As part of our efforts to support Egypt’s economic recovery, I was delighted to lead a trade mission of 51 companies to Egypt last week. That was the largest delegation to Egypt in 15 years. We are the largest foreign direct investor in Egypt, and it is absolutely right that we should seek to deepen our trade and investment partnership with it. A more secure, prosperous and dynamic country can only be founded on a growing and dynamic economy, which creates jobs and opportunities for all Egyptians.

The Boko Haram terrorist group continues to wreak havoc across north-east Nigeria, and we must see that as part of the broader challenge of militant Islam across a swathe of the globe, from west Africa to the middle east. We continue to support the Nigerians and work closely with them. We are one of the leading partners for the Nigerians, and we have provided a substantial package of UK military intelligence and development support to Nigeria. Last week, I had a meeting with the US Secretary of State to co-ordinate our response to the crisis in Nigeria with the United States, and I expect to visit Nigeria with him after the Nigerian elections.

We are giving a great deal of support. My hon. Friend may be aware that we sent four Typhoon jets to take part in Baltic air policing patrols. Some of our soldiers have taken part in other exercises recently in the Baltic states. When we meet as NATO Foreign Ministers next week in Brussels we will discuss this and the further action that we can take to strengthen the credibility and the visibility of NATO’s commitment to collective defence.

On the same subject, in a statement on 28 April the Foreign Secretary advised that a request from Ukraine for non-lethal military support was being considered sympathetically. What was the outcome?

My right hon. Friend makes a very good point. If we do have to move to a third tier of more far-reaching sanctions, it is important that they cover various economic trade and financial areas, and the United Kingdom would have to play a very important part in that. It is important that sacrifices that are necessary are shared across the whole of the European Union, but we would certainly play our part, and of course we would seek to construct these measures in a way that had the maximum effect on the Russian economy and the minimum effect on European Union economies.

There has been some talk of the possibility of providing arms to Ukraine’s military. However, when I was there two weeks ago with a number of colleagues it became apparent that more basic support equipment such as tents and protective clothing would be welcome. Has there been any consideration of providing that?

I can assure my hon. Friend that we are actively considering a wide range of options, and I have not ruled out any options in my responses to questions, as I am sure he will have noticed. Clearly, I think the response we have made so far is correct. We have emphasised the need for new diplomatic openings as well as for there to be costs and consequences from this Russian action, but in the absence of a change of policy from Russia we will, of course, have to move on to making sure those costs and consequences ensue.

The right hon. Gentleman mentioned arms export licences earlier. In considering what sanctions may be used against Russia, has he had any discussions with his colleagues in the Ministry of Defence about the forthcoming military and technical co-operation agreement, which I understand is due to be signed in the next few weeks?

The hon. Lady is right that we have been due to agree to sign a military and technical co-operation agreement with Russia in the near future. Clearly, in the current situation the chances of our doing that are rather reduced, to put it mildly, but we have not made a formal decision about that. We are certainly reviewing that, and we will decide about it in conjunction with any other measures we choose to adopt.

I congratulate the hon. Member for Oxford West and Abingdon (Nicola Blackwood) on her excellent speech in opening this debate. She began with a “West Wing” quote. I originally had a reference to “The West Wing” in my speech, but had taken it out; I shall now put it back in. I wanted to mention the episode “The Women of Qumar”. For anyone who recalls it, the President and his staff are managing a situation with the fictional country of Qumar—over an arms deal, I think. The President’s press secretary, C.J. Cregg says:

“They beat women; they hate women; the only reason they keep Qumari women alive is to make Qumari men.”

Unfortunately, I fear that that is not just a fictional situation for some women around the world.

I feel that I cannot do justice to this subject today, not because of time constraints but because of the horror of some of the situations the debate is about. I had the privilege of attending a meeting here in Parliament in January 2011, addressed by Margot Wallström, the first ever special representative of the UN Secretary-General on sexual violence in conflict. Her term in the position came to an end last year, and she has been replaced by Zainab Bangura, a senior politician from Sierra Leone. I am sure that we all wish her well in that role.

I am always struck by how we seem to accept that sexual violence is something that just happens—that it is a “fact of life” both at home in the UK and when it occurs in conflict. I do not accept that, and I think much more can be done to tackle it. In preparing for this debate, I unfortunately stumbled across some truly horrifying discussion boards, with comments illustrating appalling attitudes towards rape. While we are absolutely right to shine a light on these issues in a conflict setting, it is also true that the attitudes that lead to this behaviour exist in all societies. The issues we face here in the UK were well highlighted in our earlier debate.

