Commons ChamberIt is worrying to hear the reports of the odour from the site. I understand that an odour suppression system has now been installed in the waste tipping bay and that further engineering works are under way to try to tackle the problem. I can assure the hon. Lady that the Environment Agency continues to take this issue very seriously and is working with the community and the local authority. Earlier this year, it took regulatory action preventing the site from accepting waste until remedial work has been undertaken.
Thank you very much, too, to Oliver and Freddie. I look forward to seeing very much more of you.
Pagham Harbour in my constituency is one of the best places to see wildlife in the UK, covering 600 hectares of salt marshes, mudflats, reed beds and lagoons. It is an important natural store of carbon and it absorbs up to 310 tonnes per hectare. What steps is my right hon. Friend taking to ensure that carbon-rich natural habitats are protected to improve biodiversity and help us to reach net zero by 2050?
Protecting nature is a key part of the Environment Bill. It supports the nature recovery network envisaged by our 25-year environment plan. I pay tribute to my hon. Friend for the work that she has done in relation to this wonderful site. She is right to say that nature-based solutions, with natural storage of carbon in such locations, will form a key part of becoming a net-zero economy.

Commons ChamberThere is no doubt that the UK is leading the world when it comes to tackling climate change. This Bill allows the Government to map out our path to be net zero by 2050. Progress is so important, as issues such as air quality are really impacting people’s lives today.
The World Health Organisation’s advice is that annual average particulate matter should not exceed 10 micrograms per cubic metre. I was shocked to learn that we in Chichester averaged 9.09 in 2017. For those who do not know Chichester, we are a very protected area. Some 66% of the constituency is protected either via the area of outstanding natural beauty in the coastal area to the south or via the South Downs national park. Despite that, my constituency ranked 268th worst in the UK for air quality, so we need to do more to clean up our air.
Although I welcome the devolution of environmental protection plans, the national guidance needs to take into account the local environment. For example, Midhurst in my constituency is a small town in the heart of the South Downs. The area has poor air quality due to traffic, and it has failed indicative nitrogen oxide tests since 2015. Now the council is implementing air quality management areas, and a much needed action plan is in place, but the levels needed to meet the requirements are too high for rural areas. Therefore, moving forward, I hope the Government will lower the thresholds required to get designation for rural areas.
One reason for the poor air quality levels in my hon. Friend’s constituency could well be the A27, which blights the lives of many people there. In a similar way, we have junction 9 of the M3 in my constituency. It seems counterintuitive to have road change plans, but having traffic flowing properly would increase air quality, because that traffic would not be sitting idling or pummelling through residential areas.
I completely agree. There are huge blockages in traffic flow on the A27 and at the junction on the M3. That needs to be sorted out. I hope the £25 billion that is being invested in road infrastructure will address both of those issues and both of those roads.
Chichester is also famous for its harbour and the Chichester Harbour Conservancy, led by Richard Craven, who does a fantastic job. However, despite its efforts there are still concerns about water quality. I therefore hope that the Secretary of State will use the powers in the Bill to work with industry to address issues such as sewage water leaching and storm drain discharge into pristine marine environments. I hope she will work with boating communities like mine to better develop a network of waste water collection sites for leisure boats, as boats releasing sewage directly into our waterways increases harmful bacteria and nitrate levels.
Chichester harbour’s importance is not just about biodiversity. Recent analysis by the RSPB shows that areas such as the harbour and Pagham nature reserve, which is also in my constituency, are massive carbon sinks, with up to 310 tonnes per hectare. Maintaining such carbon-rich natural environments to a high standard not only benefits nature but helps us to mitigate climate change.
The Bill rightly brings forward the ability of the Secretary of State to withdraw water abstraction licences in an effort to protect the natural environment after 2028. This is vital to protect biodiversity, especially in times of water shortage. I urge the Government to continue and further develop a water resource management grant scheme so that growers and farmers are less reliant on water sources from their surrounding environment, and so that as a nation we are resilient in times of drought.
The Bill brings a sense of hope. It is the foundation from which we can develop a comprehensive environmental policy that will enable us to meet our net zero target. The sooner we act, the sooner we can become a world-leading net zero economy.

It is a pleasure to serve under your chairmanship, Mr Stringer, and a great pleasure to follow my hon. Friend the Member for St Ives (Derek Thomas), whose constituency includes the Scilly Isles.
