It will come as no surprise to you, Mr Speaker, that I disagree with a lot of what the hon. Lady has said. She says the Cabinet is in meltdown. It is not. [Interruption.] The Cabinet is not in meltdown. On her substantive question about energy, to the best of my knowledge, offshore energy is producing a lot of jobs, including in Tyneside. [Interruption.] It very much is. She must be aware, as far as the customs union part of her question is concerned, of the importance of the Government’s proposals, which provide the benefit of a very close relationship with all the countries in the EU. They also mean that this country will be able to enter into negotiations to sign free trade agreements with countries all over the world.

Sainsbury’s has confirmed that there are no planned store closures as a result of the merger. The independent Competition and Markets Authority is investigating the effects on competition and has until 5 March 2019 to report. The CMA’s investigation is independent of Government and we must not pre-judge the inquiry. The Secretary of State wrote to the CMA in May on this issue and I met with the CEO of Sainsbury’s last month.

Sainsbury’s has indicated that it will look at price cuts of 10% under a merger with Asda, but it has also indicated that it would make efficiency savings of around £500 million. I know from this Government’s record that efficiency savings often mean cuts somewhere down the line, so what discussions has the Minister or the Department had with trade unions to ensure that all jobs—not just in store, but in distribution and warehousing—are safeguarded?

The hon. Gentleman is right to raise concerns, because any merger and change will of course concern the workers in the organisations, but I have spoken with Sainsbury’s and it has been clear that the pay and reward structure that is already in place is not affected as part of the merger. We will continue our communications with the stores. As he will know, the CMA is currently looking at the merger and is due to report. We will be monitoring this, as we would in any such circumstances.

It is vital for us to develop the national industrial strategy and to make it local, ensuring that mayors, devolved Administrations, local councils and local enterprise partnerships are involved in these decisions.

As we know, the retail sector predominantly employs women. What can the Government do to support them during this process and to ensure that they are not disproportionately affected by the closures?

The hon. Gentleman is right—retail is very much a female employment sector, often because women are working part time—but he and I should celebrate the fact that there are more women in work than at any time since records began and that the gender pay gap is at its lowest-ever level.

It is a pleasure to serve under your chairmanship, Sir David. I congratulate my hon. Friend the Member for Swansea East (Carolyn Harris) on securing this debate on the new Office for Product Safety and Standards and on the powerful case she has set out.

The Minister may know that my interest in these issues stems from my constituency’s historical links to white goods manufacturing. I am very proud of our legacy. Hoover washing machines, dishwashers and even the Sinclair C5 were all made in my constituency. Secondly, I am a member of the all-party group on home electrical safety, chaired by my hon. Friend. I want to focus my brief remarks on three issues—communications with the public, old white goods and elderly electrical products being sold online, and support for trading standards in Wales.

I have seen the briefing from Electrical Safety First that was distributed to hon. Members before this debate, and I am grateful for it. I welcome, as other Members have, the creation of the OPSS. I see it as protecting consumers from electrical hazards, particularly fires caused by white goods. As Electrical Safety First states in its briefing,

“there needs to be expansion of government campaigns on electrical safety in the home throughout the year.”

I very much agree with that statement when I look at the fires caused by white goods in homes and those who are affected.

Some 1,719 fires in Wales were caused by an electrical source of ignition last year. In the past three years, according to the South Wales fire service, 43 fires were caused by tumble dryers and washing machines, with over 55% of those instances attributed to Hotpoint, Indesit or Creda machines. Seven of those 43 were in my constituency. Will the Government consider a consumer campaign on fires caused by white goods targeted at vulnerable families who might buy cheaper white goods online and in marketplaces, some of which may be recalled or second-hand, with unsuspecting consumers not even being aware of their recalled status?

Many people used to buy products specifically manufactured in the UK, stamped “made in the UK” or “made in Great Britain”, because they were often seen as a trusted product. As I have mentioned in previous debates in the House, many manufacturers, including Hoover, decided to send production overseas and now import electrical goods into the UK. We need to look closely at online platforms such as eBay, Amazon, Gumtree and Facebook that allow, without any regulation or enforcement, second-hand and in particular very elderly electrical products to be sold, as my hon. Friend the Member for Makerfield (Yvonne Fovargue) outlined. What will the new office do with the online platforms that allow the sales of very elderly electrical goods to the public? Is it right that old electric heaters and washing machines from the 1950s, 1960s and 1970s should be allowed to be sold to the public via sites such as eBay as safe to use? I do not believe that should be allowed. Furthermore, manufacturers should take action to prevent their very elderly products from being sold online and work with the likes of eBay, Amazon and so on. What plans does the new office have to look at second-hand electrical goods sales?