Does the hon. Lady recall a recent case this year in which a Muslim man found guilty of rape was exonerated by the judge on the grounds that he had received education in whatever educational establishment he attended, which had taught him that women were of no value? Does she agree with me that this attitude permeates fundamentalist thinking, and that it can be traced in many of the conflict situations emerging, particularly in north Africa?

The hon. Lady is right to highlight that issue, but I believe that these attitudes can be found across all societies. They are absolutely not acceptable; we should do everything we can to combat them.

Just as I believe that we will never entirely eliminate violence, it is unlikely that we will ever entirely eliminate sexual violence. The issues we are debating here today are depressing, upsetting and tragic—yet I think we have reason to be optimistic. If everything that could have been done had been done, and still no progress had been made, that would be a hopeless situation. I am optimistic because not nearly enough has been done, and I think that with the will and the resources we can drive down sexual violence in conflict. The investigation teams announced earlier this week were very welcome, and I welcome the Foreign Secretary’s commitment, too, although we need a greater emphasis on prevention, along with a focus on investigation.

There is no doubt that sexual violence is used as a weapon in war. The International Criminal Tribunal for the former Yugoslavia found that an estimated 20,000 to 50,000 women and girls had been raped during the conflict; the Special Court for Sierra Leone estimated 50,000 to 64,000 had been similarly affected; and the International Criminal Tribunal for Rwanda found that an estimated 250,000 to 500,000 girls and women had been raped.

I hope that the hon. Gentleman will not mind if I do not. I want to make a bit of progress.

Disgracefully, in all those examples, only relatively small numbers of men faced prosecution for their crimes, and most got away with them. The extent to which people can get away with such crimes is illustrated by what was said by Korto Williams, of ActionAid Liberia, in October last year:

“It was routine during Liberia’s war for women to be raped at check points. Men who committed these crimes never faced the law and were allowed to act with impunity. Today we have had reports that at least one even became a Member of Parliament, representing the country, while the women he violated still wait for justice.”

It is no wonder that women have no confidence in their ability to seek justice in the aftermath of such conflicts. Justice for crimes of sexual violence remains far too distant for far too many women, and they are often marginalised during the subsequent process of resolution. In far too many cases, the rights of women have been sacrificed in attempts to secure formal peace deals. In only 18 of more than 300 existing peace agreements is there any mention of sexual, gender-based violence, and even in modern peace agreements, the position and rights of women in society are still being threatened. I agree with ActionAid, which suggests that that is partly because women are not at the table during discussions, and considers that we should make it a priority to seek to guarantee places for them. Organisations such as ActionAid, Amnesty and Oxfam are working around the globe to try to tackle these issues, and I think that we should try to make progress by harnessing their knowledge and their networks on the ground.

Earlier today, my right hon. Friend the Member for East Renfrewshire (Mr Murphy), the shadow Secretary of State of Defence, made an important speech outlining his ideas on early intervention, emphasising the need to work alongside our NATO colleagues in conflicts, and to monitor fragile states and, when we can, intervene to stop them from falling into conflict. Experience over the years has shown us the mistakes that have been often made in foreign interventions—mistakes that have cost women dearly in, for instance, the former Yugoslavia and Rwanda.

I think the fact that for the first half of the current Parliament there was not one woman in the Foreign Office, the Department for International Development or the Ministry of Defence was an enormous step backwards. If we argue that women should be sitting around the table in peace negotiations throughout the world, we must surely accept that they should also be sitting around the table in the Departments that make so many decisions that affect women’s lives.

I am sorry; I am about to end my speech.

There was no mention of sexual violence in conflict in the strategic defence and security review, and no recognition of that specific and particular weapon which is most commonly directed towards women. That is not unusual—I suspect that the subject has never been mentioned in a defence review—but it cannot be said that there was no place for it. There are parts of the SDSR in which it would have been entirely appropriate to raise the issue. Sexual violence is a weapon of war. It is about power, and about the abuse of power to humiliate and degrade. It causes untold misery, and it is the most obvious example I can think of that requires preventive work that can and should be done.

Al-Jazeera has reported a 22% increase in crimes of violence against women in Afghanistan. Many people repeat the statement that we did not go into Afghanistan to improve women’s rights. That is true, but it does not negate our responsibility to those women, given that we have been in the country for more than a decade. We have an opportunity to leave a lasting legacy there in the context of women’s rights and, in particular, their basic security, which is the cornerstone of their rights. I do not doubt the sentiment of the Ministers who are involved in the discussions on Afghanistan’s future, but I am sure they will agree that warm words will be of no comfort to those women if the progress that has been made is whipped away.

