Commons ChamberI highlight the fact that manufacturing is doing well in the Welsh economy, with 12,000 more manufacturing jobs in the economy now than there were in 2010. There are now 4,000 more manufacturing jobs in the Welsh economy than there were last year. Manufacturing employers would like to see a deal with the European Union; perhaps the hon. Lady should explain why she has voted against a deal with the European Union. Furthermore, she needs to explain why she is rejecting the will of the Welsh people, who voted in stronger numbers than the UK average to leave the European Union.
The Government are clear that the best outcome for Wales and the Welsh economy is that the UK leaves the European Union in an orderly manner with a deal. That is why I voted for one on three separate occasions.
The Secretary of State knows that, if we stay within the EU, British people will get a 20% uplift in structural funding to £440 per person. Will he ensure that, in the event of our leaving with a deal, that money is sustained completely with a new UK prosperity fund? If we have a no-deal outcome, there will, quite simply, be no structural funding and we will hit a cliff edge, and more firms like Tata, Airbus and Ford will leave on his watch.
I do not recognise any of the hon. Gentleman’s comments. Let me ask him this one question: does he recognise that Swansea voted to leave the European Union in higher numbers than the national average, and, if so, why does he reject the will of his constituents?

Commons ChamberAgain, the right hon. Gentleman quotes what Ford has said, but Ford also said, “Please vote for the deal.” Perhaps he should answer the question of why he did not vote in favour of the deal.
My father, David Davies, was head of economic development at the Welsh Office in the ’70s and was instrumental in getting Ford to Bridgend, with the help of inducements from a Labour Government, including the rail link the Secretary of State mentioned and other financial inducements. The Secretary of State knows that wages in Wales are the lowest in the UK, at 70% of gross value added, and that the impact of Brexit is in big companies such as Airbus, Ford and Tata realising that they will no longer be in that market and relocating and reducing their workforce. Will he therefore think again about providing a people’s vote so that people can vote on whether they actually do want to leave, because people from that Bridgend plant who voted to leave did not vote to leave their jobs? Will he rule out any no-deal Brexit? Finally, will he make sure that none of the convergence funding that we currently get will be stripped away and given to other parts of the UK? If he will give none of those undertakings, will he resign?
The way in which the hon. Gentleman is pursuing the question suggests that this is a debate about Brexit, but Ford has said that it is not and is acting in a way that demonstrates that it is not. It is not about judging Ford’s statements; it is about judging its proposals and the actions it plans to take arising from this issue. He is right in that the manufacturing sector, in particular, wishes to seek some certainty, and that is what we are seeking to bring about, but by voting against the deal on three separate occasions, the uncertainty over the economy has obviously been created.

Commons ChamberNo announcement has been made on the tidal lagoon because we are still looking at the numbers. We are doing anything and everything possible to try to make this fit. The hon. Lady should not want it to go ahead if it is not good value for money for the taxpayer. She will be well aware that Tata is an energy-intensive industrial site right next door to the site for the proposed tidal lagoon. I do not think she or any other Member would want to increase energy prices in a way that could put those jobs at risk.
Will the Secretary of State point out to the Business Secretary that once nuclear energy commands 12% of global output, we will run out of uranium in 10 years and the price will go up, as will the price of fossil fuels, because we cannot use 80% of them if we are to fulfil the Paris agreement, whereas the price of energy from the lagoon will go down over 100 years? Will the Secretary of State point that out, rather than just sit there doing nothing?
I am glad the hon. Gentleman mentions the Wylfa project, because it is a great demonstration of the Government being prepared to look at the financial model and adjust it in order to make projects happen. It will be the biggest infrastructure project in Wales for well over 30 years, and it provides fantastic prospects. I hope that tidal and marine energy could offer the same, but we should want a scheme only if it is good value for money.

Commons ChamberNetwork Rail’s budget for investment in the Wales route is more than £1.3 billion—record investment in Wales’ railway infrastructure. Passengers in south Wales are also directly benefiting from our £5.7 billion of investment in the new intercity express trains operating from west Wales through Swansea to London.
The Secretary of State knows that Wales has 5% of the population and 6% of the railways yet less than 2% of the investment. Network Rail has just cut £1 billion from its projects, and £700 million has been cut from rail electrification. Will he now promise to support the Swansea bay electrified city metro scheme, alongside alignment, which would reduce the time between Cardiff and Swansea and result in faster, greener connectivity for Swansea bay?
The hon. Gentleman well knows that Wales does not operate in isolation. The hon. Member for Wrexham (Ian C. Lucas), for example, has been campaigning for the Halton curve, which is in England but of course would serve north Wales and link it better with Merseyside, demonstrating how the rail network in Wales does not operate in isolation. I have met Mark Barry, the proponent of the Swansea bay metro. He is undertaking a host of work on it, and we will happily look closely at it, but I point the hon. Gentleman to the need for a decent cost-benefit ratio.

