Commons ChamberWhat needs to happen is for a negotiation to be completed and for the CAP payments that are set out in the negotiation 2014 to 2020 to continue up until then, and then for a future Government—the UK Government, but also, now, the Scottish Parliament, with its powerhouse financial powers—to decide the payments they want to make to Scottish farmers.
When the Prime Minister got back from Brussels last night, was there any message from the hon. Member for Uxbridge and South Ruislip (Boris Johnson) about where to find the £350 million for the NHS?
It was pretty late by the time I got back, and there was not really time for anything.

Commons ChamberI certainly think we should continue with the Prevent strategy and I am very happy to look at any ideas for things that we can do to strengthen our attack on hate crimes.
The farming community will be affected by this vote almost more than any other. It, too, was promised a continuation of subsidies and support. What reassurance can the Prime Minister give it that this will indeed be the case?
I can say what I said during the campaign, which is that as far as I am concerned, I want a living, working countryside where we continue to support our farmers. That was guaranteed as part of the EU up to 2020. What is going to happen now is that those farm payments will continue up until we leave and, at the point at which we leave, a new Government will have to make a decision. Certainly, I will be pressing for continued support for agriculture because, as I say, our countryside is as it is because it is farmed, and long may that continue to be the case.

Commons ChamberI am delighted to answer that offer and say yes, I would like to go. I remember very well that it was early in the 2010 Parliament when Pfizer made that decision. There were real concerns that it would lead to an exit of jobs and investment from my hon. Friend’s constituency. I want to pay tribute to David Willetts who, as Minister of State for Universities and Science at the time, did a great job working with others, including with the local MP, to get businesses to locate in the constituency, and to show that there is a very strong pharmaceutical and life sciences industry in our country, providing the jobs that we need.
Q6. With industrialists such as GlaxoSmithKline and Hitachi warning that if we left the EU, jobs would be lost, the Brexit economist Patrick Minford has revealed that under his side’s strategy, manufacturing would be mostly eliminated. Will the Prime Minister join me in calling on the Brexit leaders to say how many other people’s jobs they would sacrifice on the altar of their own political ambitions?
The hon. Lady makes an important point, which is that one of the reasons why international companies such as Hitachi invest in Britain—of course, we also have excellent labour relations, the English language, and a very hard-working workforce and great engineers—is that we are members of the single market. I thought that what the head of Hitachi said this week about wanting us to be the European headquarters, and to manufacture those trains in the north-east and sell them all over Europe, and how that might not be possible if we were to leave, was an incredibly powerful statement. In my clear view, jobs come first, and if people want to vote for jobs, they should vote for remain on 23 June.

Commons ChamberI will certainly discuss that issue, and it is right that my hon. Friend raises it, because many Chagossians live in his constituency of Crawley. What he said is not entirely correct; the National Security Council and the Cabinet have been looking at the situation of the Chagos islanders and reviewing all the options for how we can help with their future. Those discussions have taken place and obviously we need to come to a conclusion about the best way forward.
Q12. Some people think that the worst case that has been made so far to vote to leave the EU is the claim that England is an island. Will the Prime Minister tell the House the worst argument that he has heard from the Brexiters?
I think it is probably that we would get out of the Eurovision song contest. Not only would that be incredibly sad, but given that Israel and Azerbaijan, and anyone anywhere near Europe seems to be able to enter—[Interruption.] Australia, too, so we are pretty safe from that one.

Commons ChamberOne of the schoolgirls was lured over Twitter by another girl from the same school who had gone to Syria just before Christmas. Surely, that demonstrates to the Prime Minister the weakness of his relying on a voluntary approach with social media firms. Will he explain why the authorities did not keep track of the girl who had already gone to Syria?
That is a very difficult question. We do not have an entirely voluntary approach with social media companies. We passed a law through this House, the so-called DRIPA legislation—the Data Retention and Investigatory Powers Act 2014—so that we can enforce the extraterritoriality of our desire to see the data and content of communications between potential terrorists. We have that legal power because of the work we have done during this Parliament. The point I made in my statement, and which I will continue to make, is that getting organisations such as Twitter, Facebook and Google to help us, where possible, to combat terrorist extremism voluntarily—by taking down pages with extremist content, and revealing to us people whom they think might be at risk of radicalisation, extremism or worse—is all to the good, but when it comes to combating terrorism, we have legal remedies as well.

