Commons ChamberWill the Government make progress on the TIGRR recommendation to replace the EU clinical trials directive with a new modern framework to ensure that people can access life-saving treatments quickly and that our world-leading medical research sector can thrive?
I thank my right hon. Friend for her terrific work on the TIGRR report to provide so many ideas for the Government. I assure her that I am working closely with the Under-Secretary of State for Business, Energy and Industrial Strategy, my hon. Friend the Member for Mid Norfolk (George Freeman), who was also involved in the TIGRR report and now has ministerial responsibility in many of the medical-related areas. The consultation on the proposals to reform UK legislation on clinical trials to protect the interests of participants while providing a more streamlined and flexible regime to make it easier and faster to run trials closed on 14 March 2022. The Medicines and Healthcare products Regulatory Agency is analysing the more than 2,000 responses that were received and preparing the Government response. There is great urgency behind this work.

Commons ChamberI agree with the hon. Lady that the RUH does terrific work. I went to see it recently, and it is a well-managed hospital that does its best under difficult circumstances. However, I think that her charge against the Government is ill-founded. Taxpayers have provided an extra £5.4 billion to the NHS to respond to covid-19 over the next six months, which takes the total this year to £34 billion. We have also given ambulance trusts an extra £55 million, as ambulances have been one of the issues. When I visited the RUH, I was conscious that it has an issue with the number of people who ought to be released into social care being considerably higher than normal. That pressure often occurs in the winter, but the very competent management at the RUH is doing a first-class job.
May we have a debate on the impact of NHS covid protocols on cancer sufferers? I was disturbed when a constituent got in touch to say that she needs weekly vital life-saving treatment at a hospital, but she has been told that if by any chance she comes into contact with someone who has tested positive for covid, she will not be allowed that treatment.
I always say to right hon. and hon. Members across the House that if they raise specific constituent issues at business questions, I will always take them up directly afterwards with the relevant Department. Treatment rates for cancer are now back to usual levels, and since the pandemic began more than 480,000 people have started treatment for cancer, but there is record spending of £2 billion to deal with the backlog and £8 billion over the next three years to deliver an extra 9 million checks, scans and operations for patients across the country. I reiterate my offer to take up my right hon. Friend’s specific case directly.

Commons ChamberI must say that in my constituency there is a sense of exasperation and exhaustion with the imposition of new covid rules, and a real fear that we are now back on the conveyor belt to more restrictions. Can we have a debate on how we learn to live with covid and its variants in the long term without unacceptable measures such as widespread use of vaccine passports, or the shocking suggestion that members of the public might be forced to get a vaccine? That would be unacceptable, and it is not what we need in this country.
I am very grateful to my right hon. Friend because I think I share the concerns and frustrations of her constituents. I do not think anybody wanted to be in this position. I think she is right in saying not only that we should learn to live with covid, but that we are in the process of doing so in that through the vaccination programme—88% of people over 12 have been vaccinated—we are getting life back to normal. Some temporary measures have been introduced to try to delay the seeding of the omicron variant, but if variants keep on coming, ultimately we are going to have to return to normal life, and I think that is just the way it is going to be. I think we are beginning to learn to live with covid, and that must be the way policy is going. That is why these temporary measures are both proportionate and go with the consensus among the British public that we have constantly worked with the grain of public opinion in any restrictions that have been imposed, and I think that is the right thing to do.

