I want to summarise some of the issues relating to the amendments standing in my name and those of many others, including, most importantly, my hon. Friends the Members for Swansea East (Carolyn Harris) and for Inverclyde (Ronnie Cowan)—they are hon. Friends in this case, although I am not sure they will want to be pursuing that one further. This genuinely was a very cross-party process. Interestingly, the list of names of Members who support the amendments tells us everything we need to know about the strength of feeling that existed in the House.

We accept the Government’s change, to which I shall come back in a moment, but it is worth reminding ourselves that this process has had a long gestation. I remember having conversations with my hon. Friend the Member for Chatham and Aylesford (Tracey Crouch) probably two years ago, at least—

It was a long time ago, and even then we discussed the specific problems with fixed odds betting terminals, along with wider issues. There was this long process of gestation, and then the hon. Members for Swansea East and for Inverclyde got involved and the all-party group was formed. I congratulate them on managing to get things on to a much more even keel in respect of this being a cross-party process, in which I played a part.

We arrived at the point when we had finally persuaded the Government, with massive internal support from my hon. Friend the Member for Chatham and Aylesford, that it was necessary for us to make this change, given that these machines, although not alone in this, were peculiarly addictive. It was accepted that they led to a higher level of addiction and had dramatically changed the nature of betting shops. Years ago, when gambling was liberalised under a previous Government, I said, given my involvement in some of the studies, that I thought that was a mistake. When it comes to widening and liberalising gambling, the situation is not like in any other industry. It really is not just about jobs and businesses, because change involves people making decisions that are not about positive life outcomes. Thus, the situation needs to be treated separately. I remember the discussions about super-casinos, when I said that I was appalled by the idea that establishing a super-casino would somehow regenerate a town. I said, “It won’t regenerate the town. It will make it descend, and everything will then hinge around the behaviour of people in and around the massive casino.” That is by the by; liberalisation became the process.

I was really pleased when the Government finally agreed to reduce the stake to £2. My goodness, what a peculiar argument we had. We heard the Gambling Commission and the gambling industry asking many times why we would not go to £30 rather than £2. The slow extraction of teeth in this process was fascinating to behold. The worst bit for me and, I am sure, for my colleagues, was hearing the endless testimony about the families’ lives that had been blighted by this terrible addiction. Even though I was opposed to FOBTs, I had not been aware of the real human harm being caused, because one does not see it, but, as my hon. Friend the Member for Chatham and Aylesford knows, that was the real driver behind why we wanted to act. It was really quite moving to hear the stories at first hand and to see families’ dedication to never allowing others to get into such a situation.

I was really proud of my Government for making the decision and accepting that there was a need for change. We thought the process was done. I argued for making the change this October, because there was no point in hanging around. I thought that we did not need to worry about the gambling industry, because it would make whatever changes were necessary and it gets a lot of money anyway, so I was not that bothered about it. I remember the discussion about why we were not acting in October, and we reluctantly agreed that perhaps 1 April would give the industry time. The next thing we heard was that the date had gone back to 1 April 2020 —the following year—which was never agreed.

All of a sudden, the Government then said that they had agreed to make the change in October 2019, which they said was an advance of six months, and we said was a delay of six months. We established that the gambling industry would make well over a billion pounds during that six months. The real problem was why there was a delay, as it was clear that, as the hon. Member for Norwich South (Clive Lewis) said on behalf of the Opposition, the gambling report said nine to 12 months, and nine to 12 months from the date of the original decision took us to approximately April or May the next year. All that was part of the consideration. We had debates about why the date had gone back and, although I will not make a big thing about this, I did say to my right hon. and hon. Friends in government that they needed to put it back to 1 April. At the time of the Budget, their date was rejected.

I thank the hon. Gentleman for his kind words. Rather than talk about Labour manifestos, perhaps I should remind the House that it was Labour legislation that caused this issue. However, I will be generous and say that I think it was an unintended consequence of the liberalisation of the gambling industry. I was a staffer in Parliament at that time and clearly remember the significant interest in casinos and supercasinos; much of the discussion about gaming machines was lost in that debate.

