It is a great privilege to have secured this debate this evening. It is an even greater pleasure to see so many hon. Members in their places as we start this Adjournment debate at this late hour. One could say that an Adjournment debate is akin to an after-hours lock-in, but probably without so much pleasure or enjoyment. We are all here because we care passionately about both the brewing industry and, of course, our pubs right across our constituencies and across the nation. We care about them because we know they are part of the fabric of our nation. We all have concerns about the beer duty escalator and the impact it is having on the many pubs and breweries across the land.

We have to go back to 2008 to see the introduction by the last Labour Government of the beer duty escalator, which saw beer duty rise by inflation plus 2% each year. This, sadly, has been carried on, and it is having a detrimental impact on our pubs and breweries.

My hon. Friend makes a very good point, and I congratulate him on securing this important debate. He will be aware that it has been predicted by the British Beer and Pub Association that the escalator could cost as many as 5,000 jobs. When he talks about a detrimental impact, does he think it important for the House to recognise just how significant that detrimental impact could be on such an important industry?

My hon. Friend makes a valid point about the impact on jobs in the industry of the beer duty escalator, which I was coming on to. In my constituency of South Staffordshire, 1,286 people are employed in breweries and pubs—whether in the fantastic brewery of Enville, the brewery of Kinver, the Morton brewery in Essington, the Marston’s brewery in neighbouring Wolverhampton, or in the 86 pubs scattered across the constituency. Unfortunately, however, these pubs have declined in the last few years, and I am afraid that the beer duty escalator has had an impact in that respect.

Hon. Members from both sides of the House have spoken eloquently about the strength of some of the local high streets in their constituencies across the country and about what those high streets and town centres contribute to the economies in the communities they represent.

In my constituency, there is a small town by the name of Yarm, which lies on the south bank of the River Tees. It is in the old north riding of Yorkshire and, by accident of local government reorganisations, it has found itself in the borough of Stockton-on-Tees. The town has a vibrant high street, a range of independent shops and a strong community. In 2007, the BBC Breakfast show voted it the best high street in Britain—an accolade of which it is very rightly proud. To the great concern of local residents, however, the borough council has decided to interfere in business that is rightly otherwise seen to be that of Yarm and its community.

There has been a long-running debate about parking and traffic through Yarm. That is a problem faced by the town and the solution, which is universally agreed on, must ultimately be one or more long-stay car parks, providing long-term parking provision for the town and freeing up spaces on the high street for trade and visitors. Despite that long-running discussion, however, the borough council has decided to push ahead not with a long-stay parking solution but with the introduction of parking charges—at this time of all times, when national reports specifically recommend free parking as a strong prerequisite driver for successful high streets. The borough council in Stockton risks choking off the growth and success of one of its most successful market towns and local economic drivers because it is failing to listen to what the community in that town says that it wants and needs.

In my constituency, all the parking is free in all the villages and community centres, such as Wombourne, Codsall and many others, and that creates vibrant, thriving local areas. Does that not show the great contrast between a Tory-controlled council and Labour-controlled Stockton?

My hon. Friend is absolutely right that a Labour council is driving forward parking charging proposals against the wishes of local people and the community, to the detriment of the economy in the town of Yarm, which I am proud to represent.

My hon. Friend makes a valid point. Where motorways cut through urban areas or pass close to communities, the Government should be duty bound to do everything within their power to reduce the impact. If they wish to cultivate a positive image of infrastructure improvements—that they need not have a detrimental effect on people’s lives—they should take every step to ensure that the effects are minimised at every level. I must confess that I would like the barriers, which my hon. Friend mentioned, to be in place from the start of the M6 all the way past Manchester, but I am unsure whether the Minister will give so generously of sound barriers. Local communities often demand them, and the Government should always do everything within their power to ensure that local communities get them. I particularly ask the Minister to ensure that such measures are put in place for junction 2 and the flyover, along with noise-reducing or whisper tarmac.

I congratulate my hon. Friend on securing this debate, which is so important to his constituents. It is typical of his approach that, having been at the forefront of the campaign to deliver the Jaguar Land Rover investment for his constituency, with colleagues including my hon. Friend the Member for Stafford (Jeremy Lefroy), he now follows through to ensure that it happens in a way that benefits his constituents most effectively. In the Department for Transport’s forward spending plan, £310 million was taken out of resource funding for road resurfacing and management, but £150 million is being invested in capital spending. Is that capital spending not exactly the sort of spending that my hon. Friend the Member for South Staffordshire (Gavin Williamson) is calling for to improve the road and deliver a better quality of life for the constituency he so ably represents?

I thank my hon. Friend for his kind comments. He makes a valid point; there is a danger that the Department for Transport wants to spend all its money in the Chilterns, and we do not want that. We want to ensure that it goes to the west midlands and further afield. I hope that the Minister will assure us that some money will be spent on the M54 and many other such schemes in the west midlands.

I ask that the Minister assures my constituents that everything will be done to protect residents during the construction phase of the flyover, not only in Coven Heath, but much further afield, so that the impact of the Jaguar Land Rover plant and the i54 is minimised at all costs. Will he urgently look at the whole motorway, from the M6 to junction 2 onwards, to assure my constituents that low-noise, low-impact whisper tarmac will be used when the road surface is replaced, to ensure that they do not have to hear the roar of the M54? Will he ensure that we do not have the travesty of a concrete slab motorway surface all the way from junction 2 to Telford? Will it be properly surfaced with low-noise, low-impact tarmac, thus enhancing and improving the lives of many people, not only in my constituency, but along the length of the M54?

