Commons ChamberMy right hon. Friend is right to be worried about the food security situation. There are 3.9 million people facing alarming levels of food insecurity, and the UN estimates that up to 50,000 children could die this year from malnutrition. Humanitarian access is impeded, but I can assure the House that the international community is together on this issue, and I press Ministers in South Sudan most strongly to allow humanitarian access. It will depress the House, however, to learn that there is a lack of will from the leaders of South Sudan to care about the people of the country rather than themselves.
The Minister said that 1.3 million people have been internally displaced in South Sudan. What steps is she taking to ensure that whatever assistance we can make available there is being specifically targeted at helping that very large number of at-risk people?
I flew up to Ganyiel myself to see the internally displaced people. They are being accommodated although there is an issue between the host community and the IDPs. We have given £12.5 million to those refugees who have gone to the region, and we work with international partners to ensure that food and assistance reach them.

It is a pleasure to serve under your chairmanship for the first time, Mr Sanders.
I congratulate my colleague the hon. Member for Mid Derbyshire (Pauline Latham) on driving forward the desire to have this debate. She and I visited a refugee camp in northern Rwanda and we were both struck by what we saw there. That sparked the idea for this debate.
I want to talk about two issues. I am not as expert as the hon. Lady on the situations in camps around the world, but I do want to talk a bit about my experience visiting Rwanda and, perhaps more pertinent to the Minister’s role, about the UK’s role in resettlement and making sure that we play our part, as a nation, to support and tackle the humanitarian crisis around the world.
As a constituency MP in Hackney South and Shoreditch, the issues in Rwanda and other parts of Africa are pertinent, day to day. I can stand at bus stops in Hackney and have many conversations about the situation at le petit barrier, the Democratic Republic of the Congo, or what is going on in other parts of Africa, particularly west Africa. Partly because of resettlement, which I will come to, these are real, living issues for communities in my constituency and throughout the country.
We visited a camp for Congolese nationals in northern Rwanda. As the hon. Lady said, we were both shocked by some of the things we saw there. It was overcrowded and there was a high number of young people, most of whom had nowhere to go and nothing to do. This is not to be hypercritical of the UNCHR, because it was clear that education was being provided up to age 11 and a few older young people had been provided with education in the community, through support from the Rwandan Government. However, with education only up to age 11, a lot of young people are idle, without the skills necessary to integrate into society and without either families or the support and ability to access anything beyond that stage. There is little education and no skills training.
We met a couple of articulate young men, who spoke both good French and very good English, we felt, and had the benefit of some education beyond the age of 11. They were desperate to play a role as young men, but felt stuck in the limbo of teenage years.
The hon. Lady is speaking about education and young people. Given the air of permanence that is emerging in some refugee camps—we do not want to consider that as a long-term solution—does she agree that, in trying to assist, we need to turn our minds to issues such as education and health care, as well as to the immediate problems, to ensure that those communities see that there is life beyond the next few months and to help them plan for the long term?
The hon. Gentleman hits the nail on the head. It was striking that people still believe that there is a chance of going home. We met young people born in the camp I just mentioned, who believed that there was a chance that they would be able to go back to war-torn, militia-ridden parts of the DRC—we know it is a challenging country—but who are held in limbo. We must have a big discussion as an international community about whether it is sensible to limit education. It is right that education is a basic provision—it is all funded by taxpayers around the globe, not just in the UK—but it cannot benefit our wider international community if cohorts of people misplaced through war and conflict end up in such a state of limbo and then quickly become uneducated parents.
I will not repeat the excellent points made by the hon. Lady about girls. The girls in the Rwandan camp, as in camps around the world, become mothers while still children themselves, because there is little else for them to do. Becoming a mother is a rational choice for them, because it gives them a purpose in life. However, in overcrowded conditions, where families are all living cheek by jowl and are crowded in, sleeping together, it is no surprise that pregnancy is rife.
