That this House has considered the provision of broadband for rural communities.
It is a pleasure to be here as the Member for West Dorset and to serve under your chairmanship, Mr Dowd. I welcome Members from across the House who are participating in the debate, and extend a warm welcome to my constituents in the Gallery.
“Inequality”, “isolation” and “exclusion” are the three terms most associated with the impacts of poor rural broadband. “Weak” and “ineffectual” are terms often associated with Ofcom, the regulator, which is meant to protect the interests of constituents, both urban and rural. “Ruthless”, “commercial”, “yield maximising” and “predatory organisations” are terms often associated with businesses—often very large businesses—that look to prioritise urban rather than rural areas through maximising revenue. The terms “rural isolation” and “digital poverty” are often ignored, yet they are incredible issues for those of us who represent rural constituencies, not least in the south-west.
I congratulate my hon. Friend on securing this important debate. If we are serious about saying we are going to level up, does he agree that there is no reason why a community that is geographically isolated also needs to be digitally isolated?
Yes, I entirely agree. For far too long the prioritisation has been to connect urban and more densely populated areas, rather than rural areas. We live in a country where we do not value people’s lives more in urban areas than in rural areas; it is important to have fairness across the board, including in terms of investment. Only last week in this very Chamber, I and other Members made the point that rural funding and investment—for rural councils, services or others—need to be prioritised much more. We do not want a turf war; we just want fairness across the board. At the moment, I am afraid to say, I am concerned that my constituents in West Dorset are not receiving that fairness.
I do not know whether colleagues here will appreciate or understand the term “rural notspots”, but they are a big issue. Rural notspots are areas where people are lucky if they can get a mobile signal and extremely lucky if they can get a broadband connection. Vodafone’s report, “Connecting the Countryside”, revealed that 4.8 million people in rural constituencies live in 5G notspots, and 100% of West Dorset is a 5G notspot or partial notspot. That has a huge impact on residents across my constituency and, I am sure, in neighbouring ones as well.

That this House has considered the impact of the collapse of Football Index.
It is a pleasure to serve under you as Chair, Ms Ghani.
Football Index was a platform that allowed customers to create, buy and sell bets to one another as a means of making money, but it was, or was presented as, so much more than just betting. The “go to market” option on the platform allowed users to buy and trade with one another, creating an exchange market for customers. Due to the nature of the product, from its launch in 2015 it was advertised to customers repeatedly by Football Index as
“the world’s first football stock market”,
leading many to believe that this was more than just simple gambling and that it was a way of using their knowledge of football to grow a portfolio and make money. And on paper, in the early years, some did.
The collapse of Football Index has really damaged many customers. We have only to look at the tip of this iceberg to see stories from individuals who have lost so much as a result of the failings surrounding the company. The issue is more than money, vital though that is. The situation has also had an impact on many customers’ mental health and wellbeing. Despite the report published by Malcolm Sheehan QC in September 2021, there are still many unanswered questions, leaving the thousands of people affected without answers. This must be addressed to ensure that they have the answers they need. We must also, crucially, look again at the regulatory failing that allowed the situation to come about.
I congratulate the hon. Lady on securing the debate. Is she aware that in the previous Session of Parliament there was an early-day motion on this subject? It was tabled on 25 November by the right hon. Member for Knowsley (Sir George Howarth), who I see is in his place, and it called on the Government to implement the recommendations of Malcolm Sheehan QC, but it concludes by saying that it
“further calls on the Government to do all that it can to ensure that those owed money receive full reimbursement.”
Does the hon. Lady join me in supporting and repeating that request today?

Commons ChamberIt is interesting to follow the comments of the SNP spokesman, the hon. Member for Midlothian (Owen Thompson), particularly on disinformation and misinformation. If he wants to see some examples of excellent disinformation and misinformation, I refer him to some of the fake content that occasionally goes out from cybernats.
My only interest in this legislation is in what it will do for my constituents in Brigg and Goole. Some hon. Members might remember me banging on, many times in previous Parliaments and over the last few years, about the poor mobile and broadband coverage in my constituency. I used to refer to our broadband speed as two megabits a fortnight. I therefore welcome the general principles and direction of the Bill, which are so important to speeding up the roll-out of proper gigabit broadband.
In my intervention on the Minister, I highlighted my belief that it is competition that has delivered a massive increase in the roll-out of fibre-to-the-premise, gigabit-enabled broadband in my constituency. In East Yorkshire, we have a mixed network: large parts of East Yorkshire have no BT network at all and are entirely on the Kingston Communications system—now known as KCOM. That is why there are no red telephone boxes; we have white or cream telephone boxes locally. When I worked in America, someone bought me a postcard of red phone boxes to remind me of home, but of course they were entirely alien to me as I grew up in the piece of East Yorkshire where red phone boxes and BT did not exist.
In parts of East Yorkshire, we have the KCOM network. In other parts, including the part that I live in and represent, we have the BT Openreach network and we also increasingly have the Kingston Communications network. That is why I am concerned about some of the amendments tabled by the hon. Member for Hackney South and Shoreditch (Dame Meg Hillier), to which the shadow Minister spoke on her behalf, and about anything that potentially gives an anti-competitive advantage to one provider over another.
