fundamentally different circumstances. There is an industrial-scale attempt to use those important, well-intentioned laws and frameworks to facilitate an evil trade, the like of which we probably have not seen since the dark days of the international slave trade. It is incumbent upon us to put in place frameworks that protect those people who are being manipulated, smuggled and abused by people smugglers. We are seeking to do that with our friends in Europe, Africa and other parts of the world.
If Rwanda is a safe jurisdiction, as the Home Secretary is trying to legislate to say that it is, can he explain why he believes there needs to be a provision in his Bill to override the powers of the courts?
The Supreme Court judgment to which we are responding highlighted two particular areas, and the treaty addresses both those areas. It is the actions that Rwanda has taken in regard to strengthening its institutions and the commitment it has made to non-refoulement that will enable us to say in the Bill, reflecting on the treaty, that it is a safe country for these purposes. As I said in my response to an earlier question, the UNHCR relies on Rwanda for its refugee processing and it is therefore clear through its actions, if not its words, that it also regards Rwanda is a good partner for these purposes.

Commons ChamberMy right hon. Friend makes exactly the right point. Our promise to the British people was to take back control of our immigration system and our borders, a policy that was, at the time and subsequently, opposed by the Labour party. Taking back control means making adjustments, addressing the needs of our economy and our society. The changes I am putting forward today are in response to our economic needs, as well as our social needs.
There is a global skills shortage of health and care workers, so they have choices to go to other countries that will accept dependants. What message does the Home Secretary have for the 7.8 million people currently on the NHS waiting list, when we will not have the skills to provide the care they desperately need?
As predicted, each and every one of the speakers on the Opposition Benches thus far has opposed the proposals I put forward, despite what the shadow Home Secretary said. As the hon. Lady will have heard me answer on two occasions, we do not envisage a reduction in demand because of the significantly large number of applicants that was originally envisaged when the visa scheme was put in place.

Friend makes an incredibly important point, and I restate my request of all people commenting on this—whether they have a formal role within the media or are in a high-profile position, such as Members of this House—to be thoughtful of the implications of their actions, to be sceptical of all information coming out from Hamas, and to take a little extra time to verify, which can literally save lives here and abroad.
I know this situation is complex, and the taking of life and hostages, whether Israeli or Palestinian, is abhorrent, but we have to recognise that Palestinians cannot defend themselves. They have no means, and now their places of sanctuary, such as hospitals, are no longer safe places either. For that reason, I urge the Foreign Secretary once more to call for a ceasefire, so that we can see a de-escalation in this horrific conflict.
Of course everybody—I will rephrase that. All reasonable people want this terrible situation to be resolved, and resolved quickly. This was not a conflict that Israel asked for; it is a conflict that they were forced to engage in because of the mass murder in their country perpetrated by Hamas terrorists who embed themselves in schools, hospitals and in civilian communities. Calls for ceasefires are all well and good, but I have seen nothing—nothing—that leads me to believe that Hamas would respect calls for a ceasefire.

Commons ChamberI am genuinely grateful to the hon. Gentleman for raising that particular case. I know the Iranian regime hates it when its actions are called out on the international stage. I have made it clear to the Iranians that if they want the criticism to stop, their behaviour must change. Their behaviour at the moment deserves criticism in this Chamber and internationally. I commend all colleagues, where they have the opportunity to do so, to raise cases and demonstrate to the brave Iranians who are standing up against the brutality of their own Government that we show solidarity with them.
I add my condolences to the family of Mr Akbari at this very sad time. I cannot see why the Secretary of State is delaying proscribing the regime in Iran and call on him to do so immediately. In my human rights city of York, we have serious concern about the use of the death penalty. There are over 20,000 people on death row across over 55 jurisdictions right now. Will he lead a discussion in the UN to bring the use of state-authorised death to an end across the world? When it is condoned in one country, it gives Iran more liberty to apply it in its own.
The hon. Lady will, I am sure, know that the UK opposes the death penalty in all respects. We have communicated that internationally and we have communicated that to the Iranian regime. Our position is long standing, it is principled and it will not change. We will highlight our opposition to the death penalty whenever we have the opportunity to do so.

As I said in my opening remarks, we will take the recommendations of the Foreign Affairs Committee very seriously. We have launched the Afghan Citizens’ Resettlement Scheme, and we envisage that it will help up to 20,000 Afghans. The hon. Lady is right: our presence in Afghanistan is no longer physical, but we are absolutely committed to discharging our duty of honour to those Afghans who supported us, including women.
The report of the Foreign Affairs Committee justifies our worst fears. It said that events could have been better predicted, things could have been better planned for and people could have been protected. Many people in Afghanistan today were given the false hope that they would find safety here in the UK, particularly people from minoritised groups, such as the LGBT community and the Hazara Muslim community, who move from house to house in fear of attacks from the Taliban. What steps will this Government take to fulfil the commitment to those people and ensure that they can find a place of safety in the UK, and do not have to wait for the Government to make up their mind?
The Government have made a commitment to prioritising those people particularly at risk from persecution by the Taliban. That includes women and girls, human rights defenders, people who promoted the rule of law, and those from minority communities, such as the Hazaras, whom the hon. Lady highlighted. As I said, the ACRS scheme envisages helping up to 20,000 Afghans, and prioritisation will be for those most at risk.

