We have made great progress with BT. Naturally, it is a commercial organisation, so sharing data with Government and more publicly is quite understandably an issue, because those data could be shared with commercial rivals. We have reached an agreement to share data by ward level on broadband, and that will begin to feed through.
Secondly, we have our SuperConnected Cities scheme, which offers business vouchers in 22 cities in the four nations of the United Kingdom. We have an advertising campaign promoting the take-up of those vouchers, and we have seen an uplift. We should therefore seriously consider whether a national campaign is needed to promote the benefits of superfast broadband. I heard my hon. Friend the Member for Carmarthen West and South Pembrokeshire loud and clear when he said that he felt that responsibility ultimately rested with the Government to promote broadband and broadband take-up. While I have talked about the need for BT and others and local councils to work together, I understand that point. We will look seriously at the role the Government can play in increasing broadband take-up.
The decision on getting those data was taken at the level of BT working with Broadband Delivery UK, and those data will come via BDUK. We will work with the Welsh Government, as we do on the whole broadband roll-out programme.
The second question that my hon. Friend the Member for Carmarthen West and South Pembrokeshire asked was about how we will deal with the last 4%, and I will answer that question, too. It is a bit like a goal drought followed by a goal festival. It is clear that we cannot leave anyone behind in the broadband revolution. As I said, it is an engineering project and cannot be wished into existence overnight. Having seen the success of phase 1, which was to take us to 90%—I think it will actually go to 93% in Wales, if not further—we instituted phase 2, to take us from the 90% headline to the 95% headline. There was £500 million for phase 1, plus local council money and BT money. Phase 2 is an additional £250 million to take us to 95% nationwide. Phase 3, as it will effectively be called, will be to get to the last 5%. My hon. Friend talked about the last 4%, but we say that it is 5%, broadly speaking.
The last 5% are the most difficult homes to reach. They are the proverbial hockey stick on the graph, where the cost gets significantly higher, and we need to ensure that we get value for money. Under the previous Secretary of State, my right hon. Friend the Member for Basingstoke (Maria Miller), we instituted a £10 million fund, where we invited different providers to provide pilots to test new technology for the most hard-to-reach areas. Those pilots are under way, and I think I am right in saying that we are evaluating their impact. The fund opened in March 2014 and we launched the pilots in June. One is in Wales and there are others in Northern Ireland, Scotland, Hampshire, Northumberland, Kent, north Lincolnshire, North Yorkshire, Devon and Somerset. The pilots have put their feasibility studies in to BDUK, and that will give us a good idea of what the best technology is to use—those who are critical of BT will be pleased to know that other companies are part of the pilots—and allow us to come up with a number that we can seek to fund the last 5%. That is an important point.
The third question, which my hon. Friend the Member for Carmarthen West and South Pembrokeshire did not ask, although I think it formed the bulk of his speech—the reason why he did not ask me is because, arguably, I am not directly responsible—was on the performance of Openreach on customer service. Again, I know that he has a good relationship with Openreach. He has met their senior executives on at least one occasion, and possibly today as well, to talk through his concerns and issues. It is right that every colleague can raise concerns on operational performance. On Openreach’s operational performance, I am pleased that it is in the process of hiring some 1,600 additional engineers. As an aside, I am particularly pleased that many of those engineers have come from our armed services. It is good to see people who have served their country having the opportunity for a career in a company such as BT. I meet the chief executive of Openreach regularly. He is conscious of the need to continue to improve Openreach’s customer service and to meet his targets. My hon. Friend’s concerns and those raised by many other colleagues have been heard by Openreach.
I return to the high-level points that I want to make. With this programme, we have one of the most successful Government-sponsored roll-out programmes anywhere in the world. In terms of speed and the cost to the consumer, we have some of the best broadband infrastructure anywhere in the world. It is certainly better broadband than the other big four countries of the European Union. We have a great story to tell. We are a nation that was an early adopter of e-commerce, so we know that our fellow citizens are adopting this technology.