Plastic packaging and its impacts on the environment, for many of us and certainly in my case, burst into our consciousness when Sir David Attenborough put a spotlight on the impacts that our activities are having beneath the waves. Perhaps it is because my hon. Friend and I both represent coastal constituencies that that really hit home. I probably do not have quite as much coast around my constituency as he does, but I do have in my area the extremely sunny Selsey, the Witterings, which also has blue flag beaches, Bracklesham Bay, Chichester harbour itself, which is an area of outstanding natural beauty, and Bosham. This issue really matters to people in my constituency, because the coast really matters—for many reasons, ranging from tourism to fishing.
Those programmes about plastic really did cut through. So much so that some surveys have even suggested—get this—that the British public care more about plastic pollution than Brexit. Obviously, being in this place, we find that incredibly hard to believe, but apparently 82% of people are now trying to reduce the amount of plastic packaging that they throw away, and I know from meeting people across my constituency that they feel the same. Everyone wants to do the right thing. I am always struck by the fact that the British people are very good at trying to do the right thing, but often we confuse them with mixed messages. The education that we give is not sufficient. The situation is so difficult because we have introduced systems that are non-standardised and are incredibly difficult for people to follow.
The recent report from the Environment, Food and Rural Affairs Committee, chaired by my hon. Friend the Member for Tiverton and Honiton (Neil Parish), whom I thank for securing this debate, highlights the huge amount of work ahead of us if we are truly to get to grips with this issue. I fully agree with many of the recommendations in the report. It was a very thorough report, on which the Chair and the other members of the Select Committee are to be congratulated.
On consistency across the UK and trying to have a more joined-up approach, in Scotland, we are about to launch the deposit return scheme. As the hon. Member for Strangford (Jim Shannon) has said, there are good examples from across the country, which we can evaluate and spread wider, to share that benefit across the UK.
The hon. Gentleman is right. We have an opportunity to standardise a new scheme—well, an old scheme that has been brought back—that we are not introducing. I hope the Minister takes note that we should be working together to ensure we have standardised schemes.
We need to get to grips with the current situation. As my hon. Friend the Member for St Ives mentioned, the report rightly emphasises the current inadequacy in the monitoring of plastic usage. That impacts our ability to accurately calculate our usage. Some surveys suggest that we are putting about 2.2 million tonnes of plastic packaging into the UK market each year, but we need to do more to know exactly how much we are using.
Our priority must be to use less plastic. There is a whole host of solutions to help us achieve that. We have seen fantastic results from the 5p plastic bag, which led to a significant reduction, with 15.6 million fewer bags used since 2015. There is scope to extend that to other forms of packaging and products where suitable alternatives exist.
We all know that immediate changes can be made. The thing that bugs me is crisps: every packet I buy is half empty. Introducing regulation around packaging, so that it is designed around product size, instead of making things look bigger, would be a good start. Many shops and some supermarkets are going further.
As my friend, the hon. Member for Dunfermline and West Fife (Douglas Chapman), mentioned, some of the schemes run in Scotland have been done in Northern Ireland, too. The plastic bag charge has been incredibly successful in Northern Ireland, to such an extent that the use of plastic bags has reduced to about 20% or 25%—a massive reduction. It has been successful because people want it to be successful, because children tell their parents that they must do it and because that money goes back into society and can help environmental projects. We should be pushing more on that.
I completely agree. As well as being influenced by children, consumer behaviour can take some time to change. I remember coming home from this place late at night and I would never have plastic bags with me to go shopping—I am sure many of us have done the same—but I have solved that problem by buying one of these little fold-up bags, so at least I always have that. We also have reusable plastic bottles. I have lost mine again today. I do not know how many I have lost. I am sure my impact on the environment in lost water bottles is greater than what I have saved, so now I have taken to reusing this plastic bottle. I think I am not supposed to refill it, but I do anyway.
There are plenty of opportunities for us to move towards being plastic-free. Everywhere we go, we see more and more plastic. Once we become conscious of it, that is it, we see it everywhere. Some supermarkets are moving to packaging-free aisles and even the funny-shaped potatoes, which my friend, the hon. Member for Strangford (Jim Shannon), referred to—I have seen them with a little bit of soil on them, but I am sure that is just for authenticity.
