Let us try to keep a sense of perspective. Last weekend, Government sources indicated that the worst-case scenario would be 100,000 deaths due to the current virus outbreak. Given that China has reported just over 3,000 deaths and that it has been at the epicentre of the virus for 10 weeks but has a population 20 times greater than the United Kingdom, was the 100,000 figure a helpful reference?

Of course we have to plan for a reasonable worst-case scenario, but we are working incredibly hard to avoid it. The Chinese Government undertook some very significant actions, and it is not yet clear whether the impact of those actions was to slow the spread such that when those actions are lifted the spread will continue, or whether the virus has in effect gone through the population of Hubei. We do not yet know that, so it is not yet possible to interpret the epidemiological consequences of the deaths figure in China.

I do not wish to add to the bidding war, but when the Secretary of State has discussions with Channel 4 about where it might relocate, perhaps it might also reconsider some of its options in terms of its broadcasting output throughout the United Kingdom.

The hon. Gentleman is absolutely right. It is almost impossible to overplay the amazing advances in broadcasting production in Northern Ireland over the past few years. It has been an absolute triumph and a great addition not only to the economy but to society and culture in Northern Ireland. I am sure that Channel 4 will consider that, too.

We asked the Bridge Group to look into social mobility in the fast stream and the people who are joining the civil service, and it will report very soon. I can tell my hon. Friend the number of new apprenticeships in the civil service: 884 since we introduced the scheme in 2013—another part of broadening access to the civil service.

Many young people from working-class estates across the United Kingdom lack the capacity and training skills to join the civil service. What are the Government doing to ensure that they have the greater skills required to get on the ladder into the civil service?

Great training is available for people once they are in, but I want to broaden the number of people from different backgrounds coming into the civil service right at the start, which means people from all over the United Kingdom: from all parts, from all groups, from all ethnic backgrounds, men and women, to make sure that we make the very best use of the talent that is available.

The hon. Gentleman obviously missed the autumn statement, in which we doubled the funding for the Cabinet Office’s world-beating Government Digital Service. We are providing £450 million over the Parliament to ensure not only digital transformation within Departments but strong leadership from the centre.

Given the recent media reports of cyber-security breaches in the private sector right across the United Kingdom, what steps are being taken ensure there will be no repeat of such breaches, particularly on data protection issues, in relation to Government Departments?

Our country, both in government and the private sector, is under constant cyber-attack. We need to make sure we step up our game to respond to that. We are bringing in a national cyber centre, a single place of expertise under the GCHQ umbrella, which will clearly be able to co-ordinate and talk to wider society and business. This will ensure that the expertise is all in one place and properly funded to take this fight on.

Yes, as well as building a digital service that is cutting edge, we now have more than 200 digital leaders across Whitehall to drive forward digital transformation. It would be good to have cross-party support for that rather than to hear sniping.

Given that the speed of technological change has been increasing over the past few years, what steps are the Government taking to ensure that compatibility and accessibility are increased as opposed to decreased as a result of what has happened over the past three years?

The hon. Gentleman is absolutely right that compatibility and interoperability must be at the heart of everything we do. They are at the heart of the digital standards that we require to be adhered to right across Whitehall. For a citizen, it does not matter what the acronym is of the organisation that they are trying to deal with, they just want their Government service delivered quickly and easily.