I do not have a particular problem with BT Openreach, which did a reasonably good job in the first fibre roll-out—the fibre-to-the-cabinet 24 megabit roll-out—across North Lincolnshire and my part of the East Riding of Yorkshire, which was generally delivered on time and in line with the contract. However, that is obviously not sufficient now, some years on. People increasingly demand and require proper full fibre to the premises, and I am afraid that that is where BT Openreach has not done its job. It has been left to Kingston Communications to roll out proper gigabit broadband to Goole, Broughton and, increasingly, Brigg and other communities in my constituency. We welcome that. As I said, it is purely competition and the work of Ofcom which has enabled us to have that.
Despite my praise of KCOM, those works have not been without some difficulties locally. Some of its pavement and streetworks leave something to be desired, and it has occasionally set fire to a number of residents’ hedges, which is awkward for residents and KCOM. Those problems and troubles aside, we now have significant roll-out of gigabit broadband to the premises as a result of that competition. Indeed, that is why the UK, having languished at the bottom of the full fibre league tables for some time, has begun to rise to a more respectable position.
As I said in my intervention on the Minister, I have some concerns about the amendments that seem to give preference to BT Openreach in some places. As I say, I have no problem with BT Openreach, but the Minister needs to look at some of its investment decisions. For years, it refused to provide full-fibre broadband to most parts of my constituency, including Goole. KCOM came along and did one part of it, leaving Old Goole. We put a town deal bid together to try to roll out full gigabit broadband to Old Goole, and then all of a sudden—I am sure it was entirely unconnected— BT Openreach gave notice that it planned to upgrade the exchange in Old Goole, but could not confirm whether it planned to roll out to premises. That leaves us in a quandary: should we proceed with our town deal, using public money on that project? I am sure it is all a coincidence, but it is important that the Minister looks at how many coincidences there are, where there is investment by one alternative provider and suddenly the behaviour of BT Openreach around that provider seems to take a certain pattern. As I say, I am sure it is all a complete and utter coincidence.
My hon. Friend is making a very good speech. Does he accept that the point he is making about competition goes wider than Brigg and Goole? The more competition we see across the country, the better the provision will be.
Indeed, but as my right hon. Friend will know, Brigg and Goole is of course the most important place in this country, and I am therefore particularly exercised by what happens there. He is absolutely right, though: that competition, which is also seeing the KCOM network expanded and rolled out in his constituency in the northern bit of East Yorkshire, is really very important. That is not to say that BT Openreach does not have an incredibly important role to play—of course it does, and I praise it for its work in getting gigabit broadband expanded across the country, but some of its behaviour raises questions.
The shadow Minister, the hon. Member for Ogmore (Chris Elmore), who moved amendment 14 and spoke to the group I am referring to, brushed aside concerns about private property rights and the claims that BT Openreach and others will potentially have greater powers than the police to enter private property. He said that that would all be on the basis of no loss or damage. Well, that is all fine, but it is a fairly high bar in loss of personal property rights—or a low bar, depending on how you want to think of it. I was not exactly comforted by his dismissal of people’s legitimate concerns around one provider having particular rights to access property that others would not have. On that basis, I urge the Government to reject and oppose those amendments.

Commons ChamberI know that the hon. Gentleman is quite a keen musician himself. I agree that music is incredibly important in England, Wales, Scotland and Northern Ireland—all the countries of our United Kingdom. I also completely agree that music can bring people together in harmony. We should remember that power at all times.
I declare an interest similar to the hon. Gentleman’s. Is he aware that the views that he is expressing are not unique to the Opposition, because many Government Members share his appreciation for composers and his passion for music?
Yes, I am, not least because I have written a couple of songs with the right hon. Gentleman that we have recorded down the years with our band MP4—legends in our own imagination. As we say in these groups, he is not only a drummer, but a musician: he has written songs himself, some of which have cult status on the internet.
UK Music’s recent “Power of Music” report sets out in clear terms the enormous and extensive benefits that music provides for health and wellbeing, with notable effectiveness in regulating and improving the mental health of so many people during the pandemic and in offering particular emotional respite for those with dementia. What is beneficial is not just playing and singing, but creating music. Organisations such as the Songwriting Charity empower young people and communities through the art and craft of songwriting to boost their confidence, self-esteem and mental health.
Some Members may not be aware—although you may be, Mr Deputy Speaker, given your origins—that Ivor Novello, the Welsh songwriter, playwright, composer and actor, was born on Cowbridge Road East in my constituency in 1893. Christened David Ivor Davies, he took the name Novello from his mother, Clara Novello Davies. I was particularly pleased when, three years ago, the former British Academy of Songwriters, Composers and Authors—BASCA—rebranded itself as the Ivors Academy in his memory, and in acknowledgment of the world-famous Ivor Novello Awards, which it runs.