The camp met with UN requirements—there was no sign that it was badly run—but the challenges in that region mean that camps quickly become overcrowded. This one had been closed to new admissions, but of course the birth rate means that the number of people carries on growing.
It was striking that children talked about going home, but for many there could be much better immediate prospects locally, as the hon. Gentleman said, if they could be given support to integrate—although perhaps not always in the country where the camp is located—through a proper regional integration and relocation policy. That would not mean that those refugees never had the chance to return, but it would give them the chance to build skills and opportunity, so that, if the happy day came when they were able to return to the DRC, they would be able to contribute massively more. We saw that directly with some of the MPs and Senators who accompanied us on visits around Rwanda. Most of those Rwandans had been refugees who fled Rwanda and worked in other parts of the world. They kept their skills up, had a good education and then came back to lead Rwanda out of the horrors of the genocide of 20 years ago. We can see what happens when people have support; there was a direct contrast.
On the UK’s role, I had the privilege when I was a Minister in the previous Government to have some oversight of the gateway scheme, through which the UK Government take refugees from United Nations camps around the world. The Government accept those who meet the UN criteria. For the record it would be useful to remind Members what those are. The categories for vulnerable people include
“women and girls at risk…survivors of violence and/or torture…refugees with medical needs or disabilities…LGBTI refugees at risk…vulnerable older adults…refugees in need of family reunification and…those who face serious threats to their physical security, especially due to their political opinion or belonging to a minority group.”
The first categories are probably more pertinent, day to day, in camps.
When the Government talk about reducing immigration from the hundreds of thousands to the tens of thousands, we must not lose sight—I hope the Minister will make clear the Government’s position on this—of our international humanitarian responsibilities in this regard. When I became a Minister, we were accepting 500 people from the camps annually, but we aimed to raise that to 1,000 a year. Can the Minister tell me what the figures are over the past two or three years, so that we can see what the trajectory is and what the projections are? If not, perhaps she can write to me.
We also face pressures—I will come back to the gateway scheme in a moment—within the European Union, where Mediterranean countries continually receive boatloads of desperate and vulnerable people from north Africa. Discussions about burden sharing, as those countries put it, absorb a lot of time at EU Justice and Home Affairs Council meetings. We need to have a greater and wider view on the matter. I sat next to the Maltese Minister for three years. Every time I sat next to him, he asked whether we would take refugees who had arrived in Malta. We were, however, also trying to take refugees from camps around the world. We need to see that bigger picture across the EU much more. Some EU countries take good numbers of people from UN camps. Others take very small numbers. We need to look at that as part of a wider strategy. It is a sensible strategy for Europe to enable those in great need to resettle in Europe, where appropriate, and have them contribute to the European Union. It sends a message that we are supportive, but it is important that we have immigration controls more generally.
On the gateway project, it was a privilege to work with the Home Office officials who work to support resettlement. They visited the camps—I was prevented from doing so at the time by pregnancy—to see for themselves the families that they, working with the UN, felt could be relocated in the UK. There was a joint resettlement between Northern Ireland and the Republic of Ireland, so that there was a critical mass of people from a particular region, which meant that there was language support and the other support necessary for that group. Scotland was also very good at receiving groups of refugees. The idea was that local authorities would bid to take on refugees from the camps, and there was no shortage of willing volunteer local authorities. I was slightly worried that there would be.
It is perhaps pertinent for the Minister to take this back to some of her colleagues in Government, but what was heartening was that communities—often, churches and community groups—that knew they would be receiving people who had lived through desperate times would work positively to receive and welcome those people into the community. The media coverage locally was positive and it was seen as humanity, not as a burden to the UK.

