Commons ChamberIf people are going to intervene, they should read the Bill and the amendments, because they would see our suggestion for a deadline. Of course, as everyone else in this Chamber seems to know, we have already left the EU, so this is not about leaving the EU, but about the remaining laws.
The Regulatory Policy Committee has said that setting a deadline is not enough and that a stronger argument is needed for choosing that particular date, and we agree. What is far more convincing than the arbitrary date that we are presented with are the warnings that we have received that there is not sufficient capacity in the civil service for a genuinely effective appraisal of the regulations that the Bill seeks to remove in the timescale allowed. The case for the cliff edge is incredibly weak. The arguments for removing it and putting it on a more realistic footing are much stronger.
The potential for things to be missed is clear. If worse comes to worst and some vital regulation ceases to be law by accident and nobody notices until it is too late, our constituents will rightly ask us, “What on earth were you doing? What were you thinking of?” No wonder the impact assessment on the Bill is silent on the issue of the sunset date.
The Regulatory Policy Committee has made it clear that it believes that the analysis of that sunset date is inadequate. This is a deadline in search of a headline. Presumably, that headline will be, “Free at last”. I would suggest that a more apposite headline might be. “The sun has set on your employment rights, your consumer rights and your environmental protections.” Indeed, the sun has set on parliamentary democracy.
Overall, the Regulatory Policy Committee puts a red rating on the impact assessment of the Bill as not fit for purpose, yet here we are, ploughing on as if it will be all right on the night.
Surely the hon. Gentleman is aware that our first legislation on consumer rights was in 1893, some time before the European Union, and that the Act giving paid holidays was 1938, again before the European Union. We have never needed the European Union for worker and consumer rights.
I am sure that those were the glory years—the right hon. Member’s favourite period of time. This is about protecting the rights that we have, and this Bill allows those rights to fall by default if no action is taken. That is why we are so concerned about the Bill.

I think I have made it very clear that the companies will have a deep responsibility to develop packages that make the extraction of shale gas attractive to local communities. It is very important for them to succeed in that.
The people of Ellesmere Port have already signalled their opposition to fracking. A planning application was submitted a number of years ago, the local authority rejected it, there was an appeal, many residents gave evidence against the application and after three years it was finally decided that it would not be accepted. Chester zoo, a big employer in my constituency, said today that it was opposed to fracking, and many of my constituents are repeating their objections. There is no local consent in Ellesmere Port and Neston, so will the Secretary of State send the fracking companies the message that there is no point in their coming to ask, because they will not get our agreement?
Ask, and it shall be given; seek, and ye shall find. It is absolutely important that we try to get local consent, and that will require the drilling companies to be innovative in the packages that they come up with. We should not be ashamed of paying people who are going to be the ones who do not get the immediate benefit of the gas but have the disruption: that is a perfectly logical thing to do.

Commons ChamberThe hon. Lady raises something of great and widespread importance, as she so often does. There are two things to say. One is about the general approach of the Government to try to improve people’s standard of living, and some of those that I have mentioned before, such as raising the national living wage and cutting the universal credit taper, so that people have more money in their pockets to better afford their bills. Having a record level of payroll employment is also a crucial part of it. So, there is the broad economic argument, but then there are the individuals who face a bill that they cannot pay. They probably need support immediately and urgently. There are a number of people who give that support in each of our constituencies. Sometimes it is simply about getting that support to reschedule payments to avoid massive interest payments that ratchet up and up. Therefore, it is the broad, top-down economic policymaking, which the Government are doing, and then there is the support that we, as individual MPs with the services available in our constituencies, can give to individuals when they have specific problems.
I was surprised to hear yesterday that the Chancellor had not consulted with the Prime Minister on writing off £4.3 billion of public money. It rather undermines what the Leader of the House has been saying today about the presidential style of Government. It also raises questions about whether we have effective Cabinet governance at the moment. This £4.3 billion is a huge sum of money, a fraction of which would transform the lives of my constituents. Does he not agree that that kind of money, if it is being written off, should be a matter for Cabinet discussion and for agreement by this House as well?