In economic terms, songwriters and composers contribute substantially to the value of our music, performing and visual arts ecosystem, which generates an enormous £10 billion domestically, with music exports constituting £2.9 billion in value to the UK economy. UK Music points out that one in 10 songs streamed globally were produced here in the UK. That is a lot of globally popular UK songs and music.
This past week—and I know that you were watching, Mr Deputy Speaker— exemplified the joy and excitement that songs can create, with the immense talents of a diverse range of musicians and composers from across Europe and beyond brought under the Eurovision roof in Turin. Congratulations, of course, to Ukraine’s Kalush Orchestra, the deserved winners on the night, but also to the UK’s Sam Ryder, who came second. Writing great songs is a Great British tradition, from Ivor Novello’s “Keep the Home Fires Burning”, through Lennon and McCartney’s “I Want To Hold Your Hand”, David Bowie’s “Life on Mars” and Joan Armatrading’s “Love and Affection”, to Adele and Dan Wilson’s “Someone Like You”; but we must not take it for granted that that will go on forever.
I am happy to inform those who are not aware of it that the UK’s Eurovision song, “Space Man”, was co-written by the incredibly talented former student of Cardiff’s Royal Welsh College of Music & Drama and Radio Wales presenter, Amy Wadge. Many had assumed that Britain’s recent lack of success in Eurovision was political, but it turns out that what is needed—as well as a talented artist, good presentation and good production—is, above all, a great song. I am old enough to recall a time when Eurovision was known as the Eurovision Song Contest, and the writers were featured on camera to take a bow for their part in the creation of the music. There is no singer without the song and no song without songwriters, so perhaps that recognition should be resurrected. When I was growing up with vinyl records, which are now popular again, I used to study the labels intently to see who had written the songs. I want people to do that again, so that the art of songwriting is once again given its proper due rather than being hidden away somewhere deep in the metadata.

Commons ChamberI congratulate my right hon. Friend on getting this far with his Bill. Has he received any letters of objection from anyone, anywhere, to what he proposes?
The Bill has widely been received very positively. There have been very positive discussions with the devolved Governments, as I outlined in the debate on amendment 1 and my other amendments. There have been some changes in relation to Wales and Scotland, but the Bill has received support across the House; it went through Committee without Division, and my amendments on Report have been agreed to without Division. It is an important and widely supported set of measures.
The only exception in which the 12-month period can be extended is where an object suffers damage and repair work is needed. The legislation has been effective over the years and has enabled many exhibitions to be enriched by loans that the public might not otherwise have been able to see. There are now 38 institutions across the United Kingdom that have been approved for immunity from seizure and where objects have benefited from protection. Those 38 institutions are in England and Scotland; there are currently no approved museums in Wales and Northern Ireland.
My hon. Friend is, of course, very familiar with the issue of economic crime as he serves with me on the Treasury Committee and we are currently looking into these very matters in great detail. I believe there probably have been instances in which there has been a need within our country’s borders to seize objects and cultural artefacts. I cannot give my hon. Friend specific examples, but there will have been such seizures and the capacity for them will remain—for example, under proceeds of crime legislation if artefacts are used to conceal drugs or similar or for something associated with money laundering. Seizures could still occur under certain circumstances, but those circumstances are narrowly defined and will not be changed in any way by this legislation.
I hope that right hon. and hon. Members will agree that the Bill is an important and worthy measure that will give our museums and galleries, and those who lend to them, greater comfort in knowing that the protection afforded under the 2007 Act can be extended if travel plans are disrupted and it is not possible to return loaned objects within the current 12-month period.
I thank my right hon. Friend for giving way again; he is being generous. I notice that the power to extend by three months can be repeated again and again—there is no limit on how many times the relevant authority can extend the period for three months. Why has my right hon. Friend phrased the legislation in that way? Would it not have been better to give the relevant authority the power to extend for a longer period?
I believe the three-month period came out of the consultation process. The Department for Digital, Culture, Media and Sport has been conducting an informal consultation with museums and the rest of the sector and it was felt that, in the context of the existing 12-month protection, three months was a reasonable and proportionate further extension. It is relatively straightforward for the Secretary of State, or for Scottish Ministers when the question relates to Scotland, to bring forward further extensions—it is not a lengthy or onerous process—so three months seemed a reasonable period of time. We have to put forward some kind of period for extension because that has to be addressed.
The Bill will ensure that our national museums and galleries can continue to host major exhibitions, which provide so much enjoyment for the many millions of people who visit them every year and which are vital as we continue to rebuild our economy. I commend the Bill to the House.

That this House has considered Hull’s bid to become a maritime city.
It is a genuine pleasure to serve under your chairmanship, Mr Hollobone. The Hull: Yorkshire’s Maritime City project is underpinned by three key bodies: Hull City Council, which works to secure the ongoing prosperity of the city; Hull Culture and Leisure Ltd, which operates the city’s museums; and Hull Maritime Foundation, an independent registered charity that aims to support, protect and promote Hull’s maritime heritage through the project.