Commons ChamberI will certainly look at this report, because, of all the health care conditions, diabetes is one of the ones where, if we act on it fast, we could have a huge knock-on effect on the NHS. If we look at the costs of things such as amputations and other treatments because people are getting diabetes, we see that we could make an enormous impact. The hon. Gentleman raises the issue of people being able to self-regulate. An enormous amount of exciting new technology is coming forward on diabetes, and I want to make sure that that technology is rapidly adopted by the NHS.
The independent Office for Budget Responsibility says that the Government’s long-term spending plans mean cutting 1 million public service workers. Could the Prime Minister tell the country which million he is planning to cut?
The OBR says exactly what the Treasury says, which is that everyone who last night voted for the fiscal mandate is committed to £30 billion of adjustment in the next two years. My party has set out exactly how we meet that: it is £13 billion of departmental cuts and £12 billion of welfare cuts and £5 billion from tax evasion and avoidance. So far the Labour party has told us absolutely diddly-squat about how it would raise a single penny of that money, so the challenge for the Labour party is: if you are going to sign up to £30 billion of adjustment, is it not time you told us which taxes are going to go up, what you are going to do about debt and how you are going to wreck this country’s economy?

Commons ChamberI do sometimes wish that my hon. Friend would tell us what he really thinks, instead of this shrinking violet approach. We do not necessarily agree on the future, but we do agree that there is only one way to give the British people that choice.
We have learned that of the upward revisions to GDP £4 billion is attributable to illegal drugs and £5 billion to prostitution. Is that the great fruit of the Tories’ long-term economic plan?
If the hon. Lady looks at the figures, she will see that quite a big change came about because of the way in which charitable income and charities’ finances are calculated. As I have said, the figures are horrendously complicated, because some of them date back to 2002, and some are based on a fundamental reassessment of how these things should be measured. But we will get to the bottom of what the figures mean only when we look at what happens in every single EU country.

Commons ChamberI think that the aim of Russia is to deny the people of Ukraine their legitimate choice to be closer to the European Union and to have an association agreement with it. We need to say very reasonably to President Putin that he cannot overcome the stated will of a people to determine their own future. Of course there should be a relationship between Ukraine and Russia, and indeed between the European Union and Russia, but he cannot use force to stop people choosing their own future. That is why we should measure our response to Russian action not in a military response through NATO or Ukraine, but in raising the pressure through sanctions. We should say to Russia that if she continues down that path, she will suffer economically, because ultimately, as I have said from this Dispatch Box before, Russia needs America and the European Union more than America and the European Union need Russia.
Further to the Prime Minister’s last answer, it is clear that ultimately, we will need to move to a political process with the Russians. What support have NATO and the United Kingdom given President Poroshenko in developing his political dialogue with the Russians?
That is a very good question. We are supporting President Poroshenko by saying that a ceasefire is only the first stage and that what is required is a proper, worked-up peace plan. He set out a 12-point plan in front of all of us at the meeting. We are giving him our support by saying that we will do everything that we can to engage with Russia to ensure that it engages properly in the peace process. That has to include getting Russian soldiers out of Ukraine and Ukraine being able to determine her own future. Obviously, Russia also has a number of concerns, including over the treatment and rights of Russian minorities in Ukraine, which it is perfectly legitimate to discuss.