Last year, I opened Stansted Park farm shop, in my constituency. The whole business has an environmentally friendly ethos. Most of their produce is loose. It has drastically reduced all plastic use. There is a future model in package-free and refill shops, similar to the old-fashioned way. My grandmother used to have glass jars for everything. We used to take them to the shops and they would be refilled from huge sacks. I can see the hon. Member for Strangford nodding, because he remembers the same. We are obviously around the same age.
E-commerce could play an important role in this area by delivering food in reusable boxes on a subscription or bespoke order model. We need to do something about e-commerce. I do not know if you have noticed this, Mr Stringer, but when I order my stuff, it comes in several different deliveries, with several different delivery drivers coming to my house two or three times a day. Maybe I am just a prolific shopper, but they could deliver them by a more transport-friendly mechanism. Moving to online shopping does not necessarily mean it is environmentally friendly, so we need to encourage those businesses, as well.
The humble cucumber has been mentioned a few times. Apparently, wrapped, they have a shelf-life of 15 days when chilled, but only nine days when unwrapped. That is true. They go all soft when they are unwrapped, and they are inedible. Removing plastics in some cases can increase other forms of waste. I do not think there is much market for an end-of-life cucumber. Other forms of waste and emissions are released when we consider the entire carbon budget of products. We need to get this right.
I am still driving a diesel car. Why? Because I followed the advice and bought a diesel car. Now, of course, I cannot get rid of it. The market share of diesel cars went from something like 14% to 65%. Everybody followed the advice and then we realised the advice was wrong. We must get the advice right. There are many alternatives, as the hon. Member for Bristol East (Kerry McCarthy) suggested, such as seaweeds and potato starch wrapping. That innovation will come the more the Government incentivise innovation.
Most of us have the ambition to use less single-use plastic. Many people now use alternatives. I try to use less in my day-to-day life. I mentioned my water bottle. I also gave up plastic for Lent. It was a nightmare. It was incredibly different and I had to change my whole life for six weeks. I chose an easier option this time, because it was so difficult to give up plastic for six weeks. We need to make this easy. We are consumers and we simply will not do it, if it is incredibly difficult and everybody must carry around glass jars and things that do not fit into everyday life.
The hon. Lady referred to consumer behaviour. As I was saying to the hon. Member for Dunfermline and West Fife, the greatest scourge of this modern age is probably takeaways. I am in the takeaways regularly, but I am talking about the materials they use to wrap the product in. I am old enough—I do not think the hon. Lady is, despite what she says—to remember fish and chips wrapped in newspaper, and they tasted great. This system does not allow that to happen. Some of the takeaway companies have come up with some ideas for reducing the products they use. I think the Chairman is looking at me—I think this is an important point. If we want to do something specific and great, we should look at methods to reduce takeaway packaging. That would make a magnificent change to the disposables market.
I completely agree. There were some mentions of takeaways in the report. We could also not have as many takeaways. That is another thing that has changed in the last 20 to 30 years: we eat a lot more takeaway food. It is not very good for us, so there are many reasons, not only environmental, to cut out takeaway food to some degree, and to use more locally sourced products and to cook ourselves. My hon. Friend the Member for St Ives mentioned home economics. I cannot say that my home economics classes were very successful. When I brought my rock cakes home, my father said he now understood where the name came from and I have not made a cake since.
It was harsh, but, unfortunately, it was true.
Making it easy for people to use less is the first thing. Recycling has a major role to play. We have all said that we need to standardise recycling. Between my home in London and my home in Petworth what and how I can recycle is completely different. When I go back to my parents in Knowsley, their system is not only different, but the opposite of what I do at home in Petworth, so I am always putting things in the wrong bin. Even things such as colours could be made so much easier. We have allowed every council to design it. I think that is driven by the design of the equipment at their local recycling centre, what it can do, and how it manages bottle tops and various bits of plastic. That has driven the standards, just by what local authorities have invested in for their recycling facilities.
As part of the endeavours to increase recycling rates, the Government have proposed a new tax system to ensure that at least 30% of packaging is made from recycled material, and I fully support that direction of travel. However, I also think that the Committee’s recommendation to have a more modulated tax system might be more effective in incentivising the use of a greater percentage of recycled material.
We have talked about the deposit return scheme. When I was reading about it, I remember thinking, yet again, “That sounds almost exactly like what used to happen many years ago.” I remember the Alpine lemonade man coming round when I was a child. The bottles then were glass. We used to collect them; in fact, it was the only way we made any pocket money. In fact, for today’s children, there would be a financial incentive for them to collect all of this plastic if they could make some money out of it.