As one of the UK’s busiest ports, Hull has come a long way since the second world war, when it was referred to only as an “unnamed costal town” despite being hit harder than any other city outside of London during the blitz. Our port industry was hit, 95% of our houses were destroyed or damaged, and more than 1,200 people were killed in air raids on the city. Becoming the UK city of culture in 2017 put Hull on the map for all the right reasons, and in 2019 the scale of our ambition has not diminished.
The UK city of culture 2017 was an inspirational year: one of building confidence, showcasing our city, changing people’s minds and laying foundations for the future. Following from that success, the Hull: Yorkshire’s Maritime City project is a heritage-driven, city-wide cultural regeneration and place-making project that will continue to catalyse the remarkable transformation and momentum initiated by the UK city of culture 2017.
Is the hon. Lady aware that if these proposals go ahead, they will also benefit the wider East Riding area? For that reason, she has cross-party support for what she is saying and trying to achieve.
I thank the right hon. Gentleman for his remarks. He is absolutely right that this project’s benefits will be felt far wider than Hull; they will spill over into east Yorkshire as well.
The project will take Hull to the next level as a destination renowned for its maritime heritage and culture. Hull’s rich maritime story will take centre stage, creating a long-term legacy for decades to come. The city has already surpassed expectations and changed the perceptions of many by presenting as proud, brave, confident, and outward-looking, transformed by investment in culture, people and place.
Our connection with the sea has shaped our landscape and our culture; it touches every piece of our identity and shapes the way we see ourselves. Our fighting spirit, determination, and desire to resolve injustices has been evident through the ages, from William Wilberforce and his campaign to abolish the slave trade to the headscarf revolutionaries and their battle against the powerful establishment to change fishing safety laws. The story of those women revolutionaries is quite extraordinary: their campaign started after the triple trawler disaster in 1968, when 58 fishermen based in the port lost their lives in three separate trawler sinkings in the space of less than a month. Those women collected more than 10,000 signatures on a petition calling for reform, led protest meetings, and even came down to London to lobby politicians. Among the measures the campaign secured were safety checks before vessels left port, radio operators for all ships, improved safety equipment, and a mother ship with medical facilities for all fleets.
Today, our connection to the sea continues to define Hull’s culture and economy. Maritime images dominated the city of culture opening ceremony; The Deep aquarium remains one of our tourist hotspots; and thousands of people travel through our port each month to European cities such as Amsterdam or Zeebrugge, reflecting the European movement of the late 19th century, when trans-migrants made their way through Hull on their way to North America.
Our future economic prosperity remains tied to our future as a port and the green energy estuary. We are creating wind turbines with Siemens that will help drive forward the green energy agenda, and are developing advances in battery storage to store the energy we produce. We are not always great at advertising our achievements, and it often comes as a surprise when people learn that the Humber is Britain’s busiest trading estuary. Our maritime endeavours continue to this day.
Knowing our history roots communities and creates a strong sense of identity; it gives people pride and drives community engagement. The city’s proud maritime heritage is central to our vision, and the Hull: Yorkshire’s Maritime City project will restore and re-interpret our maritime treasures so that they can take centre stage and be celebrated by the community. The project is based around five key elements of our maritime heritage, which are Hull Maritime Museum, the dock office chambers, the North End shipyard, and two ships: the Arctic Corsair, the sole survivor of Hull’s distant-water sidewinder trawler fleet, and the Spurn Lightship, which played a key role in Hull’s inland trade by guiding vessels as they navigated the Humber estuary. Both those ships will receive a full restoration, increased opening hours, a new interpretation and new displays, while the Arctic Corsair will also play host to a variety of training events and opportunities.
The extent of the renovation of the buildings is even more exciting. The project in the North End shipyard will commemorate how that site once contributed to Hull’s status as a global maritime port by housing the Arctic Corsair in a permanent dry berth, creating an additional attraction near the already successful museum quarter, and highlighting the Queen’s gardens—formerly the Queen’s dock—and their significance to the maritime story of Hull. The Maritime Museum will receive an additional 390 square metres of museum space, new public access to one of the building’s domes with superb rooftop views, improved education and visitor facilities, and new displays that will tell Hull’s maritime story in a unique and immersive way. That will lead to a 50% increase in the number of items available for public view, and better conservation of those items so that more of Hull’s people can benefit from them for longer.
However, Hull: Yorkshire’s Maritime City is so much more than a heritage project. By taking a heritage-driven approach to place-making, it will redefine the city for residents and visitors alike and transform the life chances of its citizens. Across the city, the project will promote ambition and civic pride, and raise aspirations by working with young people, older people, unemployed people, people with disabilities, and people and communities facing isolation. The project will benefit 150,000 people through informal learning and outreach programmes, while 10,000 pupils and students will benefit directly from engagement with our formal learning programme.
The activities available through the Hull: Yorkshire’s Maritime City plan will offer people the chance to gain practical skills through volunteering that will boost their employment opportunities and build confidence in a variety of employment settings. Skills-building opportunities will include heritage opportunities as well as transferable, public-facing skills such as oracy, developed through opportunities such as guided tours and event stewarding. By boosting confidence and increasing civic pride, the project will help to build strong, resilient communities that are motivated and inspired by their local heritage, fostering a strong and positive sense of place.
