Lady will have followed the settlement we have achieved for the arts and museum sector and that she will be delighted that there is absolutely no reason why such a closure should happen. A 5% reduction in funds will obviously be a challenge for the sector, but it has welcomed it and I hope the hon. Lady welcomes it, too.
Our cultural offer is intrinsic to our nation’s success in tourism: 40% of people who come to our country cite culture as the most important reason for visiting and eight out of 10 of our top visitor attractions are museums. Hon. Members from all parties know that this is not just a London story, as Liverpool can testify, having received almost 10 million extra visitors during its year as European city of culture.
The arts are, as the right hon. and learned Member for Camberwell and Peckham said so powerfully in her opening remarks, of immense social value, too. They define who we are and what we stand for as a nation. They also help us understand where we come from and they support and shape our communities.
Will the Secretary of State clarify that one of this Government’s first acts was to increase the amount of lottery funding for the arts? Am I correct in understanding that it was the Labour party that in 2004 cut the percentage from 20% to 16%?
My hon. Friend is, of course, right. That meant a significant reduction in lottery funding for the arts. I will come on to that in more detail in a moment.
It is for all the reasons that hon. Members have already raised in their interventions that I and my Department fought so hard to protect spending on the arts and culture during the recent spending round. Despite doing our bit as a Department and playing our part in tackling our crippling deficit, the reduction in the funding of the arts and museums in 2015-16 will be just 5%.

Commons ChamberAgain, I understand the strength of feeling; the hon. Gentleman is trying to ensure that the people in his constituency are supported in the way that they need to be. I gently remind him that the estimated average redundancy of somebody in a Remploy factory will be about £19,000, which is more than double the average that would be received under the statutory scheme. It is important that people get the right level of support, so we are making £8 million available to support individuals into mainstream employment. [Interruption.] The hon. Gentleman asks what jobs are available. I remind him of the many hundreds of jobs that the employment services have found for disabled people in his constituency.
When the Select Committee looked into Remploy, we took evidence from union bosses who had enlisted some of the people in the factories. Does the Minister think they have helped the difficult situation by giving leaflets to employees saying, “If you lose your job, you will lose your humanity”?
I commend the work of the Select Committee in highlighting that. I agree that it is unfortunate, but I do not know whether it is surprising. It is certainly saddening to hear of a trade union taking such action. I have to say, I have had a number of constructive meetings with the unions over recent months. I would point out also that it is estimated that as a result of our redirecting funding to Access to Work, an additional £200 million of value will be realised from the specialist disability employment programme. Perhaps the Committee might want to examine that.

Commons Chamber12. What recent meetings he has had on reform of disability living allowance.
Throughout the development of the new personal independence payment, which will replace disability living allowance, we have had extensive discussions and consultation with disabled people, their families and organisations representing them. The insight of organisations such as RADAR, Mencap, Scope, the United Kingdom Disabled People’s Council and People First into how disability living allowance can fail to support disabled people is immensely valuable. We will continue to work closely with disabled people and their organisations as the detail of the assessment criteria is developed and tested.
On the recent “Hardest Hit” march, I met constituents who had the impression that disability living allowance was to end altogether and would not be replaced by the personal independence payment. Does the Minister agree that in representing these disabled constituents, organisations have to ensure that they communicate clearly with those who might be affected, who are some of the most vulnerable in our society?
My hon. Friend is absolutely right. It is important that the organisations working with us in the development of the new personal independence payment use that opportunity to ensure that the people whom they represent are well informed. We need a new approach to disability living allowance. The Labour party has already agreed with that, although we are still waiting to hear exactly what the Opposition’s plan would be.