Commons ChamberI heartily reciprocate the kind good wishes of the hon. Gentleman. I hope he has a splendid new year and that he, his party, his friends and family and everyone in this House have a very jolly new year and a better 2021 than perhaps 2020 has been.
Every week, the hon. Gentleman complains that he lost the referendum in 2014. However, that does not change the fact that he lost. And when he lost, it was said by the SNP, which we now know is nationalist with a small “n”, that the result was for a generation. It is still for a generation, that generation has still not passed and he has still lost. I basically just repeat what I have been saying for the past few weeks.
The fishing industry, which the hon. Gentleman mentioned, is one of the great beneficiaries of Brexit. Is it not extraordinary that the Scottish nationalists, with a small “n”, wish to hand it back to Brussels and lose all the opportunities for Scottish fishing, so that they can be regulated from Brussels? It is quite extraordinary. It must be—what is it?—Stockholm syndrome that they have got. They have been imprisoned so long by the EU that they cannot bear to leave and want to be controlled, even at the cost of their fishing communities.
The hon. Gentleman complains that the debate was not long enough. Well, it was long enough—it was probably 50 years of debate over our membership of the European Union in truth—but if he wants to speak further on it, I know that the House will be waiting with bated breath for his contributions in the global Britain debate, which will be held on 11 January.
As regards the prospect of increasing the period of transition, that would have been a very unwise thing to do, because it would have potentially entered us into billions of pounds of risk, as it would have taken us into the new multi-annual financial framework. It was fundamentally important that we did not take that risk and that we left when we said we would. It is also quite important to stick to commitments made to voters. We had promised the voters that we would leave, and so we did.
Proxy voting allows people to vote effectively and safely, and with their conscience. The hon. Gentleman might not have noticed, but the Deputy Chief Whip has facilitated people voting against the Government, if that is what they wish to do. The votes are being recorded according to the Member’s desire, not what they are ordered to do, because one cannot order Members. Members vote of their own accord, although occasionally their friends give them helpful advice.
As regards the move to more hybrid technology, the hon. Gentlemen is in Scotland and may not have noticed that London has gone into tier 4. We have therefore adopted a similar scheme to the one we had earlier in the year, when the highest level of restrictions was in place. This is merely responding to the reality in the country at large, which we always said we did. It is therefore consistent, but I look forward to us getting back to normal and having a full, bustling Chamber, without Perspex screens, plastic markings and signs facing this great Chamber.
It is great news that the Oxford vaccine was approved today. Can we have a debate at the earliest opportunity on the delivery of that vaccine? It is desperately important that it happens quickly. People are desperate to get their jobs, their businesses and their lives back, and the only way to do that is to make sure that jabs start being delivered as soon as possible.
My right hon. Friend’s wish is my command. I am glad, therefore, to say that there will be a debate on covid on 12 January, which will be absolutely the opportunity to raise these issues. My right hon Friend, as so often, is absolutely right: the roll-out of the vaccine is key to us getting back our freedoms.

Commons ChamberIt would be a great pleasure to have a debate praising the Government for the amazing support we have provided to local councils during the pandemic—taxpayers’ money—with £3 billion to help councils through this period, £400 million to support children, £1.1 billion to support local businesses, £919 million in additional un-ring-fenced funding, £465 million to support test, trace and contain activity, £100 million to support leisure centres and £32 million to support the clinically extremely vulnerable. There is £7.2 billion in total for local authorities and £24 billion of taxpayers’ money for their local businesses. Should the hon. Lady want to ask the Backbench Business Committee for a debate to praise Her Majesty’s Government, I hope it will be granted.
The situation on covid remains very grave, but there are some encouraging signs that in our capital city the number of cases continues to be considerably lower than in much of the rest of the country. With that in mind, will the Leader of the House ask the Health Secretary to come to the Commons to enable us to discuss a regional approach, which might enable London to leave lockdown more quickly than other parts of the country in order to safeguard our economy and save livelihoods?