I have previously asked Foreign Office Ministers if they will support a guaranteed 30% women’s representation at the London 2014 summit on Afghanistan’s future. I am delighted that the Foreign Secretary is to respond to the debate, because that enables me to put the challenge to him again today. I urge Ministers—in fact, I beg them—not to let this issue slip to the bottom of their negotiating list. All of us who enjoy protections and freedom in this country, regardless of our gender, have a responsibility to the women of Afghanistan and to women all over the world.

The right hon. Gentleman is right to point to specific progress. In 2002, fewer than 9% of women in Afghanistan had access to any health care, whereas some 57% now have access to it within an hour, whether they walk or use other means of travel. It is important for that progress to continue. To that extent, the Tokyo mutual accountability framework agreed by a number of nations sets some indicators for Afghanistan in return for future financial support post-2015. Support for women, including measures such as the Act on the elimination of violence against women, is a key part of that and we would like to see it implemented as part of that agreement.

Despite the progress made, the truth is that many Afghan women cannot access education or health care for fears about their own safety. Will the Minister ensure that Afghan women are involved in planning for the 2014 London summit on Afghanistan’s future? Crucially, will he seek to guarantee women at least a 30% representation at that summit?

Yes, it has been vital that women have played an increasing part in political participation. Some 25% of members of Parliament in Afghanistan are women, and there are nine women members on the High Peace Council. Access to education remains key for the future. Some 2.3 million girls are now in education in Afghanistan compared with hardly any when the Taliban were in control. To ensure that that remains the case and in order to improve the chances of resisting violence against women—clearly, a serious issue in Afghanistan—it is crucial to keep that progress going.

I shall conclude, Mr Deputy Speaker, by saying that I think that a nation of nearly 5 million— Croatia—joining the EU in 2013 is a good thing. It is good for the citizens of Croatia, and it is good for citizens in the rest of the European Union. We need to reflect on unresolved issues. Trafficking is a very serious matter, and there is a long track record in the European Scrutiny Committee of Members who care deeply about it. I commend the non-governmental organisation that the hon. Member for Linlithgow and East Falkirk cited. We need to obtain assurances on those issues. It is important not only for the citizens of Croatia and the rest of the European Union but for those people who may be trafficked in future through any EU member state, which is why I again appeal to the Minister to take the opportunity to clarify the fact that the safeguards are of the highest standards and that we can have confidence in them.

We can look forward to Croatia’s membership. I reflect that I have not heard a single intervention today to suggest that it is a bad thing for this nation of 5 million people to take its seat at the top table in agreement with the Croatian Government. It is a gain in sovereignty for it to be able to take part directly in the EU, not just in the Council of Ministers, but with 12 MEPs in the European Parliament and a commissioner playing an important role. That bodes well for Croatia and for the western Balkans, leading to greater confidence in peace and stability in the region. We should send a strong message to other nations, whether Bosnia and Herzegovina, Serbia or others, that the door remains open to them. We are in favour of further enlargement. Beyond the issue of Croatia, reflecting on the fact that the Irish protocol is something that the Irish Government and people thought was important, Europe has listened. The protocol and the assurances within it—

I am grateful for the opportunity to contribute briefly to the debate—possibly more briefly than I had anticipated, given your recent ruling, Mr Deputy Speaker. Debates on the EU in this House often focus on our membership, and rightly so, but I think that it is important that, as the UK is a member state, we also engage with the wider issues, so I am pleased that we are debating Croatia’s accession.

As my hon. Friend the shadow Europe Minister and other Members have said, we support Croatian accession and EU enlargement more widely, provided that the proper criteria are met. With every new country that joins, the single market is widened and new markets are opened up for our exports. That can only be good for business across the UK and for our economy as a whole. However, it is very important that we ensure that candidate countries are ready to join before accession. Although Bulgaria and Romania were granted conditional accession, that turned out perhaps not to be a good model, and I think it is right that it was not repeated in Croatia’s case.

Given Croatia’s difficult not-too-distant history, and that of the wider Balkans region, I am particularly pleased that we are debating such progress and such a positive step. The EU has developed and progressed significantly since its relatively modest beginnings after the second world war, and Croatia’s accession reminds us of the power of the EU in moving on from conflict and as a mechanism for countries working together for positive aims. As we have heard, Croatia will be the second state from the former Yugoslavia to join the EU, and I very much hope that others will make progress towards membership.