Commons ChamberI entirely agree with my hon. Friend. It is quite wrong for “do not attempt CPR” decisions to be applied in a blanket fashion to any group of people. Those decisions should be made only when the person involved and their carers and families have been consulted. We do not want to see efforts to introduce euthanasia by the backdoor by not reviving people who ought to be revived. I will of course pass on my hon. Friend’s concerns to my right hon. Friend the Health Secretary.
Our high streets have been struggling for many years now, and covid has accelerated the challenges they face. There was another example of that last week when, sadly, Neston post office closed its doors for the last time. I understand that there is interest from some potential new operators, but experience has shown us that it can take many, many months for those interests to come to fruition. For a town of Neston’s size to have no post office for any period of time is simply unacceptable, so can we have a debate please on what we can do to have more statutory obligations on the Post Office to ensure that vital public services are not left from towns for any length of time?
The Government certainly recognise the difficulties that town centres are facing, hence the towns fund, which is £2 billion of funding offering town deals to 86 places across England, which includes accelerated funding provided to places last year. The towns fund will mainly spend taxpayers’ money of £25 million in each town, although in exceptional circumstances more is available. The ability to go to the post office or to banks and other essential services is of course of great importance. The Post Office has to ensure that it provides as much service as possible within the budget that it has got.

Commons ChamberIn the list of people who deserve thanks, my hon. Friend forgot to include the most distinguished Member of Parliament, who worked tirelessly to ensure that the link road was built. She brought people together, campaigned with them and made sure that it happened. She is looking slightly embarrassed as I say this, but I think she really does deserve a good deal of credit herself. This fits in with that the Government are trying to do. We will spend more than £600 billion of taxpayers’ money over the next five years, and £19 billion in transport next year alone. This is part of the levelling-up approach and building back better to ensure that the whole country benefits, and I am delighted that Congleton is benefiting from a bypass.
Perfect Getaways, an independent travel agent that is based in my constituency, is a perfect example of how a small family-owned business can grow and be a success, but of course the continued uncertainty around international travel has severely impacted its income. Although being able to access the restart grants for non-essential retailers is welcome, at the moment more holidays are being cancelled than booked, which is obviously causing it real difficulty—far more than for a lot of other non-essential retail outlets. Can we please have a debate on what more can be done to help those in the travel and tourism industry, who really need some sector-specific support for a considerable period yet?
I am grateful to the hon. Gentleman for raising the case of Perfect Getaways. It must be really difficult for people in the travel industry at the moment, because there is still so much uncertainty. We do not know about the progression of the disease in other countries. We do not know clearly how safe it will be to travel. The red list is currently going up rather than down with the addition of India later this week. It is difficult for businesses in that category and he is right to raise the matter. He may want an Adjournment debate in the first instance, but I am sure the House will return to the matter in the new Session.

Commons ChamberMy right hon. Friend is absolutely right that we have this authority. VAT rates will not be set by the European Court of Justice or by any European body; they will be set by this House. We have taken back control. As the Prime Minister himself has said, it provides us with the freedom to manoeuvre and govern our own affairs once again. The restoration of parliamentary sovereignty will be the engine of our future prosperity. It will drive our ambitious legislation for the future, the use of new and exciting technologies, regulatory freedom and independence and, of course, the levelling-up agenda. Above all else, Members such as my right hon. Friend will know who is responsible for decisions. Decisions will be made by and through this House.
May I confess to one fear, however? My right hon. Friend is such an effective campaigner that by the time he has set his sights on VAT, fuel duty and heaven knows what else, I am not sure that Her Majesty’s Government will have any revenue left.
From tomorrow, three quarters of the country will be placed into tier 4, meaning millions more businesses will have to shut overnight. Since tier 4 was created, we have heard nothing from the Chancellor of the Exchequer about what is being done to support businesses that are being forced to close again. Does the Leader of the House not think that people who are facing financial ruin will find it absolutely appalling that Parliament will not be sitting next week, and that that sends a terrible message about the importance his Government place on support for businesses, who might not be able to wait another week to get the answers that they need?
The action taken so far has been absolutely unprecedented. Over £200 billion of taxpayers’ money has been dedicated to helping the economy; 12 million jobs have been protected through the furlough scheme and self-employed schemes, at a cost of £56 billion; thousands of businesses have been helped with over £100 billion-worth of support in loans, VAT deferrals, business grants, business rates relief and targeted grants and VAT cuts; the furlough scheme is continuing during this period for all parts of the United Kingdom until March; and the self-employed grant covers up to 80% of profit. A great deal is being done to help businesses, and local authorities have specific funds that they can use to help businesses that may otherwise not be able to achieve help through the specific schemes. A great deal is being done, the Chancellor has come to the House regularly and there will be a debate on covid on the Tuesday after we return.