Commons ChamberThe hon. Member is absolutely right. We are particularly concerned by the restrictions on freedom of assembly, association and expression, and by the large number of arbitrary detentions. However, this is an FCO lead, so we do not make those particular representations.
The Minister has indicated that we do not have an aid programme with Thailand, but are the Government reviewing aid programmes in the general region, as they may be affected by the coup in Thailand and people moving from Thailand across the border?
We obviously keep a watching brief on the region, and in fact at the moment it is the other way round, because some funding from our Burmese programme is supporting the Burmese refugee camps in Thailand. At the moment, from what we can see the coup does not seem to be having any impact outside the country.

Commons ChamberProgress has undoubtedly been made in Afghanistan, and one can only hope and pray that, in the years to come, the sacrifice of our brave service personnel will not be forgotten. The Secretary of State quite rightly alluded to the participation of females. She talked about 297 women contesting provincial council elections, but she did not say how many candidates there were in total.
I can provide the hon. Gentleman with that information. Something like 480-plus council places were being contested as part of the elections. A minimum of 20 will go to women, so we expect at least 92 women to have been elected. I will provide him with an update of the male aspect of those elections once I get back to my Department.

Commons ChamberThe meeting in Mexico is incredibly important. It will help us to take the next steps to shape responsible business practices that can, in turn, support sustainable and inclusive economic growth in countries that so badly need it.
Job creation is of course a very worthwhile task, particularly in the emerging economies. Does the Secretary of State agree that secure, dependable jobs that help the indigenous peoples of those nations are what is required to assist those nations?
The hon. Gentleman is absolutely right. One of the most important aspects is to help shape the economic growth that takes place so that, through work, it lifts the largest number of people possible out of poverty. That is precisely the agenda the Department is pursuing.

Commons ChamberWe are actively working on the electoral processes, primarily through the United Nations Development Programme and the International Foundation for Electoral Systems, to support the independent electoral commission and the Government of Tunisia to implement free and fair elections this year.
The Minister will be aware of the massive displacement, disadvantage and persecution of Christians in the north African region. In his discussions with the Tunisian authorities, will he ensure that that country’s role as a beacon extends to fair play and democracy for Christians to encourage their liberation in other countries that are close to the Tunisian people?

Commons ChamberI thank my hon. Friend for that contribution, but I do not quite share his position. DFID does not provide funding for political lobbying activities. Save the Children works to save children’s lives and does an extremely good job. It also fights for children’s rights. In pursuing those laudable social aims, of course it engages legitimately with politicians and political processes in the UK and internationally.
What progress is being made along with Save the Children in trying to promote literacy skills among young females in many of the nation states where Save the Children operates?
DFID has a number of great literacy programmes across all states. It works very closely with Save the Children and funds a great many of its projects.

Commons ChamberI am very happy to take that praise. It is an important Bill. It reflects the fact that no country can develop effectively when half of its population is excluded from that development. It is a matter not just of basic rights, but of ensuring that our Department and country have sustainable development approaches.
We have many cultural differences with some of the nations that are recipients of assistance. What pressure is the Secretary of State applying to them to ensure that females are not systematically disadvantaged, despite getting aid from this nation?
We can do a variety of things. First, we can pursue grass-roots programmes, as we do in many countries, that are aimed at improving women’s chance to get a job, to be educated through the girls education challenge, and to be able to have control over their sexual and reproductive health. We need to complement that with advocacy at domestic and national Government level, but also at international level, and that is one of the things on which I have worked alongside the Foreign Secretary in raising the issue of women’s rights.

