24. What recent discussions he has had with his counterparts in the devolved Administrations on the potential impacts of (a) levels of Government spending and (b) the cost of living on the levelling-up agenda.

Ministers meet their counterparts in the devolved Administrations regularly, and on 10 November the Prime Minister and First Ministers met in Blackpool to discuss the economic outlook and working together on the cost of living. The Chancellor of the Exchequer joined that meeting virtually. The Chief Secretary to the Treasury met with Finance Ministers in the context of the autumn statement, and officials in all Departments remain in constant contact in the interests of all of the people across these islands.

This Government like to talk levelling up, but implementation delays have robbed poorer areas of £1.5 billion, with an additional £0.5 billion lost due to spiralling inflation. The Tories de-industrialised west central Scotland in the 1980s. We are bringing it back with the advanced manufacturing innovation district, including the National Manufacturing Institute Scotland and the medicines manufacturing innovation centre in my constituency. When might we hear that this Government will play their part by ensuring that the stand-out Clyde Green freeport bid and the Renfrew community hub levelling-up bid will be successful?

We will announce shortly the details of levelling-up bids and freeport bids. But when it comes to delays in implementation and the industrial investment that the west of Scotland needs, I simply and gently draw the hon. Gentleman’s attention to the divergence between a UK Government who have recently delivered six new warships on the Clyde and the Scottish Government who in the meantime could not even finish painting the windows on a ferry.

I certainly will. Only last night, I was talking to my right hon. Friend the Secretary of State for International Trade about what more we can do to support the ceramics industry, which is so vital to the economic health of Staffordshire and is a source of pride for all of us across the United Kingdom. Whether it is Churchill China, Royal Doulton, Emma Bridgewater or others, we should do everything we can to ensure that there are new markets for UK ceramics. I know my right hon. Friend will also ensure that we have an appropriate trade remedies authority in the UK, so that inappropriate dumping of ceramics does not undermine UK production.

The joint statement from the Scottish and Welsh Governments said that meetings including the right hon. Gentleman have

“simply been an opportunity for the UK Government to inform us of their views, not to listen or respond to ours.”

I am sure that that sounds familiar to many Members in the Chamber. His reckless decision not to extend the transition period will cost thousands of jobs at precisely the worst point. Scotland did not vote for this. How many Scottish job losses will he see as a fair price to deliver Brexit on his timetable?

I and the Paymaster General have enjoyed long conversations with representatives of the Scottish Government. Mike Russell and other Ministers, including Fergus Ewing, are always a pleasure to engage with. They bring a wealth of experience and a light touch to our conversations, which I always enjoy, appreciate, am better informed by and benefit from. The real threat to jobs in Scotland would be a reckless decision to smash the United Kingdom after 300 years of shared prosperity.

The hon. Lady makes three very good points. First, yes, the polluter pays principle is an important one to maintain. Secondly, we do need enforcement powers. Thirdly, of course, if the UK Government are in breach of air quality rules, it will be the case, as in the past, that they have to be held accountable.

9. Yesterday’s Environment, Food and Rural Affairs Committee report pointed to a notable lack of detail on post-Brexit agricultural plans. Those concerns are echoed by the National Farmers Union and UK farmers, who are now writing to their MPs asking whether they should be planting crops for next year. UK farmers simply cannot afford to continue watching the Government kick the can down the road, so will the Secretary of State commit today to publishing a detailed and credible strategy by the end of this month?

We do not believe in kicking cans down the road; we believe that a deposit return scheme is a very effective way of making sure those cans are recycled.

The UK Government have published a consultation paper, “Health and Harmony”, which outlines a post-common agricultural policy future for farmers in England. The Scottish Government have not yet done so. I have the highest regard for Fergus Ewing, the Minister responsible, but, energetic and talented though he is, the one thing he has not done is spell out his vision for the future.