The Hull: Yorkshire’s Maritime City project will also boost our economy. A new economic impact assessment commissioned by Hull City Council to look at the benefits of the project concluded that it represents a positive return on investment and good value for money in high, medium and low-impact scenarios. It will create 121 jobs in the local economy through its construction, operation and supply chain, and as a result of visitor spend. The transformational reach and impact of the project will far outreach the sum of its parts, fulfilling its vision of being a truly heritage-driven, city-wide cultural and place-making project with people at its core. I am sure that the Minister will agree that it is a fantastic way for Hull to utilise its history to provide opportunity for the future.
Today, I ask the Minister to recognise the ambition of Hull City Council in supporting such a project, and to encourage the Department for Digital, Culture, Media and Sport to work with the council to deliver this ambitious and aspirational project, which embodies much of the thinking in the 2016 White Paper on culture and the 2017 Mendoza review. I also ask her to encourage cultural and tourism institutions sponsored by her Department to freely lend their expertise, and to offer their support and commitment to the project and engage with the team in Hull.
Finally, will the Minister ask the Secretary of State for Transport to work with the chief executive of Highways England, Jim O’Sullivan, to explore ways of unlocking the Highways England designated funds process at the earliest opportunity—to allow consideration of the A63 footbridge Spurn Lightship proposal, which would add so much value to this project? I hope the Minister feels she will be able to work with me to achieve this step in securing Hull’s future.
It is a delight for my ministerial debut to happen under your auspices, Mr Hollobone. I thank the hon. Member for Kingston upon Hull West and Hessle (Emma Hardy) for bringing such a fascinating subject to the Chamber. As she knows, my Somerset constituency is a long way from Hull, but as a Back Bencher I always tried to champion it, as she is championing Hull. It is the right thing to do. We learned a great deal about Hull. I have not been there myself, but she whetted my appetite, because there seems to be so much going on. The plans for the Maritime City are interesting and exciting and I look forward to seeing them progress.
Few cities have had the recent dramatic transformation that Hull has had. The hon. Lady mentioned its history and how devastated it was after the war; it has undergone a massive transformation. As she also mentioned, it was a hugely successful city of culture in 2017, during which time more than 5 million visitors came to the city. That really enhanced the pride of its residents. More than half the city’s businesses reported an increased turnover because of all the effort that was put into that year. It is heartening that the city continues to capitalise on that success, so that it was not a one-off year. It has sparked something that will continue, which is very much the thinking behind the city of culture. We are thinking about the next one now, Coventry, which I hope will be as successful as Hull.
As the hon. Lady said, the Maritime City project will champion Hull’s eight centuries of fishing history, which will be encompassed in some of the projects that will come forward. I was interested to read about that history, particularly the trawlers. The fishing industry went as far afield as Iceland and the White sea, which is something that the city is proud of and that we should be proud of as a nation. The two historic ships, which are both on the national historic ships register, will be part of the project, as will the world-class maritime museum, which sounds fascinating.
The project will maximise the potential of those existing assets to bring visitors to the city, celebrate its history and use that history to enhance the future, which is the essence of place-making. The project will accomplish several milestones for the city. The investment in the Hull Maritime Museum will constitute its first major refurbishment in 40 years and will hugely expand it as a centrepiece for the city. The hon. Lady referred to the Mendoza report, which highlighted the value of our museums, the benefit they can bring and how much we should celebrate them. In Taunton, a great deal of investment was put into our museum and the number of visitors increased from 30,000 to 120,000 in the first year, which is phenomenal.
The Arctic Corsair trawler is the last vestige of the trawler industry and a real flagship. It is the last surviving sidewinder trawler—I have learned something—and it will receive a fitting final home in its own dry dock in the North End shipyard, as the hon. Lady highlighted, which will allow it to remain open and accessible to the public. The Government are keen to support that and have already provided £50,000 through the coastal revival fund. That pot of money, which came from the Ministry of Housing, Communities and Local Government, already supports conservation and restoration work on the ship.
As hon. Members present are aware, my portfolio encompasses not just arts and heritage, but the tourism agenda. My right hon. Friend the Member for East Yorkshire (Sir Greg Knight) mentioned the wider benefits of the project. Indeed, there will be real benefits across the board for the wider area of increasing the offer in Hull. There is real evidence that demonstrating and doing more with the UK’s historic sites can draw in many more tourists.
The Minister does not know what she is missing. Will she commit to visiting Hull and the East Riding in the not-too-distant future?
That is a lovely offer. I love Yorkshire anyway—I think it is very close to Somerset in its feel—and I would very much like to make a trip and visit all these places, particularly Hull, to see what has been gained from being the city of culture and learn the lessons for the next city of culture. I am sure my team will take that offer up.
Tourism in the wider East Yorkshire region contributed £878 million in 2017 and provided almost 20,000 jobs, so it is a valuable part of the economy. In the past two years, overseas visits to East Yorkshire and Hull have hit new heights; there were 113,000 in 2018. The region’s forthcoming tourism strategy will build on that trend, because there are great opportunities.
