Commons Chamber1. What estimate he has made of the cost to the public purse of the planned reorganisation of fire station provision in Shipley constituency.
Decisions on the cost of reorganising fire stations are a matter for local fire and rescue authorities. Needless to say, I would expect any such reorganisations to save public money, rather than cost more.
I am grateful to the Secretary of State for that answer. West Yorkshire fire authority has given up two fire station properties to hand over to a social housing provider in exchange for one less valuable piece of land to build a new fire station on. There is a lot of concern, not least from firefighters, that at a time of budgetary pressures, the fire authority is tossing away literally tens of thousands of pounds. Does the Secretary of State have any powers to intervene to ensure the taxpayer gets good value for money, or at least to make sure we know the valuation of these lands so that we can see for ourselves what the impact is on local taxpayers?
Before answering my hon. Friend’s question, may I pay tribute to all firefighters for their hard work on bonfire night last Thursday and over the weekend, and may I say how proud I was to meet firefighters and other members of the civilian services on parade at the Cenotaph yesterday? In the 75th anniversary of the battle of Britain we remember the 800 firefighters who were killed and the 7,000 injured defending us during the last war.
I am very concerned about what my hon. Friend says, and I will ask the chief fire and rescue adviser, who has the powers of an inspector, to meet him to understand his concerns and advise me on next steps.

Commons ChamberAll the agreements are in the public domain. They are published and on the websites of all the local enterprise partnerships. There is a framework that tracks the implementation of each component of the deal. We have signing ceremonies that commit the local leaders as well as central Government to do what is laid out. But the difference between the growth deals and previous programmes is that the growth deals are in the hands of the local leaders. It is the local businesses that make estimates of the jobs that they are going to create, so it is an estimate not by the Government but by the local business leaders.
The Minister has said that the West Yorkshire combined authority will use the new single appraisal framework to inform a formal review of transport funding priorities by 2015 to include the Shipley eastern bypass, which is something that I very much welcome. Does that mean that the Government have been persuaded by the persistent case I have made of the need for that bypass? Will he confirm that the funding is now available to progress the scheme, and whether the onus is now on Bradford council and the West Yorkshire combined authority to prioritise schemes that benefit the whole of west Yorkshire, and not just its Labour heartlands?
I agree with my hon. Friend that he is a persistent advocate for Shipley, which is quite right as he is the local MP. The transport funds have been devolved to the West Yorkshire combined authority. In fact, £1 billion is available. Of course it is right that, in prioritising the transport schemes, the authority should cover the whole area. That is clearly understood and is set out in the agreement. I know that my hon. Friend will make his cause locally with the same vigour and passion that he does here in Westminster.

Lady knows, we have reflected carefully on some of the representations made about the proposed package, and we continue to consult on the details and will come forward with a full response in due course. It is fair to say, however, that disabled groups and their representatives have recognised and welcomed the changes.
Given our huge trade deficit with the EU, will the Secretary of State tell us why he is so certain that were we to leave the EU, it would stop free trade with us? Or is it that kind of woolly thinking that has led to his removal as his party’s economic spokesman at the general election?

Commons ChamberFirst of all, the IFS did not say that the system was unsustainable. We have one of the best systems of student finance in the world, and it is achieving the results that we on this side of the House all want to see. I will give the right hon. Gentleman the answer to his question on how the removal of the cap is being paid for. The Treasury has allocated £550 million to pay for it, and it is fully funded. This has enabled us to implement the Robbins report, which was produced 50 years ago and recommended that anyone with the capability and desire for a university education should be able to have one. We are the first Government in 50 years who have been able to implement that.

Commons ChamberI understand the hon. Lady’s disappointment that that particular bid was not approved, and I would be very happy to meet her to explain why. However, there is some consolation in the fact that 90% of the black country’s enterprise zone is located in the Stoke and Staffordshire area, so there is some good news for the regeneration of her area.
Can the Minister explain why part of Leeds should be an enterprise zone, but Bradford should not be and neither should Shipley? Indeed, can he explain why the whole country should not be an enterprise zone?
Our ambition is to make the whole country an enterprise zone, but we go one step at a time. The answer to my hon. Friend’s question is that the decision was made by the local enterprise partnership. Unlike the previous round of enterprise zones, these ones were not picked in Whitehall. It was for the local enterprise partnership to designate where it thought the zone would work best.
I will continue to make a bit of progress, then I will certainly give way to my hon. Friends.
Taking away some of those appeals for determination by an undemocratic body, rather than by local authorities on the basis of a plan, is the wrong thing to do, and would also elevate the status of planning officers above members. Such an approach would essentially say to planning committees that they should either agree with their planning officers or risk facing an appeal. That is the wrong approach. My hon. Friend the Member for St Austell and Newquay will shortly see evidence in the national planning policy framework of my absolute intention to make plans sovereign, so that it is not possible simply to set aside democratically agreed local plans in response to particular pressures.
There is also a case for looking at the fact that the costs of losing appeals can sometimes hang over local authorities. Sometimes the threat of losing an appeal dissuades a local authority from turning down an application that it might want to turn down. We should look at that, to ensure that it will be possible for local authorities robustly to stick to their local plans.
My right hon. Friend will remember visiting my constituency to meet local residents who were fighting against unwanted developments in Micklethwaite and Menston. The logic of what he is saying seems to be that the appeal process should be evened up to deprive the developer of the opportunity to take their plans to appeal. Is that what he is proposing? One way or another, the plans should be equal between the developer and the local residents. On the basis of what he has just said, can he clarify whether he is going to stop developers having the right to appeal?
I know that my hon. Friend withdrew an amendment proposing to deprive developers or property owners of their right to appeal. He will know, as a robust free-marketeer, that when planning consent was nationalised, it took away people’s opportunity to do what they wanted with their property, and that that became subject to the right of appeal. I think that that is a reasonable safeguard. I want to make the local plan clear and sovereign, so that it becomes the determinant of planning applications, so that they do not need to go to appeal.
I am glad that you are as fascinated by that as I am, Mr Speaker. If we want a serious discussion, it is important that we change the situation in which all planning applications in this country are seen to destroy quality of life and are fiercely resisted. That is the sad state of things, and we must understand that we need to unblock that. One way to do so is to ensure that communities benefit financially through incentives. The other is to allow local communities to help to specify and design the characters of their local neighbourhoods. If we do that, we can take some of the poison out of the system and have more new homes.

T7. I very much welcome the ending of the regional spatial strategy. My constituents, who are fighting inappropriate proposed developments in Micklethwaite and Menston, would like to know more detail about how the Government’s new planning policy may enable them to fight off those developments. Will the Minister visit Shipley and meet local residents to discuss with them how the Government’s new planning policy may help them in those particular cases?
My hon. Friend extends an enticing invitation that I will be delighted to take up, so that I can meet his local community and tell them that they are now free to set community plans in accordance with their interests without any fear that those plans will be revoked by national, unelected officials.