Commons ChamberI am grateful to the hon. Gentleman for highlighting that project, because it is important to Wales. I thoroughly support it, and we want to gain investment from a range of sources for it. His point highlights how integrated the rail network is—Wales sometimes benefits from spend in England, and England sometimes benefits from spend in Wales.
I want to make some progress, then I will give way.
I was discussing the opportunities for Wales as we leave the European Union. I hope Members throughout the House will welcome the news earlier today that an agreement in principle has been reached with the European Union on the implementation period. As the Prime Minister has said, that shows that with good will on both sides, it is possible to agree an arrangement that works for all sides.
As we leave the European Union, the Union of the UK is more important than ever before. We are a Union of four nations developed over a long history, communicated through a common culture and a shared identity. As a result of joint working and the collaborative approach taken by the UK Government and the Welsh Government, we have delivered a fiscal framework that secures Welsh funding over the long term and a Wales Act that puts Welsh devolution on a stable footing.
Despite what is often reported in the press, the relationship between the Governments is positive, and I take pride in that, along with the First Minister. While there will undoubtedly be challenges ahead, Wales is well placed to benefit from the many opportunities that leaving the European Union offers, such as the chance to form new partnerships, maintain relationships with old allies and become true beneficiaries of the UK being a global leader in free trade.
The hon. Gentleman tempts me, but he knows that the Government do not comment on leaked documents. Statements have been made that those documents were not complete, nor were they approved by Ministers.
I am happy to talk about the strength of the Welsh economy and the opportunities we have to exploit the UK being a global leader in free trade. Wales was the fastest-growing nation in the UK in 2016. We have 98,000 more people in work since 2010, with 44,000 more women in work and unemployment down by 48,000 compared with 2010. That demonstrates the strength of the Welsh economy, in which I have significant confidence.
Does the Secretary of State accept that 60% of Welsh exports are to the EU, and there is a real risk that we will face tariffs, regulatory barriers and supply chain constraints, which would undermine that growth? Would it not be better for him to commit now to pressing to be part of the single market and the customs union, if in fact we Brexit?
As the hon. Gentleman says, about 60% of Welsh exports go to the EU. I am surprised by the simplistic approach that someone of his stature and understanding takes. He of all Members would recognise the complexity of supply chains. The real figure is that 80% of Welsh output goes to the rest of the UK, and there are then onward exports to the European Union and elsewhere. That demonstrates the complexity of supply chains, and he undersells himself by taking that simplistic approach.
Export figures are strong, as the hon. Gentleman is happy to highlight. Last year, we exceeded the £16 billion figure. Export growth to the EU rose by 12%, and the increase in exports to areas outside the EU was 13%. Inward investment remains strong, with investments from companies such as Ipsen Biopharm. It has invested £22 million in Wrexham to expand its facilities, creating 100 jobs. Over recent years, the amount invested locally has been close to £100 million. Spanish manufacturing giant CAF is investing £30 million in Newport producing railway rolling stock, creating 200 new jobs.
Toyota’s recent announcement that it will build its new Auris model in Burnaston is great news for the engine plant on Deeside. That demonstrates the complexity of supply chains, which I mentioned to the hon. Gentleman, and highlights the fact that Wales gains much from being part of the common UK market.

Commons ChamberI hold regular meetings and discussions with the Transport Secretary and his ministerial team to make the case for investment in Wales’s railway infrastructure. I am determined to drive forward improvements to Wales’s rail connectivity for the benefit of our passengers, commuters and businesses.
I am losing my voice, Mr Speaker. HS2 will cost £56 billion and 20,000 Welsh jobs. For £1 billion, we could build two and a half miles of HS2 or halve the time between Cardiff and Swansea and have an electrified Swansea metro. Why is the Welsh Secretary not objecting to the £1 billion cut from Network Rail to our rail infrastructure and investing in Wales instead?