There is not a single school that any of us go into in which we are not asked about insects that are no longer around, which we never even knew existed. Children today are so well educated on the environment; indeed, they are already forcing a generational change. We have a beach school at Chidham, run by one of my schools, and I will ask the staff if they have done the sand experiment for our area. We also have forest schools. I go to schools in Southbourne, Sidlesham, Harting, Loxwood and Rake, and they all have eco-warriors and eco-councils. The questions I get asked in schools are the hardest questions I get; I can talk about Brexit all day long, but with some of these environmental questions, the children have studied to a much greater degree than we ever did. In fact, we did not do any of that in school and now we are struggling to catch up. The children really have a fantastic approach and I am pretty sure that if they were incentivised with cash, they would make sure that they collected everything for deposit return schemes, because it would be a good way of topping up their pocket money.
The 1st Chichester Brownies unit in Christchurch wrote to me recently to ask me to support its plastic promise, which of course I have agreed to do. It aims to raise awareness of plastic pollution and to reduce our reliance on single-use plastics. So those children are not only telling their parents what to do but telling their MPs what to do, which is very welcome. In the letter I received, it was obvious that the Brownies were very excited by the deposit return scheme; they really welcomed it and I can see them going round in their uniforms to pick up all the plastic, and making some cash in the meantime. Probably, that cash will go to good causes, because that is another thing that children get involved in.
I will conclude by emphasising the importance of international co-operation in tackling this issue. Currently, of the estimated 8 million tonnes of plastics that enter the oceans each year, the US, the UK and Europe collectively contribute about 2%. Therefore, the Government’s investment of over £60 million to help the Commonwealth nations improve their waste management is vital and is the right approach. We have to show leadership and there is much we can do to help other countries. That would also make a massive impact. I hope that we can continue our domestic journey of self-improvement in this area, and I believe the best way to instil change abroad is to lead by example at home. I also look forward to seeing the technology and innovation that will rise to this challenge, to make sure that we free our world from plastic pollution.

Commons ChamberI am in no doubt that all colleagues from all parties agree on the importance of taking action to halt and reverse the damaging effects of climate change. I am sure we are all delighted that that is one of the central messages of the Queen’s Speech and that it will remain at the centre of our politics. The announcement of a new watchdog for environmental protection, with real teeth, is crucial, as it will ensure that policy decisions at every level of government genuinely improve and protect our vital natural resources—air, land and water.
I am very proud of those in the Chichester community back home, as they are highly engaged with addressing climate change at every level. Chichester District Council has declared a climate emergency and is already developing plans to make our area greener. Just recently, the council received a grant to install new electric charging points throughout my constituency, and I thank the Secretary of State for that. I know that the council will appreciate the measures in the Environment Bill to improve air quality, which is critical to my constituents in Chichester and around Midhurst. Similarly, at every school I visit, the children I meet are passionate about the planet, and tackling climate change is their No. 1 priority.
We recently held an open meeting in Chichester, and a number of environmental groups came along. During that meeting, I was invited to visit a local Passivhaus. The house is a role model for low-energy living, with thick insulation and triple glazing. It is air-tight, draft-free and the best in class for efficiency. The houses look fantastic, and what will really sell them is the energy bill, which is less than £200 a year. More than 65,000 houses worldwide have now been built to this new standard, and we need many more in the UK. I fully support such an energy-efficient approach when it comes to addressing our future housing needs.
Education is also key. I recently visited Tuppenny Barn, a local charity that educates children about sustainable living, with a focus on growing, cooking and eating organic, ethical local produce. That is a theme I come across often among the farming community. One farm that I visited over the summer, the Woodhorn Group, has ambitious plans to be 100% carbon neutral by 2025, which would meet the calls of Extinction Rebellion and require moving even faster than the NFU target to be net zero by 2040. What was exciting was the farm’s drive to instil sustainable practice and innovation in every element of the business, including the development of new cattle feed that reduces the amount of methane produced. There is much innovation in every sector, and I hope that, as we head towards spending 2.4% of GDP on research and development by 2027, a significant element of the Government’s investment in R&D is used for sustainably focused projects.