Commons ChamberMy hon. Friend is absolutely right. We need to look at some of the energy proposals, such as piping gas directly from places such as Azerbaijan to southern Europe, so that it does not have to go through Russian pipelines, alongside the other things that I have mentioned. The key point is that unless those specific actions are taken, a lot of European countries will remain over-reliant on Russian gas. In Hungary and one or two other countries, a very high percentage of the gas comes directly from Russia. It will always be difficult for those countries to be part of a more unified approach in standing up to Russia on those or any other issues.
The Prime Minister has rightly stressed the importance of the G7 behaving in a predictable manner. However, last week, under the heading “British troops in show of force on Russian border”, The Times reported that
“Ukraine…is regarded as a NATO partner.”
Surely such statements are a recipe for confusion, instability and miscalculation. The benefits and obligations of NATO membership are clear. We cannot have a penumbra of semi-NATO members. Please will the Prime Minister clarify the situation?
We are very clear that our obligations relate to other members of the NATO alliance. Of course, that includes the Baltic states and Poland. I will apologise to nobody for sending additional British help to those countries for things such as air defence to reassure them at this time, because they contribute to the NATO alliance, they have Russian minorities, they are extremely worried by what they have seen happening in Ukraine and they want to know that NATO means something. I am happy to say that it does.

Commons ChamberMy right hon. Friend makes a strong argument. Britain has a diverse source of energy supplies—we have North sea oil and gas, we have long-term supply contracts with countries such as Qatar, we have our nuclear industry which we are now reinvigorating, and a large investment in renewables. One of the arguments that colleagues were making at the European Council was that we should encourage the US to start exporting some of its gas. That would be hugely beneficial and something that we should support, but in my view it raised the question why the European Union is not doing more to support and promote recovering unconventional gas. We should be doing that ourselves in order to enhance our energy security, and that goes for all the countries of the European Union.
Can the Prime Minister tell the House what the international community might do to protect the Crimean Tatars? By the same token, what message have the British Government given to the new Ukrainian Government about the protection of Russian minorities?
The hon. Lady makes an important point. In all our dealings with the Russians and with the new Ukrainian Government, we have set out the importance of making sure that the new Ukrainian Government are inclusive and that the Ukrainian elections give proper rights to minorities and to Russian speakers. As I say, we emphasised that point to the Russians as well, and obviously the Tatars in Crimea are a case in point.

Commons ChamberI have spoken to my hon. Friend and his Humberside colleagues on a number of occasions about this very important investment. We all want to see the Humber estuary become a real magnet for investment, particularly green energy investment, so I am very happy to look at the issue that he has raised with me—he has raised it with me before—and particularly at the planning permission, with, of course, the responsible council.
Q2. The parents of the 1 million young unemployed people will think the Prime Minister is totally out of touch. This year, the number of young people with jobs has dropped by 77,000, and the Government’s Youth Contract has reached fewer than one tenth of the young people it was supposed to help. Does the Prime Minister not understand that not everybody lands their first job with help from a royal equerry?
The hon. Lady should welcome the fact that the number of young people who are claiming out-of-work benefits has fallen by 10,900 this month. That is what is happening—100,000 young people accessing work experience, many of them getting into work. It is 20 times more cost-effective than the future jobs fund, which she supported. That is what is happening under our economy, but, as I said, there is absolutely no complacency: more needs to be done to get young people into work.

Commons ChamberMy right hon. Friend is absolutely right to raise this matter. We will be setting out further consultation later this year, as we have previously announced. We are committed to a very generous and fair compensation scheme. Matters relating to compensation are very important, which is why we have to consider them carefully and make sure that we get the decisions right. My right hon. Friend the Transport Secretary will be happy to meet her and discuss her constituents’ concerns.
Q11. The Prime has been helping Jersey-registered companies with their exports. Perhaps he could tell the House whether the reason he took Petrofac’s Ayman Asfari with him to Kazakhstan was because he had donated £300,000 to the Tory party.
First, let us remember which Government made sure that Jersey, Guernsey, the Isle of Man and all the others paid taxes properly—it was this one. I will tell the hon. Lady directly why I took Ayman Asfari to Kazakhstan: Petrofac is a company that employs tens of thousands of people in this country. It is investing billions in the North sea and is a major British energy company. I am proud of the fact that we fly the flag for British energy companies, so when I have finished taking them to Kazakhstan, I will be taking them to India, to China and to Malaysia. We are not embarrassed about business, industry, enterprise and jobs on this side of the House—we want more of them.