We will not, however, lose sight of those who are frustrated and left behind. Broadband has caught up with us and has become essential and important, whether for leisure, because we all access the BBC iPlayer or the numerous other internet applications, or—as my hon. Friend alluded to—as part of business, whether it is a farmer wanting to interact with the Rural Payments Agency, a citizen wanting to interact with Government services or a small business person wanting to sell their products and services not just locally, but across the globe. We will continue to strain every sinew to ensure that we deliver world-class infrastructure across all four parts of the United Kingdom. I am grateful indeed to my hon. Friend for raising these important issues and I end with an apology for having broken his four-and-a-half year unbroken record of being stonewalled by Ministers by simply answering his questions as directly and comprehensively as I could.

It is a great honour to appear under your chairmanship, Mr Streeter. This important debate has focused almost exclusively on the UK media’s coverage of Welsh rugby and an important subset of that—The Sunday Telegraph’s coverage of a particular match between Wales and South Africa that took place in South Africa a couple of weeks ago. I now have some 20 minutes to speak on the subject, at length.
It is important to focus on the issue. Had my hon. Friend the Member for Montgomeryshire (Glyn Davies), who gave an excellent speech, used a title such as “Wales’s place in the world”, a different Minister would be responding on Welsh issues, whether they included the record of the Labour Welsh Government—other Members present in the Chamber may wish to comment—or Westminster’s record of support for Wales in exports and inward investment. Quite rightly, however, my hon. Friend has chosen me to respond to the debate, because he knows that I have a passionate interest in specific Welsh issues, none more so than the The Sunday Telegraph match report.
May I make a brief observation before returning to the main subject of the debate? It is good to see my hon. Friends the Members for Ceredigion (Mr Williams), for Aberconwy (Guto Bebb) and for Carmarthen West and South Pembrokeshire (Simon Hart) in the Chamber. It will not have escaped their notice that not a single Labour MP is present. We have Prime Minister’s questions tomorrow and Tuesday is a busy day in the House; their absence cannot be explained. They may say that I am talking about them behind their backs, but I would be talking to them had a single one of them bothered to turn up to show their interest in Welsh issues. Far be it from me to say that some Labour MPs might take their support in Wales for granted, but in my experience over the past four years, in particular dealing with S4C, colleagues in the Conservative party have been active campaigners on aspects of Welsh media.
The Minister rightly alludes to the battles fought over the S4C budget. That is directly related to the fact that, for 30 years, S4C has been very innovative in its coverage of Welsh rugby, including in how it has extended the hand of friendship over the border into England by allowing people to choose their preferred language via the red button.
That is true. One of the aspects that emerged during our many debates about S4C was indeed its coverage of Welsh rugby. S4C is very much part of the UK media, as I will go on to explain. It may be, should time allow, that other Members might want to comment further on S4C’s excellent coverage of Welsh rugby.
Some might ask what the problem is. Do we need better coverage of Welsh rugby? Welsh rugby stands as a legend for all people who follow international rugby. Here am I, an Englishman from the south-east, but the names of Edwards, John, Bennett, Quinnell and a man who can be recognised by just three letters, JPR, are part of my childhood and growing up, and they still define our understanding of the modern game.
In more recent years, the Millennium stadium—on the site of another legend, the Arms Park—has been one of the most iconic rugby stadiums in the world, it is so well known. It is absolutely right and proper that it will host eight world cup fixtures next year, including two of Wales’s home games. That is a great illustration of the sport and its Welsh tradition throughout the globe.
The influence of Wales in rugby extends to the women’s rugby world cup in France. My hon. Friend is no doubt aware that the Prime Minister himself last week sent a message of good luck—interestingly, my own Secretary of State said last week that politicians wishing good luck could have the opposite effect, but he has also wished the Welsh women’s rugby world cup team good luck. Jokes aside, that shows the esteem in which the powerful Welsh women’s team is held. They have a chance to grab the headlines and do their great rugby- loving nation proud. I hope that the Telegraph gives their games the coverage that they deserve.