General CommitteesThe hon. Gentleman is well aware that that responsibility has been passed over to the Welsh Government, with additional money being made available by the UK Government for that scheme. I suggest that he puts that question to his colleagues in Cardiff Bay, because the former Transport Secretary would have been repeating the claims and the comments that had been made by politicians in Cardiff Bay.
Given that there are new proposals on the table for the straightening of the line to Cardiff and Swansea to reduce the journey time by half an hour, alongside Swansea metro, will the Secretary of State look positively at those ideas as part of a wider city deal? Given that Wales has 6% of the track line and only about 2% of the investment in railway infrastructure, he should be standing up for Wales, rather than sitting down and thinking about his job before he thinks about Wales.
In the first instance, I would say that of course we will look at whatever project comes forward. The hon. Gentleman will be aware of demands that have been made. The First Minister made positive statements about a Swansea parkway station earlier this week in the Assembly, and there are demands coming from some community leaders in Swansea about such a station. Those are issues that we are happy to look at, and the Chancellor talked about proposals of that sort.
If any other project comes forward, we will happily look at it, but I remind the hon. Gentleman that in 13 years of Labour Government only 3 miles or 12 miles of track were electrified—there is a debate about that and we are not sure which, but I will happily give the benefit of the doubt and say that it was 12 miles. I also remind hon. Members that Wales was left as one of those nations, along with eastern European nations such as Moldova and Albania, with not a single track of electrified railway.
The hon. Gentleman will recognise that we are in negotiations, and he would not expect us to show our hand during that process. I would point to the significant inward investment—the UK is the leading place for attracting inward investment in Europe, which demonstrates the confidence business is showing in the economy—and the uplift in economic growth last quarter.
More than 60% of Welsh trade goes to the EU. The 48% of people who voted to remain are in favour of the customs union and the single market, as are a portion of the people who voted to leave. Given that the majority of Welsh people are in favour of being in the customs union and the single market, will the Secretary of State fight for a soft Brexit?
It is far too simplistic to say that 60% of Welsh exports go to Europe, because supply chains are far more complex than that. The Welsh Government concluded that 80% of Welsh exports go to the rest of the United Kingdom, which demonstrates the complexity of the position. Therefore, maintaining the integrity of the single market is important.

Friend makes a logical, reasonable and helpful point in recognising that by using the latest technology we are offering more capacity and much faster trains, which is a major benefit to Swansea and to west Wales. Criticising the decision to use the latest technology on the line to Swansea does nothing more than undermine investment in the city.
Clearly the Swansea metro is a different proposal, but I am keen to meet Professor Mark Barry to discuss its potential. It is an interesting addition to a wide-ranging debate in which there are also proposals to improve the frequency of trains to Carmarthenshire and Pembrokeshire. At the moment, passengers from west Wales often drive to Port Talbot to get on the train, but I think that we can come up with much more imaginative solutions. The metro is an additional solution to consider as part of that debate.

Commons ChamberMy hon. Friend recognises this Government’s global trading ambition. There are 1,200 staff in the Department for International Trade, across 109 countries. Any businesses based in Swansea are as entitled to the same sort of support as businesses based in Swindon, and I encourage them to use the Department for International Trade.
Some 44% of trade goes to the EU, but the amount from Wales is 70%. Last week in Swansea, the CBI and producers told me that it is imperative that we retain access to the single market and the customs union. The people of Wales did not vote to leave them. Will the Secretary of State assure us that he will do everything he can to keep that going so that our exports are free to continue?
I remind the hon. Gentleman that on Monday I held an event to promote exports to not only Europe but all parts of the globe. Clearly there are great opportunities, and last year 4,000 Welsh companies took their first steps towards exporting. Europe is an important market. We want frictionless trade with Europe, and we also want to look to the great opportunities that exiting the European Union will bring to not only Welsh businesses but businesses across the whole United Kingdom. Commons ChamberThe hon. Gentleman raises a fairly technical area of policy. Appropriate economies of scale are involved in this. I am happy to discuss the details with him. The Welsh Government have made their views clear. However, it is not only about “Welsh money for Wales”—which, on the face of it, would sound good—but about having the economies of scale such that we can access funding elsewhere as well. Therefore, it is not necessarily the right thing, but I am certainly not closed to the idea.