Commons ChamberAlthough I always view myself as a friend of the motorist, there are, it has to be said, limits, and pavement parking can be a serious inconvenience for pedestrians, particularly those with mobility or visual impairments or—something that has had a great effect on me in recent years—with perambulators or pushchairs. [Interruption.] Even I sometimes push the perambulator! I have done it myself, I can confirm. I see that my reputation lies in tatters as I admit to having pushed a perambulator, but actually it is quite fun.
Cars parked on the road get in the way, and my hon. Friend the Member for North Dorset succeeded with his private Member’s Bill. The Government are consulting on options for tackling the problem. One must not always assume that the answer to every problem is ensuring that more fines are issued. Sometimes gentle encouragement and telling motorists that they ought to behave themselves is a good way of proceeding.
Zoos and aquariums play an important role in the visitor economy. My constituency is fortunate to have not only the Blue Planet aquarium but part of Chester zoo within it, and like everyone else, they have been struggling. The Government set up a £100 million fund to support zoos and aquariums, but the criteria for it are so restrictive that only about £2 million has been paid out so far. The deadline for applications for the scheme is Monday, and at the moment, it does not look like it will achieve its purpose. Can we have a statement from the Secretary of State on Monday on what he will do to ensure that this scheme benefits zoos and aquariums as it was intended to?
The scheme was set up to help zoos and aquariums and to ensure that they are given particular support during the pandemic. As with any scheme, if there are issues, it is quite right that they should be raised with Ministers and that Ministers should be held to account. If the hon. Gentleman has not been successful in doing that with the relevant Minister, I will of course facilitate a full answer to any questions he has.

Commons ChamberMr Speaker, what would you expect of a hard left Labour Government? The approach to putting a border between England and Wales is unconstitutional and will place the police in an invidious position considering that they serve the whole of the United Kingdom. We are one single United Kingdom and we should not have borders between different parts of the United Kingdom. I am afraid that that is what you get when you vote for socialists.
The Leader of the House has already expressed confidence in how money is allocated by the towns fund this morning. If that is the case, why will the Secretary of State for Communities and Local Government not come here to answer questions on the subject? I for one would love to ask him why every town that was classed as low priority by officials and that was actually given funding just happened to be a Conservative-held seat or a target seat at the general election last year. That seems to me a remarkable coincidence that demands an explanation by the Secretary of State. Does the Leader of the House agree?
I point out that we won lots of seats at the last election and we won lots of seats in areas that had previously been held by the Labour party, and that seats can change from one party to another, but that is not one of the criteria. Of course, my right hon. Friend the Secretary of State makes regular statements to this House. He will be back here for questions on 16 November, but there are other ways of questioning him, including written questions, and the hon. Gentleman knows how to use the procedures of this House.

Commons ChamberI would like to commend the Football League clubs to which my hon. Friend refers, which have shown that they can manage the return of fans to watch live sport in a safe and effective fashion. The Government know that the decision not to reopen stadiums to spectators on 1 October will have major consequences for sports and clubs across the country that relied on those grounds for income. That is why the Government are working urgently with clubs and their representatives to ensure that as many as possible are not adversely affected by that. I would add that the football authorities are giving a lot of support to smaller football clubs. Nine football clubs in my constituency have benefited, and the Government are certainly grateful for the support that football is finding for itself.
Last month, Nationwide Building Society announced that it was closing its branch in Little Sutton. Since then a number of elderly vulnerable residents have contacted me, alarmed about the closure of their local branch. It seems that, even on Nationwide’s own figures, there has only been a 1% decline in visits to the branch, which, in the current context, is remarkable, and a flimsy basis on which to close the branch. Nationwide says there has been no consultation; it have already made a decision. May we have a debate, please, on what more can be done to ensure that there is greater accountability from large organisations like that to the communities that they are supposed to serve?
First, I commend the hon. Gentleman for bringing that matter to the attention of the House, because I think it does put pressure on large companies when these things are raised in the House. I understand the dissatisfaction when banks close their branches, but decisions on opening and closing branches are taken by the management team of each bank on a commercial basis, and it would be wrong for the Government to intervene in those decisions. But since May 2017 the major high street banks have been signed up to the access to banking standard, which commits them to work with customers and communities to minimise the impact of branch closures. If Nationwide is not following that, I would encourage the hon. Gentleman to ask for an Adjournment debate to raise the matter and keep up the pressure.