I hope that the Minister can assure me that the use of silent or low-noise tarmac along the whole motorway will be considered in the maintenance schedule. When will that be planned over the next few years? Those assurances will give my constituents hope that the Government will act to improve their quality of life.

I called this debate to reflect some of the real concern in my constituency about the problem of Gypsy and Traveller sites that have been created as a result of current planning legislation. It is a real problem in South Staffordshire, and regulations introduced by the previous Labour Government caused great resentment among the settled community, as well as the Gypsy and Traveller communities. It is a problem not just in South Staffordshire but in many constituencies throughout the country.

My hon. Friend the Member for East Hampshire (Damian Hinds) had a debate on the issue back in September, between the summer and conference recesses. It was an excellent debate, and covered many of the issues and concerns that people throughout the country have. I hope that some of the issues that were highlighted then will be aired today. More important, I want to hear the Minister’s proposals, and what progress is being made.

There is anger in the country about what is not a perceived but a real injustice. There is a view that there is one law for the settled community and another for Gypsies and Travellers.

I congratulate my hon. Friend on securing this debate on a topic in which he has taken a keen interest since coming to the House. Does he agree that it is important that it is on the record that within the travelling community there is a difference between Gypsies and showmen, and that any approach by the Government should pay heed to that difference, and the different ways of life and lifestyles?

Indeed. My hon. Friend makes a valid point. There is a distinct difference between the Gypsy and Traveller communities and showpeople, and that was reflected in the previous Government’s planning circulars 04/07 and 01/06. It is important that the differences are reflected not in a top-down national policy but in local policies that are adopted and brought together by local authorities to make provision in their areas. There are distinct differences between those two communities, and that should be reflected in local planning and provision.

There is real anger that the current legislation provides a deeply unfair planning system. In many ways, the previous Government tried to do something about that, and introduced planning circular 01/06 and 04/07 with, I am sure, good intentions. They tried to redress the issues faced by many in the Gypsy and Traveller community—low educational attainment, and health problems—but they created a division, not one settled Gypsy and Traveller community, and the two communities are often almost at war with each other as a result of injustices.

In my constituency there is already extensive planning provision for Gypsy and Traveller sites. Since 2007, permission has been granted for an additional 30 pitches for Gypsies and Travellers. That may not be many, but there are usually three caravans on every pitch, so the development is substantial. That planning permission was granted for green belt land on which you, Mr Howarth, or I or my constituents would not obtain planning permission for a shed, let alone what is effectively a village development. I hope that the Minister appreciates the anger that imbalance in the law causes, and the inequality between the settled community and the Gypsy and Traveller community.

Thirty pitches is a lot, but the problem does not stop there. There are proposals in my constituency and that of my hon. Friend the Member for Stafford (Jeremy Lefroy) for an additional 16 sites in Penkridge in my hon. Friend’s constituency, and in Calf Heath and Wombourne in my constituency. Those 16 applications are with the planning inspectorate. Already, the 30 existing pitches that have permission and have been built have increased the amount of provision in South Staffordshire for the Gypsy and Traveller community by 50%. No one could doubt that the people of South Staffordshire are creating and providing sufficient provision for the Gypsy and Traveller community. Those 16 extra pitches will put an even greater burden on South Staffordshire and, in addition, planning approval will be sought for another 30 pitches. That is an awful lot of extra development, all of it on green belt land that is supposed to be protected for everyone in the country, and to preserve our countryside.

One of those applications, in Pool House lane, Wombourne, is with the planning inspectorate on appeal. It is for one pitch, but it exemplifies the deeply flawed nature of planning circular 01/06. It is for a pitch that is, oddly enough, also on green belt land. I am sure that if I owned the land and asked for permission to develop it, I would rightly be refused. At the planning appeal, Matthew Green, who was once a Member of this House, represented the applicants. The district council had rejected the application, but at the appeal Matthew Green was at pains to explain that there was a need for the site under planning circular 01/06 because the person who owned the land did not have anywhere to live, despite having a home and living in it just a few miles away, and despite the fact that just a few miles away, also in my constituency, Gypsy and Traveller sites in Brinsford and Featherstone have many vacancies. But the argument to the planning inspectorate was that pitches were needed, and that the people of Wombourne were bigoted because they did not want a Gypsy or Traveller site.

What the people of Wombourne do not want is one law for Gypsies and Travellers, and another for everyone else. They do not perceive that as being right, because they believe that green belt land is to protect the whole community, and that laws should be applied fairly and equitably.

As ever, my hon. Friend makes an excellent point. The point has been raised a few times already—that the tone of this debate in public and in the media has not necessarily been as it should. When we are talking about people’s homes, people’s allowances and changes that will affect people’s lives, it is incumbent on all of us to ensure that we do so in a careful, measured and sensible way.

I am not sure whether my hon. Friend’s experience has been the same as mine, but many people I talk to in my constituency think that the proposals being put forward are sensible, logical and should have been made an awful long time ago.

I thank my hon. Friend for another excellent intervention. He is, of course, right about how right-thinking people look at some of these measures—I single out the cap of £20,000 on the maximum amount of housing benefit that can be claimed. As I said at the beginning of my speech, this is equivalent to earning more than £26,000 a year. These are reasonable steps taken to deal with a very real problem. If Opposition Members wish to continue to oppose what the Government are doing, I urge them to come up with proposals and solutions of their own, so that we can have a properly informed debate—rather than mudslinging, calling names and worrying all the people who rely on Members from all parties to represent them and do the right thing.