The hon. Gentleman raised several key points, starting with the closing of loopholes for operators in Gibraltar. My right hon. Friend the Secretary of State reminds me that it was his private Member’s Bill on offshore gambling that started the process that led to our changing the legislation to require Gibraltar-based operators to pay their gambling taxes to the Exchequer, so I feel we have already dealt with that issue. While I am referring to the Secretary of State, may I acknowledge his work to progress the response to the review? His support on this issue has been phenomenal and I am incredibly grateful for the work he has done.

We have taken the decision not to introduce a statutory levy at this point. The hon. Gentleman will be aware of the comments I have made at various events, when I have referred to this situation as the last-chance saloon. We hope that the work we are doing to reduce FOBT stakes will reduce the vulnerability and the harm, but that is not to say that we do not need to improve treatment services. We are working incredibly hard with the Department of Health and Social Care and Public Health England to gather together the evidence that the hon. Gentleman cites, so that we can get the right treatment services in the right places. We recognise, as do colleagues in the Department of Health and Social Care, that treatment services are currently limited, and have perhaps been the Cinderella service in the addictions sphere. We are working on that and have had some great advice from across the clinical spectrum on what we need to do.

On advertising, I fully understand the hon. Gentleman’s concerns, and those of others who have raised the issue. Since the publication of the review we have made excellent progress on strengthening the rules on gambling advertising, including the publication by the Committee of Advertising Practice of tough new guidance on how to protect the vulnerable. From June, a responsible gambling message will appear on-screen throughout all TV gambling adverts, not just at the end, and the Gambling Commission has already consulted on expanding the sanctions for breaching the advertising code. There is much more to come, including the advertising campaign to which I referred, as well as the work to look into how we can protect children that will be done later this year. We are also going to have some research on the effect of marketing and advertising on children and young people. Although we may not have made that tough decision now, it is certainly not a closed issue.

I rise simply to congratulate my right hon. and hon. Friends on arriving at this decision. This campaign has embraced all the House, including the hon. Members for Inverclyde (Ronnie Cowan) and for Swansea East (Carolyn Harris), who have joined in the efforts, so this is not a day for party political comments. I simply say that back in 2005 many Members from all parties were concerned about the legislation that was going through, not just on gaming machines but on supercasinos. Does my hon. Friend agree that notwithstanding the fact that there are people in this House who believe this is an issue of choice, when there is clear evidence that normal choice is bent by addiction and by the addictive level in the way that people exercise their choice, that is when Government should step in? This is not about the nanny state; this is about righting a wrong and helping those who need help.

I agree entirely with my right hon. Friend. As I said in my opening statement, this is not about one particular product, although what we are doing is targeting intervention on the most harmful product, and the most harmful product on our high streets at the moment is the fixed odds betting terminal.

I disagree with the hon. Gentleman. The figure I gave in my response to the last of the questions showed that, in actual fact, the pilots are beginning to show categorically that if there is proper management by local authorities, the number of people defaulting is very low. That we can deal with. [Interruption.] Instead of playing games, paying this direct and treating housing benefit tenants as children, does he not think that part of the reason why they crash out of work early is that they cannot cope with the extra responsibility? By getting them ready for that responsibility before they go to work we are doing them a favour, and that figure shows we are supporting them.

T2. Later this week, my constituent Danny Shingles will go into hospital to have a debilitating polycystic kidney removed. I am sure that the Secretary of State is aware that cysts on kidneys burst, poisoning the body and creating great discomfort. While preparing for his operation Mr Shingles is also having to appeal a decision to stop his disability living allowance and employment and support allowance, despite the fact that after his operation he will be entitled to have them again. This is causing my constituent much unnecessary stress, so will the Secretary of State review the guidance given to assessors to ensure that all factors, including the scheduling of operations, are taken into account when making decisions about whether someone is entitled to benefits?

Unfortunately, there has been much scaremongering about the impact of welfare reform on those who are disabled or who have mental health conditions. Will the Secretary of State assure the House that the most vulnerable members of society will still get the support that they need?

Yes, I can give such an assurance to my hon. Friend. We have for some time needed to simplify and streamline the current disability payments and to target the support obviously and particularly on the most severely disabled people through the universal credit, which will happen, and through reform to disability living allowance. DLA will not be incorporated into the universal credit—it will continue as a separate allowance because it is non-work related. I can promise her that that is uppermost in our minds in the design of the system.