Over the past 10 years or so, I have visited Croatia and other Balkan countries a number of times, sometimes on holiday and sometimes as part of a visiting group of political representatives, both as a Member of Parliament and before I was elected. I continue to be interested in the region, its progress and the challenges it faces. Earlier this year I joined other hon. Members from both sides of the House on a visit to Bosnia. Although she is not present, I want to thank the hon. Member for Redditch (Karen Lumley) and her office for arranging what was a very informative trip, and also for her good company.

I had previously visited Bosnia about 10 years ago, and at the time I was struck by the sense of optimism and hope for the future. I must say that I encountered quite a different and much less optimistic mood when I visited this year. I came home with renewed interest in what is happening in that country and a deep sense that we need to pay much more attention to Bosnia’s situation. At times, the situation in that country has seemed intractable, and I fear that it might get harder to resolve. I hope that we can support other countries in the region to move forward alongside Croatia.

Hon. Members will be aware that this has not been an easy process for Croatia. From the creation of its Ministry of European Integration in 1998 and the submission of its formal application for membership in 2003, it appears, hopefully, that the people of Croatia will finally be granted EU membership by July 2013, ending a 15-year journey. However, there is still work to be done by the Croatian Government to ensure that they are ready to finalise accession, most notably in relation to security of the new EU border that they will control.

I have crossed the border from Slovenia into Croatia; the Minister mentioned the border crossing, which is where the narrow strip of Bosnia juts into Croatia. I have also crossed from Croatia into Montenegro. I thought I might end up spending longer than I wanted at that crossing; as we approached from Dubrovnik, my now husband stalled the car and we went kangarooing into the checkpoint with rather a lot of noise and commotion—not really what people want to do as they approach a border checkpoint. For whatever reason, however, the officers simply checked our passports and waved us through; I assume that they thought that no one who was up to no good would make such a dramatic entrance.

Notwithstanding the border issue, membership of the EU will make a real difference to Croatians, enshrining basic rights and principles, opening up Europe to them and signing them up to the single market. Given the history and struggles of their country, that is a significant step as it progresses into the future.

I am conscious, Mr Deputy Speaker, of your remarks about comments concerning other countries that might accede to the EU and I know that you are aware of the ongoing debate about that issue. What is not helpful in that debate are baseless assertions from the Scottish Government that continuing seamless membership of the EU is guaranteed. That has been discredited by clear statements from the current President of the EU Commission. It will have taken Croatia 10 years to meet the criteria necessary to join the EU, from negotiating issues relating to its financial regulatory system to its external political relationship. I do not think that people in Croatia would have put up with the leaders of their country misleading the public about the legal advice on membership of the EU as we have seen the Scottish First Minister do.

A new country needs to establish itself and the appropriate institutions, and Croatia has shown how difficult that process can be. I am sure that that will be a lesson for all new states seeking to join the EU. EU membership is not automatic and is not easy to obtain, but after significant progress in the past 15 years, I very much support the Bill and look forward to welcoming Croatia’s accession to the EU next summer.

At the Chicago NATO summit in May, I discussed with NATO colleagues our continuing support for the fundamental human rights of all Afghan citizens and full implementation of UN Security Council resolution 1325 on women, peace and security. The final summit communiqué reaffirmed our commitments in these areas.

We have encouraged the Afghan Government to implement the elimination of violence against women law that has been agreed in principle, and to bring into practice the UN convention on the elimination of all forms of violence against women. We bring these matters up with the Afghan Government regularly and work with many people in the Afghan Parliament to encourage that agenda. I am pleased to say that women now hold 69 of the 249 seats in the lower House of the Afghan Parliament, which bears favourable comparison with some European countries.

Like many Members, I have visited the Falklands—I went last November—and so particularly welcome the referendum, which will re-establish the will of the islanders. I urge the Minister to ensure that, with regard to expertise, sufficient support is giving to the Falkland Islands regional government and, in particular, the young people, who are so keen to play their part in the future of the islands and their economic development.

I certainly give the hon. Lady that assurance. We will give all possible help and support to the Falkland Islands Government in their preparations for the referendum. She makes a good point about the young people of the Falkland Islands. Tomorrow the President of Argentina is due to appear before the United Nations special committee on decolonisation. I understand that the Falkland Islands legislators who will represent the views of the islanders at that meeting will bring with them some of the young men and women from the Falklands who can make it clear that they, too, see themselves as British and wish to remain so.