I am proud of the UK’s record as a leader in climate change. Times have changed. I come from a coalmining family: my grandfather was a coalminer. I can well remember going down the mine with him as a young girl and being absolutely appalled at the dirty and challenging environment in which he and his colleagues worked on a daily basis. I am encouraged by the fact that by 2025 we will have no coal-powered electricity in this country whatsoever. We will have transformed our energy economy in that short time.
I fear that some of those present are trying to make this a bit of a left/right issue. It is important that we do not do that. We, as politicians, have a duty to be honest and to set realistic goals we can deliver. Net carbon neutrality by 2025 is not achievable and there is no point setting a goal we cannot achieve. We would lose the public’s support and score a spectacular own goal. We must, however, remain climate champions at every level, from the primary school children reusing their wrapping paper this Christmas to the Prime Minister and the UK at COP 26 next year. The world rests on all our shoulders, and I am proud the UK will continue to lead the way.

Commons ChamberI absolutely agree that we need to take the issue of air quality more seriously. It is absolutely the No. 1 environmental threat to public health, and that is why our recent air quality strategy, which I launched with the Secretary of State for Health and Social Care, was applauded by the World Health Organisation as an example for other countries to follow.
My predecessor in this role, now Leader of the House, introduced a national litter strategy, and since then a number of organisations, including Chichester council and my hon. Friend, both of whom I must congratulate, have been energetic in making sure that we deal with this scourge. My Department will do everything possible to make sure that every single arm of Her Majesty’s Government is committed to making sure that our natural environment is cleaner and greener as a result of joint efforts.

Commons ChamberIt is a pleasure to follow my hon. Friend the Member for Harborough (Neil O’Brien). Like everybody else here, I congratulate my right hon. and learned Friend the Member for North East Hertfordshire (Sir Oliver Heald). I also welcome Finn and his handler and supporters up in the Public Gallery.
It is safe to say that our relationships with animals have stood the test of time, and none more so than that with man’s best friend. Dogs, in particular, have become an important part of the police in the post-war period. It is thought that the first ever police dog was used in 1859, when a bloodhound helped Luton police track down a murderer. Today, dogs are used in maintaining law and order, fighting the war on drugs and supporting counter-terrorism operations.
These intelligent and dedicated animals have demonstrated time and again that there is nothing they will not do for their handlers. Finn’s story shone a light on that. We have heard how Finn, even having been stabbed in the chest with a 10-inch blade, still intervened to save his handler, PC Wardell. That is an amazing story, and it gives us such faith and hope that there are dogs such as this on our streets to protect us.
Does my hon. Friend also recognise that police dogs are incredibly capable at what they do, with a really remarkable success record? Just 5% of the 1,920 incidents mentioned resulted in a suspect escaping. That is just to reiterate how effective police dogs are in their work.
Absolutely. I totally agree with my hon. Friend. The value of dogs in the force is clear. As she says, in 95% of deployments involving dogs the suspects are apprehended.
In Sussex, our police force utilises dogs in tackling a range of criminal activity every day. Recently, when Sussex police attempted to stop a car, a brief chase ended with the suspect vehicle crashing into a roundabout and all three passengers fleeing the scene. Police dog Isla was sent after the driver first, and once the dog was spotted the chase ended rather quickly. Isla then started a fresh pursuit for the first passenger. She was found sitting in front of the suspect barking continuously, as she was trained to do, until her handler back-up arrived. However, two out of three was not enough, and police dog Isla then led her handler 300 metres down the road, where she located the third and final suspect. All three were arrested for the theft of a vehicle.
As well as Isla, in the past few months police dogs Sparky, Lottie, Gonzo, Jack and Bobby have all contributed to arrests in my constituency. The great thing about this Bill is that it has given all of us the opportunity to go and meet our police handlers and the dogs, as well as to learn all about their incredible work. The police handlers told me that the dogs are frequently beaten and kicked on duty when assisting in an arrest or working to control crowds.
It is the bravery of a serving dog that has led to this debate, but it is also worth highlighting the important role that our mounted units play. This Bill will of course protect all service animals, including many of the horses we see in mounted units. I have had the experience of watching police horses actually break up a huge crowd of people in my home town of Liverpool.
Finn’s story and others highlighted in this debate show how vital these service animals are to the police—they tackle crime on our streets every day, and they keep their handlers and the public safe—so it is simply wrong not to have the protections in place that they need. I am so pleased that this Bill will put in place all the protections that they deserve:
“You can judge a man’s true character by the way he treats his fellow animals.”

