I did raise human rights concerns with President Kagame, and I raised issues of freedom of speech. I am sure that the hon. Member has been to Rwanda, so he will know that in 1994 the country underwent perhaps the most catastrophic, humiliating disaster that any country could undergo. Whatever the hon. Member may say about him, President Kagame has brought that country back from the brink and done an immense service to his country in restoring order, which his people value immensely.

The Prime Minister was right when he recently said that 2% of GDP on defence spending should be a floor, not a ceiling. However, some of our allies are still in the basement when it comes to meeting their NATO commitments. Will he therefore outline what efforts were made specifically to rectify that in Madrid?

What the UK has been doing is leading by example. It was at Cardiff in 2014 that we set the target of 2% of GDP—a floor, not a ceiling. We were one of the first to exceed it, and eight other countries are now exceeding it. What we are seeing around the table is countries absolutely determined to follow suit and spend more. I will single out what Olaf Scholz has been doing in Germany, where there has been a quite remarkable change of events.

The whole House will have read the statement today from my hon. Friend the Member for Bridgend (Dr Wallis)—I know that the House stands with you and will give you the support you need to live freely as yourself.
I thank Donna Ockenden and her whole team for the compassionate approach she has taken throughout the distressing review of maternity care at Shrewsbury and Telford Hospital NHS Trust. Every woman who gives birth has the right to a safe birth, and my heart therefore goes out to the families for the distress and suffering they have endured. My right hon. Friend the Secretary of State for Health and Social Care will make an oral statement this afternoon to set out the Government’s response.
This morning I had meetings with ministerial colleagues and others. In addition to my duties in this House, I shall have further such meetings later today.

While our focus is rightly on Ukraine, the Prime Minister will be aware of the great concern of many people across the Baltic states. Will he outline the role that the joint expeditionary force can play in countering Russian aggression and improving the defensive posture for our allies in the Baltics?

The joint expeditionary force, or the JEF, is an increasingly important grouping of the Nordic countries, the Baltic countries, the Dutch and ourselves, and we are committed to working together in an active way to counter Russian aggression and support our Ukrainian friends. We had a successful meeting a couple of weeks ago and will have further such meetings in the course of the next few weeks.

I thank my hon. Friend for all the support that he gives to Grantham and Stamford. I can tell him that Small Business Saturday is receiving huge support from the Government. We had a kind of festival last night to celebrate it in Downing Street. I encourage everybody to get out this Saturday—safely with their mask on, Mr Speaker, when they are in a shop, but that should be no inhibition on people buying in their shops up and down this country.

Well, I do not think that that is the right priority for this country or for the people of Scotland. I will just remind the right hon. Gentleman of the words of the deputy leader of the Scottish Government, who welcomed it when the Labour Government put up NI by 1p to pay for the national health service. He—this is a guy called John Swinney—said:
“I am absolutely delighted that the Chancellor of the Exchequer has now accepted that progressive taxation is required to invest in the health service in Scotland”.—[Scottish Parliament Official Report, 18 April 2002; c. 8005.]
I mean, get your story straight! This is more cash for people in Scotland; it is more investment for families in Scotland; it is good for Scotland and good for the whole of the United Kingdom.

My hon. Friend is quite right; he is a great advocate for the people of Grantham and Stamford. The Health and Care Bill will ensure that there are integrated healthcare partnerships, bringing together local authorities and local healthcare, but there is more to be done, and that will be done in the forthcoming White Paper.

I am afraid that the hon. Gentleman is simply wrong in what he says, particularly about my right hon. Friends the Chancellor and the Health Secretary; I do not believe that he should have spoken in those terms. What I will say is that there is one party in this place that brought in tough rules on lobbying, and another party that campaigned at the last election to get rid of those rules because of its relationship with the trade unions, because it wanted them to continue in the obscure, opaque way in which they were being run, and because it wanted people to be able to continue to lobby parliamentarians in the way that they always did. Look at the Labour manifesto from 2019. If the Leader of the Opposition repudiates it now, why does he not go ahead and do so?