Second-hand goods and recalled products being sold online or in marketplaces need proper enforcement. Information from the Welsh Local Government Association shows that owing to austerity and the pressures placed on local councils, regulation activities were cut by 47% in the past five years, which includes trading standards responsibilities. As the WLGA suggests, there is a loss of expertise and ability to enforce electrical product safety, particularly in the most vulnerable communities, which is potentially where the cheapest electrical goods would be bought and sold. Will the Minister agree with me that the new office—this also addresses the concerns raised by my hon. Friend the Member for Leeds West (Rachel Reeves)—needs to support local trading standards on the ground to ensure proper market surveillance of the sales of electrical goods in the community? I refer not only to old products, but to new, particularly dodgy mobile phone chargers and e-cigarettes, which the WLGA says that trading standards departments get the most complaints about.

I hope that the Minister will look closely at those issues and ensure that the new office works for the most vulnerable consumers who need to be protected from dangerous electrical goods in their communities. I look forward to hearing the views of the Minister on what has been done and what further he can do to address the issues and offer reassurances.

I am sure the hon. Lady was in her place yesterday when the Trade Secretary gave a very comprehensive statement. There was some welcome for the cross-party approach that went into defending the international system of free trade. It does no one any good if we have tariffs in place that impede trade. Her endorsement of the approach being taken by the Trade Secretary would be welcome.

The official receiver and special manager are working to ensure an orderly transition by facilitating the transfer of contracts. As of 12 March, 8,521 jobs have been safeguarded and 1,536 people have been made redundant, sadly, through the liquidation. My right hon. Friend the Business Secretary has set up a taskforce, bringing together trade associations, bankers and representatives of Government to ensure that we support the Carillion supply chain. The taskforce has delivered a range of supportive measures, including more than £900 million of support from UK lenders.

Let me seek some further clarification. If there is any doubt that TUPE applies, can the Government confirm that they will instruct the official receiver to transfer employees on private sector contracts as if TUPE applied? Will the Government also ensure that trade union recognition is transferred with those staff?

I thank the hon. Gentleman for that question and refer him to the recent Westminster Hall debate, when we discussed at some length the legal responsibilities in relation to TUPE, which do not apply in many cases during a liquidation. Transferring employers may well decide to offer terms to transferring employees that recognise existing employment rights, terms and conditions. The Government are focused on ensuring that transferred employees are no worse off, and the official receiver is doing all he can to facilitate this wherever possible.

It is a pleasure to serve under your chairmanship, Ms Ryan. I am pleased to take part in this important debate. I congratulate my hon. Friend the Member for Hammersmith (Andy Slaughter) on securing it.

Along with other hon. Members here, I am a member of the all-party group on home electrical safety, so I declare that interest. I have come to the debate because of the historical links that my constituency has with electrical appliance manufacturing over many years. I will therefore focus my remarks on issues to do with product safety and how faulty electrical products are damaging consumer confidence in the UK.

In Merthyr Tydfil and Rhymney we have a proud history of the manufacture of washing machines. We led the way for many years, making the post-war kitchen appliances modern and convenient. The Hoover factory opened in Pentrebach in my constituency in 1948 as part of the Labour Government’s work to ensure manufacturing advances in the UK after the war. Hoover soon became a market leader in the UK because the products were made to a high standard and were not imported, unlike many of the products manufactured today. By 1973, Hoover’s 25th anniversary in the town, 5,000 people were employed making washing machines, tumble dryers and dishwashers. Manufacturing in the UK had reached its peak. Unfortunately and tragically, it has been allowed to drift and we now rely on cheaper imports.

In March 2009, manufacturing came to an end in Merthyr Tydfil. The surrounding area, including my constituency, is still proud of the legacy of appliances being built locally, giving jobs to the local economy, and benefiting people’s lives.

I do not want to focus just on Hoover’s 2009 decision, devastating as that blow was. Many other manufacturers have also decided to send production overseas, and now import electrical goods into the UK. How can we be sure of the credibility of the component supply chain to large companies, and how do we ensure proper quality of the finished product and that it is built to last? Perhaps our departure from the European Union will offer an opportunity for us once again to galvanise the great range of talent that remains in the UK manufacturing sector and to encourage our trusted British brands to return manufacturing to the UK. Perhaps the Minister will give her view on that. The car industry has been supported, but what about UK white goods manufacturers?