Thank you, Mr Crausby, for presiding effectively over this morning’s important debate. I start by paying tribute to my hon. Friend the Member for Hexham (Guy Opperman) for giving the House the opportunity to discuss in detail what is not only a topical issue, but a core issue of national importance, which has been receiving considerable media attention recently. It is quite right that we are discussing the matter in the House, and I pay tribute to all Members who have contributed to our deliberations.

In addition, Mr Crausby, I do not know whether this is improper in procedural terms, but I want to welcome Dick Sawle, a Member of the Falkland Islands Legislative Assembly, who is in Westminster Hall to witness our debate today. Other Members have quite rightly paid tribute to the British soldiers and Falkland Islanders who died almost 30 years ago in the Falkland Islands war, as well as to those who suffered lifelong physical and mental trauma as a result of the war. And as we approach the 30th anniversary of the war, it is also appropriate to reflect, as others have already done, on the deaths of Argentines during the conflict.

The Falkland Islanders have faced successive challenges from Argentina to their democratic right to decide how and by whom they are governed, but the British Government’s support for the Falkland Islands is unequivocal. So, for the avoidance of doubt, I say to the House today that we—the British Government—believe in the principle of self-determination for the Falkland Islanders, and our position has not changed and will not change. Our strong response to the statement by the Latin American bloc, Mercosur, last month, a statement which purportedly banned vessels that fly the Falkland Islands flag, was a clear demonstration of our position, and to Argentina itself we expressed our deep disappointment at its attempts to intimidate the Falkland Islanders. We condemned Argentina’s actions both in London and through our ambassador in Buenos Aires. From Argentina’s attempts to harass Falklands-bound shipping or its attempts to close south American ports to Falklands vessels, to its threats to cut off the air links between Chile and the Falklands or to damage companies that do legitimate business in the Falklands, there is a pattern of behaviour designed to blockade the Falklands economically, which is unacceptable and utterly counter-productive if the objective is to make the Falkland Islands part of Argentina.

I visited the Falklands in November, and I have been listening to the debate this morning with interest. I am slightly concerned that in this debate we are perhaps giving too much merit to the present-day posturing of the Argentines. I welcome the Government’s actions, which the Minister has been setting out, but does he recognise that it is important that we ourselves do not fall back on posturing or indeed on inflammatory statements?

I want to start my response to the hon. Lady by thanking her for going to the Falklands; we had a good meeting on her return to discuss her experiences and what she learned from that visit. I take her point that we should not exaggerate the effectiveness of the Argentines’ actions, and I will discuss that point later in my speech. At the same time, however, it is important that, without being inflammatory in our language, we are very clear and unequivocal in this debate about the position of the British Government and, I believe, the British Parliament, and do not leave any room for misinterpretation.

I want to reassure the hon. Member for Hexham and others who have contributed to the debate that the Government have been extremely active in condemning any attempts by Argentina to erect an economic blockade of the Falklands, and it is right that we call it what it is, which is an economic blockade. It is designed to try to hurt the Falkland Islanders economically, to disadvantage them and to reduce their standard of living. As I have already said, we have been very clear that we regard that course of action by Argentina as wrong. We want vital trade links to be maintained.

We are not in any way complacent about what is happening at the moment. We understand the tactics being adopted by the Argentine Government, and they may yet seek in the months ahead to intensify the pressure that they are applying. However, to expand on the point that I was just making to the hon. Member for West Dunbartonshire (Gemma Doyle), we should not exaggerate the success that Argentina has had. The Falklands economy continues to grow strongly, with a budget surplus and very healthy reserves. If the objective of the Argentine Government is to weaken the resolve of the Falkland Islanders through economic means, it is not an objective that they have achieved.

The hon. Member for Bristol East (Kerry McCarthy), who speaks for the Opposition, asked what representations the British Government are making to countries across south America. The answer is that we make frequent representations at a very high level. As she said, the Foreign Secretary has just been to Brazil, where he specifically raised the issue of the Falklands at the highest levels of the Brazilian Government. We have also made unambiguous representations to the other Mercosur countries, Uruguay and Paraguay, and to Chile, which is associated with Mercosur. Indeed, right across Latin America, we have made our position clear, and I have made direct representations to Colombia, Ecuador, Bolivia and other countries right across Latin America, some of which instinctively support the Argentine position however many representations we make. Nevertheless, it is still important for us to make our position clear and unambiguous, and I think that other Latin American countries are more susceptible to reasoned argument than those that instinctively support the Argentine position.
