Westminster HallWestminster Hall is an alternative Chamber for MPs to hold debates, named after the adjoining Westminster Hall.

That is a very good question. As the Leader of the Opposition has said, a lot of mistakes were made along the way. We have looked at what worked well. In fact, much of the reduction in those legal migration numbers is, as we have said, a result of the moves made by the last Government. We are looking at this afresh. We have talked about leaving the European convention on human rights and we have come forward with a real plan that would allow us to control our borders.
Alongside greater accountability, we must continue to close temporary visa loopholes and move towards a system focused firmly on attracting high-skilled talent. That requires robust salary thresholds, clear eligibility criteria and, crucially, a determination to equip people already living in this country with the skills that employers need.
At present, we find ourselves in an absurd situation where vape shops on our high streets have been able to sponsor visas on the basis that they require skilled migrant labour. At the same time, the National Farmers’ Union is forced to lobby the Home Office for greater flexibility on seasonal agricultural workers. Whatever view one takes of individual visa routes, that cannot represent a coherent approach to immigration policy.
I recognise the challenges associated with relaxing restrictions in any area of the system, but there must be consistency. If the objective is to prioritise highly skilled migration, the system should reflect that objective in practice. The fact that some of the businesses currently able to sponsor visas appear far removed from that aim suggests that further reform is needed.
For too long, Governments of different colours have relied on immigration to fill shortages that should also be addressed through training, apprenticeships and investment in the domestic workforce. The answer is not simply to import labour indefinitely; it is to build skills at home while ensuring that, where genuine shortages exist, our visa system can respond effectively and competitively.
On that front, the Government’s record is disappointing. Rising unemployment, particularly among younger people, demonstrates the need for a more serious focus on training and workforce development. This improvement needs to be reflected in the numbers. The recent immigration data, while a step in the right direction, still shows significant non-EU migration, higher than in the equivalent period in the 2010s. That is accompanied by still large numbers of people, including British nationals, leaving. We need a visa system designed to support a high-skill, high-wage economy, not one that allows people to game the system.
I recognise that the Government remain sceptical of many of the proposals put forward. Nevertheless, I hope Ministers will give serious consideration to the recommendations outlined in the report produced by my hon. Friend the Member for Mid Bedfordshire. Reducing migration numbers matters, but so too does restoring confidence that the system is fair, controlled and working in the interests of the British people.

Commons ChamberThis is the net number of police officers making the difference out there on Britain’s streets. There were 149,769; there are now nearly 2,000 fewer—that has a real impact. We hear all this noise about neighbourhood policing. Neighbourhood policing has a huge part to play in the policing model, but we cannot take away the police who respond to 999 calls. Should we badge police up, redeploy them, and leave people waiting longer for a 999 response when they really need one?
In his powerful speech, the hon. Member for North Norfolk (Steff Aquarone) talked about the rise in scammers and fraudsters. I am concerned about the fact that Humberside will get a 2.4% funding increase, according to a public announcement by Ministers. The police and crime commissioner has shown that, when costs are taken into account, that represents a 2.9% cut. That is why 1,300 police officers have been cut so far, and it is why another reduction of 4,000 is expected next year. The Minister can go through a carefully curated number of neighbourhood officers, but the overall number is down, and the Government are not being straight with us.
I could not agree more. That is why the number of robberies against businesses has surged, shoplifting is up, and people feel less safe on our streets. Between September 2024 and September 2025—entirely on this Government’s watch—the number of officers fell by 1,318, compared with the year before. More broadly, 3,000 fewer people are working in police forces across the country to keep us safe.

Commons ChamberBasically, Labour’s trade union paymasters seem to have written a large part of the Bill. In fact, we found a really rare thing today: one employer on the face of the earth who apparently supports the Bill was mentioned earlier, but of course, they were not British.
In my constituency in Stockton, almost every time I visit a small business owner, they tell me the same story: since the Chancellor’s Budget, they have had to let staff go or reduce their hours; they have had to put up prices, and some are now considering whether there is any future at all for their business. As the chief exec of UKHospitality has said, pubs, bars and restaurants are already closing earlier because of the jobs tax, and more than 200 leading hospitality businesses have written to the Chancellor to warn that her decisions will force companies to cut jobs and reconsider investment.
Too many businesses are closing. Too many jobs are being lost. Boarded-up high streets will eat away at the pride people can have in their communities and town centres. Throughout today’s debate, we have heard Labour MP after Labour MP—soon, I am sure, to be followed by the Minister—talk about the virtues of their Government’s policies. I have to ask them, have they seriously had a conversation with the small businesses on their local high street about the challenges they face?
We are now just a couple of weeks away from the Chancellor’s next Budget. She has the opportunity to change course, yet this morning we heard the same old story, with the Chancellor laying the groundwork for more tax rises—another nail in the coffin of our high streets, alongside people and businesses across the country. But we on the Conservative Benches have a clear plan for stronger high streets. First, we would abolish business rates for thousands of retail, hospitality and leisure businesses. That would benefit a quarter of a million businesses—savings that would not only help them thrive, but could be reinvested in better premises, low prices, and more jobs. It would lift thousands of businesses out of business rates all together.
Is my hon. Friend as shocked as I am to find that the Liberal Democrats have joined their comrades in Labour in saying that not a penny can be saved from public expenditure, and instead more taxes must be imposed on businesses that are already struggling with the weight?
They need to go back on YouTube—we’ll encourage a bit of online interaction—and listen to that fantastic speech from the Leader of the Opposition about the £47 billion of savings that can be made, that will be supported by the public, and that can help us balance the books and save high street businesses.
Another issue facing businesses that has been highlighted by many hon. Members is the impact of energy bills. Britain has the highest electricity prices in the world. It does not have to be this way. The situation is making our high street businesses less competitive and stifling economic growth. That is why we would axe the carbon tax and scrap net zero subsidies to reduce the cost of electricity. That would of course benefit consumers, but also businesses; the average restaurant would save £5,100 a year.
The third point in relation to our plan for stronger high streets is stronger policing. Under this Labour Government, crime is on the rise in high streets across the country, eroding community trust and public safety. It is having a huge impact on our high streets. Indeed, just a few weeks ago I met Costa Coffee, a well-known high street chain. Despite its huge resources, its representatives told me that they face constant thefts, and even ram-raids to steal sandwiches and drinks—an unbelievable situation.
Even Greggs—one of the nation’s favourites, and mine—has had to start locking up its sandwiches, soft drinks and sausages rolls in some locations, because of prolific shoplifting. In fact, shoplifting has risen by 20% in this Labour Government’s first year in office. That is the highest figure since modern records began, but it is no surprise because police numbers are falling. There are 1,316 fewer police officers since this Labour Government came to power.
As part of our plan, we will hire 10,000 extra police officers backed by £800 million in funding. We will end Labour’s early release scheme to keep criminals behind bars, introduce intense police hotspot patrolling in areas to cover serious violent crime and robbery, and treble stop and search to take knives and weapons off our streets. We will also redirect resources to catch real criminals, abolishing non-crime hate incidents so that police can spend 60,000 more hours policing our streets and not our tweets.
