Commons ChamberMy hon. Friend raises an important issue about mental health and wellbeing. Sometimes, bullying can sadly be exacerbated as a result of such issues, and mobile phones are used to do that. Some 50% of schools have already rolled out phone-free environments, while ensuring that students have access to a mobile phone as they travel to and from school. That delivers benefits for children’s wellbeing and mental health, as well as for how well they do at school. We want such environments to be rolled out, and I assure my hon. Friend that that is what we will do.

Commons ChamberOf course one of the great advantages of schools being back all the way through the latter half of last year is that teachers and those working in schools have been in the best possible place to assess and work with children and to have the best understanding of their needs and some of their problems, including mental health challenges. We will work with the education sector to support them. We have already taken several actions to support schools and education settings with children who have suffered mental health problems as a result of covid and of being out of school. We will continue to do that and step up those measures in the coming months.
I thank the Secretary of State not just for his statement but for the huge effort he must be putting in to try to balance conflicting priorities. As a father to an A-level student who was hoping to take her exams this year, I can relate to the anxiety that so many young people and their parents must feel in Dudley North and across the country due to the uncertainty of the situation. Will my right hon. Friend assure me that he will make every effort to remove that uncertainty by bringing clarity at the earliest opportunity, so that students can better focus on their studies and teaching staff on the best approach to support them?
As my own daughter was due take her GCSE exams later this year, I can assure my hon. Friend that we very much hope that this statement has given a clear sense of certainty and direction. We will be following this up with further detailed consultation: Ofqual will be leading a two-week consultation period, which will be launched next week. It is very important that we get feedback from the sector to ensure that the details of this policy are properly understood, and work best not just for schools and colleges but, most importantly, for those who are receiving the grades.

Commons ChamberAs the hon. Gentleman will know, we announced last year a £14.4 billion increase in school funding. That was a three-year deal, and we are seeing it rolled out in this academic year, the following academic year and the year after that. It will have a truly beneficial effect on every pupil right across the country.
I thank the Secretary of State for the statement that he brought to the House today, and I also thank him and all his team for the huge efforts they have put in over the summer in an evolving situation that must have been really difficult to manage. Does he agree with the result of a recent study showing that the risks to children from covid-19 are actually very tiny, and that the benefits children will gain from a return to school far outweigh any risks posed by covid?
I am very aware that my constituency neighbour, who has been out campaigning and doing everything he can to get all children in his constituency back into school, is a real champion of their educational achievements and what children are doing right across Dudley North. He is right to highlight that study, and the fact that there will be more harm done to children by their not returning to school than by coming back to school. We all know the benefits, and this is not just about education; it is also about the physical health and mental health that children gain from being back in school. That is why it was vital to open schools before the summer, and that is why it is so vital to have every child back in school enjoying the true joy of what school is able to offer them.