I am particularly excited that several elements of the Maritime City project address the issue of improved access for disabled visitors. I strongly believe that our heritage sites and visitor attractions should be accessible to everyone. It is a growing sector. As Tourism Minister—I hope it lasts—I am particularly emphasising that in the tourism sector deal. For the first time, disabled visitors will be able to get aboard the Arctic Corsair following its restoration.
It is encouraging that, when the DCMS/Wolfson Museums and Galleries Improvement Fund expert panel decided to award £150,000 to the Hull Maritime Museum refurbishment, it specifically noticed the emphasis placed on better access for visitors with disabilities, which was one of the reasons for its success. The project should be highly commended for prioritising and integrating the needs of all Hull’s visitors.
Hull’s potential was recognised by Historic England in 2017, when it was announced as one of its first heritage action zones. Through advice and financial support, that initiative aims to create partnerships that will improve economic growth and the quality of life in Hull’s old town. Ultimately, it will secure new uses for historic buildings, increase affordable housing and seek better links with the waterfront to better exploit that maritime heritage. That all chimes well with the Maritime City project.
Hull’s upward trajectory has been facilitated and enhanced by a flood of investment in arts and culture over the last few years—lots of places would be quite jealous of how much Hull has achieved. Grants from the National Lottery Heritage Fund and the Arts Council, many of which have focused on the importance of getting communities engaged and involved, have had a huge impact. Engaging communities in that way is so important in making a success of a place.
There has been a raft of events, such as the Freedom Festival, the Big Malarkey Festival—we would not have been allowed, Mr Hollobone, because it was a kids’ event, but it was all about books and stories, so I was interested to hear about it as I am also the Libraries Minister—and the Creative People and Places project, which have had great success in attracting new audiences to become engaged in and inspired by the arts.
I am also pleased that the Maritime City project has taken note of the need to involve people across the board. It has staged roadshows across the city to showcase the project and foster community buy-in. More than 10,000 residents have already taken part and been reached as part of the council’s integrated work that has already been referred to. Together, the Heritage Fund and the Arts Council have given more than £2 million to Absolutely Cultured to build on the legacy of Hull’s UK city of culture year, which shows a universal desire for the city not to rest on its laurels.
What has been achieved in Hull with the help of grants from those two organisations really demonstrates the importance of national lottery funding for major UK projects, which is to be particularly celebrated in this, its 25th anniversary year. Hull could be used as something of a model for funding. The Heritage Fund has given more than £7 million to projects in Hull in the last five years and its £1.4 million development grant for the Maritime City project has been catalytic in getting it to the current stage.
Of course, as a Minister, one cannot second-guess the outcome of the second round bid the project has put in to the Heritage Fund. The decision will be taken by the north area committee, which I believe has visited the site already, or is to do so later this month. However, whether or not the application is successful, there is reason to be confident that the city of Hull will find a way to bring the ambitious plans in the bid to fruition.
The Maritime City project is perfectly placed to capitalise on the momentum generated by Hull’s year as city of culture and the other factors I have mentioned. The legacy of that year can be keenly felt throughout the city. There are some truly impressive statistics. To name just a couple, in 2018 the city’s employment rate and number of businesses reached their highest ever recorded rate, including more than 550 new cultural jobs. That is a pretty extraordinary outcome.
I note with interest the opportunities in the project bid for training and skills, which I was very pleased to see. Those are particular elements in the new tourism sector deal, which hopes to build skills and apprenticeships so that our young people feel that there is a future working in tourism and such sectors in these areas. The developments in Hull will surely offer opportunities that will keep younger people there and stop them from thinking they need to go somewhere else to get good employment. I was pleased to see that as part of the bid.
As a result of all the work in Hull, I believe that civic pride is at an all-time high, with three in four residents reporting that they are proud to live in Hull—perhaps the others will be got on board with all the new projects coming to fruition! Recent VisitEngland findings show that Hull Maritime Museum has had the greatest growth among all museums and galleries nationally, with an almost 400% increase in visits. That is absolutely phenomenal and has happened even before the refurbishment of the museum. It is a great demonstration of the role that museums can hold.
As has been outlined, the Maritime City project, which involves five different sites, including the two historic vessels, will attract a further 300,000 visitors to Hull and potentially bring an additional £2.86 million to the local economy. It will be a huge boon for the city, continuing its upward trajectory to become a must-visit destination in the UK.
We want UK visitors to go to places such as Hull. We also want to attract international visitors. With our new airport links, building on, for example, the special deal in Manchester to encourage inbound tourism, or with Newcastle Airport, perhaps we can get people to use those routes—these are all good selling points for people who are going up north. We want to strengthen that, and tourism, arts, heritage and culture really help. I was so pleased to hear there is cross-party support for this project. Things are often successful with cross-party support as it demonstrates very wide interest—not, of course, that I can influence the decision.
The hon. Lady raised a point about Highways England. I will ascertain what might be holding that particular aspect up and how it might be moved forward, and report back. I urge the hon. Lady to continue championing the cause, which helps a great deal; it is always good to have a champion.