As we have already heard today there is a serious ongoing issue with Whirlpool tumble dryers, which is still having a huge impact on many of our constituents. Given the often wet weather in Wales—

Well, it certainly is in parts of Wales; so many of my constituents rely on tumble dryers, and many of those are made by Whirlpool, which owns the Hotpoint, Indesit and Creda brands. Figures from South Wales Fire and Rescue Service show that over the past two years seven fires have been caused by tumble dryers in Merthyr Tydfil and Rhymney. Across south Wales there have been 43 fires, with more than 55% of those attributed to the Hotpoint, Indesit or Creda machines sold by Whirlpool. Those cases highlight the serious failure in product safety across the country. It seems that a well-known, trusted manufacturer has been allowed to place on the market potentially dangerous machines that have the ability to cause serious damage, injury and worse. What will the Minister do to ensure that the products that are manufactured overseas and sold in the UK are safe?

Through our membership of the European Union we have benefited from a range of legislation, cross-border working and co-operation on product safety, market surveillance and consumer protection to ensure that only products that meet strict minimum safety standards can enter the marketplace; additional safeguards have been created for our constituents and they have been provided with rights to redress when things go wrong. What work is the Minister doing with colleagues in the Department for Exiting the European Union to ensure that that can continue after Brexit?

I understand from research undertaken by the charity Electrical Safety First that there has been an increase in the number of second-hand goods sold online via social media, including a large number of white goods. Vulnerable people, including those in my constituency, who now have less disposable income owing to Tory austerity, may now buy a second-hand product rather than a new one. The item may be unsafe or previously have been recalled by the manufacturer—something that neither the seller nor the buyer may be aware of. As my hon. Friend the Member for Bridgend (Mrs Moon) said, such things may be acquired through moving home. Will the Minister look at the number of previously recalled second-hand goods that have been sold, to find out the impact on product safety and on the safety of our constituents in their homes?

What will the Minster do to reassure us and our constituents that the Government are taking the issue seriously? What are the Government doing to ensure that product safety legislation is fit for purpose? I understand that Whirlpool is struggling to contact a large number of people who may have one of the faulty machines in their home. What work is the Minister undertaking with Whirlpool to ensure that those machines are found and that our constituents are kept safe? One of the Minister’s roles is to ensure consumer safety. Will she now demonstrate that it is possible for our constituents to be confident that manufacturers will take responsibility for their products, and that they will act to prevent more of the incidents with tumble dryers that have happened recently, the consequences of which have been so devastating? I hope that the Minister can provide answers to my questions.

It is a pleasure to serve under your chairmanship, Mr Wilson. I too will be brief, because I am conscious of time. I congratulate my hon. Friend the Member for Luton North (Kelvin Hopkins) on securing this important debate.

Post offices provide an essential service to communities right across the UK. It is important that, through any potential future changes, that service remains rooted in our communities and that we keep the public at the heart of the services provided. The Post Office has been described as a national institution that is at the heart of society. Many post offices, like the ones in my constituency, are more than just a post office; they are a hub for the community. Most are also shops or a place to buy confectionery or stationery. In my constituency, there are many isolated communities, and many people who go to the post office to post letters or collect pensions also benefit from the social interaction there.

We know that lifestyles have changed. I am sure we all understand that, although in the past post offices were used for a multitude of services, many of those services are now available elsewhere or indeed online, so it has become increasingly difficult for post offices to remain viable without diversifying. However, changes to the delivery of post office services need to be carried out in consultation with and with the support of local residents, who are, after all, the customer.

I have particular concerns about the process of making major changes to the delivery of post office services. Following an extensive consultation process, the Post Office recently announced that it is proceeding with the relocation of a post office at Elliots Town in my constituency under the modernisation and transformation programme. Those proposals are bitterly opposed by the local community. In this case, the consultation process involved two public meetings attended by more than 100 local residents on each occasion; representations from local councillors, myself and the Assembly Member; and a petition signed by more than 1,000 local people, who raised common issues of concern about the suitability of the proposed new location in terms of access, privacy, parking and so on.

In addition, proposals were put forward without the support of the current post office operators, who wish to maintain the current location and are likely to lose their jobs as a result of the post office being franchised. I am deeply concerned that many of my constituents in that area feel that the Post Office has not listened to their concerns. Many feel that the current popular post office meets their needs and they do not understand the need for change at this time. A large number of local residents have threatened not to use the post office in future if proposals are implemented.

For post offices to remain a viable part of community life, the Post Office needs to be responsive to and understanding of the concerns of its customers. Will the Minister comment on the general principle of the Post Office’s response to public consultation? Does she agree that the Post Office must ensure that consultation is meaningful and that any decisions it takes about the future of post offices should be in line with what its customers want and expect?
