Commons ChamberI am happy to join my hon. Friend in congratulating the Oxford Diocesan Schools Trust on its success. I am also happy to congratulate Holyport Primary School on the recognition it has received as a good school and Brize Norton Primary in his constituency, which was rated outstanding. It shows that smaller schools in rural areas can provide an excellent quality of education and that the academy movement can provide for those schools and those children. It goes back to the point I made earlier: what matters is the quality of education our children receive, and in Holyport and Brize Norton they are receiving a first-class education.
The hon. Gentleman raised a number of issues. As he will know, I believe that universal credit is a better system than the legacy system we inherited from the last Labour Government. It helps people into the workplace and ensures that, as they earn more, they are able to keep more of that money. On the back of the Augar review, which looked at post-18 education, I have indicated that I think it is important that we ensure that our further education colleges are funded and are able to provide an alternative route through education for those young people for whom that is right.

Commons ChamberIn the proposals the Government themselves put forward, we have set out a way of ensuring that we maintain a very close economic partnership and a close security partnership with the European Union in the future, but that we also have the benefit of acting as an independent country, of being a sovereign state and of having our own trade deals with other countries around the world.
I welcome the Prime Minister’s commitment to potentially legislating for the political declaration, but doing so in the withdrawal agreement Bill only once we have voted to endorse the political declaration may be slightly convoluted, so may I suggest a third option? If the deal is not passed this evening, the Prime Minister could independently legislate for the political declaration now, setting out in statute what the end point will be and what role Parliament will have before we are asked to vote again on a further deal. That would give people like me the confidence to understand that, by voting for the withdrawal agreement, we would have certainty about the political declaration and where we are going.
I thank the hon. Gentleman for his proposal. One of the issues is that there are elements of the political declaration that remain to be negotiated and on which there is not the certainty that I think he is searching for with his proposal, but I certainly give him credit for inventiveness and for thinking carefully about these issues.

Commons ChamberAs I made clear earlier, I do not want to see us extending article 50. I want to see us getting a deal agreed and through this House, such that we can leave on 29 March with a deal. It will be up to this House to determine, in a vote, whether or not it wishes to extend article 50 if that meaningful vote is rejected.
For the record, and this will not be a surprise to anybody, let me say that I will not, shall not and cannot vote for a second referendum, regardless of how much lipstick is put on it in what it is called. I think that in their heart of hearts both the Front Benchers from my party and the Government know that a majority does not exist in this House for a second referendum. That is a distraction from the main purpose of our job, which is to find a deal. I have spoken to the Prime Minister about workers’ rights, funding for our towns post Brexit and what we need to do to find a way through this. Some of my colleagues have labelled those things as bribes, but they are wrong; what we are trying to do is find a constructive way forward. So in the spirit of that constructive dialogue, the Leader of the Opposition wrote to the Prime Minister to set out changes to the political declaration—not the withdrawal agreement–that would make the deal acceptable to the Labour party. May I ask the Prime Minister to seriously consider and reflect upon those, because the only way she will get a majority in this House and the majority to implement the legislation going forward is if there is a deal that is supported by the sensible mainstream bulk of both parties?
First, on the issue of funding for towns around this country, when I stood on the doorstep of No. 10 when I first became Prime Minister I was clear that I wanted a country that works for everyone. What the hon. Gentleman has referred to fits right into that desire and policy of ensuring that we are responding to the needs of people across the whole country. On the other question he has raised, the Leader of the Opposition did write to me with a number of issues and I have responded to that in writing, because a number of points he has made are actually already reflected in the political declaration. There are a number of other issues where we have taken this forward, for example, as I said today, in relation to workers’ rights. My team have been able to have one further meeting with the Labour Front-Bench team and we are happy to have further meetings with them should they be willing to have them.