Hull has a unique place in the UK’s maritime history. We discussed the two ships in Hull—I have knowledge of the SS Great Britain in Bristol, which has very good disabled access; Bristol has an interesting maritime history as well. The SS Great Britain is a huge tourist attraction in Bristol, visited by a great many people. It is a beautiful place to visit, and so I know how attractive such ships can be to the public, who are intrigued about their history. It makes perfect sense to build on that heritage for the future.
Should the bid be successful, I am sure that Yorkshire’s Maritime City, Hull, will continue to grow and develop and maintain its unique position, that more people will hear about it, that businesses will benefit, that more visitors will come and that we will all be reminded of our glorious seafaring past, which is so much part of our history in the UK.

That this House has considered the establishment of a town of culture award.
I appreciate the opportunity to serve under your chairmanship, Mr McCabe. I am grateful to my hon. Friends for their turnout, which shows the Minister the strength of feeling and the focus on towns that we all share. I am pleased to see Government Members here, too. The debate has one clear aim: to explore with the Minister the possibility of establishing a specific town of culture award on similar terms to the city of culture award, so the smaller towns we all represent can participate on equal terms and enjoy the benefits of such an award.
Is it not the case that towns can apply for the city of culture award but it is very much a David and Goliath competition, because towns often do not have the resources to put in a bid of the necessary quality? For that reason and others, I support the right hon. Gentleman’s initiative.
I am grateful to the right hon. Gentleman for his support. It is true that towns are part of the wider city of culture establishment, but I defy the Minister to name a town that has won that award. I think there is merit in enabling towns to regenerate, promote themselves and participate, because they have a great deal to give.
I hope the Minister focuses on our one demand and establishes a town of culture award, but will he also discuss the idea with the devolved Administration in Scotland and my colleagues in the devolved Administration in Wales, and meet his ministerial colleagues in Northern Ireland and, in due course—I hope—the devolved Administration there, to establish the scheme on a UK-wide basis? We could have winners in Scotland, Northern Ireland, Wales and England, and perhaps an overall town of culture for the whole United Kingdom.
This idea has gained traction over the past few weeks. Although I welcome the support of the right hon. Member for East Yorkshire (Sir Greg Knight), the idea had its genesis in the Labour Towns group, where Labour Members who represent towns have looked at how we can help regenerate our towns and communities through transport, housing, employment and tourism. The Minister will know that my right hon. Friend the Member for Normanton, Pontefract and Castleford (Yvette Cooper) has written to the Secretary of State to ask for our central demand—the establishment of a town of culture award—to be considered. It is an idea whose time has come.

That the Committee has considered the Proposal for Designation of Age-verification Regulator.
It is a pleasure to serve under your chairmanship, Mr Sharma. The Digital Economy Act 2017 introduced a requirement for commercial providers of online pornography to have robust age-verification controls in place to prevent children and young people under the age of 18 from accessing pornographic material. Section 16 of the Act states that the Secretary of State may designate by notice the age-verification regulator and may specify which functions under the Act the age-verification regulator should hold. The debate will focus on two issues. I am seeking Parliament’s approval to designate the British Board of Film Classification as the age-verification regulator and approval for the BBFC to hold in this role specific functions under the Act.
For the purpose of this measure, where is pornography defined? For example, would the measure prevent a student from downloading a film, say, of “Salome” or “Lady Chatterley’s Lover”?
The measure before us today deals exclusively with the designation of the BBFC as age-verification regulator and the powers that it will enjoy by exercising that function. It does not deal with the definition of pornography. Although the measure contains a definition within it, it does not deal with that matter. I can come back to that later if my right hon. Friend requires it.
Before considering the specific points related to the debate, I remind the Committee why we introduced the requirement. In the offline world there are strict rules to prevent children accessing adult content, but the same is not true online. A large amount of pornography is available on the internet in the UK, often for free, with little or no protection to ensure that those accessing it are old enough to do so. That is changing the way in which young people understand healthy relationships, sex and consent.
A 2016 report commissioned by the Children’s Commissioner and the National Society for the Prevention of Cruelty to Children makes this clear. More than half of the children sampled had been exposed to online pornography by the age of 15. Nearly half of boys thought pornography was realistic and just under half wished to emulate what they had seen. The introduction of a requirement for age-verification controls is a necessary step towards tackling the issues and contributes to our commitment to making the United Kingdom the safest place in the world to be online.
The BBFC is best placed to carry out the important role of age-verification regulator because it has unparalleled expertise in the area. The BBFC has been classifying films for cinema release since 1912 and video content since 1984. It has established a trusted reputation for making difficult editorial judgments and giving consumers, particularly parents and children, clear information about age-appropriate content. Importantly, the BBFC is currently responsible for classifying adult material for sale online, including judging when content should be rated 18 years and therefore be available for sale only in licensed sex shops. Moreover, the BBFC understands how new technology is changing the way in which people access content. It has been crucial to the development and implementation of the filtering of adult content on mobile networks. It is clear that the BBFC has the breadth of experience and expertise required to undertake the role of age-verification regulator.
