I put it to my hon. Friend that it would be an own goal by this Parliament, not least considering the job losses in the Royal Bank of Scotland and other institutions in Scotland and elsewhere, to go ahead with this Committee with only English members. One of the niceties—

The hon. Gentleman is obviously concerned by the lack of members from Scotland. There are two Labour members on the Committee, so perhaps one of them could be replaced by a member from Scotland. That would resolve the problem without bothering about any other party.

I thank the hon. Gentleman for his point. There are other reasons why, when considering altering the balance of the Committee to represent the balance in Parliament more appropriately, we picked a Liberal Democrat to remove, not a replacement from my party. No replacement will be required if this resolution is passed, as I hope it will be. One of the consequences would be that the Government could rethink the membership of the Committee. The question of how many members, and the balance from Scotland, Wales, Northern Ireland and England—

The fact is that there were many more bids for tickets than there were tickets available, so inevitably there had to be a rationing system. My own view is that the system that the committee introduced was a fair one. A week from today, the hon. Gentleman will have an opportunity to press Ministers at Culture, Media and Sport questions, and I will give them due warning that he is on the warpath.

Will the Leader of the House consider granting a debate on defence and transport procurement policies to enable British companies to operate on a level playing field, which could also deliver increased export potential as British manufacturers could sell their goods across the world?

I am grateful for the admission at the beginning of the hon. Gentleman’s remarks that the last Government did not get everything right. One mistake we are determined not to make is that of giving inadequate time to the House of Commons to debate serious Bills. We are proposing more days in the current Session in order to give longer time for the consideration of the Bills that we have introduced. He also totally overlooked the provision, which all Governments have if they find that they are reaching the problems that he has just outlined, of carrying over Bills.

The Chief Secretary did find extra resources yesterday for construction—he announced extra investment in affordable housing. There is a debate on education next week, when I hope the hon. Gentleman raises that matter with Education Ministers and gets an answer.

Will the Leader of the House find time for a debate on the appalling situation following the centralisation of A and E units throughout the country that was introduced by the previous Government? My constituents have to travel 15 miles to a hospital in Blackburn—there are now no A and E units in Burnley, Pendle or Rossendale.

I understand the concern, and during the campaign we proposed a moratorium on centrally driven closures of accident and emergency departments. May I suggest that the hon. Gentleman seek the opportunity of an Adjournment debate to raise that important local issue?