Commons ChamberI have discussed the issue of foreign volunteer fighters with the Ukrainian Government. They are clear, and we are clear, that those fighting under the Ukrainian flag for the Ukrainian armed forces in the defence of Ukraine should be treated as Ukrainian military and as prisoners of war, with all the protections that the international humanitarian law affords to those individuals.
My hon. Friend the Minister in the other place, Lord Ahmad, discusses these issues with regional partners regularly. The UK remains committed to ensuring the protection of minorities. We will hold the Taliban to the commitments they have made and ensure that where possible we work with international partners to push them to the protection of ethnic minorities, religious minorities and other vulnerable people in Afghanistan.

Commons ChamberThe UK has supported more than 3,400 people in leaving Afghanistan since the end of the Operation Pitting evacuation and we will continue in our efforts. The UK is contributing £286 million in humanitarian assistance to Afghanistan in this financial year and we have disbursed more than £145 million already so far. My noble Friend Lord Ahmad visited Qatar on 17 January to discuss these issues directly with the Qatari Government.
I invite the hon. Gentleman to write to me about the case. My noble Friend Lord Ahmad speaks with countries in the region that border Afghanistan. The House will be unsurprised to hear that our relationship with Iran is more strained than the relationship we have with other countries in the region. Nevertheless, we recognise that land routes across to Iran are an exit route for some people who are in fear of their lives in Afghanistan. It is not possible for me to comment on individual cases without more details.
Afghan citizens at risk cannot move, because without safe destinations and third countries to escape to, they will not be safeguarded by the specific measures in place against many of the risks they are experiencing in Kabul. With the Afghan citizens resettlement scheme inoperable and Government promises to protect minoritised groups and human rights activists and campaigners in tatters, what discussions is the Minister having with the leadership in third countries to guarantee a safe destination? How is the UK contributing to the safety of those people at this time?
I refer the hon. Lady to the answers I have already given on this issue. We have supported more than 3,400 people in leaving Afghanistan since the end of the Operation Pitting evacuation in August. That includes more than 2,200 Afghan citizens who either worked for the UK or worked in support of the UK’s objectives, or who are vulnerable—female judges, LGBT activists and injured children, for example. The UK is absolutely playing its part and we will continue to liaise with other countries, both in the region and those bordering Afghanistan, to help alleviate the terrible situation that Afghans find themselves in.

I remind the hon. Lady and the House that there is a difference between the figure that is used internally by officials for planning purposes and decisions that are made by Ministers. The decision around these issues will be made by Ministers. The Prime Minister, the Foreign Secretary and I have made it clear that that figure is not a ministerial figure. With regard to the balance between multilateral and bilateral, the hon. Lady makes an important point. We very much value the work that is done bilaterally in the sometimes small but incredibly highly effective projects that are delivered by the British Government underneath the British flag to some of the most poor and dispossessed people in the world, and that will remain a priority for this Government.
Cuts have consequences, and it is really clear that there will be serious consequences as a result of these cuts. It seems that this has been Treasury-driven, rather than looking at our strategic aims. Can the Minister confirm exactly where these cuts are going to fall and tell us what impact they are going to have?
I repeat my point that these decisions will be made by Ministers in the new year in line with the timetable set out in the spending review.

I am not suggesting that at all. I am talking about intermodal choice, which is important. Going forward, people need to have real options in how they travel, whether for work or leisure. We want to see those choices expanded. Many people at the moment, as I highlighted, have such limited choices that they have no option but to use the car. If we truly are to make the intermodal shift, we need to see more options being made available for commuters and people travelling for leisure.
Unfortunately, the hon. Lady has missed quite a fundamental point and I will reinforce it, if not for her benefit then for the ears of the Minister. This proposal is not about taking existing transport patterns and just making them happen on an improved road. What this proposal is about is unlocking residential and employment opportunities within the region, so that people are not forced to drive or take the train to London, for example, to get good-quality work. So the idea behind this proposal is to develop sustainable communities and sustainable economic activities in and around the region itself, reducing the need for long and polluting journeys, and increasing the opportunities for people to work close to where they live, where their children go to school and where they have amenities around them.
I fully understand the scheme; I have read it in much detail. That is why I am making the case that it is so important that we give people real choice.