In this role, the BBFC will be responsible for identifying non-compliant websites and giving notice to the appropriate persons. Draft regulations setting out the circumstances in which the regulator should consider that pornography has been made available on a commercial basis were published alongside the Act. We expect to lay an updated draft before the House shortly.
The particulars of the proposed designation set out the powers that the BBFC will be designated to carry out the role, namely: the power to request information that it requires to exercise its powers; the power to issue civil proceedings against non-compliant persons; the power to give notice to payment service providers or ancillary service providers to non-compliant persons; the power to direct internet service providers to block access to non-compliant material; and the freedom to exercise its powers proportionately, and in a manner that prioritises child safety online.
In addition, there is an obligation on the BBFC to issue guidance on the age-verification arrangements that it will treat as compliant, and the approach that it will take to ancillary service providers. Following designation, that guidance will be laid before the House for approval. We are confident that, taken together, this approach gives the BBFC a range of powers that will provide a real incentive for pornography providers to comply with the age-verification requirement under the Digital Economy Act.
I am pleased to report that the BBFC has engaged openly and constructively with the Department for Digital, Culture, Media and Sport from the beginning of the process, and has made extensive preparations for the role, including developing the technical expertise and processes that will be necessary. It has undertaken engagement with relevant organisations, including representatives of the adult industry and the age-verification industry. In particular, it has established a charity working group to ensure that its approach is in line with child online safety goals.
In conclusion, we believe that the BBFC has the right attributes and experience to carry out the role of age-verification regulator. It is a highly respected organisation that has unparalleled expertise in classifying content. I have confidence in recommending it to the House as age-verification regulator for online pornography.

Commons ChamberI am grateful for this opportunity to debate the cultural contribution of the city of Perth to the United Kingdom’s national life. As we await with bated breath the shortlist for the 2021 UK city of culture, our cultural contribution to this nation is vast, overwhelming and ever evolving. Nevertheless, we are not a city that rests on its laurels. We are a city that is rich in heritage and culture, oozing confidence and simply dripping with ambition. With our dramatic riverside setting in the heart of Scotland, where highland meets lowland, in the middle of a hybrid cultural melting pot, we are by far the most beautiful and attractive of all the city of culture candidates.
Is the hon. Gentleman aware that support for the city of Perth goes beyond his party and his country? There are Government Members, whom he would no doubt refer to as Sassenachs, who think that Perth is a great city.
I am grateful to my right hon. Friend—I call him that because, as I think you know, Mr Deputy Speaker, he is my colleague in the rock band MP4—for that contribution. I do, of course, recognise the fact that Perth’s bid is supported in constituencies throughout the United Kingdom.
Our plan is to make Perth one of Europe’s great small cities and, in achieving that, give confidence to the other small cities and large towns throughout the United Kingdom. Let me tell you a little about the city of Perth, Mr Deputy Speaker, because our story is utterly unique and like no other, and I know that you are a student of the civic attributes of so many of the communities represented in this House.
Perth is the ancient capital of Scotland. In the 9th century, Kenneth MacAlpin forged the Kingdom of Alba from the Picts and the Scots and was crowned Scotland’s first King at Scone. From then on, every King of Scotland was crowned on the stone of destiny in Scone, which is now part of the Perth city region. I shall say more on that artefact later.
Perth became a royal burgh in 1210, and by the early 14th century it was the most fortified settlement in the whole of Scotland. In the 16th century, the Scottish reformation was sparked in Perth, when John Knox preached in the wonderful surrounds of St John’s kirk in the heart of the city. Our place in Scotland’s pre-industrial history was secured and cemented with a pre-eminent place in the Jacobite struggles and the idea and creation of the modern nation of Scotland.
With industrialisation, Perth’s contribution was matched only by our contribution to the concurrent Scottish enlightenment. Our whisky, dyeing and linen, and our industry powered by the mills along the River Tay, were matched by the cultural contributions from John Duncan Fergusson and Patrick Geddes.
In the 20th century, the city of Perth became the administrative centre for much of the Scottish whisky industry and for Scottish agriculture. It offered fantastic financial services, particularly insurance, which is still a feature of the city today. From the 1940s, hydro-electric dams shaped communities and landscapes right across highland Perthshire, signalling the coming of the renewable energy revolution.
To bring things right up to date, five years ago we were awarded full city status by Her Majesty the Queen during her diamond jubilee celebrations, in recognition of Perth’s contribution to the civic, cultural and national life of not just Scotland but the whole United Kingdom.
We simply overflow with cultural activities. We have four nationally recognised arts organisations: Horsecross Arts, Culture Perth and Kinross, Pitlochry Festival theatre and the Perth festival of the arts. We have 20 dedicated cultural venues, including the wonderful Perth concert hall, which is celebrating its 12th year this year and is the largest concert-hall venue outside the Scottish central belt and, in my view, the finest concert hall in Scotland.
We are in the process of renovating our existing cultural estate with the creation of a new cultural quarter in the Mill Street area of the city and the multi-million pound redevelopment of the wonderful Perth theatre, which is one of the oldest and best-established theatres in not just Scotland but the whole United Kingdom.
