The Minister’s focus on innovation is absolutely right. Will she look at the excellent work of the National Aerospace Technology Exploitation Programme, which is already running more than 100 innovation projects, and establish how she can help to continue that work?

Mr Speaker, you were absolutely right to call my right hon. Friend, who has asked such a calm and helpful question about the excellent work of that organisation. She also will be familiar with the work of the Defence Growth Partnership at Farnborough and the fantastic way in which it works to promote the excellence of the UK aerospace industry to people all around the world.

I am sure the hon. Lady will welcome the fact that 65% of the people who will benefit from the new national living wage in a couple of months will be women. This Government are taking that very important step to raise pay for the lowest-paid in our country.

I do not doubt my hon. Friend’s commitment to reducing the gender pay gap further, and I commend the Prime Minister for his position, but the reality is that women in my constituency of Basingstoke face a gender pay gap of 30%. Should this not be on the agenda of every single company throughout the country, as well as on that of our local enterprise partnerships?

As my right hon. Friend will be aware, given her interest in this matter, not only are we taking steps to publish this information for companies with more than 250 people on the payroll, but for financial services—the sector I, as Economic Secretary, engage with most—which has the highest pay and the biggest pay gap, we have appointed Jayne-Anne Gadhia to review pay in the sector and see what further steps we can take. As my right hon. Friend the Prime Minister said last July:

“Transparency, skills, representation, affordable childcare—these things can end the gender pay gap in a generation.”

I am sure the hon. Gentleman—who kindly welcomes me to my place—will welcome the fact that more social housing was built in the last Parliament than in the entire 13 years of the last Labour Government. He rightly raises a point about housing associations: we must allow more supply of housing association properties. That is why this Government will bring in the right to buy for housing association tenants, which will enable more capital to come into that sector and more housing association properties to be built.

11. What steps his Department is taking to promote home ownership.

Harriett Baldwin Portrait The Economic Secretary to the Treasury (Harriett Baldwin)
- Hansard - -

The Government are taking a range of steps to promote home ownership, including helping almost 100,000 households through the Help to Buy scheme. The Government have extended the Help to Buy equity loan to 2020, introduced a Help to Buy ISA and extended the right to buy, and we are delivering 200,000 new starter homes.

Hundreds of Basingstoke residents have a home of their own because of this Government’s Help to Buy policy. What assurances can the Minister give today that Help to Buy will continue into the future, because we are currently putting together our local plan, which includes a commitment to more affordable housing?

I am sure the hon. Lady will have followed the settlement we have achieved for the arts and museum sector and that she will be delighted that there is absolutely no reason why such a closure should happen. A 5% reduction in funds will obviously be a challenge for the sector, but it has welcomed it and I hope the hon. Lady welcomes it, too.

Our cultural offer is intrinsic to our nation’s success in tourism: 40% of people who come to our country cite culture as the most important reason for visiting and eight out of 10 of our top visitor attractions are museums. Hon. Members from all parties know that this is not just a London story, as Liverpool can testify, having received almost 10 million extra visitors during its year as European city of culture.

The arts are, as the right hon. and learned Member for Camberwell and Peckham said so powerfully in her opening remarks, of immense social value, too. They define who we are and what we stand for as a nation. They also help us understand where we come from and they support and shape our communities.

Will the Secretary of State clarify that one of this Government’s first acts was to increase the amount of lottery funding for the arts? Am I correct in understanding that it was the Labour party that in 2004 cut the percentage from 20% to 16%?

Maria Miller Portrait Maria Miller
- Hansard - - - Excerpts

My hon. Friend is, of course, right. That meant a significant reduction in lottery funding for the arts. I will come on to that in more detail in a moment.

It is for all the reasons that hon. Members have already raised in their interventions that I and my Department fought so hard to protect spending on the arts and culture during the recent spending round. Despite doing our bit as a Department and playing our part in tackling our crippling deficit, the reduction in the funding of the arts and museums in 2015-16 will be just 5%.

Again, I understand the strength of feeling; the hon. Gentleman is trying to ensure that the people in his constituency are supported in the way that they need to be. I gently remind him that the estimated average redundancy of somebody in a Remploy factory will be about £19,000, which is more than double the average that would be received under the statutory scheme. It is important that people get the right level of support, so we are making £8 million available to support individuals into mainstream employment. [Interruption.] The hon. Gentleman asks what jobs are available. I remind him of the many hundreds of jobs that the employment services have found for disabled people in his constituency.

When the Select Committee looked into Remploy, we took evidence from union bosses who had enlisted some of the people in the factories. Does the Minister think they have helped the difficult situation by giving leaflets to employees saying, “If you lose your job, you will lose your humanity”?

Maria Miller Portrait Maria Miller
- Hansard - - - Excerpts

I commend the work of the Select Committee in highlighting that. I agree that it is unfortunate, but I do not know whether it is surprising. It is certainly saddening to hear of a trade union taking such action. I have to say, I have had a number of constructive meetings with the unions over recent months. I would point out also that it is estimated that as a result of our redirecting funding to Access to Work, an additional £200 million of value will be realised from the specialist disability employment programme. Perhaps the Committee might want to examine that.

12. What recent meetings he has had on reform of disability living allowance.

Maria Miller Portrait The Parliamentary Under-Secretary of State for Work and Pensions (Maria Miller)
- Hansard - - - Excerpts

Throughout the development of the new personal independence payment, which will replace disability living allowance, we have had extensive discussions and consultation with disabled people, their families and organisations representing them. The insight of organisations such as RADAR, Mencap, Scope, the United Kingdom Disabled People’s Council and People First into how disability living allowance can fail to support disabled people is immensely valuable. We will continue to work closely with disabled people and their organisations as the detail of the assessment criteria is developed and tested.

Harriett Baldwin Portrait Harriett Baldwin

On the recent “Hardest Hit” march, I met constituents who had the impression that disability living allowance was to end altogether and would not be replaced by the personal independence payment. Does the Minister agree that in representing these disabled constituents, organisations have to ensure that they communicate clearly with those who might be affected, who are some of the most vulnerable in our society?

Maria Miller Portrait Maria Miller
- Hansard - - - Excerpts

My hon. Friend is absolutely right. It is important that the organisations working with us in the development of the new personal independence payment use that opportunity to ensure that the people whom they represent are well informed. We need a new approach to disability living allowance. The Labour party has already agreed with that, although we are still waiting to hear exactly what the Opposition’s plan would be.