Commons ChamberWhen court cases do not go the Government’s way, it is obviously right that things are considered very carefully. It is worth saying, though, that there has been £9 billion of support for universal credit following the coronavirus crisis. An enormous number of people have received extra support during that period, and the Government have been making the money available to ensure that that happens. But it is only right that when there are court judgments, they are examined carefully.
In common with many Members, I am having trouble getting timely responses to written questions from many Departments. I have about 30 outstanding at the moment, some of which are more than three months old. One in particular, though, will be of interest to all Members, as it relates to preparations for Remembrance Sunday. All Royal British Legion branches up and down the country are beginning to think about what we can do to have a covid-secure Remembrance Sunday, so can we please have a statement from the relevant Minister as a matter of priority?
I am grateful to the hon. Gentleman for raising that point about timely ministerial responses. I will confess that I put in an envelope letters outstanding to one Ministry from April, May, June and July in the hope that I might get a reply to them. If I do not get a reply, I will, in due course, tell the House which Ministry it is, but at the moment I will keep that quiet. Remembrance Sunday is one of the great important national days. I have absolutely heard what the hon. Gentleman has said, and I will take it up with the relevant Secretary of State.

Commons ChamberMy hon. Friend raises a very good point. Football clubs play a key role in the health and joy of communities throughout the country, especially in many of the northern towns and cities, like those in his constituency. Those clubs are not just sporting institutions, but vital for many local economies and livelihoods. I appreciate that the return of broadcast competitive sport behind closed doors does not really touch the joy and excitement of a full stadium of fans, whether we are talking about football, cricket or rugby—cricket is slightly more commonplace in my constituency. Digital, Culture, Media and Sport questions took place only this morning, and I advise my hon. Friend to take the matter up further with that Department.
Further to the question from the hon. Member for Delyn (Rob Roberts) about job losses at Airbus, I was pleased to hear the suggestion from the Leader of the House that help might now be available to prevent them. I am surprised, because when I asked the Chancellor about it yesterday, he was very clear that no more support was forthcoming. Although this U-turn is welcome, it is important that we get the Chancellor back to give another statement and confirm whether there will, in fact, be an aviation sector deal to prevent us from losing these highly skilled jobs, which we cannot afford to let go.
I will reiterate what I have said, because this has been Government policy for some time. We will continue to work closely with the companies affected and we are open to offering further support, so long as all other Government schemes and commercial options have been exhausted, including raising capital from existing investors. I think it was on the news this morning that a major company is at least keeping that option open. It is not all for the Government to do; existing investors have a responsibility as well. The position is that so long as all other Government schemes and commercial options have been exhausted, the Government are open to offering further support. That has been the position for some months.

Commons ChamberMy right hon. Friend makes a crucial point: we are elected by the people, and we are answerable to them. That is why I support the principle that only the House of Commons holds the authority to make the decision to suspend or expel.
The Leader of the House is making an excellent speech. To pick up on the previous intervention, we may be democratically elected, but we are also employers, and we have a duty of care to the people we employ. Does he agree that that is equally important?
It is of fundamental importance, and I say again that I have had people come to see me who have been treated in a way that makes my skin crawl. You cannot believe that senior people would have behaved to people subordinate to them in such a way in any workplace, let alone in the House of Commons, which ought to be a model of good behaviour. That is why we have to have the counterbalancing bit, but we cannot give MPs an opportunity to delve into the personal details of a case and try it effectively a second time. The other place offers a cautionary tale in this regard.
Having listened carefully to views expressed to me in recent days, I am proposing that we establish a convention that the Commission member moving the motion will do so formally. This means the expectation will be that there will be no detailed debate, while maintaining the constitutional right to debate. In addition, I am asking the House explicitly to restrict what it is permissible to refer to during any further proceedings on severe ICGS cases in the Chamber.
To that end, motion 6, in my name, emulates the sub judice resolution, which the House carefully and successfully observes to avoid prejudicing any current criminal proceedings and which is enforced from the Chair. The motion sets out that the names of any complainants may not be referred to. The details of any investigations or specific matters considered by a sub-panel of the independent experts panel, in any motion, debate or question brought to the House, may not be referred to. Furthermore, the findings and determination of sanctions of a sub-panel may not be brought into question. The motion will ensure that any debate that does occur, which is something of a misnomer in this instance, is merely a short, factual exposition of the process, not the circumstances involved.