Commons ChamberWe agree that the current system is unfair, and my hon. Friend gave the figures. We have committed to consulting on how best to introduce a national funding formula for 2015-16. We will consult widely all the interested parties to get this right. That will obviously include all Members of Parliament, and I know he will campaign very hard on that issue.
The Tory Chair of the Treasury Select Committee has described the Government’s banking reforms as “falling short” and in some respects “virtually useless”. Is this the pay-off for all the millions the banks have poured into the Tory coffers?
It is this Government who commissioned the Vickers report. It is this Government who committed to a ring fence around retail banks. It is this Government who are legislating to have criminal sanctions against bankers. What did the last Government do? What did those two do when they were sitting in the Treasury when Northern Rock was handing out 110% mortgages? They were knighting Fred Goodwin and watching while Rome burned.

Commons ChamberI am grateful to my hon. Friend. We should listen very carefully to the Governor of the Bank of England. He has said that growth is slower than we would like, but that the economy is moving in the right direction and that rebalancing is taking place. The things that need to be fixed in our economy, in terms of bank lending and the housing supply, are being fixed, and that is what the Government are determined to do.
One of my constituents has learned that when the bedroom tax is introduced she will have £24 a week to live on. She is so anxious about how she will manage she is receiving cognitive behavioural therapy. Her anxiety is totally understandable. Does the Prime Minister agree that those who should be receiving cognitive behavioural therapy are the ones—namely his Ministers—who think that she could live on £24 a week?
The Opposition have to address the fact that for 13 years in government they were perfectly content to have a housing benefit system for people in private sector housing that had no extra benefit for empty rooms. I cannot understand why they cannot see that it is unfair to have one rule for people who have the benefit of social housing with lower rents and another rule for people in private sector accommodation. Week after week, Labour MPs and the Labour leader come here opposing this benefit change, that benefit change and everything we do to deal with the mess they left to fill in the deficit they left us. Until they learn to take some responsibility for the mess they left, no one will ever listen to them.

Commons ChamberI thank my hon. Friend for what he has said. I think this is a reminder of two very clear points. First, we face a large and existential terrorist threat from a group of extremists based in different parts of the world who want to do the biggest possible amount of damage to our interests and way of life. Secondly, those extremists thrive when they have ungoverned spaces in which they can exist, build and plan. I very much agree with what my hon. Friend has said. Under this Government—as under previous Governments—a lot of priority has been given to the funding of the security services, and there is now a good system for bringing together intelligence and military and political planning through the National Security Council, and in other ways including the emergency committee Cobra framework, which brings people together very rapidly to ensure that all parts of the British Government and state are able to bring their expertise to bear.
This area is obviously extremely unstable. As the Prime Minister knows, Algeria has just emerged from a civil war and there are failed states on either side of it. Will the Prime Minister say a little more about the diplomatic activity that he is now going to embark on in that region?
First, I want to praise our ambassador to Algeria and his staff, who have been working around the clock and have been extremely effective in getting information to us about what is happening. We are expanding our network of embassies and contacts around the world but we must look all the time at how well we are represented in different countries, and where best to thicken the contacts we have. I think we have to do that in partnership with other countries. For instance, there is no doubt that in parts of west Africa the French have excellent connections with countries where we have less-good connections, but likewise there are countries where the opposite applies. We need to work with our partners—I discussed this with President Obama last night—and ensure that between us we have the strongest possible contacts.