Commons ChamberI am grateful to my hon. Friend for his kind words. It is fair to say that there are no infrastructure projects more important to the south Wales economy than the upgrade of the M4 around Newport. It is hard to believe that our noble Friend Lord Hague was Secretary of State for Wales when a commitment to that was first made, only for it to be cancelled twice by the Labour party when it was in government. Business has called for it; commuters have called for it; visitors have called for it. The Chancellor made money available specifically for this project almost three years ago. We just wish the Welsh Government would get on with it.
The Select Committee on Welsh Affairs found that the operational and maintenance costs of the bridge represented a quarter of the toll, yet, as the bridge goes into public hands, the Government have reduced the toll by half and are therefore creating a 100% margin. When will they reduce the toll to the level of the operational and maintenance costs to give south Wales and the Welsh economy every chance of performing as well as anywhere else, rather than having this stranglehold on it?

Commons ChamberIt is hard to believe that the former right hon. Member for Richmond, Yorks was Secretary of State for Wales when the upgrade was first committed to, only for it to be cancelled by Labour Members. It was reconsidered later by a Plaid Cymru Welsh Government Minister, only to then be cancelled. My right hon. Friend the Chancellor of the Exchequer has made additional resources available, and we just want the Welsh Government to get on with it.
In the light of the serious flooding caused by climate change, will the Minister ensure that the newly proposed M4 relief road will double as a flood defence for the Severn estuary?
The route is a matter for the Welsh Government, and we encourage them to consider all options. We want the project to start as soon as possible. Even if it started to the earliest possible timescale outlined by the Welsh Government, it would still not be completed until the end of 2022, which is unacceptable.

Commons ChamberMy hon. Friend makes an important point. Renishaw, which is in his constituency, is doing exceptionally well in Wales, including, I should add, in my constituency. It is providing the higher engineering skills and investment that we are seeing across the United Kingdom and beyond.
My hon. Friend makes an important point about STEM subjects. He will welcome the establishment of the STEMNET UK-wide network of volunteer ambassadors to support STEM careers. Additional funding of £6.3 million has been provided to support the network.
Wales’s output per head amounts to 70% of the United Kingdom average, which explains why we have the lowest wages in Britain yet some of the largest cuts. What is the Minister doing to ensure that we have our fair share of investment in engineering, in order to boost productivity, boost wages, and boost family incomes for once?
I am surprised to hear that question from the hon. Gentleman. After all, it was his party that left Wales the poorest part of the United Kingdom. Since then, it has become the fastest-growing part of the United Kingdom, and the UK is the fastest-growing nation in the G7. He ought to welcome that, along with the fact that wages and gross domestic household income are growing faster in Wales than in any other part of the United Kingdom. However, we will further improve both productivity and wealth through significant infrastructure spending.

Commons ChamberI suggest that the age of majority is different for different processes across the United Kingdom. It is a major constitutional change to extend the franchise for all elections. The scope of this Bill is specific about extending powers to the Welsh Assembly, and it is for the Assembly to decide. Who knows, the Welsh Assembly may not decide to extend the franchise to younger voters. It is up to it to decide on a referendum for income tax varying powers in Wales. That is the answer that the hon. Gentleman might wish to give to his constituents. This measure is not about extending the franchise to 16-year-olds, but about granting the power and the opportunity for the Assembly to decide on that basis.
It is one thing to say that there is a strong case for people of 16 to have a vote as they have a general knowledge of politics in the round and can make an informed decision, but the argument we are trying to make is whether young voters who have never voted can suddenly grasp the technicalities of setting different rates at different levels and what that implies. That is not much of an encouragement to enter the world of democracy. It is a highly technical issue. Will the Minister now at least serve notice on the fact that he will be championing a general franchise for people of 16 to vote in future elections?
I think the hon. Gentleman is underestimating the capacity of young people to grasp technicalities. I have far more confidence in younger people to be able to consider such matters. He makes an important point, but it could easily be made in another debate. This is about extending the power to the Assembly to decide, and not about extending the franchise to young people per se. We are simply devolving the power. The Assembly has had a vote on extending the franchise to younger voters, and there was a majority in favour of it, but when it comes to make its own choice specifically on a matter such as this, who knows what will ultimately come forward.
As a result, on Third Reading in the other place we tabled amendments to allow the Assembly to decide whether 16 and 17-year-olds should be able to vote in an income tax referendum. As the volume of interventions we have heard indicates, this is the first opportunity the House has had to consider the matter, and I look forward to hearing the contributions that are to follow. It is the Assembly that will decide when to call a referendum, and it is right that it should decide who can vote in it. The amendment puts that decision in the hands of the Assembly, just as it was put in the hands of the Scottish Parliament for September’s referendum.
These amendments also provide that if the Assembly resolves that the voting age is to be lowered to 16, the resulting order to be laid by the Secretary of State would also provide for the creation of a register of young voters. That register would include those who will have attained the age of 16 on the date of the income tax referendum and those age 17 who are not already listed on the register of local government electors as an attainer—that is, a 17-year-old who will turn 18 before the next electoral register is published. The important point is that those who have attained the age of 16 on the date of the poll will be eligible to vote in an income tax referendum if they appear on either the register of young voters or the register of local government electors.
I should also be clear about what these amendments do not do. They do not devolve competence over the wider franchise to the Assembly, as I have previously stated, and they do not allow the Assembly to decide the voting age for any poll other than that for an income tax referendum. The franchise for elections in Wales remains solely within the power of this Parliament. I know that there are strongly held views on both sides of the House about reducing the voting age—we heard some of them earlier. I want to reassure hon. Members who might be concerned that these amendments set a precedent for future elections that they do not. It is important to underline that they do not set a precedent. They relate specifically to an income tax referendum in Wales, and to no other poll. They give the Assembly a choice for that referendum. If and when a trigger vote is held, it would be for the Assembly to decide whether the voting age will be 16 or 18. I therefore ask the House to support these amendments.