Commons ChamberIt would be a great pleasure to debate the way that the glorious American constitution grew out of our wonderful constitution, and how we have two of the most beautifully formed constitutions in the world—two really beautiful constitutions that work enormously effectively and protect democracy. That has worked effectively both in their country, and in ours, and all I can say is: God bless America, but the United Kingdom first.
May I follow up on the question from my hon. Friend the Member for Amber Valley (Nigel Mills) about help for local high streets, because I think we need a debate about that? The Leader of the House spoke about the Towns Fund, which is doing great work, but it does not cover every local high street. We perhaps need a return to the grants that were available during the first lockdown, because small businesses on our local high streets that were just getting back on their feet before this lockdown are now being hit once again. We need time in the House to debate the future of our local high streets.
There is a great deal of discussion about local high streets, and it is worth reiterating what the Government have done in terms of economic support that has helped large and small businesses. That support adds up to about £200 billion, including £40 billion on the furlough scheme that supported 9.6 million jobs, many of which will have been high street jobs. Three million self-employed individuals have been supported to a value of over £13.5 billion, and £21 billion has gone to coronavirus business interruption loans for small and medium-sized enterprises and large businesses. Some £40 billion has gone to over 1.3 million bounce back loans, £11 billion in business grants, and £10 billion in business rates relief, which will particularly have helped smaller businesses. There has been £27 billion in VAT deferrals—again, helping high streets and nearly 500,000 businesses—and nearly £33 billion in the summer economic update. That important support is helping high streets and businesses across the country, and the Towns Fund on top of that will help high streets to be rejuvenated once the pandemic has ended.

Commons ChamberWell, it is very fortunate that we were able to hear the hon. Gentleman in full this time; the last time that he appeared, the technology did not work and we lost his dulcet tones momentarily. It is also worth reminding hon. and right hon. Members that the other place lost its remote voting system, and that hindered the progress of business. It is important that just as hospitals and schools provide essential services in health and education, so Parliament is performing its essential constitutional role of scrutinising the work of the Government, debating key issues, and, above all, making and changing legislation. Our role has been a vital one throughout this year and continues to be so throughout this month—a time when the House is holding the Government to account for their approach to tackling the widespread impact of coronavirus, legislating to shape the nation’s response to the pandemic and legislating in order for our country to be ready for the end of the transition period. Now is not the time to hinder the ability of MPs to scrutinise Ministers and legislation, but that is exactly what would happen if we were to follow the hon. Member’s suggestion for a full return to hybrid proceedings and ending elements of our business entirely. I therefore continue to say that we have our duty to do, and our duty is to be here, to hold the Government to account, and to legislate for the needs of our nation.
With regard to the hon. Member’s earlier point, I have referred him week in, week out to the many billions of pounds and the hundreds of thousands of jobs that have been protected in Scotland thanks to the United Kingdom taxpayer. It is unquestionably the case that the strength of the United Kingdom has allowed all parts of that United Kingdom to cope with the pandemic. That would have been harder to do that without that support and without that unity. It seems to me sometimes that the Scottish nationalists want devolution when it suits them, but that when there are bills to be paid, they want somebody else to pick up the bill.
Can I ask the Leader of the House to ensure that we have adequate time to debate the consequences of this new lockdown on those people who for many months have hardly seen their relatives in residential care? This is one of the most painful aspects of the covid emergency, particularly for people whose capacity is impaired by dementia or learning disabilities. It is hugely painful for them that their relatives are not allowed to visit them. We are apparently allowed to exercise with one other individual outdoors, so is there any way in which that could be extended to enable people to see their relatives in care homes, albeit using an outdoor setting?
I have the greatest sympathy with what my right hon. Friend is saying. I have referred in this House before to a constituent of mine who wrote to me about going to see a parent with dementia and having to do so from the other side of a window, which was difficult and upsetting. For people in these circumstances, it is really tragic that the coronavirus has made it so difficult for families to be together. In terms of time for debate, there is a debate immediately after this, and I hope that my right hon Friend will be speaking in it and raising this point, because it is one of such great importance.

Schools in the Borough of Barnet are among the best in the country, and I pay tribute to all the teachers who have been doing brilliant work in difficult circumstances during this emergency. Can we have a debate on the return of children to school in September to ensure that Ministers are engaging with teachers and unions such as the National Education Union so that we have a clear plan to bring children back to the classroom safely?
My right hon. Friend raises one of the crucial points of current political debate. It is important to emphasise that going back to school for children is safe. I think we are still waiting for the Opposition to make it clear that they agree it is safe, though perhaps they will eventually get to saying that clearly, boldly and loudly. The Government strongly encourage eligible children to attend their school, nursery or college unless they are self-isolating or clinically vulnerable. It is very disadvantageous for children to miss out on education, particularly for those who are most disadvantaged to start with, so getting children back to school is a matter of urgency. My right hon. Friend the Education Secretary will make a statement following this, where he will be able to provide more details on our plans for schools in September.

