Commons ChamberThe Secretary of State knows that leading AI developers are expected imminently to release new, more sophisticated AI models. Can she confirm that our AI Safety Institute has had access to those models, as was agreed at Bletchley Park? Is it the case that the developers have made changes to their models where they have been requested by the institute?
I know that my right hon. Friend shares my passion and enthusiasm for this topic, as well as a desire to make sure we grip the risk. Our institute is the first in the world to be doing pre and post-deployment testing, in line with the agreement we made at Bletchley Park. I cannot get into the specifics of which models we are testing, as I am sure he will understand, as that is highly commercially sensitive information, but I can assure him and the House that where risks are found, we expect relevant action to be taken. The responsibility of developers is to ensure that their models are safe, but the Government are committed to holding them to account.

Commons ChamberOn 1 January this year, the UK became an associate member of the Horizon Europe programme and Copernicus. Given our delayed start, could the Secretary of State say what steps she is taking to encourage participation by UK universities and businesses?
My right hon. Friend is absolutely right. I welcome the news shared just last week by Commissioner Ivanova, who said the early signs of uptake are absolutely excellent. Indeed, some programmes are projecting an increase of over 50%. We are not being complacent. We have launched a comprehensive international marketing campaign, introduced a pump-priming scheme with the British Academy and already started on roadshows.

Commons ChamberJust before Christmas, the EU institutions declared that they had agreed to a new EU AI Act. What assessment has the Secretary of State made of that? How does her intended approach in the UK differ?
I welcome my right hon. Friend’s work in this space. The EU has taken a slightly different tack from us. We want to foster innovation in AI, seize the opportunities for our public services and ensure that the jobs are located here in the UK. That is why we have our domestic track—we will produce a White Paper shortly—and also why we introduced an international track and convened the entire world for the first ever global AI safety summit. We are certainly leading in this area.

Commons ChamberMay I congratulate the Government on convening the summit and on its success? It is, as the Secretary of State said, a considerable achievement to get the US, the EU and China to agree a communiqué. It was good to have access to the frontier models that the summit agreed. Having future summits, in six months’ time, is also an important step forward.
As the Secretary of State said, the summit focused principally on frontier AI, but it is vital that we can deal with the here-and-now risks of the AI being deployed already. In the White Paper that they published in March, the Government said that they expected to legislate to have regulators pay
“due regard to the principles”
of that White Paper, but such a Bill was missing from the King’s Speech. Meanwhile, in the US, a very extensive executive order has been issued, and the EU is finalising its Artificial Intelligence Act.
Will the Secretary of State think again, in publishing the response to the White Paper, about taking this final opportunity before a general election to ensure that the good intentions and practice of the Government are not inadvertently left behind, with other jurisdictions’ legislation preceding our own and other people setting the rules rather than the United Kingdom setting a framework for the world?
I thank my right hon. Friend for his important question. I think it is right that we do not rush to legislate, because we need to understand properly the risks that we are facing. That is why we have been investing in bringing on board the correct experts, both into Government and into the taskforce that will now morph into the institute. It is why we have also committed not just ourselves but our international partners to producing the “state of the science” reports, so that we can stay up to date with those risks.
Absolutely, we will eventually have to legislate, but as we said in the White Paper that we published earlier this year, we do not need to rush to do that; we need to get the timing right to ensure that we have the right solutions to match those problems. There is a lot that we can do without legislation. We demonstrated that last week by convening the world for collective action to secure pre-model deployment testing, to ensure that we work together to get a better handle on the risks, and to encourage partners such as America to go further, on which we have seen us and them acting in lockstep.

Commons ChamberScience does not recognise borders, and everyone wins when the best UK scientists can work with the best in the EU and around the world, so this is a huge and positive announcement and has been greeted with delight and relief not just by the science community in the UK, but across Europe and beyond.
My Select Committee, the members of which are in the Chamber, will examine the deal in detail, but may I congratulate the Secretary of State, her Minister and the whole of the Government on what seems to be a shrewd agreement that, for example, allows us to win grants even beyond our own financial contribution? Will she confirm that Horizon funding is available not just to academic institutions, but for innovation by British industry? Has she consulted formally the UK Atomic Energy Authority, which runs our fusion programme, about not participating in Euratom and, if so, what is its view? Does she agree that, with the reputation of British science as high as it is, with the science budget doubling as it has over the past 10 years to £20 billion a year by next year, and with now the opportunities of rejoining Horizon opening up, this is a golden opportunity for the UK to advance our status as a science superpower?
I could not agree more with my right hon. Friend, the Chair of the Select Committee. I am delighted that he has welcomed this announcement today. In relation to his comments on Euratom, we did consult widely the sector and the UK AEA, which has welcomed this publicly, along with many stakeholders, including the business community, which will also benefit from this announcement today.

