Commons ChamberI am pleased to hear that apprenticeships are doing well in Scotland—I have been following that closely. I would like to see more apprenticeships throughout the United Kingdom. That would be a good thing. I hope that the hon. Lady welcomes the development of the employer levy. We are in the process of deciding exactly how it will work. We are talking to all devolved authorities and look forward to working with them on it.
Northern Ireland has a good story to tell with regards to the development of apprenticeships. However, with the resignation of the Minister responsible and the impending collapse of the institutions, will the Secretary of State indicate that he and his Department will step up to the mark if required, fill the gap and continue that good work?
Of course I hope that Northern Ireland is able to deal with these troubling issues and that there is no collapse of the institutions. If there is anything that we can do to help, we will of course look carefully at that.

Commons ChamberLandhead primary school in Ballymoney in my constituency was one of the recent winners of the national flag display to celebrate Magna Carta. There was a celebration here in Parliament square and at Runnymede. Now that the celebrations are starting to draw to a close, what are the Government’s long-term proposals to ensure that Magna Carta and, indeed, the celebration and support of Parliament continues to be part of the education process?
I congratulate that primary school on taking part in the important celebration of Magna Carta. We have reformed the curriculum, both at primary and secondary school, to ensure that it is more knowledge-based, particularly in history. That will ensure that future school leavers will understand and know more about our important British history.

Commons ChamberIt is good to contribute. First of all, right hon. and hon. Members, including the Minister and the shadow Minister, have been very kind in referring to Northern Ireland’s experience. It provided an important example for the rest of the United Kingdom. If I may, I would like to provide a little more of the Northern Ireland perspective.
On electoral registration, our aim should be to have an open, honest, transparent and, more importantly, accessible system so that those who want to vote are able to do so without difficulty. We do not need any more reason to deter or make difficult the process of voting, and there are obvious worries that the plans for individual voter registration will let many slip through the cracks. We also have to protect our democracy from fraud, and individual voter registration is one way of doing that, as many Members have suggested.
Before the Northern Ireland initiative, it was evident that, as the Electoral Commission in Northern Ireland reported, there had been a significant and worrying decline in both the accuracy and completeness of Northern Ireland’s electoral register. On 1 April 2012, post-general election, the register was 78% accurate, with one in five entries relating to people who were no longer resident at the address. An estimated 400,000 people were not registered at the correct address. Understandably, we had an ambition to address that issue.
It is valuable to have discussions in the devolved Administrations and the Northern Ireland Assembly in particular in the hope that through our respective Governments we can learn from each other about what makes for best practice.
Does my hon. Friend agree that one of the best initiatives in Northern Ireland has been the voter electoral identity card? People can apply for it, and it is free. It has a photograph and other identity marks on it, and it allows people to carry that credit card into the electoral booth to prove who they are and maintain their vote without molestation.
I thank my hon. Friend for that. Yes, that is another example of something that was done in Northern Ireland, and it is important to note that it provides a free opportunity to get voter identification.

Commons ChamberWill the Secretary of State confirm that he intends to visit Northern Ireland very soon, and that he will meet educationists there and convince them and confirm that A-level and O-level students will not be wrongly or poorly affected because of their A-level qualifications or transport ability, regarding qualification to colleges and universities on the mainland UK?
I absolutely will. It is vital that we reassure students and teachers in Northern Ireland that the qualifications they sit will be valued, and that access to universities in the rest of the United Kingdom will be upheld. I am proud that our kingdom is united, and that there are students in Northern Ireland who see themselves as part of a family of nations and a community of learning across these islands. I will uphold their right to equal access to institutions of higher and further education in these islands as long as I hold this office.

Commons ChamberI thank my hon. Friend for her intervention because that takes me to the next stage of my speech, which is to lay out the importance of early years provision. Labour is the party of Sure Start, and we increased expenditure on the under-fives nearly fourfold between 1997 and 2009-10. We know the value of early years provision.
I am interested in the to and fro between the two contending sides, but, as the hon. Gentleman said, this is a serious topic that should cut across party politics. When we look at the situation in Wales, as in other regions, we find that 16% of Welsh local authorities cannot provide sufficient holiday child care for working families. That is an indictment on any Government, and we must address it across the whole United Kingdom.
The hon. Gentleman is absolutely right, which is why I will draw on the work of the Government’s Social Mobility and Child Poverty Commission. It is clear that high-quality child care can improve child development for the most disadvantaged children, yet nearly half of low-income parents say that cost, rather than quality, was the main factor in choosing child care. As the chair of Ofsted, Baroness Morgan, recently pointed out, getting children school ready by reception year is fundamental to their life chances. We also know that access to universal and affordable child care can lift employment rates. Having both parents in work for long enough is the best guarantee of a life free from poverty.