Commons ChamberCan we have an urgent debate on changing from a 2-metre to a 1-metre social distancing rule, because that is the only way we will save hundreds of thousands of jobs in pubs and hospitality, tourism and hotels?
My right hon. Friend raises a crucial point. The Government are, of course, considering this with their scientific advisers, but we need to think back to our school days, because it is all about Pi R squared—if the radius is doubled, the area quadruples. That is the difference that is made, but it applies both to the numbers we can include in an area and the transmission of disease, and that is why the Government are considering these issues in both directions.

Commons ChamberThe motions being put down for tomorrow allow for an extension of the list of things that may be debated, and that will depend on how long we are in this situation; the longer we are in it for, the more items will be able to be taken. However, the hope must be that we come out of this and can then resume normal practice. At that point, what is brought forward will be a matter for the Backbench Business Committee and for Mr Speaker, and for the other processes that lead to business being decided.
Will the Leader of the House give us a debate on how and when we come out of the lockdown? I understand Ministers’ caution about talking about this issue, but this country is committed to saving lives by staying at home—it is committed to the lockdown—and that commitment will be unshaken by a transparent debate on how the lockdown is gradually brought to an end. We need hope—we need hope for businesses on the edge—and we will get hope if we have a debate on how and when the lockdown will come to an end.
My right hon. Friend is right to raise this, and it is part of bringing this House back into a functioning state and having a virtual Parliament. It will allow, tomorrow, for the First Secretary of State to be questioned, and I am sure he will be questioned on these issues, as, likewise, will the Health Secretary. Next week, with questions and statements, this process will be able to continue. It is right that these questions should be raised in this Chamber.

Commons ChamberI completely understand the need to send Parliament off for recess early, but huge questions are yet to be resolved, such as ensuring that all NHS and social care workers have access to the highest quality PPE that is consistent with international standards, or the massive increase in testing that we need, and have been promised. Like many other hon. Members, I have constituents who are stranded around the world in places such as Peru. I urge the Leader of the House to ensure that the Government live up to their promises on all those matters, keep our NHS and social care workers safe, and bring home those who are stranded abroad at this difficult time.
Those matters have, of course, also been raised with the Prime Minister, and in answer to a question from the shadow Leader of the House, we are liaising with other Departments to ensure hotlines for Members to call, which may speed up the process of holding the Government to account.

Commons ChamberA lot of businesses and sporting organisations are worried. I reiterate what the Chancellor has said: everything that can be done will be done to ensure the stability of the economy through this period and that businesses that are well founded are able to continue.
Tomorrow, thousands of businesses across the country that provide childcare and nursery services have been asked to shut their doors for an indefinite period. Can we have a debate on what we can do to help the childcare sector through this very difficult period, to ensure that we have successful, thriving and high-quality nursery provision for the years ahead?
There are inevitably concerns following the announcement yesterday of the closures that will take place. The Government are working with providers of all levels of education to ensure that they are aware of the situation and are helped to cope through it, and I understand that further announcements will be made today.

The public will expect Parliament to sit, and to get on with its job. Parliament has proved itself to be very resilient over the years. There is no medical reason, on current advice, to think that shutting Parliament would be necessary or helpful. Our approach will be guided by the best scientific evidence and medical advice, and we will take all necessary measures to deal with this outbreak. I can assure the House that I am engaging with the parliamentary authorities to emphasise how important it is that any decisions are taken in line with the advice of the chief medical officer. A cross-parliamentary group of senior managers is meeting daily to plan the response to covid-19 and ensure business continuity, with input from Her Majesty’s Government. The Commission will consider an update at its meeting with the House of Lords Commission on Monday. I can reassure the House that we are taking this very seriously, and that we will act on professional medical advice.
When the capital city had a Conservative Mayor, he cut crime. May we have a debate on why the current Labour Mayor is failing to get a grip on the worrying rise in serious violent crime in London?
