I can certainly assure my hon. Friend that I will do everything I can to champion companies such as Rolls-Royce, whether in civil aerospace or defence aerospace. I try to take it on as many of my trade missions as possible, because it is an absolutely world-class, world-beating company. Obviously, it is disappointing that it plans to reduce the number of people it employs. It is not yet clear how many of those job reductions will be here in the UK. Of course, Rolls-Royce employs over 25,000 people in the UK. If we look at what has happened to the aerospace industry over the past four years, we see that employment is up by 10%, exports are up by 48% and turnover is up by a fifth. This is a successful industry that is being backed by our modern industrial strategy, but we need to do everything we can to make sure this company, and others like it, continue to succeed in the years ahead.

Q7. In 2010, Warrington had 127 full-time equivalent GPs. At the last count, it had 97, and some of my constituents are waiting up to two weeks for an appointment. Is the Prime Minister’s failure to provide access to basic health care a result of deliberate policy, or is it simply carelessness?

First of all, there are 1,000 more GPs across the country than there were in 2010. If the hon. Lady wants to know what has happened in Warrington under this Government: when I became Prime Minister, 130 people were waiting a year for an operation; today, that number is zero. That is what has happened under this Government. Because we are making the money available, it is possible to have more GPs coming into an area, alongside the 1,000 we have already introduced.

The right hon. Gentleman is right that our relationship with India will go beyond technical assistance. It will include us helping with investments in small and medium-sized enterprises, particularly in rural and poorer areas of India, so that we not only help them to get the most out of India’s development spend, but drive economic development too.

2. What recent assessment she has made of the humanitarian consequences of violence in eastern Democratic Republic of the Congo.

I am extremely concerned about the humanitarian situation in eastern DRC. Some 130,000 people in and around Goma have been displaced by the recent violence. Elsewhere in DRC, armed group activity continues to displace large numbers of people, and attacks on civilians are common. There are now 2.4 million displaced people in DRC, up from 1.7 million at the end of 2011. The hon. Lady might be aware that last month I announced an additional £18 million to address humanitarian needs in DRC.

The Secretary of State will be aware that when NGOs had to evacuate their personnel from eastern DRC, priests remained. Churches were often the only source of support for the victims of violence. Will she undertake to work with those churches in the distribution of aid to ensure that it gets to those who are most in need?

The Tokyo summit was essentially a grand bargain between members of the international community to ensure that funding and support will continue through 2015 to 2017, and indeed throughout the decade of transformation to 2025. In return for that, the Government of Afghanistan need to continue to place a strong emphasis on governance reforms and economic reforms.

T3. We have just marked the first anniversary of the creation of South Sudan, but 1 million people there require food aid, and along the border the situation is even worse, with between 15% and 22% of under-fives suffering from malnutrition. Will the Secretary of State ensure that the United Kingdom’s response targets the needs of those children, who are the future of that struggling country?

The hon. Lady rightly identifies the plight of the many people caught up in that conflict. A girl born today in South Sudan is more likely to die while having a baby than to complete her primary school education. However, the position on the border, particularly in Abyei, is now easing, and there are some signs of optimism in the direct negotiations that are taking place between South Sudan and Khartoum.

I am grateful to the right hon. and learned Lady for raising this issue. As she knows, it is being addressed through the extractive industries transparency initiative on which I attended a meeting in Paris recently and to which there is now increasing commitment. In addition, my right hon. Friend the Chancellor said on 20 February that we would work with our EU partners to look precisely at what we can do to examine the very obvious example that is coming from Dodd-Frank in America, but making sure that is done at an EU level.

My ministerial colleagues and I have frequent meetings with non-governmental organisations and others who stress the importance of tackling corruption. Corruption threatens economic growth in developing countries, wastes resources and deters investment. The coalition Government will not tolerate corruption and will do their utmost in all their development programmes to eliminate it.

I am grateful to the Minister for that reply. We welcome the publication of guidelines on the Bribery Act, for which organisations such as the Catholic Fund for Overseas Development have campaigned for some time, but will he tell the House how he expects the Act to be properly implemented given that the Serious Fraud Office is facing 50% cuts and many of its members have resigned, including the head of anti-corruption? What discussions has the Minister had with his colleagues in the Ministry of Justice about this?

I am sure that the hon. Lady appreciates that that is primarily a matter for the Treasury rather than the Department for International Development. We believe that corruption is bad for development, bad for poor people and bad for business, and today’s written ministerial statement lays out concrete guidance for the implementation of the Bribery Act to which we look forward.

My hon. Friend puts it extremely well. Far from standing on the shoulders of the suffragettes, or whatever nonsense we heard at the weekend, the fact is that the Leader of the Opposition is sitting in a great big pool of debt that was his creation, and he has got absolutely no idea what to do about it.

Q15. In 2009, the Prime Minister promised families with disabled children, in his own words, “a crack team of medical experts—doctor, nurse, physio—”to“act as a one-stop-shop to assess families and get them the help they need.” Can he tell the House how many of these teams have been set up?

What I can tell the hon. Lady is that it was very much something based on my own experience of having repeated assessments when you are trying to get help, benefits and social work, and in the special educational needs Green Paper that precise idea is rapidly becoming Government policy.
