I can give my hon. Friend that assurance, and the Minister for Local Government and Homelessness has written today to the leaders of councils in areas that are receiving additional funding to make this clear.
I am curious about the details as I have been raising this issue on behalf of my constituents in West Worcestershire all week, many of whom rely on heating oil and liquefied petroleum gas. How much extra money is going into the crisis and resilience fund in West Worcestershire, and how will local authorities prevent “first come, first served” and instead ensure that those with the emptiest tanks get access to the money first?

I will write to the hon. Lady with the details around her local authority area, but we are confident that the amount going into the crisis and resilience fund—both additional and current funding—will be enough to meet the demand for this period while the heating oil prices are increased. As I said to other hon. Members, we will keep the situation under review as it progresses.

Commons ChamberI definitely concur with what my hon. Friend says about ITM Power—an incredibly impressive company that I have visited. I also concur with him on the SMR programme. Our manifesto made it clear that we support new nuclear, including at Sizewell, and we also support the SMR programme. Part of our challenge is to examine the legacy left to us by the last Government, but he should be in no doubt about my absolute support for the SMR programme. It is important, and we will strive to keep to the timetable set out.
I welcome the Secretary of State to his role, but he has been quite political in his replies. I gently point out that in West Worcestershire, fewer people voted Labour in this election than in the last election or the one before. I wonder whether he has ever visited the beautiful landscapes of West Worcestershire. The Malvern hills and Bredon hill are some of the most treasured landscapes in our land. What parameters is he going to put around the building of pylons, wind farms and solar farms across that beautiful landscape?
I thank the hon. Lady for her question. As with any planning decisions, there are clear parameters in the legislation on the consultation that needs to take place with local communities. I gently point out to her that, nine years ago, the last Government banned onshore wind in England for some of the reasons that she set out. I thought that was a mistake at the time, and it turned out to be even more of a mistake than I thought, because it exposed us to energy insecurity. We have to make judgments as Members of this House. Given the scale of the climate crisis, the energy insecurity and the energy security threat that we face, do we believe that we need to build infrastructure? I happen to believe that we do—yes, with community consent; yes, with community benefit; and yes, with the planning rules that I have set out.

When the Chancellor announced that he was cutting fuel duty by 5p a litre, which cost the Exchequer billions of pounds, little did he expect that, as outlined so persuasively today by the CMA, it would feed through immediately into the profits of fuel retailers—although cynical British motorists may not be surprised, because they observed it themselves on a day-to-day basis. I welcome the steps that the Minister has announced, and urge him to act with greater speed in implementing them, but is he as surprised as I am that he has been asked this urgent question by the Liberal Democrats, who voted at their conference to hike fuel duty sharply?
I would like to say I was shocked or surprised, but I am not because—as everyone in the House knows, except the tiny number who sit on the Liberal Democrat Bench—hypocrisy is their main method of behaviour. The initial Government cut in fuel duty of 5p per litre represented savings for consumers worth about £2.4 billion. We on the Conservative Benches are on the side of the motorist. We are going to make sure that the market works and motorists are properly served by it.