Commons ChamberI am glad to see the hon. Gentleman in his place, and I absolutely appreciate that it is harder for some Members to get here than for others. I am very glad to see the Westminster leader of the SNP in his place, because his constituency is particularly far away from Westminster. I think he had a 16-hour journey to get here, and I think it shows a proper commitment to our parliamentary democracy that he is here. [Interruption.] Perhaps he is a secret Unionist, but it is a pleasure to see him here because we bring a Parliament together to have debate on the matters that are of concern to our constituents, and I absolutely accept that it is more difficult for some than for others.
Does the Leader of the House accept that we should be an exemplar of best practice, and when we are deliberately excluding people from portions of their responsibilities because of their disabilities we are in no position to tell employers who breach equalities legislation that they are in the wrong?
I have obviously looked at the equalities considerations in relation to this, and the Government and Parliament are completely in accordance with them, because it is necessary for us to meet here physically to do our business. That is in line with the Government’s guidelines. Which Bill does the hon. Gentleman not want us to have? Does he want to give up on the Domestic Abuse Bill? Does he want to give up on the Fire Safety Bill or the Northern Ireland legacy Bill? Are we going to get these Bills through?

Commons ChamberI commend my hon. Friend for bringing this crucial issue to the attention of the Chamber. All children with cerebral palsy and other disabling conditions should get the support they need from the health service and schools. General practitioners play a key role in co-ordinating the care of disorders such cerebral palsy, and the condition is identified as a key area of clinical knowledge in the Royal College of General Practitioners’ curriculum. The National Institute for Health and Care Excellence has published best practice clinical guidance on cerebral palsy for adults and children to support clinicians to manage cerebral palsy effectively.
It is absolutely right that the attention of the Government and businesses is currently focused on dealing with the coronavirus outbreak, but I do wonder whether there will be sufficient capacity in the system to finalise our new trading arrangements with the EU, so I ask the Leader of the House—in all sincerity—whether, in these circumstances, it is appropriate to begin considering an extension to the transition period?

Commons ChamberI am not surprised that Opposition Members want to avoid debating Sadiq Khan—it should not surprise anyone that they want to brush his record under the carpet. However, to suggest that this House should not raise party political matters is the triumph of hope over experience.
In regard to matters that are not specifically the responsibility of the Secretary of State for Health and Social Care in relation to the coronavirus, I would advise that those are dealt with by correspondence with the relevant Ministry in the first instance. That may get faster answers than trying to raise everything on the Floor of the House.
Earlier this week, the chief executive of the Vauxhall Motors car plant in Ellesmere Port said that no investment decisions will be made there until at least the end of the year. I understand that that is because they want to see the shape of any free trade deal with the EU, but this uncertainty is causing huge anxiety in the constituency. It really is possible now for Government to say that they will make sure that, whatever the shape of future trading, there will be no impediments and no extra costs to the automotive sector. If the Secretary of State for Business, Energy and Industrial Strategy could make that statement now, it would be a huge relief for the whole constituency.
The Government are seeking a free trade agreement with the European Union on the basis of being sovereign equals. That is the policy—that has been announced—and a great deal of background paper has been issued in relation to it. Businesses will be able to understand that and to make their investment decisions on what is already known.

Commons ChamberAs the Prime Minister has said, “Don’t get too excited about the Russian report.” While it is not released, the conspiracy theorists are having a whale of a time. When it comes out, I think they will be sadly disappointed. The point I was making is that the Backbench Business Committee was given responsibility, under its brief when it was set up, for defence debates. Of course, if the Government bring forward specific statements, questions will follow those statements.
On Tuesday, the Mayors of Salford, Manchester and London came together outside Parliament to hear from victims of the cladding scandal. They heard terrible stories from leaseholders trapped in properties about the financial ruin they face and the mental torment of going to sleep every night in a flat that they know could be a death trap. There is clearly a need for some time for a debate on the Floor of the House, and for clarity and leadership from the Government. The Secretary of State for Housing, Communities and Local Government, the right hon. Member for Newark (Robert Jenrick) is sat next to the Leader of the House on the Treasury Bench. Can he guarantee that we will get that time as a matter of urgency?
The hon. Gentleman’s question is very well timed, with my right hon. Friend the Housing Secretary sitting next to me. I can assure the House that my right hon. Friend takes this matter with the utmost seriousness. Some £600 million of taxpayers’ money is being committed to removing dangerous cladding. The Government, and particularly my right hon. Friend, are ensuring that the dangerous cladding is removed, and that houses and flats are being made safe for people. If I may say while he is sitting here, the number of times my right hon. Friend has raised this issue with other Ministers, and is pushing for it as hard as possible, can give the hon. Gentleman confidence.