Commons ChamberLast year’s riots were unprecedented in their violence and in the damage done to our society. We saw headlines such as “Mob Rule” and “Flaming Morons”. I hope never to see such things again. We owe a debt of gratitude to the police, who had to clear up under such difficult circumstances.
No one made those young people loot and steal and cause so much damage and fear, and there can be no excuse. The punishments meted out were right and I fully support them, but since those days the headlines have changed. We are not talking about the riots and the problems caused by those people, but asking why they did it. What caused that disorder? Is it moral decline, that the young have no respect, the benefit society or something more fundamental?
I want to prevent that type of appalling activity from becoming the norm in Britain or any other society, as I am sure all hon. Members do. To do that, we need to look seriously at prevention. I want to put the case that prevention is not just kinder than cure but incredibly cheaper.
I congratulate the hon. Lady on securing this debate. Does she welcome the “searching for answers” conference, which will commence tomorrow under the auspices of His Royal Highness the Prince of Wales, and which will be about the riotous situation that occurred in this land? Is that a welcome opportunity to try to get some of the important answers to the problems that she is describing in the House tonight?
The hon. Gentleman makes a good point. Anything that helps to prevent a repeat is to be welcomed.
I want to focus on a topic that we do not often discuss in the Chamber: the importance of love. Love in a prevention context begins with conception. It needs to go on throughout the baby’s life, but the critical period is conception to the age of two years. There is a very important reason for that: a loved baby who has his needs met will generally learn that the world is a good place and that people are generally kind. That baby will grow up expecting to be able to form secure bonds, make friends and hold down a job, and will generally have more capacity to lead a normal life.
On the other hand, the baby who is neglected or abused, or inconsistently treated, suffers two profound impacts. First, the baby who is left to scream is unable to control or regulate his or her feelings. When a baby knows something is wrong, he does not know whether it is because he is too hot, too cold, bored, tried or hungry—he just knows something is wrong, and he looks to an adult carer to sooth his feelings, relax him and get him back off to sleep.
When a baby is left to scream all the time, the stress hormone in the baby’s body—cortisol—rises to a level where it harms his immune system, and that harm can be permanent. What is more, if the baby constantly experiences raised stress levels, he becomes tolerant of his own stress level. You or I, Madam Deputy Speaker, might be excited by a scary episode of “Doctor Who”, but somebody with a high tolerance of their own stress level might need to go out to stab somebody to get the same level of excitement. Being permanently left to scream therefore has a profound impact on a baby.
The second impact is even more amazing. When a baby is born, his brain is barely developed; he simply has the amygdala, with the fight or flight instinct. Between six and 18 months old, the frontal cortex—the social part of the brain—starts to develop and puts on its peak growth spurt. That growth is literally stimulated by a loving relationship between baby and carer. Playing games such as peek-a-boo or gazing into baby’s eyes and saying, “I love you” and “Aren’t you beautiful?” literally stimulates the development of the baby’s brain. Conversely, as we saw from the appalling situation in Romanian orphanages, the orphans, who had no human contact at all, literally suffered brain damage; they were unable to communicate in any way, because they had had so little human contact.

I note that the particular bird has flown, but is it in order for a Member on the Front Bench to berate, scoff, scold and hiss at the Chair when a Member is trying to ask a question? Do you recognise that it is disrespectful to the House and the Chair, and, importantly, it also impedes a Member from asking a question and getting a sensible answer from the occupants of the Front Bench? Will the Speaker make it clear that his order covers not only Back Benchers but Front Benchers?
The hon. Gentleman is absolutely right about the last point. The writ of the Chair applies to all Members, irrespective of whether they sit on the Back or the Front Benches. On his particular point, I must say that nothing was recorded. I was focused at all times on the questions being asked, those seeking to ask them and Ministers answering them. However, respect for the Chair is important, and respect by one Member for another’s right to be heard without interruption is extremely important. I hope that it will not be necessary in the course of the new Parliament and the new politics for that point to have to be made again from the Chair. I am grateful to the hon. Gentleman for highlighting an important matter.