On the issue of the EU budget, I think there is a good reason why that coalition should stick together and push hard for a budget that, yes, is about growth, but comes in far lower than where it is today. I will work very hard to try to make that happen.
I am afraid that I am still not quite clear what the Prime Minister’s view on a referendum is. Is it that he thinks it is not a good time now because of the problems in the eurozone, or does he take the view that it would never be right to have an in/out referendum?
My view is that Britain should be looking for a different and better settlement between Britain and the EU. That is something we can push for, because Europe is changing. The single currency is driving change in Europe. When we have achieved that new settlement, we should seek fresh consent for it—and, yes of course, that could include a referendum.

Commons ChamberMy hon. Friend always speaks up for Shrewsbury. He is absolutely right that when these franchises are considered, there are opportunities to make the case for more investment and more services. I am sure that the rail operators and others will listen very closely to what he has said today.
Q14. My constituent is recovering from cancer but she has had her employment and support allowance stopped after 365 days. The Government’s consultation on changing the rule ended in March. When will we see justice for the 7,000 cancer patients in that situation?
I have looked carefully at that case and I know that the hon. Lady has now had a response from a Minister. As she knows, there are two types of ESA: one that provides permanent support that is not means-tested and another that is means-tested after a year. We are ensuring that more people with cancer are getting more help and more treatment, which is very important. It is right that there should be two forms of ESA so that those people who genuinely cannot work or prepare for work get supported throughout their lives.

Commons ChamberI can see that it must have been a particularly satisfying and heart-warming taxi ride for my hon. Friend. As I have said, I do not think that an immediate in/out referendum is the answer, but ruling out a referendum is not the answer either. There are opportunities to build the sort of settlement we want in Europe and the Government believe that we should take advantage of them.
Will the Prime Minister tell the House what indications he has had from European colleagues that they would be likely to agree the repatriation to this country of the social chapter and other powers?
We were able to renegotiate the bail-out power and get out of that part of the treaty, so we have had some small success on that agenda already. There is a big change coming in Europe. I cannot say how fast it is going to go and whether it will be a number of small treaties or a bigger treaty, but there will be opportunities. The eurozone countries will have to do more to integrate, which will give others opportunities to pursue their own agendas.

Commons ChamberFurther to the Prime Minister’s answer to my right hon. Friend the Member for Doncaster North (Edward Miliband) on the Leveson inquiry, he is of course absolutely right that we need a free press, but the nation will not thank him if he goes along with the suggestion made by Tory peer Lord Hunt, chairman of the Press Complaints Commission, that the Defamation Bill, which is coming forward in September, should be used to legislate for a new system. That would pre-empt the Leveson inquiry. Will the Prime Minister make it clear that he will not do that?
I am glad that the hon. Lady asked that question, because I have absolutely no intention of pre-empting the Leveson inquiry in any way at all. I think that if we look back to the debate we had in this House, we will see that both the leader of the Labour party and I said how important it was to trust Leveson to get on with the job and to give every signal that we want to be able to adopt what is proposed without there being regulatory arbitrage between the parties. I think that there is an understanding on that basis but, given that there is that understanding, I repeat again that it is important that hon. Members on both sides stress the importance of a free press to the health of our democracy.

Commons ChamberI am delighted to do that. My hon. Friend makes a good point. That is why I was concerned to ensure that there are people on the panel who really understand how television, newspapers and regulation work. For instance, I think that the fact that George Jones, who spent many years in the Lobby, will be on that panel of experts will help the committee of inquiry do its work.
Last week, I asked the Prime Minister whether Andy Coulson had been through the official positive vetting procedure. Instead of answering, he referred me to the rules of conduct for special advisers and the standard contract. Will he now answer the question?
He was vetted. He had a basic level of vetting. He was not able to see the most secret documents in the Government. I can write to the hon. Lady if she wants the full details of that vetting. It was all done in the proper way. He was subject to the special advisers’ code of conduct. As someone shouted from behind me, he obeyed that code, unlike Damian McBride.