What a pleasure it is to speak in this debate, at this point in the debate.
As outlined in many good speeches, we are in a precarious economic position. Our debt is high, our tax revenue is low, unemployment is up and growth is down. One of the most important things that we can do in this place is to debate our economic future, but let’s face it: the vast majority of people we represent are not as concerned about the ping-pong of politics as they are about their real-life situation. People have lost their jobs, their livelihoods and their certainty—all from a virus that they could not have seen coming. We in this place cannot solve all our people’s woes. Our economic recovery will not be driven from the Floor of the House of Commons; it will be driven from the factory floors of Grantham and the shop floors of Stamford. It will be driven by our workers and our small businesses, not by politicians. But we can provide stability and certainty through management of our public finances.
We have heard many times today that borrowing is at a record high and our interest rates are at a record low, but, as a principle, I am uncomfortable with anyone suggesting that we should have more debt just because it is cheap. That goes for individuals as much as it goes for Governments. I am deeply concerned about inflation as we start to release restrictions in our economy, and what that means for rates in the future.
In advance of today, I set out three things that I was hoping to see in the Budget. I asked for us to look at ways in which we could better mobilise private capital, I wanted us to focus on innovation and entrepreneurs, and I wanted to see that we would prioritise investment over general public spending. I am delighted that all three of those were in the Budget today. The national infrastructure bank will mobilise tens of billions of pounds of private capital to help to fuel energy and transportation infrastructure many decades from now. The announcement on tech visas was fantastic because that highlights the importance of bringing in the best and the brightest to help to bolster our digital transformation in sectors such as finance, farming, education and healthcare. The investments that we are making in skills will help firms such as Iconic Engineering Solutions in Grantham to find the technical jobs that they so badly seek. They say that good crisis management is about being quick with the facts and slow with the blame. The fact is that this crisis will change the way we live, but let us not let it change the way we manage our public finances.

We live in an uncertain world, and given this uncertainty, it is vital that we have a strong military. That is why it was so critical that in November, the Prime Minister announced the biggest programme of investment in British defence since the cold war. So much has changed since the end of that cold war, not least the fact that the threat from our adversaries is no longer confined to the traditional battlefield, but now exists throughout our digital network too.
Just as the threat has evolved, so too must our capabilities for protecting our citizens. That is why the creation of a national cyber-force and a new space command are no longer optional, and why evolving our capability has also led to the growing importance of our reservists to our national defence. I am pleased that this Bill allows for flexible working for our more than 35,000 reserve personnel, allowing reservists—such as those who are trained at the Prince William of Gloucester barracks in Grantham, in my constituency—the opportunity to serve on a full-time or a part-time basis. Making up one sixth of our armed forces personnel, reservists bring specialist outside knowledge, expertise and experience that enriches our military capability. Whether regular or reservist, we should praise everyone who serves our country in uniform.
However, of course, praise is not enough. We must ensure that no veteran or any of their family faces unfair obstacles or discrimination as they enter civilian life after service. That is why the armed forces covenant has been so important over the past 10 years, and I look back with pride on the fact that my home county of Lincolnshire has played a prominent part in its success so far. All of our local authorities are signatories, and South Kesteven District Council has gone even further by appointing a dedicated armed forces champion in Councillor Dean Ward, who is himself a veteran. We also have a wide range of other local organisations that have signed the covenant, such as Grantham College, RecruitME, and Stamford Endowed Schools.
I am confident that with this Bill and this Government, our nation is in safe hands as we seek to protect our country, enhance our capabilities, and honour those who have served this United Kingdom.

The hon. Lady is right to value key workers and the amazing job that they do—particularly teachers and teaching assistants, who have done fantastic work in getting our kids back into school over the last few months and continue to do an amazing job. I am proud not just of the work we have done to increase public sector pay, with an inflation-busting package in July for the third year running, but of what we are doing to support the record increases in the living wage—delivered by a Conservative Government, invented by a Conservative Government. Conservative Governments can do these things because we understand how to run a strong economy.

Absolutely. I thank my hon. Friend for the campaigns that he is running to support veterans. We support schemes such as that run by Gerry Hill and his team at Hire a Hero, and we are encouraging businesses to hire veterans with a new national insurance tax break for businesses that do so and, of course, making it easier for veterans to join the civil service.

That is exactly what we announced only a few weeks ago with the lifetime skills guarantee. The purpose of the lifetime skills guarantee is this: if you are over 23, you are not currently eligible for support from the Government in getting a new skill or a new qualification, but we will now pay you for that skill—we will support you. Particularly in the context of this pandemic, we want to help to train and retrain people throughout their lives so that they can adjust to our changing economy. The hon. Lady makes a very good point.

I am grateful to my hon. Friend for what he is doing to campaign for Grantham and Stamford and for Lincolnshire. I can tell him that we are putting another £125 million into Greater Lincolnshire through the growth deals and another £25 million through the Getting Building fund. We will be bringing forward further measures—I take his point on board very sincerely—to boost investment in UK infrastructure in due course.

I thank my hon. Friend for his question about Cornwall. I was delighted to have the chance to support the Cornish economy as part of a south-west visit over the summer, which included visiting him in his seat of St Austell and Newquay. As we said in our manifesto, we will introduce a UK shared prosperity fund that will match at a minimum the current levels of funding to each nation from EU structural funds. The arrangements for the fund will be confirmed following the upcoming spending review.

In order for us to truly level up, we will need to mobilise billions of pounds of private capital. Does my right hon. Friend agree that, as part of the national infrastructure strategy, we should launch a new financial institution such as a British development bank to make that happen?

The Government are committed to ensuring that businesses and infrastructure projects continue to have access to the finance they need. The UK has a range of existing tools to support investment, including the UK guarantees scheme. The Government will bring forward further measures to boost investment in UK infrastructure as part of the national infrastructure strategy.