Commons ChamberThe guidance that the hon. Lady cites is obviously for a worst-case scenario, but the reality on pet travel schemes is that we would have the freedom to adopt a risk-based approach, and we would anticipate that the EU would do the same. We already have provisions with Norway, for instance, that enable a pet travel scheme to operate even though Norway is outside the European Union. We are in discussion with guide dog charities to address the issue.
As I outlined to the House earlier, we recently published our resources and waste strategy. It is a key point that we need to tackle this serious and organised crime. We have already given the Environment Agency powers that it is using to do so, and indeed given powers to local councils, but there is more to do. We hope to bring forward future legislation to tackle outstanding issues.

Commons ChamberIt is a great pleasure to follow the hon. Member for Strangford (Jim Shannon). Indeed, I am doing so for the first time.
We are all aware that since joining what was then the EEC, the UK fishing industry has steadily declined from landings of l million tonnes to about 400,000 tonnes today. Despite this, the industry still contributes £1.3 billion to the UK economy and provides over 34,000 jobs nationwide.
In the south-east, the industry is small, representing just over 1% of the jobs in the sector, but there are communities where fishing is the lifeblood of the town. Selsey in my constituency services much of the surrounding coast, including Chichester harbour, bringing in an annual landings turnover of £l million and boasting the best crab in the country. Selsey’s small but active fishing industry has about 15 boats, mostly of under- 10 metre vessels but with four of over-10 metres. Similarly, across the UK our fishing fleet predominantly comprises smaller vessels. Only about a fifth of our vessels are over-10 metres long. However, today we can see large vessels from France and Belgium fishing just 6 miles off the coast of Selsey. The vast majority of our local fishing is done within a 10-mile radius, so this is rather unwelcome.
We hope that change is on the horizon, as this Bill will set out the framework to make the UK an independent coastal state once again. With that, comes the ability to control our exclusive economic zone, reinstating our sovereign right to explore, exploit, conserve and manage our seas. This change will mean that foreign vessels will have to seek permission to fish here. In cases such as Selsey, I hope that will also mean we can provide some breathing space so our local fleet can access near-shore fishing grounds without competition.
One of the biggest changes brought about by this Bill will be our ability to implement a fair quota system, as currently it is anything but. As has been mentioned, in the English channel, the French take 83% of the cod; by contrast, UK fishers can take only 9%. It was therefore no surprise to hear the French President and his Europe Minister calling over the past few days for guaranteed access to our waters.
The UK has led the way to sustainable fisheries. We have been instrumental in setting rates at levels that will deliver a maximum sustainable yield by 2020, ensuring that species numbers remain stable for future generations. Self-regulation provides the opportunity to be more flexible and responsive to species population changes, allowing fishermen to take advantage of increases in fish populations. It has already been suggested that quotas for rays and skates could be increased by as much as 20%.
A big cause for concern within the industry is how to get more people into fishing. A New Economics Foundation report has highlighted that one of the biggest barriers for new entries is cost. New fishers willing to join the industry are required to purchase vessels with existing track records if they are to access quotas. That is a significant obstacle for those wishing to enter the profession, and it has the tendency to mean that older vessels are overvalued. I hope that in the near future the Government can work with organisations such as the NFFO to establish taster days and promote apprenticeships in this vital industry, which we can and should regenerate.
This debate is not about the disadvantage of the past but the opportunity of the future. The change ahead of us will reinvigorate our fishing industry and create prosperity for coastal communities, while continuing to ensure our fisheries are sustainable for future generations. I believe we can do all this and more, if we develop strategies to get more people into the industry who will help to bring in a new era of growth for our fishing industry.
British fisherman have faced decades of disadvantage, but by ensuring that our seas are once again sovereign we will turn the tides. I will end with a quotation from the president of the NFFO, Tony Delahunty, as he is a constituent of mine. He said:
“The National Federation of Fishermen’s Organisation’s view is that the withdrawal and future agreement…is an extremely important first step towards a new future for the UK as an independent coastal state and are keen to ensure that there are no links between fishing rights and trade in future negotiations.”

It is a pleasure to serve under your chairmanship, Sir David. I congratulate my hon. Friend the Member for Angus (Kirstene Hair) on securing this important debate and highlighting the risk to all our coastal communities.