Frankly, it is not only in rugby that Wales has great achievements to its credit, and I hope that those other sporting achievements will also be recorded by the UK media. Who can forget that a Welsh football player commanded the highest transfer price on record? Gareth Bale is worth more than a Neymar or a Robben.
The importance of sport in our national identity and in keeping our nations together should not be underestimated. I happen to think that it is a great thing that Cardiff and Swansea have played in the premier league—Swansea is still in—because, were I to be indiscreet, it occurs to me that perhaps the majority of the population is more interested in and passionate about sport than politics. One of the things that will keep our country united is a shared passion for sport and the opportunity for all our nations to participate together in great sporting occasions.
I have mentioned rugby and football, but the great Commonwealth games are starting imminently in Glasgow. Again, I hesitate to place a jinx on them, but I wish good luck to Dai Greene in the 400-metre hurdles, Jazz Carlin in the swimming, Geraint Thomas in the cycling and the rugby sevens team. We look to the Telegraph to give suitable coverage to what will no doubt be great achievements in the games.
My hon. Friend makes a good point. Ironman Tenby is a legendary sporting event. History does not relate whether my hon. Friend is intending to take part—in terms of engagement with his voters, it would be a sensible thing for him to do. Perhaps in this Chamber today we could start the campaign for him to take part in that event, because he has three months left for training. I take his point and call on the Telegraph to give Ironman Tenby suitable coverage. It is an important event for the nation as well as for Wales.
We are discussing the UK media’s coverage of Welsh rugby; it is important to talk about the UK media as a whole, not just about the Telegraph. Our television and radio broadcasting are underpinned by frameworks designed to ensure that both regional and national content reach a wide audience, be that in coverage of sporting events, news coverage or in the production of drama and entertainment programmes.
We should note that the BBC should also provide suitable coverage for Welsh international matches. I have not done any research on that, and my hon. Friend the Member for Montgomeryshire did not mention it in his speech, so I am not aware of whether it is a particular problem, but I hope that those listening to the debate take note that there should be suitable coverage.
The licensing regime for the public sector broadcasters supports investment in the UK regions and nations, something from which everybody benefits. The levers that both we and Ofcom have are kept under constant review. For example, in terms of UK media coverage of Welsh rugby, Channel 4 has a quota for production of content outside England. That is going to increase from 2020 from 3% to 9%, which should be good news for Welsh content. The BBC has made an ongoing commitment since 2008 to grow its regional production, with 17% of network spend coming from the nations by 2016, which again should be good news for Wales and Welsh rugby.
The separation of the new ITV Wales from the current ITV Wales and West regional franchise will also give artistic freedom for that Welsh broadcaster to invest in high quality Welsh public service programming—I hope that includes suitable coverage of Welsh rugby matters. I know that Members from both sides of the House have strongly welcomed that important development.
Welsh broadcasting has had a lot to celebrate in recent years. Only last year we saw the 30th anniversary of S4C, an organisation that the current Government continue to fund, with the BBC, to the total tune of more than £80 million a year. We have already referred to S4C’s excellent coverage of Welsh rugby.
I would like to say that I stand corrected, but I rather feel that I stand elaborated. Clearly, I was referring to the £82.6 million cash funding. My hon. Friend has elaborated on the funding in kind through provision in content from the BBC.
Although our subject is Welsh rugby, I hope you will indulge me, Mr Streeter, if I mention S4C’s fantastic coverage of the Eisteddfod and Royal Welsh Show, as well as its famous soap opera, “Pobol y Cwm”. I have taken part in many debates on S4C and have been challenged by hon. Members about my interaction with content from the channel, so I am genuinely delighted that the superb drama “Hinterland” has made a real impact on English audiences as well as Welsh ones. It has shown that the Welsh can play the Scandi game and produce great drama that can be sold around the world, regardless of its language of broadcast.