Commons ChamberIt is a great pleasure to welcome my right hon. Friend and her ministerial team to their positions. It has been some years since a Science Minister stood at the Dispatch Box as a Secretary of State; I hope that she and her team will have a very successful tenure. I warmly welcome the priority that the Government are giving to science and technology at one of the most exciting times for it since the first industrial revolution. My Committee looks forward to welcoming her to discuss her work and the framework.
I have a few specific questions. First, can my right hon. Friend commit that the £1.65 billion from the science budget that was returned to the Treasury last week as part of the supplementary estimates will go back to the science budget and has not been lost? Secondly, I am interested in what she says about Horizon. Will she say when the negotiations will begin? She rightly says that they cannot go on forever, but how long will she allow them to continue before plan B is enacted? Finally, what mechanisms are in place to ensure that in areas such as battery technology, which is a responsibility of her Department, of the Department for Business and Trade and of the Department for Energy Security and Net Zero, there is a united and coherent approach across Government so that investors know what the policy is and who to deal with?
My ministerial team and I look forward to working with my right hon. Friend’s Committee. It was good to speak to him yesterday. As I said then, funding remains available to finalise association with EU programmes. In the event that we do not associate, UK researchers and businesses will receive at least as much as they would have through Horizon over the spending review period.
The Government have stepped in to continue to support the UK’s world-leading R&D sector. We have extended the Horizon guarantee until the end of June 2023, as we announced yesterday. The Government have provided £882 million to date via UKRI through the guarantee and they will still deliver their commitment to invest £20 billion per annum in research and development by 2024-25. That is not impacted by the £1.6 billion to which my right hon. Friend refers.
On Horizon, as I said to the hon. Member for Newcastle upon Tyne Central (Chi Onwurah), we have not changed our position. We continue to try to associate with Horizon, and we look forward to engaging in more deep and meaningful conversations with the EU on what is possible as we work out the potential options. I will keep my right hon. Friend and this House as informed as possible as plans develop.

I would like to clarify that the Government do not charge £9,250 for tuition fees; universities do, as autonomous institutions. The Government set the maximum level at which universities may continue to charge. Every university has opted to do that and, in return, we have said that we expect the quantity and quality of provision to be maintained, and for that to be accessible for all. If students have concerns, they should take it to their university and, if they remain unsatisfied, go to the OIA, which can lead and has led to fee refunds. No one, however, is doubting how challenging and different the past year has been for students.
Professor Whitty has said that the risk to 19 to 22-year-olds is very low. Professor Valance has said that the return of universities in the previous wave was not associated with transmission into the towns in which they are located. We know that universities are some of the best settings in the country for rigorous testing. Ten million pupils at schools and colleges went back on 8 March without incident. So why are these precious weeks for university students being lost to them, despite the evidence that we now have? Will my hon. Friend think again about this date? Every week is precious in the limited periods that people have at university. There are questions about careers guidance for people about to graduate. Will she look again at the evidence and if, as I suspect it justifies doing so, bring forward the return date?
We have continued to review the evidence. We did a comprehensive review over Easter, taking advice from the likes of the Deputy Chief Medical Officer and the Chief Medical Officer and looking at the advice from SAGE, the Scientific Advisory Group for Emergencies. I agree with my right hon. Friend that it is disappointing that we cannot get students back earlier and it is a very difficult situation for the students involved, but we cannot move too fast, too soon. That would risk a resurgence in infections, hospitalisations and deaths. We are talking about the mass movement of, potentially, up to 500,000 students forming new households.

Commons ChamberMy hon. Friend is absolutely right, and I read the transcript of the debate that she secured in Westminster Hall. It is right to consider where collaboration can improve safety, which was one of the points that she raised in the debate, but there is absolutely no requirement to eradicate the separate services that our communities so value.
15. What support his Department provides to people affected by domestic violence who are seeking refuge.
Protecting women and girls from violence and supporting victims of sexual violence is a priority for the Government. Our manifesto committed us to ensuring a secure future for refuges. In the summer Budget we committed a further £3.2 million for refuges, and we will consider the matter further in the spending review.
As a trustee of a fantastic Chippenham charity, Helping Victims of Domestic Violence, I welcome the Government funding committed in the July Budget. Will the Minister update the House not only on what work the Government are doing to improve victims’ access to refuges, but on what support they are giving local independent charities that play a vital role in constituencies such as mine?
My hon. Friend makes an excellent point. She supports the charity in her constituency, and I have had the privilege of seeing the fantastic work done by a charity in my constituency. Part of the point of the additional funding that has been made available is for local authorities to work with such voluntary groups to ensure that a service is available to all women who need it at the time when they need it.