Commons ChamberI thank all Members for their valuable contributions. It is fair to say that the tone of the debate changed somewhat from the negative one that prevailed at the outset to the more measured contributions by the hon. Members for Islwyn (Chris Evans), for Aberavon (Dr Francis) and for Ogmore (Huw Irranca-Davies).
This coalition Government inherited an economy that was on its knees. Throughout the past decade, we have had an unstable model for the economy. There was an over-reliance on the public sector, the financial services sector and economic growth from London and the south-east. In spite of the crocodile tears and the synthetic anger that we saw from the shadow Secretary of State, the situation was even more perilous in Wales. One of the saddest legacies that we inherited from the previous Administration was that Wales was the poorest part of the United Kingdom, and that was after 13 years of control from Labour Members. Ultimately, their economic model came crashing down.
We have a long-term economic plan that is working and delivering the recovery for Wales. It is based on investment in infrastructure—both digital and traditional —the development of skills, welfare reform, and making Wales and the rest of the UK a more competitive environment for business, which is something that some Labour Members have recognised today. I pay tribute to my hon. Friend the Member for Aberconwy (Guto Bebb) for being a strong and doughty champion for small businesses and the self-employed in his constituency.
Does the hon. Gentleman not accept that the British economy grew by 40% in the 10 years to 2008, before the banking crisis? Since then it has virtually flatlined, which is why his party has borrowed more in four years than the Labour party did in 13. It is a disaster.
I will happily repeat that, in 1997, Wales was not the poorest part of the United Kingdom. But between 1997 and 2010, Wales sadly and tragically became so. That was when the hon. Gentleman was a Member for Croydon Central, before he decided to come back home to Wales, so he will have played a part in the policies that led to such a devastating consequence for Wales and the Welsh people, and that is something for which he should apologise. Investing in infrastructure is key to our economic plan, and Wales has rightly received significant sums for some major projects.
I cannot mention railways without paying tribute to my right hon. Friend the Secretary of State for Wales for his hard work and persistence in seeking a solution to secure the electrification of the line all the way to Swansea and of the valley lines as well. That is the largest investment in railways in Wales since Victorian times. Wales was sadly left in the slow lane when it came to railways. After 13 years of a Labour Administration, Wales, Moldova and Albania were the only three countries in Europe that did not have any electrified railways. Wales is now set to benefit from rail investment worth £2 billion. Our north Wales link to Liverpool is being renewed through the Halton Curve, which is welcomed by all businesses in north-east Wales and north-west England. Crewe is becoming a hub station for HS2, which offers new opportunities to the whole of north Wales, ensuring that we all benefit from this major UK strategic investment.
It was 12 months ago that my right hon. Friend the Chancellor announced a funding package to enable the upgrade of the M4 around Newport, which was something for which businesses had been calling across the whole of the south Wales corridor. That project was cancelled by the previous Administration in 1997 after my right hon. Friend, the current Leader of the House, committed to it when he was the Secretary of State for Wales. The project was cancelled by Labour but reinstated by the Conservatives.
I was sorry that the hon. Member for Wrexham (Ian Lucas) did not welcome the £212 million investment for a new prison in Wrexham. Even after it is up and running, its operational activity will involve £23 million being pumped into the economy each year.
Wales is playing its part in our energy infrastructure upgrade after years of neglect that led to the risk of the lights going out throughout the United Kingdom.