Commons ChamberMy hon. Friend is brilliantly championing an excellent initiative in his constituency that maintains social value for the people of Rugby. I think the council ought to be referred to the national planning policy framework, which makes it clear that local planning authorities are expected to balance social, economic and environmental considerations in a way that is appropriate to their area. That is already in planning guidelines, and I therefore encourage him to keep on reminding the council of its obligations.
Last summer, the Government announced a £3.6 billion town fund and identified 100 towns that were to benefit from it. I was disappointed that Ellesmere Port and Neston—
I was disappointed that those towns, and Little Neston, were not on the list, so I began tabling written questions about the basis on which successful towns were selected. I got a list of criteria, and I asked for the data that underpinned it, only to be told this week that that information was not available because the policy was still being developed. That prompts the question: how could towns have been selected for a fund if the policy was still being developed? We need a clear and unambiguous statement from the relevant Minister about that.
Policies are in development the whole time, and if we always waited for the complete development of every policy, nothing would ever happen.

Commons ChamberThe hon. Lady cleverly ensured that she was called when the Health Secretary was sitting next to me. The message has therefore been heard by an authority that is greater than mine when it comes to dealing with this issue, and health questions will take place next Tuesday. Let me add, however, that the inquiry is an absolute priority for the Government, recognising the dreadful, desperate scandal of infected blood, and also recognising the hon. Lady’s formidable and right campaign to make sure that people are aware of it. The Department of Health and Social Care has increased financial support to beneficiaries of the infected blood support scheme in England, and it is looking as a matter of urgency at the issue that she mentioned in relation to the differences between the schemes in England, Northern Ireland and Wales. The Secretary of State is here and has heard her point.
Constituents of mine who are leaseholders recently received a letter from a firm of solicitors called JB Leitch about some outstanding ground rent. What was particularly outrageous about the letter was that it included additional fees for late payment equivalent to 222% of the original ground rent charge, despite this being the first correspondence that my constituents had received on the matter. That is typical of the way in which leaseholders are being exploited in this country. May we please have a debate on how we can stamp out these terrible practices?
The Government are well aware of that issue, and I think that it might well be covered by legislation that is in the pipeline. I think that that would be the occasion on which to debate it.

Commons ChamberI think this is primarily an operational matter for the Metropolitan police. There is always a balance to be struck between allowing non-violent protest, which is a legitimate activity in a democracy, and preventing violence from taking place, but I will ensure that my hon. Friend’s question is passed on to the Home Secretary so that she is aware of his concern.
From next week, the number 22 bus service will no longer travel through Willaston, which is a rural community with a lot of elderly residents who will be more isolated as a result. It seems that every couple of months we have to go into battle with bus companies who change their routes or stop them altogether at a moment’s notice without any thought for the impact on my constituents. May we have a statement from a Transport Minister about when we can take back control of our buses?
I think the Government have proposed an extra £220 million for bus services, so there will be a significant financial commitment. I suggest that the hon. Gentleman raises this issue at Transport questions on 30 January.

I think that bank holidays are one of the things that come under the Lord President of the Council, so this is the first question I have ever been asked while wearing my Lord President of the Council hat. However, there is a great cost to bank holidays and I think the chances of having another one, although we all like to have a day off, is relatively slim, so I would not like to build up my right hon. Friend’s hopes.
May I join the tributes that have been paid to my predecessor Andrew Miller, who served the constituency of Ellesmere Port and Neston with distinction for 23 years? He was greatly admired and respected by his constituents. As I found when I entered this place, he was also greatly admired and respected across the House for his work during his time in Parliament. He will be greatly missed. He was a friend to many of us here and a real mentor, and my thoughts are with his family at this time. His work in the field of science and technology is well known, but he was also a patron for the charity RoadPeace. In that regard, will the Leader of the House update us on when the consultation that took place several years ago on increasing sentences for death by dangerous driving will actually result in legislation?
The hon. Gentleman is right to raise that point. The Government take the matter extraordinarily seriously. There were plans in the previous Parliament for dealing with it, and I would be very surprised if they were not revisited soon.

Lady may recall that not so many years ago we had a Second Reading debate for a couple of days on the role of the upper Chamber in an attempt to reform it, but it did not get very far. The problem with those debates is that so many people have so many different ideas that nobody can come to a conclusion about what ought to be done, so I would suggest that if people want such a debate, they have a word with the hon. Member for Gateshead (Ian Mearns).
Last week, 50 new towns were added to the future high streets fund. Ellesmere Port was not one of them, which was hugely disappointing, but then I saw that the majority of successful bids were from Conservative constituencies. May we have a statement, please, from the relevant Minister to assure us that this is not a political fix ahead of a snap general election?
Oh, of course it is not a political fix! No Government would ever behave like that.