Commons ChamberMy hon. Friend correctly identifies this as a problem, but I am not sure that I agree with his solution, although I will certainly look at it. It seems to me that it would be much better to try to have the same sort of transparency between the police and the media that we want between politicians and the media, because, in the end, I think transparency about media contacts would help to prevent the culture of leaking and briefing that has grown up in some parts of the police.
The Prime Minister’s statement was a bit complex, but it sounds as if the decision on the takeover would be made before the end of the judicial inquiry and the police inquiries. Is that correct, because surely it is not right?
The problem we face is that we have a set of rules concerning competition policy, plurality and “fit and proper” tests that are all laid down in the law and have to be carried out by Ofcom, the competition authorities and, indeed, the Secretary of State. He has to obey the law—and these laws were, largely, put in place by the previous Government. The Competition Commission will look at this; it will take its time, but it cannot take for ever in making its recommendation. Then there will be a decision for the Secretary of State. We cannot do anything but obey the law, but what we are doing today—what the leaders of the Labour party and the Liberal Democrats and I are all doing—is making a clear statement about our opinion by saying to this business, “You can’t go on pursuing a merger when you ought to be dealing with the mess you’ve got in your own business”, and I think that is the best thing to do.

Commons ChamberI thank my hon. Friend for his question. The most important thing is to encourage countries to take action in respect of the UN resolution and to put in place its terms as quickly as possible. We held a Privy Council meeting yesterday to allow us to pass legislation putting in place the asset freeze. We should encourage others to take that step before considering the next step of widening the net and putting even more pressure on the regime.
Before the Prime Minister takes too many cosy trips down memory lane with Sir John Major, perhaps he will recall that the arms that were exported to Iraq under the last Tory Administration were never paid for. As part of his review, will he look into the role that the Export Credits Guarantee Department played in providing cover for arms sales to unstable countries?
The trip down memory lane that I was taking was to Kuwait with John Major to celebrate the fact that 20 years ago this country played a part in an international coalition to bring about its liberation. Kuwait is not a democracy like us, but it has a Parliament and is taking steps to greater openness. Should we have a close relationship with such countries? I say yes, we should.

Commons ChamberQ5. The Prime Minister has repeated his claim that the Government are putting more money into the NHS, yet the County Durham and Darlington NHS Foundation Trust has been told that it must make cuts of 16% over the next four years. Why?
Let me remind the hon. Lady that her own shadow Chancellor said that there is “no logic”—[Interruption.] This is an answer. He said that there is “no logic” or rationale to our policy of real-terms increases in the NHS. What we are cutting in the NHS is the bureaucracy of the NHS. Since 2002, under Labour, the primary care trusts and the strategic health authorities increased their spending on themselves—on their bureaucracy—by 120%. We can go on spending this money and not put it into patient care and better public health, but I think that that is wrong. That is why we are making these changes.

Commons ChamberI am grateful to my hon. Friend for raising that point. I have had two discussions with President Obama so far, including a very good telephone call last night. I made the point, especially in the earlier phone call, that of course BP wants to pay for the clean up and to stop the oil gushing into the gulf, and recognises that it must pay money in respect of fishermen and others who have lost their livelihoods, but we want to ensure that the company remains strong and stable for not only our benefit, but the benefit of the United States. I believe that 40% of the company’s shareholders are in the US, while 39% are in the UK, and it employs more people in the US than it does in the UK, so it is in all our interests that it is strong and secure in the future.
Q8. Yesterday, the Chancellor of the Exchequer told the House that, in April 2012, there would be no more children living in poverty than there are today. Unfortunately, two thirds of the cuts in tax credits and benefits come after that date. Will the Prime Minister give the House his forecast of the number of children who will be living in poverty by the end of the Parliament?
What I would say to the hon. Lady is that, for the first time in any Budget—certainly since I have been in the House—we have actually published the distributional tables on what happens to income. Labour never did that; we have done it for 2012-13. As for what happens towards the end of the Parliament, I am pleased to say that there will be at least another three coalition Budgets, which we look forward to introducing, to make sure that we go on to protect the poorest in our country.