I congratulate the hon. Member for Scunthorpe (Nic Dakin) on securing this debate. I am delighted to be taking part in it, particularly as I have resumed the co-chairmanship of the all-party group on global tuberculosis, now that I am free to do so. It is, quite properly, a cross-party co-chairmanship, which reflects growing concern in the House about what is often a “Cinderella” disease—one that is not talked about as much as some other diseases that are still claiming lives today.
We are, properly, concerned about the terrible tragedy in the Philippines and the loss of thousands of lives and we are, properly, marking world AIDS day on Sunday and the millions of lives that have been claimed by that disease. There is a strong overlap, as the hon. Gentleman pointed out, between HIV and tuberculosis, which many still believe is essentially a disease of the past. Indeed, before I became involved in this movement, I thought so too. In the 19th century, tuberculosis—consumption—was regarded sometimes even as a romantic disease, as featured in many operas of that era, yet one in four people in Europe were dying of consumption at that time. It was only with the advent of modern medicine—antibiotics—and the west’s attack on poverty in the late 19th and early 20th century that the disease was brought under control.
There are some sobering observations to make about the rate at which TB—which, as the hon. Gentleman said, has now resurged here, as a disease of the present—is being tackled, compared with the rate at which the west dealt with it in that era. At the current level of progress that the west in making in dealing with a disease that is still claiming 1.3 million lives a year—unnecessarily, because in the main it is easily and cheaply curable—we will have to rapidly step up the efforts that are being made, because the incidence of this disease is currently declining by 2% a year. If we continue at this rate, it will take more than a whole lifetime—a whole generation—and it will be more than 100 years before we tackle this disease properly and get it under control. That will mean that millions of lives will needlessly be lost.
On top of that, there is a growing threat—one that now amounts to a serious issue for this country as well—of drug-resistant TB, the emergence of which is entirely a reflection of the ancient way in which we treat this disease. Were it not for the fact that people with TB require lengthy treatment with antibiotics, because the drug regimens are old-fashioned and no new drugs have been developed, and were it not for the prevalence of counterfeit drugs and the inadequacy of health regimes, drug-resistant TB might not have developed with such ferocity. However, it is now a serious matter of concern, and not just in developing countries, where people unlucky enough to be diagnosed with drug-resistant TB—and few are—almost always face a death sentence. Acquiring drug-resistant TB in a developed country with an advanced health system would still require an expensive and extremely painful course of treatment over months and years.
While the right hon. Gentleman is elaborating on the complications that follow diagnosis, does he agree that there is a shocking compounding of the problem worldwide, because in some countries lung cancer is being diagnosed to a considerable degree in people who are subsequently diagnosed with TB?
The hon. Gentleman raises an interesting point. The starting position has been that we need the means to diagnose this disease.
Let us face up to the fact that if the resurgence of this disease had been in the west, it would already have been tackled by now. The pharmaceutical companies would have had a commercial interest in developing better diagnostics and tools, better drugs and, indeed, a vaccine. Another common misconception is that a vaccine is available to deal with TB, but only the BCG vaccine exists, and that is generally ineffective for most forms of TB and works for children for a limited time. Had this disease resurged in the west, by now we would already have these things, but we do not, because the drug companies did not have a commercial interest in developing them, essentially because the disease was found in developing countries without the economies or the wherewithal to pay for these new tools.
There can be no better example of the necessity for intervention by wealthy western Governments, who have the resources to ensure that such a disease can be tackled, not just in the interests of ensuring that lives can be saved—there is a profound moral reason to tackle this anyway—but in the west’s interests in securing the economic development of high-burden countries that are afflicted with this disease, which is a tremendous brake on economic development. Of course, TB is a disease that knows no borders, and with migration, and so on, we face the prospect of it resurging in our country. We have higher rates of TB in this country now—although they are low by comparison with high-burden countries in the rest of the world—than in the rest of Europe. We have failed to reduce rates in the past 10 years, as compared with the United States, for example, which has got on top of the problem. This is a pressing public health issue in this country.
There are lots of reasons for western Governments to be concerned about this issue. Therefore, I strongly endorse what my hon. Friend the Member for St Ives (Andrew George) said about the UK Government’s recent commitment, which has not been sufficiently noticed, to replenish the global health fund. That is a fantastic commitment, not just because of the absolute sums pledged to the global health fund—which is an effective means of tackling TB and is responsible for 80% of the funding for TB programmes across the world—but because it sends a powerful message, ahead of the replenishment summit next Monday, to other potential donor countries about the value of stepping up our efforts at this time.
The west faces a choice. We have the opportunity, with the potential emergence of new treatments, diagnostics, and so on, to get on top of this disease. If we relax our efforts and fall victim to the idea that, at a time of austerity, the west might pull back from some commitments that it is making, our efforts to tackle TB would go into reverse. This is an important moment to step up to the plate. Britain has done so admirably. I commend the work of the Secretary of State for International Development and Ministers in making that commitment, and I encourage other countries to do the same.

Commons ChamberMy hon. Friend makes a good point, because last week there was a rare piece of candour from Labour Members. They now have a welfare reform they are in favour of: they want to make welfare a human right. That is the policy of the Labour party. They opposed the welfare cap, they opposed the reforms to housing benefit, they opposed getting the deficit down, and now they want to make it a human right to give people benefits.

Will the Prime Minister join me in wishing a speedy recovery to my right hon. Friend the Member for Belfast North (Mr Dodds), who was injured when seeking to resolve problems in his constituency during the recent unacceptable disturbances? Will he also join with many in Northern Ireland who want to see the initiative headed up by Dr Richard Haass from the United States of America, which will require considerable effort and good will to resolve all the outstanding parading issues, which have been plagued by violent opposition for far too long?
Everyone across the House will have been very concerned to hear the news about the right hon. Member for Belfast North (Mr Dodds) being knocked unconscious at the protests in his constituency. Everyone wishes him well and I gather he is now improving. We look forward to welcoming him back to this House.
On the issue, it is very important that we see responsibility on all sides in Northern Ireland and that we take steps, as the hon. Member for East Londonderry (Mr Campbell) suggests, to make sure that these marches can go ahead in a way that respects the fact that communities must be good neighbours to each other. That is what is required in Northern Ireland and I know my right hon. Friend the Secretary of State will help in any way she can.
