Commons Chamber18. If he will bring forward legislative proposals to prohibit firms from being asked to make pay to stay agreements to remain or become approved suppliers by large firms.
The Government are radically increasing transparency over late payment, drastically shortening public sector payment terms, and consulting on changes to tackle pay to stay arrangements.
The business practices of Premier Foods in charging firms for the privilege of being a supplier have been condemned as unethical and an example of predatory capitalism. Will the Minister join me in condemning the way in which City Link management treated its work force, and will he say what the Government are doing to support City Link workers? Does he support a full inquiry into this dreadful affair, including into the circumstances leading up to the announcement, so that lessons can be learned and we do not have any repeat of such events?
The administrator will report on City Link. On the issue of Premier Foods, the practices were hard to defend, as I said earlier. In fact, the company found them impossible to defend when they came to light. The extraordinary increase in transparency will help to make sure that we can see which companies have good payment practices and which have the worst. We can then compare them and hold to account those companies with bad practices. More than that, we are consulting on changes to such contracts and we will have the results of that consultation shortly.

Commons ChamberThe inconsistency between how the shadow Minister voted and what he has said today is evident for everybody to see. Labour Members voted for the faster-than-planned closure of coal-fired power stations, and having had 13 years in power to do all the things they are asking for, all they can do today is to complain about what happened in the 1980s.
Now that we are down to the last three working pits—Kellingley, Thoresby and Hatfield—will the Minister take this opportunity to make the clear statement of intent that he will do everything possible to prevent the closure of those collieries by December 2015?
I have already worked hard to make sure that we get the funding necessary. I am grateful to the NUM for the work that it has done to support one of the three collieries financially. I have been determined that this is done on a commercial basis to keep the option of further support open. I and officials in the Department for Business, Innovation and Skills are now working with the company to prepare a case that might go before the European Union on exactly that point.

Commons ChamberHaving a joined-up strategy so that when there is further development in the UK continental shelf we ensure that the whole supply chain is in a position to benefit is an important part of our long-term economic plan—it was great to hear the Secretary of State talk about our long-term economic plan. It is undoubtedly important that, as has happened over many decades, the whole supply chain in the UK benefits from development and exploitation of our indigenous reserves.
T5. I would like to press the Secretary of State on answers he gave earlier about support for the remnants of the coal industry. Thousands of coal miners’ jobs are hanging by a thread, yet his response was that there were issues about committing to closure, but that is not necessarily a problem as long as those pits are allowed to exhaust their known reserves.

Commons ChamberT4. May I draw the Minister’s attention to the excellent “The state of the coalfields” report produced by the Coalfields Regeneration Trust? The report has highlighted particular problems, including a legacy of high and persistent youth unemployment, especially in the NEETs group of those not in education, employment or training. I also draw to his attention an excellent organisation in east Durham, the East Durham Employability Trust. What additional support can be put in its direction?
I have seen the report on the future of the coalfields. On the issue of NEETs, I would point out that yesterday’s figures show that the number of people not in education, employment or training is at a record low since the series of statistics began in 1994. I have no doubt that there is much more to do, because any young person not in education, employment or training is one NEET too many. The fact that the number of NEETs is at a record low shows that the economic plan is working.

Commons ChamberYes, I do agree, but I would caution that more than half of apprentices are in SMEs, and we must make sure that SMEs—as well as us in this House—know about the value of apprentices.
I appeal to the Minister not to forget the needs of NEETs. I thank him for meeting the Employability Trust, which is based in Peterlee; he may recall meeting Bill Marley. Will he commend its excellent work and the need to support its activities?
I remember the meeting very clearly, and I commend the trust’s work. It is vital to tackle the problem of NEETs—those aged 16 to 18 not in education, employment or training—but we must also recognise that their number hit a record low last week, and we should all celebrate that fact.

If the problem is serious for Newmarket, it is even more serious for many smaller race courses, especially if the prize money hardly pays for the diesel to get the horse to the race. If a horse comes third or fourth, the owner’s costs are not even covered, and if an owner’s costs are not covered even when their horse wins, one of the great incentives for owning a horse is removed. Of course people own race horses for all sorts of reasons, not least the glamour of the winning enclosure and the thrill of their horse being the first to cross the line. None the less, it is important for an owner at least to have the dream that they may make money from their horse. People who own race horses are normally realistic about the fact that they may not get back their outlay, but they should at least have the hope that they can. The fall in prize money is central to a fall in the attractiveness of owning and breeding race horses.
The fall in prize money reflects the fall in the value of the levy itself—from £111 million in 2003 to £60 million in 2010. Will the Minister assure us that we can make the changes that are necessary to put the funding on a sustainable footing; that in the sale of the Tote there are commitments to racing that will be fulfilled; and that the money that used to come directly from the Tote and will now come through the deal agreed during its sale will still happen? The Tote, although smaller in cash terms, is another important part of the funding of racing.
Some progress has been made. It looks as though last year’s yield on the levy will come in at around £65 million, well below the target of £71.4 million, which in itself was too low. This year’s target is marginally higher, and it has been underpinned by a guarantee from three of the big bookmakers. The Levy Board will spend an extra £5 million in 2012, £4 million of which will go in prize money. Welcome as such a move is, it is merely damage limitation. A long-term solution to the levy needs to be put in place, not least because of the adversarial nature of the levy. Instead of the racing industry and bookmakers working together to provide a product that is great for the punter and good for racing, they have an adversarial relationship, which needs to be addressed.
I congratulate the hon. Gentleman on securing this important debate on the future of horse racing. Does he agree that the most important factor is a level playing field between onshore and offshore betting operators to fund the future of British horse racing?
I was just about to come to exactly that point, so the hon. Gentleman is prescient. There is consensus that the system is broken and needs to be reformed. We have no God-given right in Britain to some of the best racing in the world.