Commons ChamberI would like to say that it is a pleasure to follow the hon. Member for Liverpool, Wavertree (Luciana Berger), but I do not recognise the biased and party political points that she made. Her speech was loaded against the positive news, which should be welcomed, about measures to help people in her constituency and others who need the Government’s help and support. I hate to think of the contributions that she and many other Opposition Members would have made if we had not been able to look forward optimistically to the sustainable growth that the Government have helped craft through their difficult decisions over recent years.
As we look optimistically at that growth, it is hard to believe the predictions that the Opposition have presented to us over recent years. We all remember the “too far, too fast” line, and then there was “flatlining”. We then had predictions about a double dip and even a triple dip; then they predicted that there would be a million jobs lost. That shows the Opposition’s lack of credibility, following their previous prediction about having ended boom and bust. They simply have no economic credibility, so their criticisms of an important building block in delivering sustainable economic recovery and growth show them for what they really are.
Of course the growth is welcome, but I am also extremely impressed by the nature of the recovery. Deficit reduction is important in itself—after all, it is the fundamental building block in creating confidence. The deficit has already been reduced by a third, and the Office for Budget Responsibility predicts that it will have been reduced by half by later this year. Of course, that in itself will not deliver sustainable economic growth, so we need to examine the data that are available beneath the deficit reduction figures.
The growth that we are experiencing is quite remarkable, and, again, it undermines the arguments that Opposition Members have made in recent years, and particularly today. The UK is now the fastest growing major economy in the world, and the fastest growing of the OECD nations. Even more than that, all sectors of the economy grew last year. We have to go back to 2007 to find the last time that happened, which demonstrates the balance of the economic recovery we are experiencing, be it in services, construction or manufacturing. Those are important sectors that demonstrate how growth in the economy is serving all parts and sectors of the UK, including those who are employed and those who seek employment. We are all sharing in the success.
All those who spoke from the Opposition Benches mentioned inequality and tried to highlight the differences between those who have and those who have not. However, they missed a really important line from data provided by the OBR and the Office for National Statistics, which is that we now have the least inequality in the United Kingdom for 28 years. That completely exposes all the anecdotal and selective evidence that has been presented. We have the lowest rate of inequality for 28 years, which is something Labour Members should be glad about.
If we examine the data further, we realise that the unemployment figures presented today were remarkable. Unemployment stands at 7.2% across the United Kingdom. It is unheard of for the rate of unemployment in Wales to be lower than the national average. In all my life I cannot remember unemployment in Wales being lower than across the rest of the United Kingdom, yet it now stands at 6.7%, so the gap between unemployment in Wales—my nation—and the rest of the United Kingdom is not just 0.1% as it was last month. I am absolutely delighted, and I hope that Labour Members from the Principality will join me in welcoming that success. It demonstrates that growth is serving every nation of the United Kingdom, and every sector in our country.
If we look at growth figures from the north-west, Wales or anywhere over the past two years, we see that all regions and nations of the United Kingdom have experienced levels of growth. Again, that shows that growth is not dependent on the dominance of London and the south-east, as was the case during the 13 years of the Labour Government.
As has been said, Wales has the highest level of poverty in the UK, with more in-work poverty than out-of-work poverty, and it is the most affected by the horrendous bedroom tax. The Tories are putting the boot into Wales, which is why we will kick the hon. Gentleman and the Government out next time.
I am grateful to the hon. Gentleman for making such an important point about poverty in Wales, because it needs to be recognised. However, even in the darkest, most difficult days, when coal mines and steel plants were being closed and things were extremely difficult for those communities, Wales was not the poorest part of the United Kingdom. After 13 years of Labour control, Wales is sadly the poorest part of the United Kingdom, but it is now experiencing higher and faster growth than most other parts of the UK. That goes to show that the UK Government are playing their full part in our turning the corner and getting out of the cul-de-sac that the Labour party left us in. That was what Labour left us.
We talk about balance across the economy, but more needs to be done to strike that balance in every way, and the Budget has taken a significant step in that direction. There has been significant support for manufacturing, including a £7 billion package that provides elements for capping the carbon price support scheme. One benefit of that £7 billion will be the £50,000 cut in energy prices or costs for a mid-size manufacturing plant. There are hundreds of those in Wales, including several in my constituency, and as a result of the Budget they will get a £50,000 cut in energy costs.