Commons ChamberI know for a fact that the Secretary of State thoroughly enjoyed his visit to the new National Civil War centre, which was awarded a grant by the Heritage Lottery Fund of £3.5 million in 2012, and we look forward to its opening next year. I am certainly happy to meet my hon. Friend to discuss what we can do to encourage loans of civil war objects from national museums, but it is important for the House to remember that national museums are of course independent and do not simply do what the Government tell them.
12. What assessment he has made of the success of the broadband roll-out programme in Wales and that programme’s effect on the tourism industry in Wales.
Independent research estimates that the Government’s investment will generate £20 for every £1 by 2024. Wales has received almost £70 million from the UK Government for the roll-out of superfast broadband. We are confident that this will benefit the Welsh tourist industry, as well as the Welsh economy more generally.
My hon. Friend will be aware that I consider his Department’s decision to allocate funding for rural broadband to the Welsh Government to be a mistake. A total of £120 million has now been allocated from taxpayer funds for the roll-out of broadband in rural Wales, yet my constituents and businesses in the tourist sector in my constituency are no nearer to getting any answers from the Welsh Government about when and where they will have roll-outs. Does my hon. Friend agree that transparency is crucial when £120 million of taxpayer funding is being spent?
It is important that roll-out is as transparent as possible—people need to know when broadband is coming to their area. More than 160,000 premises have been passed but I am sure that Opposition Members will have a word with their Labour colleagues in Wales to encourage them to be more transparent with my hon. Friend.

Hear, hear to that. May I add my tribute to all the Welsh titans mentioned by the hon. Member for Ynys Môn? Of course, Lord Roberts was the predecessor of my hon. Friend the Member for Aberconwy (Guto Bebb), who is widely acknowledged as a great mover in this debate.
Before I move on to the meat of my speech—the debate is becoming an extended tribute session—I should also pay tribute to Dylan Thomas. This year is the 100th anniversary of the birth of one of Wales’s most celebrated sons, so it is appropriate, as we debate the importance of the Welsh language, the Welsh language broadcaster and Welsh culture in general, to acknowledge that very important anniversary, which is being commemorated in Wales, and, indeed, around the world.
The main subject of the debate is S4C, which is a long-standing and significant part of the UK’s rich public service broadcasting landscape and a stalwart of Welsh language services. Only last year, we gathered in this Chamber to celebrate the 30th anniversary of S4C. I said earlier that it was a privilege to hear the speeches made this morning, but such debates are always a pleasure, because of the deep understanding shown by the Members participating. They have clearly been involved for many years in S4C and the campaigns and debates about the Welsh language. Some have served in the House for many years, but those who have come to the House recently have been involved in the issue for many years. There can be no doubt that for me and my successors, from whichever party they come, the channel and its content make a tremendously important contribution to the cultural life of Wales, as well as economic impacts, and those deserve to be celebrated.
Dylan Thomas, grew up when an English-only education system was the norm in Wales—hon. Members have mentioned that the same was true when they were growing up—and the mother tongue was pushed to the margins. Thankfully, as acknowledged in many speeches, times have changed. The number of children in Welsh-medium primary schools has seen a steady increase over recent years, but we must not be complacent. We must be mindful of the importance of preserving the Welsh language and the important role played by S4C. Indeed, my hon. Friend the Member for Montgomeryshire has said previously in the House that, although not brought up a Welsh-speaker, the existence of S4C was critical to his learning and mastering the language.
The media, particularly the broadcast media, are vital to language and to the preservation of culture. Culture and identity are bound up in shared experiences, and TV clearly has an important role to play, whether in sport—we all know how central the game of rugby is to Welsh culture—drama, such as “Pobol y Cwm”, or key cultural events such as the Eisteddfod and the royal Welsh show. It is no coincidence that all those examples are broadcast to the Welsh-speaking public and the Welsh public in general by S4C.