Commons ChamberFirst, I thank my hon. Friend for her comment and recognition that, by definition, in looking at these issues, there will be compromise. Obviously, people on both sides of the argument voted in the Brexit vote. I think the overwhelming view of the British people now is that they want to see the Government getting on and delivering Brexit for the British people.
My hon. Friend asks specifically about goods. We have expressly within the outline political declaration—we will flesh this out in the fuller future framework document—put as a key element, at the forefront of our thinking, the need to ensure we have a continuing good trading relationship, with seamless transfer of goods across borders.
I have been very clear that my constituents voted to leave the European Union, and the only way we can do that smoothly is by leaving with a deal. However, it is clear from what has been said in the House today that the Prime Minister’s deal does not have a majority. She has ruled out withdrawing article 50 and said that she will not support a second referendum, and I do not believe that a majority exists for that in this place either. But I hope that, like me, the Prime Minister realises that no deal would be a catastrophe. Will she outline her contingency plan for this deal failing and preventing a no-deal Brexit on 29 March?
The decision on the deal will come before this House in a meaningful vote, and every Member will have the opportunity to exercise their vote according to their conscience, the need to deliver for the British people, and consideration of the impact that their decision will have on their constituents’ future.

Commons ChamberMy hon. Friend is right to raise this very important issue, which might, at a glance, seem quite a small issue but is actually very important in the lives of those disabled children to enable them to lead the life that they want to lead. I agree with him that the provision of changing places can make a real difference to disabled children but also to their carers. I understand that the Department for Communities and Local Government has been working to increase the number of facilities. I would certainly urge relevant building owners to consider installing changing places where they can. I am sure that my right hon. Friend the Communities Secretary will be happy to discuss this matter further with my hon. Friend.
As I said in response to the questions from the Leader of the Opposition, we do not want to see people without a roof over their head. That is why we are working in a number of ways to deal with this issue. It is why we are committed to halving rough sleeping by 2022 and eliminating it by 2027. As I also said earlier, a number of announcements have been made in the Budget, and we are now dedicating over £1 billion to 2020 to tackling homelessness and rough sleeping. That is across a number of areas; it is £1 billion to deal with this issue and to tackle something that we agree we do not want to see on our streets.

Commons ChamberI am happy to give my right hon. Friend that confirmation. We are preparing for every eventuality. We are committing money to prepare for Brexit, including a no-deal scenario. It might be helpful if I update the House. The Treasury has committed over £250 million of new money to Departments such as the Department for Environment, Food and Rural Affairs, the Home Office, Her Majesty’s Revenue and Customs and the Department for Transport in this financial year for Brexit preparations. In some cases, Departments will need to spend money before the relevant legislation has gone through the House. The Treasury will write to Departments and to the Public Accounts Committee explaining this process shortly. Where money needs to be spent, it will be spent.
The message that I would like the hon. Gentleman to take back to his constituent’s partner is that we offer our condolences at the death of her partner. We are working to ensure that there is greater consistency in the judgments that are originally given on PIP assessments. We introduced PIP in order to ensure that we are able to focus payments on the most vulnerable. I completely understand how she feels about the position she is in. We offer her our deepest condolences.

Commons ChamberWe will try to ensure that we have the best possible way of putting legislation through this House to enable necessary debate and discussion to take place. Obviously, as we come to the debates on the great repeal Bill, that will be part of the discussions, but I also ask hon. Members to recognise the very many changes that will need to take place that are very technical, and that are not about policy but are necessary, because of the intertwining of our legislation over the years, if we are to ensure that when we reach the point of leaving, we can have that clean break and have dealt with all the legislative consequences.
I am sure that when the Prime Minister went to the polling station on 23 June last year and cast her vote for remain, at the forefront of her mind was stability for British industry, and in the recent by-election in my constituency, the Prime Minister wrote to thousands of my constituents highlighting the plan she said her party would have for the ceramic industry. The ceramic manufacturers of Stoke-on-Trent make the best pottery in the world, but what they now need is stability and confidence, so that they can reach their growth targets and create jobs. Can the Prime Minister confirm, here and now, that our future relationship with the single market and the customs union will deliver exactly the same benefits as it currently does, so that when I return to Stoke-on-Trent this weekend I can give my major employers the confidence they need?
I have to say to the hon. Gentleman that the answer I give him will be the answer I have given throughout this statement, and indeed have given in the past: we will be working for that comprehensive free trade agreement that will enable businesses to trade freely with the European Union single market, and to trade in both goods and services with the European single market. That is what we want to achieve. I recognise the need for business to have as much certainty as possible as soon as possible. One of the things in the letter that I know business has been asking for is the concept of the implementation period, so that there is not a cliff edge when we leave, and so that they are able to put any new arrangements in place and have notification of that. That is exactly what I have suggested to President Tusk we should, at an early stage, agree will be a principle that we will abide by.
