After the damage wrought by successive Conservative Governments, we have successfully reset relations with the devolved Governments. Thanks to the hard work of Eluned Morgan, Anas Sarwar and our brilliant Welsh and Scottish Labour MPs, we have provided the largest uplifts to their budgets since devolution began.

My hon. Friend will know that it was Nicola Sturgeon, campaigning less than a month before the 2021 Scottish Parliament election, who promised a new elective treatment and diagnostic centre for the people of Cumbernauld. Four and a half years later, my hon. Friend’s constituents are still waiting, and the SNP Government have admitted that they will not be building it any time soon. This Labour Government have committed billions of pounds in extra funding for Scottish public services, but voters in Cumbernauld and across Scotland will rightly be asking the SNP Government the question, “Where’s the money gone, John?”

Does the Minister agree that with a Labour Government at Holyrood working with a UK Labour Government, constituencies like North Ayrshire and Arran could be much better off, because nuclear policy in Scotland could change and sites like Hunterston, which is currently blocked from investment by SNP policy, could be developed to support small modular reactors, bringing good jobs to the community and playing a key part in our energy supply?

In England and Wales, Labour Governments are investing billions of pounds to deliver a new generation of clean, safe nuclear power. Hunterston, in my hon. Friend’s constituency, is just one of the communities in Scotland that could benefit from this investment, if it was not for the SNP Government’s outdated and ideological ban on nuclear power. Their student politics approach is holding Scotland back. Only a vote for Scottish Labour and Anas Sarwar next May will deliver the jobs and growth that nuclear power could offer Scotland.

We will not withdraw from the European convention on human rights. We do need to make sure that both the convention and other instruments are fit for the circumstances we face at the moment, and therefore of course we have been, as we have made clear, looking at the interpretation of some of those provisions. It would be a profound mistake to pull out of these instruments, because the first thing that would follow is that every other country in the world that adheres to these instruments would pull out of all their agreements with this country. That would be catastrophic for actually dealing with the problem.

The Prime Minister
I thank my hon. Friend for her question. I was very pleased to get the call from the Prime Minister of Norway on Saturday night, telling us that the UK had won this contract, beating off competition from the US, France and Germany because of the quality of shipbuilding in this country. This is a £10-billion deal—15 years-worth of shipbuilding, particularly in places like the Clyde, and thousands of skilled jobs in Scotland. It shows the importance of the defence industrial strategy, and the importance of Britain being taken seriously again on the international stage. It comes on top of the record investment in defence that we have already announced earlier this year.

The hon. Lady seems to want more delivery stats, so let me help her out. As my right hon. Friend, the Minister without Portfolio, said, we have had the highest growth of any G7 economy in the first quarter of this year, cuts in interest rates and an expansion of the warm home discount, which will mean that 6 million households will benefit from better insulated houses. I do not claim, in reading out these statistics, that everything is perfect—far from it—but I do believe that we have had change in the past year: change in the investment pattern of the country; change in real wages; and change in our trading position. That is change well worth having.

For too long, residents and frontline workers have had to navigate fragmented and underfunded services, and have had to arm up for battle when using public services. From our Best Start strategy to new neighbourhood health centres, we are reforming public services, so that money is invested in prevention, services are designed with and for local communities, and people always come first.

Does the Minister agree that, while waiting lists in England are falling thanks to billions of pounds of investment into our national health service, it is an absolute disgrace that, despite record levels of money being provided to the Scottish Government, waiting lists in Scotland continue to rise?

As my hon. Friend has set out, since Labour came to power, we have seen waiting lists continue to fall, with our 2 million new appointments, but the Scottish people have not seen the same benefits. Luckily, though, they do not need to wait long to vote for a Labour Government with a plan to change that.

The hon. Member will have seen the AI opportunities action plan, which sets out our aspiration for this country, including the opportunities for small businesses. The fusion of AI across the economy is top of the agenda. In the coming months, she will see more activity on how we will do that.

Our aim is to phase out animal testing as soon as is practicable. We have been working closely, and it was a manifesto commitment of ours. We have been meeting scientists and other Departments, because this area is not the sole responsibility of the Department for Science, Innovation and Technology. We intend to publish a strategy by the end of this year to make good on our manifesto commitment.

I am the chair of the all-party parliamentary group on phasing out animal experiments in medical research, where Members from all parties can work together to push for scientific experiments that do not rely on animal cruelty and to encourage a focus on non-animal replacements. Will the Minister meet me and the APPG to discuss future plans and a strategy for the manifesto commitment on phasing out animal testing?

I did not know that my hon. Friend had taken over the APPG; it is a good thing that it exists. We will work very closely with the APPG. Whether I am the right Minister or whether there is a more intelligent Minister—or a more charming one, perhaps—who might be of more assistance to her, I will make sure that she gets all the Ministers that she needs.
