Commons ChamberWe have a deep and enduring relationship with not only New Zealand, but all “Five Eyes” nations. We are seeing a deepening of that relationship in terms of not just operations, but the sharing of capabilities. Of course, we had the great news of the purchase of Type 26 frigates by the Royal Australian Navy. I was speaking to my counterpart in New Zealand just at the weekend, and we are looking at how we can operate more together to deal with the threats that are emerging in the world.
I echo the comments of other Members who have expressed our thoughts for the families of the Welsh Guards facing deployment.
Yesterday, frustrated by the lack of progress, the US Administration announced that they were going to conduct a comprehensive review of their Afghanistan strategy. The Secretary of State will be aware of Trump’s initial policy to withdraw from Afghanistan when he assumed the presidency. Given that we have now been at war in Afghanistan for 17 years, does this latest deployment indicate that in reality the current strategy is failing?
Over the past few years, we have seen the United States commitment to Afghanistan grow, along with the pressure that it is putting on other partners to contribute to a political solution. The true solution to the situation in Afghanistan is a political process, and that is what we, NATO and the United States are promoting.

Commons ChamberI was waiting for a question about Daesh, and our operations in Iraq and Syria.
Is not one of the major problems we face that Daesh is an ideology, not a country? Therefore, when it is defeated in one geographical location, it can morph and develop in another location, as we are seeing on the border between Pakistan and Afghanistan. Daesh has extensive control of that eastern border, Libya and the sub-Saharan region. There is ultimately no military solution to the problem we face, unless we are to accept the situation of permanent war. We therefore need to concentrate on counter-radicalisation strategies. When we are involved in military activity in the middle east and Africa, the problem is that it feeds the fuel that drives Daesh.
That is why we have put so much effort and resource into counter-radicalisation strategies, and into dealing with the threat in cyber-space as well as the physical threat. Behind those computers are individuals who have experience of fighting and spreading hate. That is why we have to deprive them of the territory in which they have been able to operate and do everything we can to deprive them of their ability to operate freely, and that is what our armed forces have been so successful in doing.

Commons ChamberI am afraid I not have details of the exchange rates with me, but I will write to the right hon. Gentleman with them. I can tell him that exchange rate changes over the past few years have cost us about a quarter of a billion pounds extra for the defence budget, as a result of the movement of the pound.
The US nuclear posture review was met with an equal level of posturing by President Putin during his state of the nation speech last Thursday. What is the British Government’s policy response to these worrying developments, as the world slides needlessly into a second cold war? Does the Secretary of State believe the British Government have a role to play in trying to de-escalate the situation?

We have seen how British forces have been consistently able to deploy effectively around the world using land, sea and air. That requires a broad range of capabilities. We have to look at new ideas: how do we fight differently; how do we get different equipment; how do we get more efficient and capable equipment? That is why we are doing a national security and capability review—to see whether we can get answers to some of those questions—but I am afraid that I cannot be drawn on specifics.
What assessments are being undertaken as part of the review on the savings that could be made by home basing Welsh regiments in Wales, which would help with recruitment and post-service medical care?
The Principality of Wales plays an important role in all we do in defence—it would be great to see national Armed Forces Day taking place in Wales. We are always looking at how to ensure an even distribution of resources in terms of the Army, Navy and Air Force—RAF Valley is an important part of our training capability for the Royal Air Force based in Wales—but we will always look at how we can do more in Wales. It contributes so much to everything we do in our armed forces—the Royal Welsh Fusiliers are currently serving in Estonia—and I am sure that that important role will only increase going forward.
The hon. Member for Rhondda (Chris Bryant) has performed a notable public service; it will be recorded in the Official Report, and I am very grateful to the Secretary of State.
On a point of order, Mr Speaker. The Secretary of State, who is a very nice man, referred to Wales as a Principality during the exchanges. He knows, of course, that Wales is a proud nation; will he please correct the record?
I know of course that it is a very proud nation that contributes so much to our armed forces. I am not that great on my Welsh history, and I am sure the hon. Gentleman knows a lot more about it than me, but I think it has been referred to as a Principality for hundreds of years, but I could well be wrong.