Many of my constituents are lucky enough to live by the sea, with beautiful views and a vibrant tourism economy. The Chichester constituency is home to some of the UK’s most beautiful beaches and diverse marine ecosystems, but with those privileges comes a great deal of risk. Coastal erosion and flooding are a constant threat to many areas. Over the past century, we have observed a global mean sea level rise of 20 cm and that trend is set to continue over the coming years, according to the Intergovernmental Panel on Climate Change. To contextualise that, just a 50 cm rise in local sea levels would make 200 km of our current defences vulnerable to failure. Under the IPCC’s modelling, that is within the range of likely outcomes by the end of this century.
In my area, Chichester District Council is doing well to tackle the symptoms, if not the cause. It maintains the majority of the populated open coastline that stretches from Emsworth to Pagham. The council has shoreline management plans in place for each stretch of its coastline. Its work is highly collaborative and transparent, and by working with local stakeholders and the Environment Agency, it ensures that its work benefits the area’s economy, community and ecosystems.
My local council has similar policies in place, but there is a real problem coming down the track with the disappearance of the revenue support grant. When that goes, there will surely have to be some form of top-slicing or maybe a ring-fenced precept for local authorities such as my hon. Friend’s and mine.
I agree. My local authority is very concerned by negative RSG, not just the disappearance of RSG. Negative RSG would mean having to pay more to support other areas.
The council’s collaborative work has achieved high levels of third-party investment and led to better coastal protection. My hon. Friend is right that we need to properly fund our coastal areas. At East Head and at Pagham harbour, coastal advisory groups run the UK’s only two active management sites. Both sites have a highly dynamic coastline, so predicting erosive and flood patterns can be very challenging. Active management involves long-term monitoring and observation to ensure interventions are effective and in tune with the natural processes.
The regional coastal monitoring programme, based in Southampton, is key to that process, providing data on waves, tides and the changing nature of the coastline. Armed with that data, the group can make decisions on interventions such as replacing or removing failing structures or replenishing beach sediments. Such is the success of the programme that natural changes at Pagham since 2016 have removed the threat to residents in the short term and introduced an intertidal wetland habitat that is now a Royal Society for the Protection of Birds nature reserve.
The council receives a grant of £250,000 a year. That funding allows it to protect people, business and habitats. Over recent years, the Environment Agency has invested a further £30 million as part of its flood and coastal erosion risk management at Medmerry, where the UK’s first managed realignment site is ongoing. West Wittering, where erosive processes are mitigated to maintain the beach, attracted around 800,000 visitors last year, driving the local economy and simultaneously helping protect the internationally important saltmarsh environment sheltered by East Head spit.
There is still significant concern in my area, however. In the long term, the council has warned that highly populated areas such as Selsey, Bracklesham and East Wittering will eventually require significant investment.
I know West Wittering; it is a fabulous beach. Knowing it quite well, I wonder how the heck it and the saltmarshes can be protected. The area is so big, and the whole of my hon. Friend’s constituency is quite low lying. With rising sea levels, I do not see how we can do much about it.
That is the point of the debate; we have to do something about it, because no one would want to see the disappearance of such an important stretch of coastline or the nature reserves we have in the area. My hon. Friend is right that we have to focus on low-lying areas, but protecting the Chichester constituency coastline and the south coast will be increasingly important.
As an area, we must continue to invest in our coastal infrastructure. We look forward to the larger investment that will be required alongside our innovative approaches, such as managed realignment and active management. It is true that we cannot do it alone. We require further investment from the Department.

Commons ChamberI have had many recent discussions with Departments, particularly the Home Office, not least because of my Registration of Marriage (No. 2) Bill, which is in train. There is an identical Bill before the House of Lords that would achieve the same purpose of allowing mothers to sign marriage certificates. I am not precious about which Bill gets to the finishing line first—we just need to do it.
There is agreement among Members on both sides of the House and across Government that the situation needs to change, so will my right hon. Friend make representations to our colleagues in government about their previous commitment to use Government time to get one of the Bills passed?
Yes. Many Members on both sides of the House have sought to achieve that end. I commend my hon. Friend the Member for Charnwood (Edward Argar) for promoting an identical Bill, as well as the hon. Member for Neath (Christina Rees)—I want to emphasise that this is a cross-party issue—who presented a previous Bill. I received a letter from the Prime Minister in April in response to one that I sent. She absolutely acknowledges the commitment made in 2014 by her predecessor to achieve this, and recognises the need for primary legislation to make sure that the details of both parents can be on the certificate.