To return to my earlier theme, I pay tribute, as did my hon. Friend the Member for Vale of Glamorgan, to the chief executive of S4C, Ian Jones, and the chairman of the S4C authority, Huw Jones, for their outstanding work in ensuring that S4C has in difficult times not only kept on an even keel, but thrived.
The hon. Member for Clwyd South demonstrated her legendary recall of detail by remembering that in 2010 I was keen to share my experience of “Fireman Sam”, but S4C is obviously much more than “Fireman Sam”. As my hon. Friend the Member for Montgomeryshire and others pointed out, S4C is currently enjoying national prominence with the murder drama, “Hinterland”, which shows Welsh television and TV in general at their best. The mean and moody DCI Mathias and the equally mean and moody landscapes around Ceredigion have given us the latest water-cooler TV. The programme was shown on S4C last year entirely in Welsh, migrated to BBC 1 Wales in a bilingual version and is now showing on BBC 4. It has also been sold to Denmark, among other countries, which is perhaps an example of coals to Newcastle and which shows that anything they can do, the Welsh can do—in the spirit of bipartisanship, I should perhaps say “equally as well”. Hopefully, if hon. Members will pardon the pun, the Welsh can make a “Killing” with Welsh drama. Better still, I understand that the show has now been picked up by Netflix and that more episodes have been commissioned. “Hinterland” is not S4C’s only contribution to the genre, either. “35 Days”, which has only recently hit screens in Wales, is another example of great murder drama and is entirely in Welsh.
I am grateful to the Minister for giving way. A key development in the partnership between S4C and the BBC will be the availability of S4C programmes on iPlayer, with my daughters, for example, looking forward to downloading “35 Days”. This innovation will bring S4C to an audience who are no longer willing to sit down at a certain time to watch a television programme.
That is an extremely important point, which takes me back to the debate, beginning in 2010, about the future of S4C, because S4C’s current success has taken place against the background of significant challenges, but those challenges have also brought opportunities. S4C was not alone in facing challenges.

I would not use “pressure” in that context. The partnership is one of people who are interested in the future of S4C, and includes S4C, the BBC and my officials. I am sure that we will announce our conclusions shortly and then consult interested parties. I also take the opportunity to say how much I enjoyed my appearance before the Welsh Affairs Committee discussing the future of S4C.
To go to the heart of the issue, I assure the hon. Member for Arfon that S4C will remain an independent service. It will retain its brand identity and its editorial independence. Furthermore, the crucial role that S4C plays in sustaining the Welsh independent television sector will be maintained, with 100% of S4C’s commissioning budget being spent in the independent sector, as now. That is a crucial commitment which will ensure that S4C continues to support the Welsh creative industries and the wider creative community in Wales. In Wales, there is a clear-sighted strategy to support the many successful creative industries, which I wholeheartedly support.
I hear what my hon. Friend says, but it is incumbent on me to say that, given that S4C will be independent of the BBC, it is certainly not for a Minister to tell the channel how to spend its money. Given the accountability and transparency agenda, S4C must have heard his comments and will no doubt be writing to him to explain that position, as well as to the hon. Member for Arfon, who might want to make similar points.
I have already mentioned the Public Bodies Bill and how the new clause will for the first time set in statute a requirement that S4C receives sufficient funding. The hon. Member for Arfon expressed concerns about funding continuing beyond 2015. As my hon. Friend the Member for Montgomeryshire indicated in his intervention, there is effectively an agreement in principle that that funding will continue until 2017, although it still needs to be formally agreed—in effect, that offer is now on the table.
To step back from the details mentioned by the hon. Member for Arfon—if I have missed any, I will write to him—I want to add that S4C will remain independent. S4C staff will be appointed not by the BBC but by the S4C board and executive. S4C has significant funding and a secure future independent of but in partnership with the BBC. It has a great chairman and now a superb new chief executive. The future is bright for S4C. I pay tribute not only to my hon. Friends but to all hon. Members who have participated over the past few months in discussions about the future of S4C.
